I. Rationale

One of the known predictors of life success is our ability to comprehend and make meaning out of
prints. Reading is said to be one of the most essential skills that must be learned by any learner in his/her
primary years in education.
Recent surveys on the Reading Literacy in the Philippines, reflected a decline of results in the
reading ability of the Filipino learners. It showed a ratio of only 1 out of 5 Filipino students (19.4%)
achieved at least the minimum proficiency level (Level 2) in Overall Reading Literacy. This has been a
cause for concern to the Educational Sector.
With this, Matanag Elementary School take part of the initiative of the Division of Legazpi City, in
alleviating the number of struggling readers identified by the Region. A seminar shall be conducted, which
will capacitate the teachers in achieving the desired goal. With this, new strategies will be acquired and be
utilized. In the long run, it is expected that the project will have a positive impact on the Reading Literacy
of learners in our School.

II. Goals

This project aims to capacitate teachers towards addressing the decline of literacy level of grade school
learners. This shall result to an increase of the capability of teachers in handling struggling readers.

IV. Ways Forward

 Teachers must employ effective strategies learned through the given LAC session to aid in lessening the
number of struggling readers identified in the Bicol Region.

 Each teacher adviser shall be encouraged to conduct extended reading remedials employing interesting
strategies that is anchored on the pupils reading level and experiences.
