Rationale:

Three years since President Duterte launched the Philippine War on Drugs, much has

been written regarding the degree of violence deployed by state and quasi-state mechanisms

to rid the Philippines of an alleged 3.7 million drug users.3 Approximately 29,0004 deaths

attributable to this policy have been recorded as of July 2019.5 More recently, the Philippine

Drug Enforcement Agency (PDEA) reports 5,601 drug personalities killed in anti-drug

operations as of January 2020 (Realnumbers.ph 2020). A 2019 analysis of 23 different

datasets from official and supplementary sources observed that official figures are grossly

understated and that a more accurate tally is 2.94 times greater than what is reported by police

(Ball et al. 2019)

And on current situation Philippines still continues to battle against

COVID-19 for more than a year now. The rise of the new COVID-19 variants in the

country does not affect the Illegal drug users, instead it lead the way to caused more

crimes that caused more problem and additional Man power in the Police and the Local

Community Police.

Illegal drug trade and activities is still rampant and statistics prove that War on

Drugs still need to continue to impose and that makes the community as an essential

part in neutralizing the situation, thus Drug Education and Intervention is highly

recommended.

The College of Criminal and Justice Education of the Surigao del Sur State

University – Cantilan will be reaching out to the communities to deliver RA 9165 and

Drug Education and Control Seminar to in the Different Baranggay’s in Municipality of

Cantilan as a response to the above-mentioned crisis.

Objectives:

1. To impart knowledge and educate to members of the community about


RA 9165 or the COMPREHENSIVE DANGEROUS DRUGS ACT OF 2002
2. To teach the participants essential tips and strategies on how to prevent,
control and cure Drug Addiction.
3. To conduct a short and simple symposium with the participants.
4. To guide participants in developing or coming up with their own respective
coping strategies against Drug Addiction.
5. To boost the morale of the people
6. To develop Police and Community Relationship
7. To advocate and promote awareness among the beneficiaries about the
importance Drug Education and the RA 9165

Description of the Activity:

1. The name of the activity will be “Drug Prevention and Response”

2. The activity will be organized and conducted by the College of Criminal


Justice Education.

3. The participants will be the members of different Barangay Councils and


Barangay Tanods of the Municipalities of Cantilan, Surigao del Sur.

4. The schedule of the activity will be determined upon approval of the


concerned heads.

5. All expenses for the said activity will be coming from the budget allocated in
the Extension fund.

6. Legal and transparent communication and event agreements shall be


established between the College of Criminal Justice Education committees
and the concerned Barangay leaders and heads

7. The project leader, proponent, extension head and Dean of the College of
Criminal Justice Education will oversee and monitor the activity.

8. To ensure full cooperation and participation of concerned employees, the


following activities are to be implemented by the entire College of Criminal
Justice Education.

9. Documentation (e.g. Photos, attendance of the participants, Certificate of


Recognition of the Speaker, Certificate of Participation and others) will be
required and compiled at the end of every event.

Training Management

SDSSU Cantilan - Office of Extension Services and Linkages shall:

● Coordinate with the Campus Director and partner relative to the conduct of
the Workshop, Training and Seminars.
● Facilitate the activity as to the documentation and records keeping.
● Establish disciplinary guidelines of the activity.
● Perform other related functions deemed necessary.

CCJE Faculty:

● Form committees to ensure smooth and organized processing and


implementation of the said event
● Each committee (e.g. Multimedia, Logistics, Food, Transportation,
Communications) should see to it that all tasks assigned are accomplished
within the given time frames and are done accordingly.
● Coordinate with the SDSSU Extension Office for documentation and reports.
● Perform other related functions.

Project Leader/Coordinator’s Roles:

● Coordinate with Extension Head regarding the activity.


● Arrange the schedule of activities.
● Oversee and monitor the implementation and output of the event
● Assess and provide feedback after the event

Expected Impact and Outcomes:

At the end of the event, participants should:


● Have knowledge and are made aware of the essence and significance of
Drug Education and Vice control.
● Reflected and thought of their own state on how to prevent Illegal drug
addiction, identified their own way on how to control and cure Illegal drug
addiction, and learned how to create a better and purposeful way of living
amidst this Covid 19 pandemic.
● Be able to advocate and share their newly gained knowledge to the rest of the
community and their respective families.
