1. (a) To investigate the complaints from the renters who are unhappy about their monthly rents, I would
collect the dollar amount of the rent paid by a random sample of tenants in the area of the city that is
unhappy and three other areas of the city that are of similar size. (Use the collected data given)
1. (b) The statistical measure that would best represent the data sets for the four areas of the city is the
measure of central tendency-mean. Seeing that the amount of rent is different within the areas finding
the mean/average of the amount each area pays helps to compare the amount of rent that is paid in the
four areas.

Comparing the measurements of data of the mean and median they support the conclusion that Area A
pays higher monthly rent then the other 3 areas. The range is $986-$818=$168.

4. (a) I would need to know more about the area of the city the 4 areas are located. If Area A is not in an
inner city area and Area B and C are then there would be a difference in price, due to the demographics
and possible blight. But just using the information and data and comparing the areas apples to apples I
would say the complains from the tenants in Area A are legitimate. The Association should address the
complaint by lowering the rent by $60 for those tenants in area A.
4. (b) The reasons I would give as to why the rents vary among different areas of the city would be the
location of the areas, is the area considered an inner city areas or suburban areas? Does the area have
subsidized rentals? What are the demographics, crime rate, and school grade of the areas?
