SUMMARY:

I was dispatched to the main medical tent located on Water St. just south of Clay St. at the JJ Ranch, Rothbury
MI, Electric Forest Festival to a possible assault complaint. Upon arrival I contacted the victim and the
attending Medical Personnel regarding this incident. I interviewed the victim at the Med. Facility and
transported her and the attending Med. Personnel to where the incident occurred. While there I contacted the
people, she was with that were potential witnesses and contacted several surrounding campers that were
potential witnesses. After the scene investigation and interviews I found that this incident did not likely occur
as the victim believed it to have happened and found it as unfounded.

CONTACT AND CONDITION OF

Upon initial contact with it was apparent to me that she was impaired by an unknown substance. Her
speech and thought process was unclear to the degree where she repeated her statements several times and
had to think for several moments with long pauses to answer questions as if she was unclear of what had
happened. seemed somewhat confused and was much disheveled. also had very apparent
injuries to her left eye and left portion to her lips.

INTERVIEW VICTIM:

I contacted and interviewed at the main medical location at JJ Ranch on Water St south of Clay Rd at
the Electric Forest Festival. I asked to explain best she could as to what exactly happened.
stated that at approximately 0530 to 0600 hrs. she had been attacked by an unknown male as she returned to
her campsite from being at a party in the RV section of the campground. said that she was at her
campsite and was starting to get undressed when the incident occurred. stated that she thought it was
sexually motivated but that she had NOT been raped. I asked to explain why she thought it was
sexually motivated and if she was certain that she was not raped. said that the unknown male was

back and
that the suspect was grabbing her and trying to get her clothes off. I asked if she was certain that she
was not raped and if she had lost consciousness or was knocked out. said that she was positive that
she was not raped and that she did not get knocked out but it happened really fast. I asked to see her
hands for offensive wounds. had no signs of offensive wounds or any type of struggle outside of the
injuries to her face. I asked if she could describe the man who attacked her. took some time to
recall and stated that she thought it was a white male that had a medium complexion possibly Hispanic.
could not recall how tall the individual and said that he was shorter than I was by about four inches
also stated that
beard. could not recall any further detail of the incident and seemed somewhat incoherent and
confused. I asked if she could take me back to the place where the incident occurred and she said
that she could. I transported back to the location and was accompanied by a female Medical Staff
member. While at the location confirmed the location and could not recall anything further from the
incident.

INJURIES AND HOSPITALS:

suffered two injuries to her face; one being around her left eye and the other being to the left side of her
mouth and lips. I noticed that around her eye and mouth where the injuries were located that there was
striation and appeared to be what looked like a fabric impression on and around both injuries.
was treated and released by the medical staff at the event location as there was not sexual assault
claimed by at that time and her injuries were minor and superficial.
however, while in route to her home in Birmingham MI., stopped at Sparrow Hospital in Lansing MI
and had a Sexual Assault examination done and a kit was completed. The sexual assault kit was completed
and picked up at Sparrow Hospital in Lansing MI and transported to the MSP Hart Post by Tpr. Thenikl MSP
Lansing.

INTERVIEW

I contacted, identified and interviewed at the campsite where the incident allegedly took place.
advised that she was camping and at the event with stated that she was at the
campsite sleeping in her car directly adjacent to where the incident allegedly took place. SPATT stated that
when the incident occurred that she was sleeping and heard no screaming, yelling or anything indicative of a
struggle. stated that she would have likely awoken if anything like that had occurred.
stated that she did wake up for a short while when returned to the campsite as she did hear the others
return and heard talking to the others stating that fell into his tent. did say that she
was aware that had been partying the night before and was taking molly/MDMA. was
hesitant to say but, stated that someone
/bad reaction to the molly/MDMA that she had took. did not know the people that was
with and could not identify them. I asked if this was out of character for or if she had ever had
this experience before that she knew off. advised that she thought that had been assaulted
the year prior about this time of year and thought that maybe she was re-living the assault due to the drugs she
was on. I concluded my interview with and asked her no further questions.

CONTACT WITH OTHER POSSIBLE WITNESSES:

I contacted several other people camping adjacent to where the incident occurred and asked them if they
heard or seen anything that may have happened. All parties contacted advised that did not witness anything
as they were either not present or sleeping when it occurred.

On 6-27-18 I was contacted by Tpr. Case at the post in regards to this complaint. She advised that there was a
SANE kit at Sparrow Hospital that needed to be picked up and brought to the post and entered into property.

CONTACT WITH LAURA CURTIS:

On 6-28-18 I proceeded to Sparrow Hospital in Lansing after leaving the Training Academy. Once at the
hospital I spoke with the nurses in the ER and informed them the reason I was there. They got in contact with
LAURA CURTIS who is the SANE nurse. I met LAURA in the ER and we proceeded up to the exam room
where the SANE kit was at. Once in the room, she turned over the kit to me along with a pair of sweatpants
and her report of the exam. I asked LAURA if she remembered anything from the victim.

LAURA stated that the victim told her that she was at the Electric Forest Fest in Rothbury. The victim told
LAURA that she was at her campsite and she was changing when a stranger punched her in the face and
knocked her down. LAURA stated she was told the stranger tried to put his penis into the victims vagina,

After talking to LAURA, I signed for all the property items and transported them to the Hart Post where they
were placed into a temporary locker and then packaged on 7-5-18.

INTERVIEW

I contacted, identified and interviewed at the campsite where was allegedly assaulted at.
was identified by as to where the assault allegedly took place. is a
white male who fits the description of the suspect that stated she was assaulted by.
I explained to as to what was alleged by that happened and asked if he had witnessed the
event. explained that he does not know what happened to prior to arriving at their campsite
but does recall what happened when she arrived. explained the he and some other friends
including were all camping together at the same site. advised that last night/early morning
some time went with friends to the RV camping site adjacent to where they were staying to party. At
approximately 0500-0600 returned to the campsite where her tent was
advised at that time he was awake and packing up to leave when the event closed that day.
said that came back to the site and as she was approaching her tent that was right next to
his she tripped over his bag that was outside of his tent and fell on his tent nearly completely collapsing it on
him. said that he exited the tent and was lying face down on the ground puking on herself.
helped to her feet and sat her upright in one of the camp chairs at their site. said
that he kept an eye on her for a little while to make sure she was okay and then went back to packing up his
things. said that when some others returned from partying he told them what had happened and
they told him that she was on molly/MDMA and having a bad trip/experience. said that after a while
began saying that she was attacked and that someone tried to rape her. tried to tell her that
all she did was fall on his tent but listening to him and thought she had been attacked. After some
time decided to go to the Medical Center to get checked out and said that he was concerned
because he thought she was hallucinating and she was describing him as her attacker. I advised
that she did
matched his physical description. stated that he
because he s hands and he showed them to me without hesitation
and there were no signs of offensive wounds or marks to his hands. said that all he did was help
her up and keep an eye on her. also advised that she did not get attacked by anyone at the
campsite where claimed the incident occurred and her injuries were from her falling into his tent. I
asked nothing further of and completed my interview with him.

/bad reaction to the molly/MDMA that she had took. did not know the people that was
with and could not identify them. I asked if this was out of character for or if she had ever had
this experience before that she knew off. advised that she thought that had been assaulted
the year prior about this time of year and thought that maybe she was re-living the assault due to the drugs she
was on. I concluded my interview with and asked her no further questions.

CONTACT WITH OTHER POSSIBLE WITNESSES:

I contacted several other people camping adjacent to where the incident occurred and asked them if they
heard or seen anything that may have happened. All parties contacted advised that did not witness anything
as they were either not present or sleeping when it occurred.

On 6-27-18 I was contacted by Tpr. Case at the post in regards to this complaint. She advised that there was a

CONTACT WITH LAURA CURTIS:

On 6-28-18 I proceeded to Sparrow Hospital in Lansing after leaving the Training Academy. Once at the
hospital I spoke with the nurses in the ER and informed them the reason I was there. They got in contact with
LAURA CURTIS who is the SANE nurse. I met LAURA in the ER and we proceeded up to the exam room
where the SANE kit was at. Once in the room, she turned over the kit to me along with a pair of sweatpants
and her report of the exam. I asked LAURA if she remembered anything from the victim.

LAURA stated that the victim told her that she was at the Electric Forest Fest in Rothbury. The victim told
LAURA that she was at her campsite and she was changing when a stranger punched her in the face and
knocked her down. LAURA stated she was told the stranger tried to put his penis into the victims vagina,

After talking to LAURA, I signed for all the property items and transported them to the Hart Post where they
were placed into a temporary locker and then packaged on 7-5-18.
