MAR\2001 This specification combines low and medium voltage cable requirements from the
Qatargas project with general quidance provided in the ECS/CCS specifications to
form a single comprehensive low and medium voltage cable specification for the Esso
Chad Development Project.

1.0 GENERAL

1.1 Scope

This specification defines the minimum requirements for the construction of 600/1000 V and
6.6 kV power cables to be provided on the Esso-Chad Development Project.

All cable to be sunlight and moisture resistant suitable for installation in open cable tray systems
and wet locations.

2.0 CODES AND STANDARDS

The following codes form a part of this specification. When an edition is not indicated for a code,
the latest edition in force at the time of Vendor’s proposal submitted shall apply.

IEC 228 Conductors of Insulation Cables
IEC 502 Extruded Solid Dielectric Insulated Power Cables for Rated Voltages from 1 kV to up
to 30 kV
IEC 331 Fire-resisting characteristics of electric cables

3.0 600/1000 V CABLES

3.1 Multicore – Power cable to IEC 60502, 600/1000 V grade.

Conductors: Stranded plain or metal coated annealed copper wire to IEC 60228, Class 2.

Insulation: Cross linked polyethylene (XLPE) rated at 90°C. Core to be identified by color up to
and including 4 cores and by number for 5 or more cores.

Bedding: Nonhygroscopic, heat resistant, noncontaminating easy removable extruded PVC,


or lapped polyester tape for cables with more than 4 or shaped conductors.

Armor: Galvanized steel wire, supplemented with a number of equivalent sized copper
wires with sufficient cross-section for earth return currents, with an open helix of
galvanized steel tape over it.

Oversheath: Type ST2 PVC; to be embossed with voltage grade and number and size of
conductors.

3.2 Single core – For above ground power cable to IEC 60502, 600/1000 V grade.

Conductor: Stranded plain or metal coated annealed copper wires to IEC 60228, Class 2.

Insulation: XLPE rated at 90°C.

Oversheath: Type ST2 PVC; to be embossed with voltage grade and number and size of
conductors.
3.3 Multicore in closed buildings – Power cable to IEC 60502, 600/1000 V grade.

Conductor: Stranded plain or metal coated annealed copper wires to IEC 60228, Class 2.

Bedding: Nonhygroscopic, heat resistant noncontaminating easy removable extruded PVC.

Insulation: XLPE rated at 90°C.

Oversheath: Type ST2 PVC; to be embossed with voltage grade and number and size of
conductors.

3.4 Low Voltage Cable in Fire Risk Areas

Low voltage cables in fire risk areas: Fire resistant power cables shall be rated up to 0.6/1 kV rms
and comply to IEC 60331.

A. The conductors shall be tinned annealed copper mica tape insulated conductors
complying with IEC 60228 (or BS 6360).

B. Bedding

The bedding material shall be of a compound suitable for the fire risk areas and
compatible with other material used in the cable construction. Bedding material shall be
applied by an extrusion process.

C. Flame Barrier Tapes

If considered appropriate by the manufacturer, tapes or braids of heat resistant and/or


heat reflecting material may be provided over the bedding. Only one flame barrier tape
may be metallic and in this case a tinned copper drain wire shall be provided under and in
contact with this tape. The tape/drain wire need not be fault current rated, but shall be
arranged so the drain wire may be terminated with the armor.

4.0 6.6 kV POWER CABLES

4.1 Conductor

Power cable conductors shall be made up of annealed stranded copper wires in concentric layers,
with each layer compacted by a dieing operation.

An extruded layer of semi-conduction compound shall be applied to the conductor to form a


smooth, cylindrical equipotential surface.

4.2 Cable Insulation

The cable insulation shall be extruded thermosetting cross-linked polyethylene (XLPE), or


ethylene propylene rubber (EPR - 6.6 kV only) rated for 90°C continuous operating conductor
temperature and 250°C temperature under short circuit conditions, for up to three (3) seconds.
An extruded layer of semi-conducting compound shall be applied over the core insulation.

The conductor screen, cable insulation and the core screen shall be extruded onto the conductor
in one operation and in case of XLPE cross-linked by a continuous catenary vulcanization

process. The vulcanizing tube shall be filled with dry nitrogen gas under pressure to prevent
oxidation.

The cable insulation shall be rated for 6/10 kV Phase to Neutral/Phase to Phase to IEC 60502.

The cores of a three (3) core power cable shall be color coded red, yellow and blue, for phase
identification. Single core cable insulation shall be black.

4.3 Shielding/Screen

The cable shall be able to withstand low level earth faults of up to 400 A for as long as ten (10)
seconds without any damage.

A single thin copper tape, lapped over each core with a minimum of 20% overlap, shall be applied
over the semi conducting layer to carry charging and leakage currents.

4.4 Three Core Cable Assembly

The interstices between the three (3) cores of a three core cable shall be filled with a non-
hygroscopic filler devoid of air spaces and a bare stranded copper earthing conductor all bound
together with either a non-hygroscopic binder tape or a layer of extruded PVC.

4.5 Armor

Three (3) core cables shall have a layer of galvanized steel circular wire armor applied over the
binder tape (or the layer of PVC bedding) around the three cores.

Mechanical protection for single core cables shall be provided with an armor of aluminum wires,
applied over a bedding of extruded PVC.

4.6 Oversheathing

The cables shall be protected by a PVC oversheath over the armor to prevent corrosion of the
metallic armor. The oversheath shall be sunlight-resistant, oil-resistant, fire retardant and
insect/rodent resistant.

Cable insulation type, voltage level, number and size of conductors, manufacturer’s name and
year of manufacture shall be stamped or embossed on the oversheath, along the length of the
cable at intervals of not more than 1 meter.

4.7 Site Conditions

Ambient Temperature in ground – 30°C maximum, – 29°C minimum.

Ambient Temperature in air – 42°C maximum, – 15°C minimum.

5.0 ROUTINE TESTS

Routine tests shall be performed on every drum of completed cable to ensure that the cable
complies with the requirements of IEC 60502, IEC 60540 and BS 6622.

5.1 Minimum Testing

A. Conductor resistance measurement


B. Voltage test at 2.5 Uo (phase-to-earth voltage) on insulation
C. Partial discharge test

5.2 Required Sample Tests

Tests shall be carried out on samples of completed cable to verify that the finished cable meets
the design Specification.

A. Volume resistivity of the semi-conducting screens


B. Hot set test for the insulation
C. Shrinkage test on insulation
D. Insulation screen moisture content determination

5.3 Site Tests

Tests after installation shall be made to ensure that no damage has occurred during cable laying
and assembly of the accessories.

Required site tests are:

A. Conductor resistance measurement


B. 6.6 kV only - Voltage test of 10 kV DC applied for 1 minute between the metal sheath of
the cable and earth to check the quality of the anti-corrosion protection.
C. 6.6 kV only - High voltage DC test of 4 Uo applied for 15 minutes between the conductor
and metal sheath of the cable.

5.4 Submittal Data

The Vendor shall, as a minimum, submit the following data with the proposal:

A. Weights and dimensions for cable


B. Shipping weights and dimensions
C. Recommended bending and training radius for each size and voltage class
D. Maximum pulling tension
E. Electrical characteristics (ampacity resistance, inductance, capacitance and charging
current/unit length)

5.5 Shipping

The cable shall be supplied in non-returnable reels, lagged with wood, with suitable export
packing. Both cable ends shall be exposed, sealed and capped.

5.6 Cable Reel Tagging

Cable reels shall carry stainless steel labels securely attached to both flanges of the reel and
plainly stating the following information:

Buyer’s Purchase Order number


Shipping length of cable on reel
Number, type and size of conductors
Voltage rating
Shipping weight of the reel
Cable weight in kg/meter
Circuit number, if applicable (as designated by purchaser)

Additionally, cable wind direction shall be marked on outer flange faces of the reel.
