SCOPE

1.1 This specification contains mandatory procedures for submitting equipment noise
level data and for conducting specified noise tests. Permissible noise level criteria at
specified worker locations are included to ascertain the need for acoustical treatment
data.

1.2 An asterisk (*) indicates that additional information is provided by ESSO in an


addendum to this specification.

1.3 A pound sign (#) indicates that ESSO review/approval is required before the
design is finalized or equipment is purchased.

DEFINITIONS

NOTE: All logarithms are to the base 10.

2.1 Decibel (dB) - a unit expressed as 10 times the logarithm to the base 10 of the ratio
of two related quantities which are proportional to power.

2.2 Sound pressure (p, microbars, dynes/cm², or P, Newtons/m²) - a periodic fluctuation


of pressure about atmospheric pressure in the presence of a sound wave.

2.3 Sound pressure level (SPL) (decibels) - the relationship of the measured sound
pressure with respect to an arbitrary reference sound pressure which is taken as
0.0002 microbars, dynes/cm², or 20 x 10-6 Newtons/m²; SPL = 20 log (p/0.0002), p in
microbars, dynes/cm² or SPL = 20 log (P/20 x 10-6), P in Newtons/m².

2.4 Sound Power (PA) - the acoustic power expressed in watts.

2.5 Sound Power Level (PWL) (decibels) - the relationship of the sound power to an
arbitrary reference level which is taken as 10-12 watts. PWL = 10 log (PA/10-12).

2.6 dBA - a sound level which is a logarithmic summation of a given spectrum whose
SPL values have been weighted in a manner similar to the 40 phon equal loudness
contour for pure tones. The weighting curve is designated in ANSI S1.4 and is
termed "A-weighting".

2.7 Directivity Index - the difference in dB between a measured SPL at a distance from
the source center on a designated axis and the average SPL at the same distance
from the source center.

2.8 Ear level - an elevation of 1.68 m (5 ft. 6 in.) above grade or a platform.

2.9 Band - a range of frequencies determined by the highest and the lowest frequencies
in the range. Frequencies are measured in Hertz (Hz., cycles/second).

2.10 Octave - a band in which the highest frequency is twice the lowest frequency.

2.11 Sound intensity (I) (watts/m²) - the amount of sound power passing through a unit
area.

2.12 Sound intensity level (IL) (decibels) - the relationship of the measured sound
intensity with respect to a reference intensity of 10-12 watts/m², IL=10 log (1/10-12).
For air at standard conditions, 20 °C (68 °F) and 101.33 kPa (1 atmosphere) the
sound intensity level and sound pressure level are numerically almost equal.

2.13 Free field - a sound field in a homogeneous, isotropic medium free of all boundaries.
It is characterized by the particle velocity being primarily in the direction of
propagation of the soundwave and the sound intensity being proportional to p². In
the free field, sound pressure levels decrease at a rate of approximately 6 decibels
(dB) for each doubling of the distance from the source.

2.14 Near field - the area close to a sound source. It is characterized by the appreciable
variations of the sound pressure with position, even when the source is in free
space. Particle velocity is not necessarily in the direction of propagation of the
sound wave.

Moreover, the sound intensity is not simply related to p². Reduction in sound
pressure is usually less than 6 dB for each doubling of distance.

2.15 Pure tone - results from a type of motion known as simple harmonic. The frequency
of this wave is a function of the repetition rate per unit of time (cycles per second).

SUMMARY OF ADDITIONAL REQUIREMENTS

3.1 Table 1 lists the applicable standards, publications, and specifications that shall be
used with this specification.

3.2 The equipment and materials used shall conform to the latest editions, revisions and
addenda of the codes, standards and regulations listed in Table 1.

* 3.3 Vendor shall comply with any local rules or regulations specified by ESSO.

DOCUMENTATION

Proposal Information

4.1.1 Noise data for each equipment item shall be provided in a format consistent with that
provided in the attached Equipment Noise Data Sheet.

4.1.2 Unless otherwise exempted, all data requested in the attached Equipment Noise
Data Sheet must be provided by the vendor when equipment sound pressure levels
exceed 70 dBA. Sound power level data do not need to be provided for exempted
equipment listed in Table 2.

4.1.3 Separate sound power data shall be furnished for equipment with:

a. Duct or piping connections, such as compressors and turbines, to indicate


how the sound generated leaves the equipment.

b. More than one emitting noise source, such as a driver-gearbox-compressor


combination.

4.1.4 Sound Pressure Level (SPL) shall be reported in dB re 20 micropascal. Sound


Power Level (PWL) shall be reported in dB re 10-12 Watt.

4.1.5 Vendor shall provide details of the proposed noise treatment method including
operator inconvenience and maintenance problems.

5.1 The maximum permissible noise level at specified worker access positions is 85
dBA. That level represents the maximum cumulative emission from all sources on
the specified equipment item. Consideration must also be given to the SPL
contribution of other equipment in proximity to the worker access position so to
ensure the overall worker access position noise level is below 85 dBA.

* 5.2 Worker access positions where the maximum permissible noise level applies relative
to specific equipment or installations are listed in Table 3. Worker access positions
for equipment not listed will be specified by ESSO.

ACCEPTABLE TEST PROCEDURES FOR DETERMINING NOISE LEVELS

# 6.1 Testing may be specified by ESSO if the noise data supplied in the proposal are
determined inadequate. Vendor shall submit a proposal to ESSO giving the detailed
test procedure including proposed operating conditions.

* 6.2 If specified by ESSO, tests will be witnessed by their Engineer. The vendor shall
notify ESSO at least 5 days in advance of these tests.
6.3 Calibration of instruments shall be as recommended by the instrument manufacturer,
and shall be made before and after the test of each noise producing system.

# 6.4 Except as specified herein, noise measurement procedures shall be per ANSI S1.13,
S1.34, S1.35, S1.36, or corresponding ISO standards, or OCMA NWG 1 where
equivalent procedures are covered. Proposals to use alternative procedures shall be
submitted to ESSO for approval.

6.5 Sound level meters and filter sets shall be per Table 4.

6.6 Requirements for sound pressure level determination at worker access positions are
as follows:

a. Test locations shall be at the worker access positions per par. 5.2. The
highest values shall be reported.

b. Noise tests shall be in an area that has low background noise levels and
where reverberant effects of the area do not affect the data. The placement
of the instruments during the test shall be such as to avoid the influences of
air currents, vibrations, electrical or magnetic fields, and other extraneous
factors which tend to alter the readings. The following shall be observed:

• The background noise shall be measured without the equipment in


operation at the same location to be used for the equipment test.

• If the background noise levels in each octave band are 6 dB or more


below test levels, corrections to test data are not required.

• If the background noise levels are between 3 dB and 6 dB below test


levels, corrections to test data shall be made to account for
background noise. (Refer to Beranek, Noise Reduction, Chapter 7,
pp 137-138, McGraw-Hill, 1960).

• Where background noise levels are less than 3 dB below the test
levels, special shielding or other techniques shall be required to
reduce the background noise contribution. If it is not possible to
reduce background noise levels, the sound pressure level shall be
recorded at 150 to 300 mm (6 to 12 in.) from the equipment surface
and extrapolated to the required distance using the relation:

SPL2 = SPL1-10 log R2/R1

Where: R2 = distance from equipment geometric center to the


required worker access position, m (ft.).

R1 = distance from equipment geometric center to


microphone location during test, m (ft.).

SPL1 = sound pressure level at measurement location, dB


SPL2 = sound pressure level at worker access position, dB
6.7 Readings shall be taken first with the sound measuring instrument operating at "slow
speed" and the visual average of dBA and octave band SPL recorded. Readings
shall then be observed with the sound measuring instrument operating at "fast
speed". If the time fluctuations on fast speed are greater than 5 dB, the maximum
and minimum overall readings on both A and C scale shall be recorded.

6.8 Requirements for sound power level (PWL) determination:


a. PWL determination shall be per ANSI S1.34, ANSI S1.35, ANSI S1.36, and
ISO 3744, 3745, 3746. Other methods proposed by the vendor shall be
submitted to ESSO for approval. For field measurements, these procedures
can be adapted to obtain octave band sound power data.

# b. For equipment where these procedures do not apply, such as for compressor
suction or discharge nozzles, the procedure used shall be submitted to ESSO
for approval.

6.9 The order of preference for obtaining the required noise data is as follows:
a. From tests of a comparable piece of equipment in an environment remote
from other noise sources (shop or field tests), or installed in an operating
plant.

b. From noise data obtained by tests on similar equipment and corrected for the
actual equipment size and operating conditions. Both field data and
correction procedure shall be reported.

c. From calculation by theoretical or empirical techniques.

If the maximum variation in measured SPL values used to determine the above values is greater than 5 dB for any octave band and at any location
surrounding the subject equipment, further explanation of these results is required.

Note: (1) An asterisk (*) indicates data to be provided by ESSO. All remaining information shall be provided by the vendor.

Explanation:
If acoustical treatment is not technically feasible or is cost prohibitive (to ensure the overall SPL is less than 85 dBA), Vendor will notify ESSO in writing.
Such deviations must be approved by ESSO with concurrence from ESSO Medical Division Industrial Hygiene Contact. A decision will be rendered on the
acceptability of this equipment on a case by case basis. Generally, equipment cost increases of up to 25% are acceptable in order to achieve the 85 dBA
SPL where more than a 3 dBA reduction is achieved.

1. For equipment whose Sound Pressure Levels (SPL) exceed 85 dBA at worker access positions, every reasonable effort should be made to implement
acoustical treatment to reach this SPL.
2. Noise reduction opportunities should be aggressively pursued if a greater than 3 dBA reduction is possible using acoustical treatment which is technically
feasible and cost acceptable.
3. Regardless of technical feasibility or cost considerations in noise abatement, no piece of equipment with a SPL exceeding 110 dBA at worker access
positions is permitted.
