This is an addendum to ECS 16-2-1 Rev 2, August 97. The numbering of the following sections
and paragraphs correspond to section and paragraph numbering of ECS 16-2-1. Requirements are
defined as additions, deletions, and revisions to ECS 16-2-1. Requirements of ECS 16-2-1 that are
not revised remain applicable.

DOCUMENTATION

Wiring Diagrams

4.1.10 Replace paragraph with the following: “Schematic diagrams shall be laid out showing the
entire relay interconnects.” If a relay and its contacts are located on different drawings, cross
reference shall be provided for both the relay and contacts.

4.1.11 Replace paragraph with the following: "Standard symbols for all the drawings will be as
shown on the Legend and Symbols Drawings approved by ESSO."

Data

4.2.1 Delete item d.

4.2.8 Replace paragraph with the following: “Load data shall be accompanied by a single-line
diagram (may be simplified) with busses, bus and transformer feeders, and transformers.”

4.2.9 Replace paragraph with the following: “A load summary (Document Number 7400-90CA-
G000-0001) showing all electrical loads connected to electrical distribution equipment shall be
submitted to ESSO for approval.

This load summary shall include the following:

Demand Factors per Load

a. Load Power Factor and Efficiency


b. Normal Demand
c. Peak Demand”

4.2.11 Replace paragraph with the following: “The SKM Model shall be submitted to ESSO after
approval. Impedance diagrams shall be generated from this model.”

4.2.14 Replace paragraph with the following:

a. Voltage variations at busses and motor terminals during normal operation

4.2.16 Replace item c. with the following:

4.2.24 Replace paragraph with the following: “Relay coordination curves (and RX diagrams where
appropriate) shall be furnished to ESSO for final Approval.”

POWER SYSTEM ARRANGEMENT AND PROTECTION

Neutral Grounding

5.3.1 Neutrals of all power systems originating within the plant shall be grounded as follows

a. Add: “And the lighting voltages in Chad shall be 480 - 208/120 VAC.”

b. Add: “Through low resistance for 6.6 kV systems.”

c. Add: “Through high resistance for 480 V systems.”

d. Add: “Solidly grounded for the 33 kV system.”

e. Add: “If rear accessible gear is being provided”.

COMPONENT CAPACITY AND IMPEDANCE SELECTION

Component Sizing Criteria

6.1.3 Replace paragraph with the following: “If an increase in equipment size results, the
contractor shall advise ESSO and obtain approval before proceeding.

Transformer Capacity and Impedance

6.2.1 Replace paragraph with the following:

“Per meeting minutes GCMT-2000-07-18-EL:

Power transformers will be sized using the continuously operating load from the load summary
calculation, adding 20% design margin and selecting next standard size transformer. All
transformers will be 100% rated in ONAN configuration, with possible exception being the 33/66 kV
step up transformers. The fan rating may cover the peak loading conditions on these transformers
in order to meet the size restrictions of the Antanov window.

For low voltage transformers, the provision for future fans will be eliminated and the size of the
transformer will be increased to the next standard size after the initial sizing criteria noted above.
Medium voltage transformers will be procured with fans. Where applicable, running the the third
large (normally spare) motor on the 6.6 kV busses may cause the loading to enter the transformer
forced air rating. This is considered acceptable, since it is an off-normal / short duration condition.”

6.3.1 Replace paragraph with the following: “Switchgear continuous rating shall be based on the
transformer maximum output. In case of double-ended substations, maximum output of only one
transformer is considered.”

Terminal Voltage and Voltage Drop

6.5.3 Voltage drop in cables shall not exceed the following, in percent of system nominal line-to-
neutral voltage:

b. Replace with the following: “15%”.

c. Replace with the following: “2%”.

d. Replace with the following: “3%”.

7.2.4 Add the following statement at the end of the paragraph: “Where available.”

7.5.2 Replace with the following: “Magnetically held air-break or vacuum or SF6 contactors with
current limiting fuses are preferred.”

CONTROL CIRCUITS

Switchgear Control Power

8.2.15 Replace with the following: The wires can be color-coded or be numbered. 1 for stop, 2 for
common, and 3 for start.

8.2.27 Replace the first sentence of the paragraph with the following: “Motor space heaters, when
furnished, shall be controlled by an auxiliary contact of the motor controller.”

METERING

10.1 Add the following statement: “ Multifunction solid state metering is also acceptable.

ALARMS

11.3.2 Delete this paragraph.

11.3.6 Replace with the following: “All alarms shall be connected to the Honeywell Plantscape
System.”

and 120 V, 16 A for Chad.“

13.7 Replace with the following: “Outdoor outlets shall meet the requirements of installation
details.“

13.11 Add the word “outdoor” to “outlet” so that it would read “outdoor outlets”.
