<p>To effectively realize the VISION and MISSION, the College will have the following goals & objectives:</p>
<p>● To be the source of competent and employable technical and professional graduates for domestic and
foreign markets through quality instruction;</p>
<p>● To disseminate products of researches (e.g. matured and environment- friendly technologies and others)
to entrepreneurs, farmers and fisher folks to improve/increase their income;</p>
<p>● To help alleviate poverty and improve the quality of the lives of poor and marginalized families in the
service areas through relevant extension services;</p>
<p>● To strengthen production and generate more income to support research, instruction & extension
activities; and</p>
<p>● To improve physical facilities and building structures in all of the campuses.</p>

<p>STA. MARIA, IS. After two years since construction, the grandstand and the Food Technology Building of
the Ilocos Sur Polytechnic State College, constructed at the Santa Maria Campus, may now be officially used
by the ISPSC community after the blessing and inauguration, September 30, 2020.</p>
<p>Cong. Eric D. Singson, Founder of ISPSC, together with Dr. Gilbert R. Arce, ISPSC President, led the
inauguration activity while Rev. Fr. Vicente Avila did the blessing of the facilities. ISPSC key officials and
employees witnessed the inauguration ceremony.</p>
<p>The grandstand, with an estimated budget of Php20 million, will house the various programs and activities
by the College. With a greater capacity, the grandstand is expected to ease the constraints on space
experienced by the ISPSC community when organizing events.</p>
<p>Meanwhile, the Food Technology Building, with an estimated budget of Php24 million, is the home for the
College of Business Management and Entrepreneurship (CBME).
In an interview with Dr. Joanna T. Guarin, Dean of CBME, she expressed her joy with the opening of the Food
Technology Building. She said the students will now have more spacious and conducive classrooms, more
modernized laboratory rooms, and function rooms to use. She added that programs and activities may now be
concretely planned and conducted with the new building for their college.</p>
<p>Guarin thanked the people behind the construction of the building, including the late former ISPSC
President Dr. Francisco D. Lopez, ISPSC Founder Cong. Eric D. Singson, and new ISPSC President Dr.
Gilbert R. Arce.</p>
<p>The inauguration ceremony was conducted in line with the 120th anniversary celebration of the Civil
Service Commission. In the same occasion, ISPSC employees with ten and more years of service for the

A. Entrance requirements for incoming freshman:
● Original form 138/Report Card
● Certificate of good moral character
● 4 identical pictures [passport size preferable with name tag]
● Birth certificate issued by PSA/NSO; and if necessary
● A satisfactory result of the ICAT (ISPSC Colleg Admission Test)
B. Entrance requirements for transferee:
● Transfer credentials which include certified true copy of grades
● Certificate of Good Moral Character
● 4 identical pictures [passport size preferable with name tag]
● Birth Certificate issued by PSA/NSO
*For Graduate School enrollees pls. see Chapter 4. Implementing Guidelines of Graduate Programs
of the Graduate School Code.

● Fill-up and submit registration form.

● Proceed to Accounting Office for Assessment of fees (Window 2 & 3).
● Submit to the different offices their Copy (Dean's Copy, Registrar's Copy, etc.)
● Secure from the Registrar's Office class cards which are stamped Officially enrolled.
● Proceed to the Internet Center for ID Processing
