1. WHAT IS YOUR UNDERSTANDING OF THE QUAD CONCEPT IN RELATION TO

THE VICTIMS & THE COMMUNITY?

When we say quad concept, we are talking about the four elements of the PNP
namely the Intelligence, the operations, the police community relations and the
investigation. These are the elements that compose the QUAD staff of the PNP

If these four elements or unit properly utilized by the unit concern, we can
develop good crime preventive measures

Like the intelligence unit they are in charge in the monitoring of lawless elements
of criminal utilizing the barangay information network to includes other organization in
the community. The proper information gathering, processing and utilization of high
intelligence network among police units can be achieved and thus criminals in our
country can be easily monitored and neutralized.

The quad concept includes the Police Integrated Police System, , intensified
police visibility patrols, conduct of checkpoints and choke points, Oplan Sita, Oplan
Kapkap and Oplan Bakal and the establishment of Public assistance center in different
establishment which is very prone in the commission of the crimes.

Actually, this concept clearly shows that the PNP stick on the community police
concept that the police and the communities work together in creative ways to help
solve contemporary and possible future problems related to crime, fear of crime, social
disorder, peace and public order and community safety.

We know that a strong relationship between the police and the community is a
key factor in attaining peace and security. One of the prime objectives of police
community relations is to establish a collaborative partnership that can analyze
problems, design and implement solutions that are truly community-based

Good police-community relations are imperative for developing trust between

police and citizens. Without this trust, police work becomes much less effective. Even if
the police officers are preventing crime, the people may not feel safe because there is
no trust and confidence which is essential the relationship of the police and the
community if trust and confidence developed by the police officer to the community it is
a big help and accomplishment on the part of the police and community because the
community or the populace is not afraid to the criminals because they believed that the
police and the whole community can protect them at all times.

Investigation has a big participation in quad concept in a sense that this unit in
charge in the filing of criminal case to the proper venue and in that case the
investigation unit responsible for the preparation of all essential documents needed in a
certain case to ensure that the case filed prosper in court proceeding and justice will
prevail which tis he expectation of all victims of crime.

2. HOW DOES IT FUNCTION

Quad concept address peace and order situation in our country and
demands for a sustainable community policing system is very imperative to guarantee a
whole of the country strategy against criminality. The quad concept serves as one of the
several anti-crime strategies that the PNP implemented particularly the Police
Integrated Patrol System, intensified police visibility patrols, conduct of checkpoint and
chokepoints, Plan Sita, Oplan Kapkap and Oplan Bakal and the creation or
establishment of Public Assistance Desk/Center in all establishment where crime
frequently occurred to include continuous monitoring of crime prone area

3. WHAT ARE THE ISSUES & CHALLENGE THAT RELATE TO IT

The issue and the challenge that the PNP organization meet in relations to
Quad concept is the Non cooperative of the community to includes of attitudinal
problems of some police personnel considering that some of PNP members are
arrogant and boastful
