Executive Summary

"O you who believe! Shall I (Allah) guide you to a commerce that will save you from a
painful torment? That you believe in Allah and His Messenger and that you strive
hard and fight in the Cause of Allah with your wealth and your lives, that will be better
for you, if you but knew" (Surah As-Saff 61, Verses 10-11)

This proposal invites you to participate in the use of advanced information technologies for
the distribution of authentic information about Islam for Muslim and non-Muslim audiences.
Since 1992, Human Assistance & Development International (HADI)1 started capitalizing on
the effective use of the Information Superhighway for mass communications. The
implementation and future direction of a communications infrastructure and a website called
IslamiCity in Cyberspace are described in this proposal.

During the past 12 months (October 1997 to September 1998), the website IslamiCity in
Cyberspace (http://www.islam.org) has been visited by more than one million persons who
made over 5 million requests generating more than 22 million hits. The site is internationally
acclaimed2 for its rich content, its interactive and personalized feedback, and its objective
representation of Islam by major Muslim and non-Muslim religious, media, educational,
development, and financial institutions along with thousands of Internet users.

In order to maintain this pioneering and unmatched, yet humble service on a sustainable
basis, and due to the increasing financial requirements to upkeep the site with state-of-the-
art content, equipment, and an independent infrastructural and technical system, an
Endowment Fund has been established, the proceeds of which will be used to support
IslamiCity in Cyberspace. The procurement of support for the $8 Million Endowment Fund
shall be raised from an integrated investment program described in this proposal.

The following proposal is NOT a fund raising drive for an Islamic philanthropic project NOR
an appeal for a conventional charitable donation. The success of called IslamiCity in
Cyberspace has in the past and will in the future occur, with or without us, by the Will of Allah
only. This proposal is simply an invitation to take part in promoting this already successful
project through a revolving fund (Sadaqa Jaryah), the true proceeds of which will actually
come back to us, i.e., the institutions and individuals investing with Allah Almighty.

We view IslamiCity in Cyberspace as the most efficient and cost-effective way to spread
Islamic information to billions of people during the next Century on the Information Super-
Highway.

We invite you to join us in this guaranteed profit-making project venture.

Insha’Allah, the long term goal at IslamiCity is to support 110 Million visits by 2006, 330 Million by
2008 and 1 Billion by 2010. Refer to the attached Endowment Fund analysis for further information

The Best Opportunity for Investment in Da’wah

Background

Since the invention of the printing press, Muslim societies have not kept pace with the
rapid advances in Mass Communications. The first Gutenberg Bible came off the
printing press in 1454 CE. It was not until 420 years later, in 1874 CE, when the first
Qur'an was printed on a printing press. Despite great improvements, Muslim infrastructure
in mass communication is still inadequate, whether it is print, radio or television. While
Muslim societies are currently striving for parity in the existing mass communication
media, the world is on the verge of another mass media revolution, known as the
Information Super Highway or Internet.

Internet: The Fourth Major Media Outlet

The Internet or the global Information Superhighway has become the fourth major
worldwide media outlet after television, radio and printing press. Currently, it reaches
over 200 million people worldwide and it is expanding at an exponential rate.

During the past 125 years, we have seen the emergence of many new technologies, e.g.
electricity (1873), telephone (1876), radio (1905), television (1926), VCR (1952), PC
(1975) and Internet WorldWide Web (WWW) (1994). In North America, all of these
technologies (except the PC and Internet) are accessible to 80% - 99% of the population.
The PC technology reaches over 40% of the world population and the Internet (WWW)
(only 4 years old) already reaches about 30% of the population.

People who are less familiar with computers and electronic communication may not fully
grasp the meaning and implications of this technology. In everyday terminology, it would
be similar to combining the capabilities of a newspaper, radio and television into one
source. In relation to print, radio or television, this global communication system is
available at a very economical cost to whoever wants to explore the world of Cyberspace.

The Information Age: A Paradigm Shift for Islamic Da'wah

It is important to realize that as the rapid global shift from an industrial society to an
information-based society takes place, it is crucial to develop advanced information
systems that parallel with the physical Islamic infrastructure (i.e. building mosques, printing
Islamic literature, etc.). These new Islamic information systems have to support the
physical infrastructure in providing appropriate information to Muslims and non-Muslims
alike.

An appropriate financial investment is required in the development and maintenance of


such Islamic information systems to fulfill our obligation to promote the message of Islam

to the entire humanity. At HADI, the goal is to promote the already pioneering impact that
IslamiCity in Cyberspace has done on the Information Super-Highway to promote
Islamic values on a global scale.

Just as a Mosque and an Islamic Center are built with bricks for the worship and
remembrance of Allah Almighty and as a gathering place for Muslims to serve in a local
community, IslamiCity in Cyberspace is built, with hardware and software, to
provide a place to learn about Islam in virtual space, to unite the Muslim Ummah, TO
interact with Muslims, and to spread authentic Islamic information to non-Muslims. All of
the services and features at IslamiCity in Cyberspace are available to a worldwide
audience on the global information superhighway, and are not limited to a certain local
community.

When a large Mosque or an Islamic Center is constructed, it provides support to about


100,000 to 500,000 visits per year by Muslims in a typical community. A typical budget for
the construction of the physical structure of an Islamic Center would range between $1 to
$8 million. The on-going annual maintenance of such a place would range between
$200,000 to $600,000.

In comparison, the construction of an information-based Islamic system and network that


provides many similar functions of an Islamic Center (except the physical rituals and
rewards of performing worship in a congregational manner) can support a much
larger number of worldwide visitors, about 5 to 50 million people annually, i.e., 50 to 500
times more than a community-based Islamic Center. Such an information system also
attracts thousands of non-Muslim visitors who want to learn about Islam, who end up
understanding it correctly, and in many instances, adopt it as their way of life. Hence, it is a
very effective means to do Da’wah. The requests serviced by an automated Islamic
information-based system (such as IslamiCity in Cyberspace) are very cost-effective and
efficient as well. Imagine trying to handle several million requests on a manual basis by
using printed material, postal mailing, telephone, faxes, libraries, audios, videos, and other
equipment.

As we enter the 21st Century, the single most powerful means of communications will be
electronic. Communities that adapt to use this method of communication will be able to
project their values on a global level. Therefore, it is of utmost importance for the Islamic
community to build the infrastructure that uses these tools to give the message of Islam to
a global community. We propose IslamiCity in Cyberspace to make a humble
contribution towards this direction. The cost is equivalent to constructing an Islamic
Center. However, we firmly believe that the benefits of making this investment into an
electronic Islamic “Center” or information system or network will be far out-reaching,
Insha'Allah.

Mission, Goals & Objectives

The project Mission is to use advanced information and communications technologies to


provide comprehensive religious, socio-economic and educational information related to
Islam to a worldwide audience on the Internet.

The Goals are to:

1) promote Islam and its values in a positive manner to Muslims and non-Muslims alike;
2) use Internet technologies for an efficient means of Da'wah; and
3) provide community information services that enhance understanding
4) and communications, both internal and external, about Islam and Muslims.

The specific Objectives are to:

1) provide comprehensive electronic Islamic content;


2) provide an extensive meta-index of Islamic content on the Internet; and
3) reach the maximum number of people.

Implementation of an Islamic Internet Infrastructure

In Los Angeles, California, a non-profit organization called Human Assistance &


Development International (HADI)3 has chosen to venture into the world of Cyberspace.
While community members are striving to establish mosques and schools in physical
space, HADI is striving to establish a credible Islamic presence in Cyberspace. To achieve
this goal, HADI has invested in an elaborate communications infrastructure to support
Islamic and Muslim activities on the Internet.

A group of dedicated software and communication specialists at HADI has been working
extensively to set up various aspects of an Islamic Internet Service. A website
(www.islam.org) called "IslamiCity in Cyberspace" has been established to give visitors
valuable information.

HADI’s charter is to work in the area of socio-economic, educational and scientific


development of people throughout the world. HADI has extensive experience in the use of
information technologies. In 1993, a free-of-charge Islamic Bulletin Board service was
established to give people the ability to dial-in via a modem to obtain Islamic information.
Since 1992, HADI has also established several Computer Information & Training Centers
in various cities in Albania, Bangladesh, Bosnia-Herzegovina and Croatia.

HADI has established an Islamic Information Network (IIN) project to provide an effective
and efficient means to distribute Islamic information. This objective is being met through
"IslamiCity in Cyberspace", by developing an information repository and a
communication system. HADI is helping different Muslim organizations establish a
presence on the Internet by designing and hosting their Web pages. HADI is also

collecting the work done by other Muslim organizations and categorizing them by index to
make it convenient for people to locate needed information.

Development Approach

The Islamic Information Network provides a collection of servers available 24 hours a day
and 7 days a week on the Internet with data, sound and video capabilities for an
effective multimedia presentation about Islam.

In 1999, the development approach is to continue the process of evaluation, integration


and application of advanced multimedia and Internet technologies in the expansion of
IslamiCity in Cyberspace. Additional Islamic material has to be converted and developed
in the appropriate format for electronic delivery on the Internet.

This information has to be presented in a user-friendly, interesting and appealing fashion.


Continuous research is required to find relevant material already available on the Internet
and the creation of a meta-index so users can easily obtain such information. An extra
effort has to be made in informing a maximum number of people about these services.

Hardware, Software and Communications Expanded in 1998

In the technical arena, the following items were successfully implemented in 1998:
Hardware purchases included a dedicated high-performance Real Audio/Video Server, an
Audio/Video Digitizing Computer Setup, and a Dell PowerEdge 2200 dual-processor
upgrade.

Software expansion and upgrades included Real (Audio/Video) 5.0 Server upgrade, Chat
& Conference Server upgrade, Internet Information Server 4.0 and Email Server.

A major expansion in the communications infrastructure was executed in the 2nd Quarter
of 1998. The previous Frame Relay 128 Kbps Fractional-T1 was upgraded to a Full
dedicated point-to-point T1 (1.5 Mbps) with a Tier-1 Internet Service Provider with
an ATM backbone of OC-3 & DS-3 connections.

The technical expansion cost in 1998 is estimated to be $100,000 in hardware & software
infrastructure and $50,000 in communications. The total expansion cost was about
$150,000.

Network Usage Analysis & Marketing Efforts

Alhamdulillah, since IslamiCity in Cyberspace website has appeared on the Internet in


November 1995, more than a million individuals and institutions have benefited from
its services, a number seldom matched by any other Islamic and, for that matter,
unmatched even by most non-Islamic religious site. This service has received

thousands of positive comments from a worldwide audience urging the importance of


continuing this effort.

IslamiCity in Cyberspace has earned credibility and respect on the Internet by various
institutions including schools, libraries, universities and media. In 1997, these activities
were presented during a seminar at Johns Hopkins University. Media organizations like
ABC, BBC, CNN, The San Jose Mercury, Time Magazine, Yahoo! Internet Life, The
Washington Post and US News & World Report have covered and selected IslamiCity as
a representative resource on Islam.

From April 1996 to December 1996, there were about 40,000 visits to the main IslamiCity
Website and 244,000 through December 1997. In January 1997, the average hits at
IslamiCity in Cyberspace were approximately 350 per day (or 127,750 annually). By
December 1997, the average hits to the main page were about 1,000 per day (or 365,000
annually). The average visits to the entire IslamiCity in Cyberspace website were about
2,000 with 10,000 page requests per day. The growth in 1997 was about 3X. As of March
1998, over 350,000 visits were logged to the main IslamiCity in Cyberspace page and by
October 1998, the number had increased to 600,000 to the main page alone.

From August 1997 to March 1998, there were about 65,000 visits to the Radio Al-Islam
section of IslamiCity and this number increased to 150,000 by October 1998. Every week,
audio files are accessed thousands of times for listening by a worldwide audience. Every
month more than 100,000 audio/video files worth over 100GB are streamed from
IslamiCity in Cyberspace.

From July 1996 to September 1998, there were more than 2,500 comments signed by
people from all the continents. The response from these visitors is overwhelmingly
positive.

By the Grace of Allah, by September 1998, there were about 6,500 visits logged on
every day (2,372,500 per year), with more than 5 million requests generating more than
22 million hits between the past 12 months (October 1997 to September 1998). The short
term goal is to expand the visits to 5 million visits (28,000 per day) or roughly 25 million
page requests/year by December 1999, and to 10 million visits (60,000/day) or roughly 50
million page requests by December 2001. This is about 5-10 times higher than the current
statistics.

If the current trend continues and is further enhanced, this effort could, Insha'Allah, start
having a significant impact on the promotion of Islam on the Internet which has millions of
users worldwide.

To achieve these statistics, several marketing activities were implemented in 1998 and
are planned for further expansion in 1999. They include:

1) On-line requests to applicable sites and mailing-lists to add IslamiCity as a link;


2) Free Bumper Sticker Promotion (goal - 10,000 stickers);
3) Requests to add URL at search engines, major sites and Internet Directories;
4) Networking with Islamic organizations, Muslim professionals/businesses, etc.;
5) Submission of articles for newspapers and journals;
6) Developing marketing material, brochures and letters;
7) Conducting IslamiCity demonstrations at Islamic Centers, Seminars and Conferences;
8) Barter-trade or purchase banners in selected Magazines and Newspapers.

Content Development and Maintenance

The total audio/video content available on-line at IslamiCity in 1997 was about 200+ hours.
By October 1998, the number of hours increased to more than 500 hours and included the
following items: 1) Qur’anic Recitation in Arabic with English Translation; 2) Complete
Islamic Teachings by Jamal Badawi and 3) Adhan, Selected Surahs, Qur’an Tafseer,
Da'wah Programs, Children’s Programs and Special Programs. The goal in 1999 is to add
another 1,000+ hours of audio/video programming.

The text and graphics available on-line was about 150 MB in 1998. Insha'Allah, an
additional 500MB are planned to be added during 1999-2000. The following items needs
attention: 1) Improve the Qur'an & Hadith section; 2) Expand the overall Virtual Mosque
section; 3) Expand the Islamic Culture section (Islamic Architecture, Calligraphy, etc.); 4)
Add articles to My Journey to Islam section; 5) Expand Islam & Science section; 6)
Expand information for non-Muslims and new Muslims; 7) Implement various Islamic
articles and literature; 8) Implement more Islamic History; 9) Improve and expand overall
IslamiCity sections; and 10) Add a new Kids Corner section. Currently, about 1,000+
external links exists. In 1999, the goal is to add an additional 500+ relevant external links.

The following interactive sections also require attention: 1) Maintain Ask the Imam section.
By the end of 1997, about 2,400 questions were posted with about 2,100 answered. By
October 1998, more than 5,000 questions were posted with 4,800 answered. The goal is
to accept and answer, Insha'Allah, an additional 5,000 questions by the end of 1999; 2)
Incorporate a more advanced Chat server. About 11,000 users had registered in the
WebBoard Chat & Conference Center (September 1998); 3) Add News gathering/retrieval
capabilities; 4) Implement Internet Commerce capabilities; 5) Add dynamic page creation
and database retrieval capabilities; and 6) Add Islamic Centers/Mosques address, event
and map capabilities using a database engine.

Information Sections at IslamiCity

When people visit IslamiCity they have access to comprehensive Islamic resource
including:

Qur’an – recitation from various qari's, meaning and translations; Hadith – access to
Hadith and sunnah; Adhan – from Makkah, Madinah and Masjid-e-Aqsa; Virtual Mosque –
information on various topics; Radio Al-Islam – with hundreds of hours of programs about
Islam, several thousand people listen to these every month; and CyberTV –videos about
Islam.

People can also participate in: Conference Rooms; Chat Corner whereby people engage
in real-time conversations. In 1997, a young girl from Manchester, England declared
Shahada using the Chat service; and Ask The Imam – one of the most popular interactive
services.

Information is also provided in the following sections: Islamic Organizations Database,


Islam & Science, Islamic Arts & Culture, Mosques Around the World, Islamic Calligraphy,
Muslim World Journey, Muslim Media Center; Muslim Public Affairs, and MarketPlace.

Growth & Financing

Insha’Allah, by 2002, the goal is to expand the visits to IslamiCity to more than 10 Million
visits. The expected minimum operational budget in 1999 is expected to be $150,000. An
Endowment Fund of $8 million is being launched with a target completion date of March
2002. This Endowment Fund will support the operational costs to maintain and expand the
IslamiCity operations for the future. Insha’Allah, the long term goal at IslamiCity is to
support 110 Million visits by 2006, 330 Million by 2008 and 1 Billion by 2010. Refer to
the attached Endowment Fund analysis for further information.

Cost vs. Benefits Analysis

In 1998, Insha'Allah, more than 1 million visitors annually will be supported with several
megabytes of Islamic information available 24 hours a day and 365 days a year. This
translates to less than 10 cents per visitor.

The cost of printing, recording, dubbing, and mailing a fraction of this information at a
minimum cost of $20 for printing and mailing it per package to a million persons, would
cost at least $20 Million. Note that it is almost impossible to print, tape, dub, and send this
much information for only $20, the actual cost could be in hundreds of dollars per
information package in print material, audio tapes and shipping. Therefore, IslamiCity in
Cyberspace provided Islamic information at at least 1/100th the cost of the conventional
way of transmitting it.

Financial Requirements

Insha'Allah, to support these goals an estimated Annual budget of about $650,000 is


being forecasted for the next 6-8 years. The forecasted Annual budget breakdown is as

Investment Plans

Considering the importance of this project the plan is to raise, Insha'Allah, $8,000,000 by
March 2002. This amount will be invested in an Endowment Fund with financial institutions
that offer programs for conservative Islamic investments. An expected return of about 6-
10% will provide continuous funding of about $450,000 annually. The on-going
membership-based programs will provide an additional $175,000 per year. We expect
various other services at IslamiCity in Cyberspace could generate another $25,000 per
year.

Insha'Allah, the total amount of $8 million invested in the Endowment Fund will support a
total of 2.3 billion visitors (i.e. less than 1 cent per visit) and 10 billion page requests
about Islam during the next 12 years. Insha'Allah, the Endowment Fund will become a
major source of on-going funding for this project to support future generations and
will be a Sadaqa Jariyah (which is also an on-going source of reward) for the people
investing in it.

Importance of this Effort

This effort at IslamiCity in Cyberspace is serving Islam. HADI welcomes people to visit
this website at http://Islam.org and to support it to strive morally, physically and financially
in this service for Allah (SWT).

In The Qur'an, Allah (SWT) has mentioned, "Those who believe, and have left their homes
and striven with their wealth and their lives in Allah's way are of much greater worth in
Allah's sight. These are they who are triumphant". (al-Qur'an: Surah at-Taubah 9 verse 20)

In the last sermon of Prophet Muhammad (peace be upon him), he has instructed us to
take the message of Islam forward to all of humanity. He said that, "... All those who listen
to me shall pass on my words to others and those to others again; and may the last ones
understand my words better than those who listen to me directly. Be my witness, O Allah,
that I have conveyed your message to your people".

It is vital to develop a sound infrastructure in this technology because of the impact it will
have on two main areas: 1) An efficient medium to disseminate true Islamic information
and 2) Help in coordinating Muslim activities through better and effective communication. It
is our responsibility toward humanity that the purity of the religion of Islam reach every
human being by all available means.
