CONCEPTUAL FRAMEWORK

The law of Ilocano’s are no different from ordinary human laws and more of the laws of
Ilocano’s are made from the elderly and when we talk about Ilocano’s. Ilocano is spoken
as a first language by some 7 million people, primarily in Northern Luzon specific in
Cagayan Valley. It is also spoken as a second language by possibly another 2 million
speakers in the northern areas of Luzon as a lingua franca in trade, commerce, and
everyday communication. Many ethnic groups from the northern regions of the country
are more proficient in Ilocano than in Tagalog, the national language. Nevertheless, at
present, Ilocano remains a regional language with no official status. Its use in
education is limited to the early elementary grades.
