Local transfer within No The local transfer updates the current assignment and leaves the work

The local transfer does the same update as the standalone Transfer
guided process which has been available since the beginning of
HCM Cloud. Having the local transfer option simplifies decision
making for users who no longer have to decide on which Quick
Action to start to perform a transfer. Based on the data that the user
changes, the application automatically determines if it’s a local or
global transfer or a global temporary assignment.
Customers can disable access to the standalone Transfer guided
process for their users when giving them access to the Local and
Global Transfer flow. They can do this by removing the appropriate
security privileges from the user’s custom roles.
There are no plans to decommission the standalone Transfer
guided process for two reasons. Many customers want to retain
their manager’s access to the simpler standalone Transfer guided
process. Additionally, they want to provide access to the more
comprehensive Local and Global Transfer flow only to their
professional HR users.

The classic Global Transfer flow using the Manage Employment task will continue to be supported. However, the classic
and responsive Change Legal Employer flows are being decommissioned and not supported from release 20D onwards.
You won't be able to access the Change Legal Employer flow in the application from release 20D onward. However,
when using Oracle Recruiting Cloud (ORC), you can still start the Change Legal Employer flow from the job offer.
Data Copy and Display Options on Local and Global Transfer Flow
Users can select data that they want to copy from the source to the target assignment during a permanent legal employer
change (global transfer). The worker data is defaulted from the source assignment where the transfer is initiated.
This table describes the visibility of the various sections in the Local and Global Transfer flow and what data gets copied
from the source to destination for a global transfer (GT) and global temporary assignment (GTA).

These features aren’t specific to a worker's assignment and aren’t directly impacted due to a change in legal employer.
Hence, there is no data copy option for these features.

This section only appears if there is a change in the legislation of the person’s work relationship. The reason is that a new
name and legislation record are automatically created based on the destination legislation. The Biographical Info and
National Identifier regions are included because some applications such as Payroll or Benefits may require this information
and including the regions during the transfer process reduces additional navigation.
When you select the Contact Info from the questionnaire page, the section is displayed. If there is existing data, the data will
be displayed. If no data exists, you can enter the data as part of the transfer process.
Legislative information such as a person’s marital status, ethnicity, religion, or gender, will be copied to the destination
legislation if the lookup codes are the same as the source legislation. If they are not the same, the field will be blank, and you
can select from the destination country’s valid list of values.
When you select Other Info from the questionnaire page, the section is displayed. If there is existing data, the data will be
displayed. If no data exists, you can enter the data as part of the transfer process.
By default, all assignment information including descriptive flexfields and developer descriptive flexfields are copied.
However, you can change the assignment values. The information that exists as of the global transfer date is copied but
changes effective after the global transfer date aren’t.
You can select the source assignment status during a global transfer or global temporary assignment.
From release 21C onwards, users can override the default source assignment status by selecting the status from the page in
the responsive Local and Global Transfer flow.

Assignment Extensible Flexfield Contexts
By default, all assignment extensible flexfield (EFF) contexts are copied, however, you can select the contexts that you don't
want to copy. The smart list of values only provides the list of contexts which has data populated in the source assignment.
Note: This feature is available only when you perform the global transfer.
Managers
By default, manager information is copied that includes all manager types, such as line manager and project manager.
However, you can change the manager values.
This section is available only for legal employers that have contracts enabled.
By default, all working hours information is copied, however, you can change this information.
This section to reassign direct reports is displayed on the questionnaire page only if the user has direct reports assigned.
By default, all manager relationships be it line manager or project manager are available for the direct report. You can
reassign or retain existing direct reports. If you retain the direct reports during global transfer, their assignments are
updated with the newly created assignment record of the manager. When you add or reassign direct reports, changes occur
at the assignment level for each report. You can select the same new manager for all direct reports or a different new
manager for each report.
However, in case of a global temporary assignment, you can move the manager's direct reports to the destination
assignment or retain them in the source assignment. You can configure the ORA_PER_EMPL_GTA_POP_DIRECTS profile
option code to do either of these actions in the Local and Global Transfer flow:
Default the manager's existing direct reports in the Reassign Direct Reports section when you perform a global
temporary assignment.
Default the manager's existing direct reports in the Add Direct Reports section when you perform a global
temporary assignment. You can then remove the direct reports from the section that you don't want to move to the
destination assignment.
By default, all work relationship information including descriptive flexfields and developer descriptive flexfields are copied.
However, you can change the work relationship values.
By default, all payroll information is copied only if the source and destination legal employers belong to the same legislative
data group. The information that exists as of the global transfer date is copied but changes effective after the global transfer
date aren’t. If the transfer results in a new payroll relationship, the information that exists at a payroll relationship level is
also copied. You can now copy these payroll items:
Payroll relationship and assignment attributes such as Payroll, Tax Reporting Unit, Overtime Period, and Timecard
Required: These attributes default to the values from the source. You have the option to override the values if
required.
Personal Payment Methods: Payment methods are copied subject to the availability of a valid organizational
payment method for the same payment type.
Person Costing Overrides: By default, costing overrides aren't copied. If you choose to copy, then the copy occurs
across the four levels at which the person costing setup is held.
Recurring Element Entries: Copy for element entries are subject to eligibility. If you want to exclude certain
elements from the copy, you will have to define an element (object) group with the usage type of Global Transfer.
Third-party payment methods and calculation cards, such as tax withholding cards: Each country’s legislation
determines the calculation cards and components that are copied.
Note: This feature is available only when you perform the global transfer.
Carry forward assignment and relationship level balances using balance adjustments from the source to the target legal
employer during the global transfer of employees. Several payroll calculations would require the knowledge of prior
calculations in other payroll relationships. The overall balance that's copied includes:
The balance calculated within the source payroll relationship
The balances copied to the source payroll relationship for prior global transfers
Any further payroll deduction calculations on the target employment record must consider the calculations in the prior
employment records for the same person. The payroll run can’t access balances across payroll relationships. So you must
copy the final balance from the source before the first payroll run on the target employment record.
You can copy balances to the target employment record through any of these methods:
Select the Copy balances to the new employment record checkbox to initiate the copy of balances automatically
after the global transfer is complete. You can find this checkbox in the Payroll Details section of Local and Global
Transfer and Mass Legal Employer Change flow. This checkbox is selected by default and hidden out of the box,
but you can enable it by using HCM Experience Design Studio. Once the copy process is complete, you can view the
status message on the Change Legal Employer Dashboard. You can preconfigure the list of balances by an object
The salary information is defaulted from the source assignment when the legal employers involved in the transfer have the
same legislative data group, and the type of salary basis is as follows:
Type 1: Salary amount is determined by the user.
Type 2: Salary amount is determined by components and the salary basis setting should be: Enable component
selection during allocation.
Type 3: Salary amount is determined by rates.
From update 21C onwards, when you transfer people globally, the process now automatically copies individual
compensation awards from the source legal employer to the destination legal employer. You can then make any necessary
changes to the awards.
The performance goals and documents information are not copied. However, you can move performance goals and
documents to workers’ new assignments within a legal employer when using the Local and Global Transfer guided process.
You can move all the workers' performance goals and documents associated with all review periods, or you can choose only
current and future review periods and leave historic performance goals and documents associated with the inactive
assignments.
Additionally, if a new manager is selected as part of the global transfer, the user initiating the process can select to transfer
any in-progress performance documents to the new manager.
In the Performance Goals and Documents section, choose the review periods you want and if you want to transfer current
performance documents to the new manager.
Note: This feature is available only when you perform the global transfer.
Benefits
You can choose the life event for global transfer and transfer the benefits balance to the worker's new assignment.
Absences
The Local and Global Transfer process automates the accrual plan enrollment and copying of plan balances. When an
employee is transferred, all active plans are end-dated in the old organization. If the employee is eligible for the same plans
in the new organization, the application automatically enrolls the employee to the same plans.
The plan balance is copied from the old organization to the new organization. If the absence plan has been configured with
vesting options, the vesting attributes from the old entity will be copied to the new entity. For example, if an employee has 8
hours unvested accruals earned on January 1st that are set to vest on April 1st and a local or global transfer happens on
March 15th, the 8 hours will still vest on April 1st just like it would’ve in the old entity. The same logic also applies to plans
with waiting period options enabled. The same enrollment date based on the waiting period defined in the old entity will be
copied to the new entity. For example, if an employee enrolled in a plan with a 90 day waiting period beginning on January
1st, is transferred on March 15th, the enrollment in the new entity will be on April 1st just like it would’ve been in the old
entity. Plans with disbursement and/or rollover options enabled will also contain the applicable attributes from the old entity
and be the same in the new entity once the transfer occurs.
The automation of accrual plan enrollment and copying of plan balances is now available (release 20D onwards) for accrual
plans with vesting, waiting period, rollover and/or disbursement options enabled.
The Absence Plans section shows you details about all the plans that the employee is currently enrolled in. This includes the
plan’s name, enrollment date, disbursement option, and balance as of the transfer date. During a global transfer, the final
balance is calculated one day before the global transfer date.
The Additional Transactions section shows you all future plan transactions scheduled on or after the transfer date that will
be withdrawn. These transactions include donations, disbursements, transfers, compensatory time, and adjustments.
Work Schedule
Local and global transfers also automate work schedule enrollment and copy work schedule exceptions. When you globally
transfer someone, all active and future work schedules and work schedule exceptions are automatically end dated in the old
Legal Employer. The transfer process automatically links them with the same work schedule and work schedule exceptions
in the new Legal Employer, if the schedule and exceptions are available.
Additionally, as a manager or HR specialist, you can review all work schedule assignments affected by the transfer. You can
see relevant messages about end-dating and copying schedules and exceptions using the Change Legal Employer
dashboard.
Seniority Dates
Seniority dates information is available only in read-only mode. Only the person-level seniority date rules that are
configured to be displayed in guided flows are visible.
This table describes the implemented seniority date versions and their corresponding seniority dates that are displayed:

The mass legal employer change process enables you to change the legal employer of multiple workers in a single batch.
Note: It's recommended to use this process when changing legal employers within the same country or legislation. If you
use this process to mass change legal employers across legislations, then data for salary and payroll isn't copied across.
Additionally, there may be issues with certain personal data elements like name information which aren't copied across
legislations.
You can't do a mass legal employer change in these scenarios:
A future dated global transfer or global temporary assignment change exists for an employee.
A pending transaction is awaiting approval that involves an assignment change for an employee.
On this section, you can provide specific values for certain assignment attributes. These specific values will be applied to all
the selected workers and will override the corresponding values on the worker's source assignment.
Additional Changes
Assignment extensible flexfield (EFF) contexts: By default, all EFF contexts are copied; however, you can choose which
contexts you don’t want to copy to the worker's new assignment.
Payroll Details
Benefits
You can choose the life event for global transfer and transfer benefits balance to the worker's new assignment.
You can choose the workers for whom you would like to perform this transaction.
You can review the people selected in the previous step before submitting the Mass Legal Employer process.
Process Parameter
The Migrate Employment Data process uses the Link Global Transfer assignments parameter. This parameter links the
source and destination assignments related to global transfer by updating the PER_ALL_ASSIGNMENTS_M table.
Users can view a worker's assignment history even after they have undergone a legal employer change. You can view the
assignment history from the Employment History section in the Employment Info page.
In the screenshot, under employment history, you can see the legal employer and assignment status in the assignment row
for global transfer. The legal employer and assignment status will be inactivated as part of the global transfer.
If there is a future termination, then that record is also copied during the global transfer.
Employment Info
If you have configured the application to view assignment history during a global transfer, and assignment-level security is
enabled, then you can only see those assignments for which you have access. For example, if you have access to only the
newly created assignment in global transfer, then you can’t view the complete assignment history. The person who has
access to both the source and target assignment can view both the assignments in the Business Title field and employment
history.
Employment Details
In the employment details page, you can see the complete summary of changes only when you have access to both the
assignments. If you have access to only the target assignment, then you can only see the changes in the After column.
Note: In the change legal employer dashboard, you can search the worker only if you have access to the assignment from
where the global transfer transaction was initiated (source assignment).
Copy Assignment Attributes While Changing Legal Employer With Workers REST

View Assignment To display the assignment history across legal employer changes on the Employment Info responsive
History Across page, you must enable the following profile option:

By default, this profile option is set to N, which means the future assignment updates won't be moved to

Only future assignment updates are copied. Future updates for Salary, Payroll, and Absences
are currently not supported.
Assignment updates are also copied to the new assignment if there are date effective updates
on the source assignment past the termination date of the source work relationship.

6. From the REST Access Secured list, select Secure.
7. Click Save.
Once you define the lookup code, you can add the lookup code in the same page. Here’s how you can do
it:
1. Add the lookup code ANC_RESTRICT_HIRE_TERM_EVENT in the ANC_PROC_CONFIGS: Lookup
Codes section.
2. Select the Enabled checkbox.
3. Set the start and end dates.
4. Click Save and Close.
