National Youth Commission Programs

To Encourage and Support Youth Participation in the Philippines

Program Title Description

Sangguniang Kabataan  The Sangguniang Kabataan (abbreviated as SK; lit.

“Youth Council”), is a council meant to represent the
youth in each barangay in the Philippines. It was put “on
hold”, but not quite abolished, prior to the 2013 barangay
elections. In January 2016, the Sangguniang Kabataan
Reform Law was signed into law which made some
significant changes to the SK and schedules new
elections for October 2016.
 The young people in the barangay level , referred to as
the Katipunan ng Kabataan (KK) are represented by SK
Chairman with his/her councils.

Focusing on the two policy Agenda in the National Framework, your evaluation
paper must be able to address the following questions:
1. How effective was the program in strengthening Youth participation?
- The program was very effective, because this kind of organization is
also a step for being a great leader , this helps the youth to be
concerned in the community were they lived and also care about the
environment ,in this program they can also gain friends
2. In what ways were the Youth Agenda and concerns integrated into the
program?
- Through inviting them and orienting them about what the program is all
about. What it wanted to reach in us and what it wanted to tell us. The
program is much effective

3. What were the issues and challenges that affects the implementation of the
program?
- As far as I can see, the only issues and challenges that affects the
implementation of the program is the lack of self-discipline where
attendance and the willingness to attend the session is not well
applied.
4. What were the facilitating factors that shape the effectiveness of the program
in integrating Youth Agenda and concerns and strengthening youth
participation?
- For me, the facilitating factors that shape the effectiveness of the
program was having its League or something that will entertain the
youth, something that will encourage them to join the program. These
simple factors will help the program more effective and efficient.

5. Are there any best practices of the program?

- Of course yes, the youths participation helps a lot by participating in

such activities like solving basic problems in the community such as
proper garbage disposal , keeping the streets clean and also involving
the youth in tree planting.

6. Are there any Innovations by

- For me Yes, it is still improving because as what I have seen so far the
program is still taking its simple steps toward ls the unity of all the
youth in the country

7. What would you suggest or recommend to make the program more effective
in addressing the issues and challenges identified?
- For me, as of now the only thing that I can suggest in the program is to
discipline ourselves where the participants are responsible enough to
arrive early and to make it in time. And also to attend all the sessions
implemented by this program.
