1.0 GENERAL
1.1 Scope
This specification describes the minimum requirements for design, manufacturing,
testing and supply of Neutral Earthing Resistors (NER).
The Neutral Earthing Resistors are intended to limit earth-fault-current magnitudes
to reduce damage during earth faults. The magnitude of the resistance is selected
to allow sufficient current for earth-fault relays to clear the faulted circuit. The NER
shall be supplied by the transformer manufacturer.

1.2 Definitions
COMPANY: Esso Exploration & Production Chad Inc.
PURCHASER: KBC.
MANUFACTURER/SUPPLIER: The party that manufactures and/or supplies
equipment, technical documents/drawings and services to perform the duties
specified by COMPANY/PURCHASER.
SUB-SUPPLIER: The party(s) which carry(s) out all or part of the design,
procurement, installation and testing of the system(s) as specified by the
SUPPLIER.
PROJECT: The Chad Development Project.
SHALL: Indicates a mandatory requirement.

1.3 Site Conditions


Low resistance neutral earthing resistors shall be suitable for outdoor installation.

2.0 CODES AND STANDARDS


The equipment supplied shall be in accordance with the latest editions and
amendments of:
• International Electrotechnical Commission (IEC) and especially:
IEC 60085 Thermal Evaluation and Classification of Electrical Insulation
IEC 60529 Degrees of Protection Provided by Enclosures
• The following Institute of Electrical and Electronics Engineering (IEEE) standard:
IEEE Std 32 Requirements, Terminology and Test Procedure for Neutral
Grounding (Earthing) Devices

3.0 Reference documents


The following documents shall be considered part of this specification.

4.0 DOCUMENT PRECEDENCE


It shall be the SUPPLIER’S responsibility to be, or to become, knowledgeable of
the requirements of the referenced Codes and Standards and shall obtain his own
copies.
The SUPPLIER shall notify the PURCHASER of any apparent conflict between this
specification, the related data sheets, the Codes and Standards and any other
specifications noted herein.
Resolution and/or interpretation shall be obtained from the PURCHASER in writing
before proceeding with the design/manufacture.
Where two or more references define different requirements on the same subject,
the more restrictive reference shall govern.

5.0 DEVIATIONS
The SUPPLIER shall clearly identify any deviations from this specification. If such
are not submitted in writing, it is assumed that the SUPPLIER complies with all
specified requirements. Any deviations from the specifications, made without prior
written approval of the PURCHASER, shall be corrected to meet the specifications
at the SUPPLIER’s expense.
SUPPLIER may offer alternative proposals for price and technical advantage if he
wishes, but such proposals shall form a supplement to the main proposal and
subject to COMPANY and PURCHASER review/approval.

6.0 QUALITY ASSURANCE/QUALITY CONTROL


The SUPPLIER shall have an established and documented quality system as a
means of ensuring that product conforms to specified requirements.
A copy of the SUPPLIER's QA/QC program shall be submitted to the
COMPANY/PURCHASER with its Quotation for the PURCHASER’s review and
concurrence prior to award. If SUPPLIER's QA/QC program and facility where work is
to be performed is ISO 9000 certified, then only a copy of the SUPPLIER’s ISO 9000
certificate is required.
The SUPPLIER shall identify in the purchase documents to its SUB-SUPLLIERS, all
applicable QA/QC requirements imposed by the PURCHASER, and shall ensure
compliance thereto. On request, SUPPLIER shall provide objective evidence of its
QA/QC surveillance of its SUB-SUPPLIER's activities. Purchase order placed to
SUB-SUPPLIER in support of the main purchase order shall not relieve the
SUPPLIER from any obligation specified in the purchase order.

SUPPLIER shall submit certified reports of production tests as soon as the tests are
completed satisfactorily.
The COMPANY/PURCHASER reserves the right to inspect materials and
workmanship at all stages of manufacture and to witness any or all tests and to those
of SUB-SUPPLIERS. SUPPLIER shall provide a copy of its Manufacturing and
Inspection Plan for review and inclusion of any mandatory COMPANY/PURCHASER
witness points after an award.

7.0 DOCUMENTATION

7.1 General
SUPPLIER shall submit the type and quantity of drawings and documentation for
PURCHASER's approval or information as listed in the individual Supplier Data
Requirement List (SDRL) and Purchase Order.
Comments made by PURCHASER on drawing submittal shall not relieve SUPPLIER
or SUB-SUPPLIER of any responsibility in meeting the requirements of the
specifications. Such comments shall not be construed as permission to deviate from
requirements of the Purchase Order unless specific and mutual agreement is
reached and confirmed in writing.
Each drawing shall be provided with a block in the bottom right-hand corner
incorporating the following information:
a. Official trade name of the SUPPLIER.
b. SUPPLIER'S Drawing Number.
c. Drawing title giving the description of contents whereby the drawing can be
identified.
d. A symbol or letter indicating the latest issue or revision.
e. PO number and item tag numbers.
Revisions to drawing shall be identified with symbols adjacent to the alterations, a
brief description in tabular form of each revision shall be given, and if applicable, the
authority and date of the revision shall be listed. The term " Latest Revision " shall not
be used.

7.2 Deliverables
R1 Unless otherwise stated in the inquiry/order documents, the MANUFACTURER
shall at least supply the following documents. All drawings and catalog information
to be included in Operating Manual shall be in English. All other drawings shall be
provided in English.
SUPPLIER shall also provide all documents in an electronic format suitable for
Esso Electronic Document Management Systems which is defined in
Requirements for Electronic Submission of SUPPLIER data.

7.2.1 With the Quotation:


a. Preliminary single-line diagram.
b. Preliminary general arrangement and floor plan drawings.
c. Legend and symbol definitions for all drawings.
d. Minimum clearances around the assemblies for ventilation and safety during
operation and maintenance.
e. Test certificates

7.2.2 After placement of order:


a. Single-line diagram.
b. Legend and symbols definitions for all drawings.
c. Foundation plan, including foundation loading.
d. Final assembly arrangement drawings showing main circuits, main
dimensions, shipping section and cable termination arrangement details
e. Minimum clearances around the assemblies for ventilation and safety during
operation and maintenance.
f. Total mass of the assembly.
g. Transport, installation, commissioning, operation, and maintenance
instructions, limited and specific to the assembly and its components.
h. List of spare parts (commissioning & two years of operation).
i. List of applicable type test certificates. Test values shall be furnished with test
certificate.
j. Test report of the final routine testing. Test values shall be furnished with test
certificate.
All documents shall show the relevant order number, item and SUPPLIER'S
references and shall be distributed as specified in the purchasing documents.
Graphic symbol for electrical diagrams shall be according to IEC 60617. Device code
numbers per ANSI C-37.2 shall be indicated adjacent to device symbol.

8.0 SUB-SUPPLIER
The SUPPLIER shall assume unit responsibility and overall guarantee for the
equipment package and associated equipment.
The SUPPLIER shall transmit all relevant purchase order documents including
specifications to his SUB-SUPPLIER.
It is the SUPPLIER’S responsibility to enforce all Purchase Order and Specification
requirements on his SUB-SUPPLIER.

The SUPPLIER shall submit all relevant SUB-SUPPLIER drawings and engineering
data to the PURCHASER.
The SUPPLIER shall obtain and transmit all SUB-SUPPLIER warranties to the
PURCHASER/COMPANY, in addition to the system warranty.

8.1 Scope of equipment supplied


The Neutral Earthing Resistors shall be complete with resistance elements,
mounting insulators, enclosures, cable boxes, etc., as defined in this specification
and data sheets.
For resistors located in Zone 2 areas as indicated on the data sheets, no part of
the resistor arrangement shall have a temperature greater than 80% of the auto
ignition temperature of the gas involved.
The MANUFACTURER shall offer standard equipment to perform the duty stated
in this specification and the material requisition. Any variations of the
MANUFACTURER’S standard package must be stated by the MANUFACTURER,
otherwise it will be assumed that all equipment offered are in accordance with this
specification.
Equipment Manufacturing Record Books, Equipment Data Books, Operating and
Maintenance Manuals are required.

9.0 DESIGN

9.1 Rating And Performance


The equipment shall be designed to comply with the resistance, current and time
rating specified in the material requisition and data sheet(s).

9.2 Ratings Plate


A rating plate of stainless steel shall be fixed by stainless steel screws to the
enclosure and shall show the following information as a minimum:
a. SUPPLIER’s name
b. Serial number and type reference
c. Rated voltage
d. Rated current
e. Maximum time rating
f. Resistance at 20°C
g. PURCHASER order number
h. Year of manufacture
i. Weight in kgs

9.3 Connection Plate


The connection plate shall show the following information:
a. Relative physical position of the resistor terminals and their marking
b. Connection diagram
c. Terminal markings

9.4 Anti-Condensation Heaters

The enclosure shall be equipped with thermostatically controlled anti-condensation


heaters of sufficient capacity to prevent the formation of condensation within the
enclosure under the service conditions specified on the data sheet and to ensure
correct operation of the resistor at all times.

Power to the heater shall be supplied from an external 120V, 60Hz single phase
source and terminated in a separate terminal box fitted with a gland plate and
warning label printed in French and English. Voltage levels shall be as stated on
the data sheets.

9.5 Painting

The Neutral Earthing Resistors assembly shall be painted in accordance with the
MANUFACTURER’S standard paint specification.

10.0 MATERIALS

10.1 Resistors

The resistors shall be of the metal grid type and of robust construction.
The resistance elements shall be stainless steel, Type 300 or Type 400 series.
The use of a cast iron is not acceptable. Insulation shall be sufficiently robust and
proven in a desert environment
The resistor material shall be uniform in section and free from any flaw likely to
cause local heating. The grids shall be insulated with nonhygroscopic material and
shall be arranged in tiers on a rigid steel framework allowing adequate air
circulation between the grids.

10.2 Terminations
Termination shall be bushing type complete with tinned copper cable lugs of a size
suitable for the cable sizes specified in data sheets. Terminal boxes for connection
to generator or transformer neutral shall be adequately sized to accommodate
cable stress relieving device and in addition a protection C.T. (if specified in data
sheets). The terminal box for connection to earth shall be suitable for 240 mm2
cable, unless specified otherwise in the data-sheet. An undrilled non-magnetic
gland plate shall be provided on each terminal box.

10.3 Enclosure

10.3.1 Earthed enclosure is required for earthing resistors. (Designs requiring insulation
of enclosure from earth are unacceptable)

10.3.2 The resistors shall be enclosed in sheet steel enclosures of at least 2 mm thick
steel. The enclosure shall be vermin proof. Louvers, if provided, shall be covered
with fine galvanized steel wire mesh.

10.3.3 Enclosures for neutral earthing resistors shall be appropriate for the specified
environmental exposure. Openings in sides of enclosure shall not exceed 40mm
across. There shall be no openings on tops of enclosures.

10.3.4 The resistor enclosures shall provide a degree of protection equal to, or better
than IP 54.

10.3.5 Each enclosure shall be provided with lifting lugs for lifting, handling and erection.

10.3.6 Frame Earthing


The enclosure shall be provided with two earth lugs on the outside for connection
to an external earthing grid. Each earth connection shall consist of a brass or
stainless steel M10 bolt with nuts and washers. They shall be located on opposite
sides of the cubicle. All metallic components, such as cable boxes and their
internal earthing bars or studs, shall be bonded to the main earthing system.

10.3.7 The equipment shall be designed for floor mounting or on top of the transformer or
per MANUFACTURER’s standard.
10.4 Cable
The SUPPLIER shall provide the cable for connection between the transformer
neutral and the NER. The SUPPLIER shall provide cable gland, cable support and
all other devices necessary for a complete installation.

10.0 TOOLS
All special tools required for erection, commissions and maintenance of the unit
shall be provided by the SUPPLIER.

11.0 TESTING
Inspection and tests shall be carried out on the completely assembled equipment.
SUPPLIER shall notify the PURCHASER at least 15 working days prior to
commencement of the testing. The following tests shall be conducted at the
MANUFACTURERS works in accordance with the Standards and Codes specified
in Section 2.0 of this specification and witnessed by the COMPANY or
PURCHASER’s representative:
a. Dielectric test
b. Insulation resistance test
c. Cold resistance measurement
d. Temperature rise test, one unit of each rating
e. Temperature against resistance over full operating range

Certified test reports of all tests shall be provided.

A copy of the type test certificate form shall be included in the quotation.

12.0 GUARANTEES AND PERFORMANCE


The SUPPLIER shall guarantee, in accordance with general conditions, that the
equipment shall meet the performance conditions specified in this specification and
the data-sheets.
