INTRODUCTION
Changing a worker's legal employer is termed as a global transfer in HCM Cloud terminology. You change the legal employer
for a worker by transferring the worker to a new legal employer.
When you change the legal employer for a worker, the application internally terminates their source work relationship and
creates a new work relationship and assignment in the destination legal employer.
You can transfer workers within the same legal employer or to a different legal employer using the Local and Global Transfer
flow in the application.
You can use the Local and Global Transfer flow to do these types of transactions:

Notes:
 If the user doesn’t change the legal employer, then the transfer is
considered as local transfer.
 The local transfer does the same update as the standalone Transfer
guided process which has been available since the beginning of
HCM Cloud. Having the local transfer option simplifies decision
making for users who no longer have to decide on which Quick
Action to start to perform a transfer. Based on the data that the user
changes, the application automatically determines if it’s a local or
global transfer or a global temporary assignment.
 Customers can disable access to the standalone Transfer guided
process for their users when giving them access to the Local and
Global Transfer flow. They can do this by removing the appropriate
security privileges from the user’s custom roles.
 There are no plans to decommission the standalone Transfer
guided process for two reasons. Many customers want to retain
their manager’s access to the simpler standalone Transfer guided
process. Additionally, they want to provide access to the more
comprehensive Local and Global Transfer flow only to their
professional HR users.

This document describes the different features available currently for changing the legal employer in HCM Cloud using the
Local and Global Transfer action.

Note: We recommend that you start using the responsive Local and Global Transfer flow introduced in release 19A.
These are the key features available only in the Local and Global Transfer flow:
 Managing assignment extensible flexfields
 Managing enhanced payroll information and copy options
 Managing performance goals and documents move options
 Viewing absences information
 Managing person information (from 20C)
 Managing Benefits balances (from 20C)
The classic Global Transfer flow using the Manage Employment task will continue to be supported. However, the classic
and responsive Change Legal Employer flows are being decommissioned and not supported from release 20D onwards.
You won't be able to access the Change Legal Employer flow in the application from release 20D onward. However,
when using Oracle Recruiting Cloud (ORC), you can still start the Change Legal Employer flow from the job offer.

Data Copy and Display Options on Local and Global Transfer Flow
Users can select data that they want to copy from the source to the target assignment during a permanent legal employer
change (global transfer). The worker data is defaulted from the source assignment where the transfer is initiated.
This table describes the visibility of the various sections in the Local and Global Transfer flow and what data gets copied
from the source to destination for a global transfer (GT) and global temporary assignment (GTA).

This section only appears if there is a change in the legislation of the person’s work relationship. The reason is that a new
name and legislation record are automatically created based on the destination legislation. The Biographical Info and
National Identifier regions are included because some applications such as Payroll or Benefits may require this information
and including the regions during the transfer process reduces additional navigation.

When you select the Contact Info from the questionnaire page, the section is displayed. If there is existing data, the data will

Legislative information such as a person’s marital status, ethnicity, religion, or gender, will be copied to the destination
legislation if the lookup codes are the same as the source legislation. If they are not the same, the field will be blank, and you
can select from the destination country’s valid list of values.

Assignment

By default, all assignment information including descriptive flexfields and developer descriptive flexfields are copied.
However, you can change the assignment values. The information that exists as of the global transfer date is copied but
changes effective after the global transfer date aren’t.

You can select the source assignment status during a global transfer or global temporary assignment.
From release 21C onwards, users can override the default source assignment status by selecting the status from the page in
the responsive Local and Global Transfer flow.

Assignment Extensible Flexfield Contexts

By default, all assignment extensible flexfield (EFF) contexts are copied, however, you can select the contexts that you don't
want to copy. The smart list of values only provides the list of contexts which has data populated in the source assignment.
Note: This feature is available only when you perform the global transfer.

Managers

By default, manager information is copied that includes all manager types, such as line manager and project manager.
However, you can change the manager values.

Reassigning Existing Reports

This section to reassign direct reports is displayed on the questionnaire page only if the user has direct reports assigned.
By default, all manager relationships be it line manager or project manager are available for the direct report. You can
reassign or retain existing direct reports. If you retain the direct reports during global transfer, their assignments are
updated with the newly created assignment record of the manager. When you add or reassign direct reports, changes occur
at the assignment level for each report. You can select the same new manager for all direct reports or a different new
manager for each report.
However, in case of a global temporary assignment, you can move the manager's direct reports to the destination
assignment or retain them in the source assignment. You can configure the ORA_PER_EMPL_GTA_POP_DIRECTS profile
option code to do either of these actions in the Local and Global Transfer flow:
 Default the manager's existing direct reports in the Reassign Direct Reports section when you perform a global
temporary assignment.
 Default the manager's existing direct reports in the Add Direct Reports section when you perform a global
temporary assignment. You can then remove the direct reports from the section that you don't want to move to the
destination assignment.

By default, all work relationship information including descriptive flexfields and developer descriptive flexfields are copied.
However, you can change the work relationship values.

Payroll Details

By default, all payroll information is copied only if the source and destination legal employers belong to the same legislative
data group. The information that exists as of the global transfer date is copied but changes effective after the global transfer
date aren’t. If the transfer results in a new payroll relationship, the information that exists at a payroll relationship level is
also copied. You can now copy these payroll items:
 Payroll relationship and assignment attributes such as Payroll, Tax Reporting Unit, Overtime Period, and Timecard
Required: These attributes default to the values from the source. You have the option to override the values if
required.
 Personal Payment Methods: Payment methods are copied subject to the availability of a valid organizational
payment method for the same payment type.
 Person Costing Overrides: By default, costing overrides aren't copied. If you choose to copy, then the copy occurs
across the four levels at which the person costing setup is held.
 Recurring Element Entries: Copy for element entries are subject to eligibility. If you want to exclude certain
elements from the copy, you will have to define an element (object) group with the usage type of Global Transfer.
 Third-party payment methods and calculation cards, such as tax withholding cards: Each country’s legislation
determines the calculation cards and components that are copied.
Note: This feature is available only when you perform the global transfer.
Carry forward assignment and relationship level balances using balance adjustments from the source to the target legal
employer during the global transfer of employees. Several payroll calculations would require the knowledge of prior
calculations in other payroll relationships. The overall balance that's copied includes:
 The balance calculated within the source payroll relationship
 The balances copied to the source payroll relationship for prior global transfers
Any further payroll deduction calculations on the target employment record must consider the calculations in the prior
employment records for the same person. The payroll run can’t access balances across payroll relationships. So you must
copy the final balance from the source before the first payroll run on the target employment record.
You can copy balances to the target employment record through any of these methods:
 Select the Copy balances to the new employment record checkbox to initiate the copy of balances automatically
after the global transfer is complete. You can find this checkbox in the Payroll Details section of Local and Global
Transfer and Mass Legal Employer Change flow. This checkbox is selected by default and hidden out of the box,
but you can enable it by using HCM Experience Design Studio. Once the copy process is complete, you can view the
status message on the Change Legal Employer Dashboard. You can preconfigure the list of balances by an object

group; called Process Information Group. You can use the delivered Default Global Transfer Group or define an
object group according to your requirements.
 Submit the Transfer Balances flow if you think that the balances aren’t ready on the source at the time of global
transfer and you want to initiate the copy later. You can determine the readiness of the balance by these two
conditions:
o Any further payroll activity on the source
o Time left for the first payroll activity on the target

Transfer Balances Flow


The Transfer Balances process copies balances through a balance adjustment batch with adjustments for each balance
listed in the specified object group. The application records these adjustments using a system-generated element with the
Balance Initialization classification. If the source defined balance has one or more balance contexts, the process creates
separate adjustments for each context value. If you run the process for the second time, it would only adjust for differences
in balance values between the source and target employment records.
This feature will enable deductions to continue on the new assignment and payroll relationship from where they last left off
on the source payroll relationship and assignment. It would also allow enforcing statutory balance limits that apply to the
overall balance across all payroll relationships for the same person.
For example, you want to copy a relationship level voluntary deduction such as Car Loan Repayment, which has total owed,
to the target employment record. In this scenario, you can add the Car Loan Repayment Accrued to the object group with
these details:
 Source Defined Balance: Car Loan Repayment Accrued Relationship No Calculation Breakdown Inception to Date
 Target Balance: Car Loan Repayment Accrued
 Pre-requisite Target Element (Optional): Car Loan Repayment

Tips and Considerations


 The application copies the balances using balance adjustments, and the results would impact any processes or
reports that consume the specified target balance. So this process suits miscellaneous balances that control the
payroll calculation, such as arrears and accrued balances. You must carefully evaluate the choice of balance and
contexts while adjusting balances that are part of statutory reporting. Your choice would ensure that they are not
reported twice under the source and target tax reporting unit.
 You can run the Transfer Balance process again if additional payroll runs take place on the source employment
record. This process assumes that the source balance value is the source of truth and adjusts for differences in
balance values between the source and target employment records, even negative ones. So the best idea is to leave
the Exclude Target Assignment with Payroll Results parameter in the Transfer Balances flow at its default value.
This approach would prevent accidentally reversing the results of calculations on the target employment record
that are not part of the source balance value.

Salary

The salary information is defaulted from the source assignment when the legal employers involved in the transfer have the
same legislative data group, and the type of salary basis is as follows:
 Type 1: Salary amount is determined by the user.
 Type 2: Salary amount is determined by components and the salary basis setting should be: Enable component
selection during allocation.
 Type 3: Salary amount is determined by rates.

Compensation

From update 21C onwards, when you transfer people globally, the process now automatically copies individual
compensation awards from the source legal employer to the destination legal employer. You can then make any necessary
changes to the awards.

Tips and Considerations


 During a local and global transfer, the awards that you see in the Individual Compensation section are automatically
copied from the source legal employer according to these conditions:
o The legislative data group of the element linked to the individual compensation plan option is the same
for both legal employers.

o The individual compensation plan has a Restrict Plan Access setting of either No. Or, the setting includes
the Global Transfer action.
The automatic copy won’t happen if the local and global transfer action doesn’t include the Individual
Compensation section or you don’t visit the section.
 When you want to automatically copy people’s voluntary contributions, make sure the individual compensation
plan has an access setting that includes the Global Transfer action.
 Individual compensation plans for the source assignment get end-dated whenever the element attached to plan is
configured to use only the last standard process date or last standard earning date.

Performance Goals and Documents

The performance goals and documents information are not copied. However, you can move performance goals and
documents to workers’ new assignments within a legal employer when using the Local and Global Transfer guided process.
You can move all the workers' performance goals and documents associated with all review periods, or you can choose only
current and future review periods and leave historic performance goals and documents associated with the inactive
assignments.
Additionally, if a new manager is selected as part of the global transfer, the user initiating the process can select to transfer
any in-progress performance documents to the new manager.
In the Performance Goals and Documents section, choose the review periods you want and if you want to transfer current
performance documents to the new manager.
Note: This feature is available only when you perform the global transfer.

Tips and Considerations


 A worker may have the same performance goals, goal plans, or performance documents associated with multiple
assignments within the same work relationship. In this case, only the performance goals and documents associated
with the source assignment are moved to the new assignment created by the process. The performance goals and
documents associated with secondary assignments will remain associated with them for further processing,
canceling, or deleting.
 Currently, check-in documents aren’t moved to the new assignment.
 Eligibility profiles aren't changed by the Local and Global Transfer process. Eligibility profiles used for performance
goals and documents can include inactive assignments. When the process completes, it moves the performance
goals and documents to the new assignment. However, the inactive assignments will continue to be eligible for the
same performance goals and documents. You need to update the eligibility profiles to exclude the inactive
assignments so that the performance goals and assignments aren't created for the inactive assignments again.
 If the global transfer is scheduled for a future date, a process will be submitted called Move Performance Goals
and Documents which will be scheduled to run on the same date the global transfer will take effect.

 The Move Performance Goals and Documents process cannot be scheduled manually but only as part of the
global transfer.
 If the global transfer process is submitted and the employee has any goal plans pending approval for the selected
review periods, the global transfer will not move any performance goals or documents to the new assignment.
 If the global transfer process is submitted and the employee has any performance documents pending approval for
the selected review periods, the documents still get transferred to the new manager. However, the approval will
remain with the same approving manager.
 If no new line manager is selected, performance documents will not be transferred to another manager.

Benefits

You can choose the life event for global transfer and transfer the benefits balance to the worker's new assignment.

Absences
The Local and Global Transfer process automates the accrual plan enrollment and copying of plan balances. When an
employee is transferred, all active plans are end-dated in the old organization. If the employee is eligible for the same plans
in the new organization, the application automatically enrolls the employee to the same plans.
The plan balance is copied from the old organization to the new organization. If the absence plan has been configured with
vesting options, the vesting attributes from the old entity will be copied to the new entity. For example, if an employee has 8
hours unvested accruals earned on January 1st that are set to vest on April 1st and a local or global transfer happens on
March 15th, the 8 hours will still vest on April 1st just like it would’ve in the old entity. The same logic also applies to plans
with waiting period options enabled. The same enrollment date based on the waiting period defined in the old entity will be
copied to the new entity. For example, if an employee enrolled in a plan with a 90 day waiting period beginning on January
1st, is transferred on March 15th, the enrollment in the new entity will be on April 1st just like it would’ve been in the old
entity. Plans with disbursement and/or rollover options enabled will also contain the applicable attributes from the old entity
and be the same in the new entity once the transfer occurs.
The automation of accrual plan enrollment and copying of plan balances is now available (release 20D onwards) for accrual
plans with vesting, waiting period, rollover and/or disbursement options enabled.
The Absence Plans section shows you details about all the plans that the employee is currently enrolled in. This includes the
plan’s name, enrollment date, disbursement option, and balance as of the transfer date. During a global transfer, the final
balance is calculated one day before the global transfer date.

The Existing Absences section displays all absences that are currently in progress. It also shows all future and scheduled
absences that are scheduled on or after the transfer date. Open-ended absences that don’t end before the transfer date will
be end dated on the day before the transfer date. All future absences scheduled on or after the transfer date will be
withdrawn automatically.

The Additional Transactions section shows you all future plan transactions scheduled on or after the transfer date that will
be withdrawn. These transactions include donations, disbursements, transfers, compensatory time, and adjustments.

Work Schedule
Local and global transfers also automate work schedule enrollment and copy work schedule exceptions. When you globally
transfer someone, all active and future work schedules and work schedule exceptions are automatically end dated in the old
Legal Employer. The transfer process automatically links them with the same work schedule and work schedule exceptions
in the new Legal Employer, if the schedule and exceptions are available.
Additionally, as a manager or HR specialist, you can review all work schedule assignments affected by the transfer. You can
see relevant messages about end-dating and copying schedules and exceptions using the Change Legal Employer
dashboard.

Seniority Dates
Seniority dates information is available only in read-only mode. Only the person-level seniority date rules that are
configured to be displayed in guided flows are visible.

Mass Legal Employer Change

The mass legal employer change process enables you to change the legal employer of multiple workers in a single batch.
Note: It's recommended to use this process when changing legal employers within the same country or legislation. If you
use this process to mass change legal employers across legislations, then data for salary and payroll isn't copied across.
Additionally, there may be issues with certain personal data elements like name information which aren't copied across
legislations.
You can't do a mass legal employer change in these scenarios:
 A future dated global transfer or global temporary assignment change exists for an employee.
 A pending transaction is awaiting approval that involves an assignment change for an employee.

Salary Changes
You can copy the salary from the primary assignment of the previous work relationship when the legal employers involved
in the transfer have the same legislative data group, and the type of salary basis is as follows:
 Type 1: Salary amount is determined by the user.
 Type 2: Salary amount is determined by components and the salary basis setting should be: Enable component
selection during allocation.
 Type 3: Salary amount is determined by rates.

Performance Goals and Documents Related Changes


You can move performance goals and documents to the worker’s new assignments with a legal employer. You can either
move all the workers' performance goals and documents associated with all review periods, or you can select only current
and future review periods and leave historic performance goals and documents associated with the inactive assignments.
Here are a couple of things that happen during the mass legal employer change:
 If a worker has the same performance goals, goal plans, or performance documents associated with multiple
assignments within the same work relationship, only the performance goals and documents associated with the
primary assignment will be moved to the new assignment created by the Mass Legal Employer Change process.
The performance goals and documents associated with secondary assignments will remain associated with those
for further processing, canceling, or deleting.
 Eligibility profiles aren't changed by the Mass Legal Employer Change process. So, if the eligibility profiles used for
performance goals and documents include inactive assignments, then when the process runs and moves the
performance goals and documents to the new assignment, the inactive assignments will continue to be eligible for
the same performance goals and documents. Eligibility profiles would need be updated to exclude the inactive
assignments to prevent these being created again.

You can now copy payroll details from the source to the target assignment and payroll relationship during a mass legal
employer change within the legislative data group. These are the payroll details that you can copy:
 Payroll relationship and assignment attributes, such as Payroll, Tax Reporting Unit, Overtime Period, and Time Card
Required.
 Personal payment methods: Payment methods are copied subject to the availability of a valid organizational
payment method for the same payment type.
 Third-party payment methods: Payment methods for third-party person payees are linked to the new payroll
relationship.
 Person costing overrides: By default, costing overrides aren't copied. If you choose to copy, then the copy occurs
across four levels at which the person costing setup is held.
 Recurring element entries: Copy for element entries are subject to eligibility. If you want to exclude certain elements
from the copy, you will have to define an element (object) group with the usage type of global transfer.
 Calculation cards and components: Each country’s legislation determines the calculation cards and components
that are copied. The association with the new tax reporting unit and the association detail for the new assignment
will be automatically created.
The Mass Legal Employer Change flow interprets a blank entry as the value on the source assignment and payroll
relationship. Unless you override this value, the source value will be copied to the target assignment and payroll relationship.

You can choose the life event for global transfer and transfer benefits balance to the worker's new assignment.

Linking Source and Target Assignments for a Legal Employer Change


From release 20B, the source and destination assignment that is created as part of a global transfer will be linked. By linking
the assignments, you can view the complete assignment history of the source and destination work relationships.
When you perform a change legal employer transaction in the responsive or classic UIs from release 20B onwards, the
application will automatically store the assignment ID of the source assignment in the destination assignment.
In case of these transactions, the assignment ID is not stored as the source assignment ID on the newly created assignment:
 Global Temporary Assignment
 Add Assignment
 Add Temporary Assignment
 Create Work Relationship
 Rehire (through the duplicate person match from Hire an Employee or Add a Pending Worker flows)
 Renew Placement (through the duplicate person match from Add a Contingent Worker or Add a Pending Worker
flows)

Process Used to Link Historical Records


For global transfers done before release 20B, you can run the Migrate Employment Data process to have the application
perform this linking. Here’s what the process does:
 Selects all active workers (employee, contingent worker, and nonworker) who don't have their termination dates
populated in the work relationship and for whom the source assignment ID isn't populated.
 Identifies the source and destination assignment IDs for the selected workers based on these items:

o Action occurrence ID.
o Comparison of the assignment start date of the destination assignment and assignment end date of the

Once identified, the process stores the assignment ID of the primary assignment as the source assignment in the destination
assignment.

Tips and Considerations


 The Migrate Employment Data process will populate the SOURCE_ASSIGNMENT_ID column in the
PER_ALL_ASSIGNMENTS_M table only for global transfer. The column isn’t populated for global temporary
assignment.
 You can run this process to link your historical global transfer transactions only. Change legal employer
transactions initiated after release 20B will be linked by the application automatically.
 The process will link historical global transfers that are performed using any method (responsive UI, classic pages,
mass legal employer change process, HDL, or REST service).
 You can rerun the process, but the process will only select data where the source assignment ID isn't populated for
a global transfer action.

Process Parameter
The Migrate Employment Data process uses the Link Global Transfer assignments parameter. This parameter links the
source and destination assignments related to global transfer by updating the PER_ALL_ASSIGNMENTS_M table.

View Assignment History Across Legal Employer Changes

Users can view a worker's assignment history even after they have undergone a legal employer change. You can view the
assignment history from the Employment History section in the Employment Info page.
In the screenshot, under employment history, you can see the legal employer and assignment status in the assignment row
for global transfer. The legal employer and assignment status will be inactivated as part of the global transfer.
If there is a future termination, then that record is also copied during the global transfer.

To view the worker's assignment history across legal employer changes, their source and destination assignments must be
linked.

View Compensation Information Across Legal Employers


You can now see compensation information across legal employers. Earlier, you had to use the assignment switcher to view
compensation details for previous legal employers.

 For individuals to view their compensation information across changes of legal employer, you need to link their
source and target assignments.
 To differentiate suspended and inactive assignments, the business titles of these assignments end with the status,
for example, Inactive – Payroll Eligible.

Compensation and Compensation Info actions.

Impact of Assignment-Level Security on Employment History and Details
(Release 20D Onwards)

Employment Info
If you have configured the application to view assignment history during a global transfer, and assignment-level security is
enabled, then you can only see those assignments for which you have access. For example, if you have access to only the
newly created assignment in global transfer, then you can’t view the complete assignment history. The person who has
access to both the source and target assignment can view both the assignments in the Business Title field and employment
history.

Employment Details
In the employment details page, you can see the complete summary of changes only when you have access to both the
assignments. If you have access to only the target assignment, then you can only see the changes in the After column.

Note: In the change legal employer dashboard, you can search the worker only if you have access to the assignment from
where the global transfer transaction was initiated (source assignment).

Copy Assignment Attributes While Changing Legal Employer With Workers REST
Resource
When changing the legal employer of a worker using the workers REST resource, you can copy the employment attributes
and extensible flexfields from the source assignment to the new assignment.
You can specify these attributes to copy the attributes from the source assignment:

View Assignment To display the assignment history across legal employer changes on the Employment Info responsive
History Across page, you must enable the following profile option:

By default, this profile option is set to No. If you set the profile option to Yes, the assignment history
across legal employer changes is displayed on the Employment Info responsive page.

If you set the profile option to Y, these things happen:

 Only future assignment updates are copied. Future updates for Salary, Payroll, and Absences
are currently not supported.
 Assignment updates are also copied to the new assignment if there are date effective updates
on the source assignment past the termination date of the source work relationship.

Compensation responsive page, you must enable this profile option:

To enable the profile option, navigate to the Setup and Maintenance work area:
1. Search for and click the Manage Administrator Profile Values task.
2. Search for and select the profile option.
3. Click to add a new Profile Value.
4. Select the Level as Site.
5. Enter a Y in the Profile Value field.
6. Click Save and Close.

Automatic Copy of To enable this feature, you need to configure the lookup code. Here's how you can do it:

1. Navigate to the Setup and Maintenance work area.

2. Search for and click the Manage Common Lookups task.
3. Search for lookup type lookup type ANC_PROC_CONFIGS. If you don’t find it, add this lookup
type.
4. Set the Module as Global Absences.
5. Set the Lookup Configuration Level as Site.
6. From the REST Access Secured list, select Secure.
7. Click Save.
Once you define the lookup code, you can add the lookup code in the same page. Here’s how you can do
it:
1. Add the lookup code ANC_RESTRICT_HIRE_TERM_EVENT in the ANC_PROC_CONFIGS: Lookup
Codes section.
2. Select the Enabled checkbox.
3. Set the start and end dates.
4. Click Save and Close.

FAQS ON GLOBAL TRANSFER
1. Can I use the Global Transfer action for a person with a future termination date?
Yes, the global transfer ignores the future termination date and ends the existing work relationship a day before the
start date of the new work relationship.
2. Can I use the Global Transfer action for a person having a future global transfer or global temporary
assignment?
No, you can't globally transfer such a person.
3. Can I do a global transfer for a suspended assignment?
Yes, as long as the assignment isn't suspended because of a global temporary assignment.
4. Can I cancel the work relationship of a person who's transferred to another legal employer?
No, you can't cancel such a work relationship.
5. How can I correct the global transfer and global temporary assignment start dates?
You can't change these dates directly on the assignment or Edit Work Relationship page. You must first cancel the
work relationship that was created as part of the global transfer or global temporary assignment creation. This
removes the global transfer and global temporary assignment records from the original assignment. You can then
do the global transfer or create a global temporary assignment on the date you want.
6. How can I correct the global transfer or a global temporary assignment for a legal employer?
You can't change the legal employer. You must first cancel the work relationship that was created as part of the
global transfer or global temporary assignment. This removes the global transfer and global temporary assignment
records from the original assignment. You can then do the global transfer or create a global temporary assignment
to the legal employer you want.
7. Will the future termination be retained on the new work relationship, post the global transfer?
Yes, the future termination will be retained. However, from release 21A onwards, you can control the behavior using
the ORA_PER_CLE_COPY_FUT_TERMINATION profile option.
8. Will the future assignment changes be retained on the new assignment, post the global transfer?
By default, the future assignment changes on the source assignment are removed as part of the global transfer.
However, from release 21A onwards, you can control the behavior using the ORA_PER_CLE_COPY_FUT_ASG profile
option.
9. How do I configure an approval for the Local and Global Transfer flow?
Use the Local and Global Transfer approval process.
10. Will expense data and expense history be transferred during the global transfer?
No, the expense information on the source assignment is retained. After the global transfer, the user must enter
the expense details in the new assignment that’s created as part of the global transfer.
11. Does data from payroll, salary, performance documents, and so on get copied when I do the global transfer
using HCM Data Loader?
No, the data copy options are available only when you do the change legal employer using the Local and Global
Transfer and Mass Change legal Employer flows.
12. Will data be copied from all assignments if an employee has multiple assignments within the source work
relationship?
No, data is copied only from the source assignment that’s used to start the Local and Global Transfer flow.
13. What happens when some data elements from the source legal employer are not valid for the destination
legal employer?
The data can become invalid in these two scenarios:

 The data has become inactive as of the date of the global transfer, for example, a location is active until 1-
May-2020 and the user does the global transfer on 1-Jun-2020.
 The lookup value attached to an attribute has a country tag that doesn’t match the legislation of the
globally transferred person, for example, Hourly Salaried Code.
In both these scenarios, the field becomes blank and the user must enter the correct value corresponding to the
new legal employer or date.
14. Why is the performance data not displayed in the Workforce Performance - Performance Rating Real Time
subject area in OTBI for workers who are globally transferred?
This will be addressed in a future release.
15. Can I see inactive review periods when searching for specific review periods in the Performance and Goals
section?
Yes, you can see all review periods including inactive ones during the search.
16. Can I do a global transfer again to copy the review period that was missed?
During release 19A, we provided HCM Data Loader support to transfer performance goals and documents between
assignments. For more information, see 19A Performance Management What's New feature: Data Loader Support
to Transfer Performance Goals and Documents Between Assignments
17. Are direct reports copied when a global transfer is done using HCM Data Loader or REST API?
No. Copying of direct reports is not supported in HCM Data Loader or REST API.
18. How are lookup values defaulted?
Before defaulting, the application validates the lookup values in these ways:
 Legislation: The legislation code of the lookup must match the legal employer.
 Date: The lookup must be active for the global transfer date.
If the validation fails, the field value isn’t defaulted, and it’s left blank at the destination assignment in case of local
and global transfer. In case of mass legal employer change, the copy fails.
19. What happens if invalid data is found during copy?
If the global transfer is done using the Local and Global Transfer flow, the application doesn’t default the invalid
attribute and leaves the field blank. However, the valid attributes are defaulted.
If the global transfer is done using the Mass Legal Employer Change flow and invalid attributes are found, the
application doesn't perform the global transfer. Additionally, an error message is displayed on the dashboard that
informs the user about the invalid attribute.
20. Are areas of responsibility also copied during a global transfer?
No, the areas of responsibility aren’t copied.
21. What areas are copied during a global transfer using HCM Data Loader?
Only the assignment information is copied. To copy other areas, (for example, related payroll information) you
need separate HCM Data Loader files.
22. Can I generate a report of the process results related to global transfer?
You can build your custom reports using BI Publisher. OTBI support for the Change Legal Employer Dashboard is a
future roadmap item.
23. Can I do a mass legal employer change with different effective start dates for each worker?
No, all workers included in the mass legal employer change will have the same effective start date.
24. Does the default value apply to the copied element entry in the new assignment?
No, because the value is copied from the source legal employer. Even if it was a default value in the source
assignment, the application doesn't consider it as a default value in the new assignment.
25. How can I prevent certain element entries from being copied during a global transfer?

If none of the element entries should be copied, deselect the element entries check box. Element entries for
elements with automatic eligibility would still be created. If only certain elements must be copied, define an element
group and assign the ‘Global Transfer’ usage type. This can then be specified on the Local and Global Transfer flow
or Mass Global Transfer flow to limit the element entries.
26. Why can't I view the element group in the list of values after excluding recurring element entries to be
copied?
Confirm whether the transfer is a permanent global transfer where the source and destination legal employers are
in the same legislative data group (LDG) as the one in which the element group is defined. Also, verify if the
element group has the ‘Global Transfer’ usage type assigned.
27. What happens if the copy of any payroll data fails?
Some of the employment record information on the assignment, payroll relationship, and assigned payroll are
stored as part of the global transfer transaction. Any errors while creating these employment records would be an
error on the global transfer itself. However, the related payroll information, such as payment methods, person
costing overrides, and element entries are copied after the global transfer has successfully completed.
28. What happens if a recurring element entry has updates or an end date in the future?
All information is copied as of the date of transfer. The information updated effective at a later date wouldn't be
automatically copied. You must reevaluate if those still apply on the new legal employer and copy them manually.
The same holds true if the record is end-dated in the future.
29. What happens to the security roles assigned to a person during global transfer?
During a global transfer, the person's current work relationship is terminated. Therefore, all roles, including any
manually assigned roles for the person are also removed.
