2 Overview
2.1 Background
Along with energy shortage and environmental pollution that accompany rapid economic
development, operators are faced with serious challenges, typically as follows:
l High OPEX
Under the grave energy situation, increasing energy price and energy consumption are
pushing operational costs of operators unprecedentedly higher. Fierce competition is
continuously driving down their average revenue per user (ARPU). Reducing the total
energy consumption has been a major weapon to cut down operational costs and improve
profitability.
l Mounting pressure of emission reduction
Along with industrial advance, aggravating environmental pollution is causing serious
damage to global ecosystems, and excessive emission of carbon dioxide is gradually
raising the global temperature. All categories of sectors and industries,
telecommunication included, are facing mounting pressure of emission reduction across
societies.
Access sites of wireless networks contribute to over 70% of the energy consumption of the
entire networks, making base stations and their auxiliary devices key targets for energy saving
and emission reduction in the telecommunication industry. Huawei offers operators a package
of Green BTS solutions to help them implement energy saving and emission reduction.
2.2 Introduction
The Green BTS solution adjusts the running status of NEs in a network based on changes in
the network running characteristics to reduce power consumption and improve power
efficiency without compromising user experience.
2.3 Benefits
The benefits of the Green BTS solution are dependent on the application scenarios and traffic
models. A longer period of off-busy hours is generally favourable for a higher benefit of
power consumption reduction.
In a given application scenario, this solution helps reduce power consumption and improve
operating efficiency of devices, for example, power amplifiers (PAs), and enables operators to
check device power consumption details on the U2000.
2.4 Architecture

Green BTS solution for UMTS. This solution covers AC power supply amiability scenarios,
AC power supply interruption scenarios, and solar power supply scenarios. The features
covered by this solution provide power management, network-level power saving functions,
and device-level power saving functions.

3 Technical Description
It is noteworthy that user migration based on pilot power adjustment is available in RAN17.1.
Therefore, cell B does not have to be the co-coverage cell of cell A.
In a multi-band network, enable the dynamic cell shutdown function with caution. UEs
supporting only some of the bands cannot access the network after cells using these bands are
shut down.

or inter-frequency neighboring cells of the cell. When the shutdown cell needs to be started
up, the pilot power of the cell gradually increases to its maximum value.

1. When the start time of dynamic carrier shutdown for a cell arrives, the RNC periodically
checks whether a cell meets the shutdown conditions.
2. If the shutdown conditions are met, online UEs in the cell are handed over through blind
handovers to intra-frequency and inter-frequency neighboring cells with Cell Shutdown
Flag set to TRUE.
3. When T1 expires, the RNC notifies the NodeB of shutting down the cell if all UEs in the
cell have been handed over to neighboring cells.
4. After the cell is shut down, the RNC periodically checks the traffic load conditions of the
neighboring cells. If a neighboring cell experiences traffic congestion, the RNC will start
up the cell that has been shut down, and a protection timer T2 starts.
NOTE
As shown in Figure 3-2, cell B is a neighboring cell of cell A. If blind handover is configured for user
migration, UEs are handed over from the shutdown cell through blind handovers. If pilot power
adjustment is configured for user migration, UEs are handed over through coverage-based handovers.
If RESERVED_SWITCH_6_BIT2 is set to 1 under the RsvSwitch6 parameter in the SET
UCELLALGORSVPARA command for blind handovers, the RNC forbids UEs to access a cell to be
shut down during the period specified by the handover waiting timer T1, thereby increasing the
probability of successful cell shutdown. Specifically, the RNC bars the cell and forbids UE access to the
cell, forbids soft handovers towards the cell, and forbids handovers towards the cell through RAB DRD.
l The HSDPA users include single-carrier (SC) HSDPA UEs and multi-carrier HSDPA UEs
(including DC-HSDPA, DB-HSDPA, 3C-HSDPA, and 4C-HSDPA UEs). The multi-carrier
UEs include only those whose primary cell is the serving cell to be shut down.
4. For a multi-carrier HSDPA cell to be shut down, the number of multi-carrier HSDPA
UEs whose primary cell is the serving cell to be shut down is less than or equal to the
value of McHsdpaUserNumThd(BSC6900,BSC6910).
5. The number of HSUPA users is less than or equal to the value of HsupaUserNumThd.
The HSUPA UEs include SC-HSUPA and multi-carrier HSUPA UEs.
6. The co-coverage neighboring cells for blind handovers that are under the same NodeB to
which the serving cell belongs are not in the load reshuffling (LDR) or overload control
(OLC) state.
An inter-frequency neighboring cell whose BlindHoFlag(BSC6900,BSC6910) is set to
TRUE is considered a candidate cell for blind handovers.
7. At least one neighboring cell for blind handovers meets the remaining power load
condition. That is, the uplink power load of a neighboring cell is less than the difference
between the uplink LDR threshold and the value of
NcellLdrRemainThd(BSC6900,BSC6910); and the downlink power load of a
neighboring cell is less than the difference between the downlink LDR threshold and the
value of NcellLdrRemainThd(BSC6900,BSC6910).
The uplink and downlink LDR thresholds are specified by
UlLdrTrigThd(BSC6900,BSC6910) and DlLdrTrigThd(BSC6900,BSC6910),
respectively. The uplink and downlink power loads of a cell are relevant to the admission
control algorithm of the cell. For details, see Call Admission Control Feature Parameter
Description.
NOTE
A co-coverage neighboring cell for blind handovers and the serving cell must be under the same
NodeB and managed by the same RNC and blind handovers from the serving cell to the co-
coverage neighboring cell must be configured.
The DC-HSDPA, DB-HSDPA, 3C-HSDPA, and 4C-HSDPA UEs who use the serving cell as the
secondary cell are not considered UEs in the CELL_DCH state in the serving cell. The RNC does
not hand over these multi-carrier users before shutting down the serving cell. After the serving cell
is shut down, the secondary carrier for these multi-carrier users becomes unavailable.
– If no UE exists in the local cell and the power load of neighboring cells is normal,
the RNC considers that this cell is not serving UEs, sends a cell shutdown
indication to the NodeB, and performs steps in Cell Shutdown.
– If there are CELL_DCH UEs in the local cell, the RNC returns to 1.
– If there are only CELL_FACH UEs in a cell and the
DynShutDownCchUserSwitch(BSC6900,BSC6910) is set to OFF in the cell, the
RNC Cell Shutdown. Otherwise, the RNC returns to 1.
– If there are still CELL_DCH UEs when the pilot power is reduced to -10 dBm, the
NodeB retains the pilot power of -10 dBm and checks the number of users in the
CELL_DCH state at an interval specified by PCPICHPowerAdjPeriod, whether
the online UEs are handed over to the neighboring cell, or whether their services
have been released.
User Detection
When T1 expires, the RNC makes decision based on whether there are users in the cell:
1. If no UE exists in the local cell and the power load of neighboring cells is normal, the
RNC identifies this cell not serving UEs and sends a cell shutdown indication to the
NodeB. If one or more UEs exist in the local cell or the power load of neighboring cell is
not normal, the RNC continues checking whether the cell shutdown conditions are met.
2. If there are UEs in the CELL_DCH state, the RNC continues to check whether the cell
shutdown conditions are met.
3. If there are only CELL_FACH UEs and the
DynShutDownCchUserSwitch(BSC6900,BSC6910) switch is turned off, the RNC sends
a cell shutdown indication to the eNodeB to shut down the UMTS cell. Otherwise, the
RNC does not shut down the cell and then continues to check whether the cell shutdown
conditions are met.
Cell Shutdown
Upon receiving the cell shutdown indication from the RNC, the NodeB shuts down this cell.
1. If the NodeB fails to shut down this cell, the RNC identifies this cell not serving UEs
through an internal audit message after receiving the corresponding message from the
NodeB and then continues to check whether cell shutdown conditions are met.
2. If the NodeB succeeds in shutting down the cell, the RNC periodically checks whether
the condition for starting up the cell is met. If the condition is met, the RNC instructs the
NodeB to start up the cell and starts a protection timer T2
DynCellShutdownProtectTimerlen(BSC6900,BSC6910). After T2 expires, the RNC
continues to check whether the cell shutdown conditions are met.
NOTE
If the secondary carrier of a multi-carrier cell is shut down, ALM-22241 UMTS Cell MC-HSDPA
Function Fault will be reported by default. This alarm can be masked by setting
ReliabilitySwitch(BSC6900,BSC6910) to MULTI_CARRIER_CELL_ALARM_OPT_SWITCH in
the SET UNBMPARA command.
Application Scenarios
With the rapid development of mobile broadband networks, there are always a large number
of low-priority users on the live network downloading audio or videos files, even deep in the
night. In this case, the traffic load is still high and telecom operators cannot shut down a cell
simply based on the real-time traffic load. To solve this problem, intelligent carrier shutdown
based on QoS is introduced since RAN13.0. With this feature, some carriers can be shut down
to further reduce power consumption when the traffic load required to meet the basic QoS
requirements for low-priority users is less than a certain threshold, even if there is a large
number of low-priority users on the live network.
NOTE
l Meet the real-time rate requirements for high-priority HSPA users on the DCH channel
of this carrier.
l Meet the guaranteed bit rate (GBR) requirements for low-priority HSPA users of this
carrier.
If the co-coverage neighboring cell enters the basic congestion state or the preset shutdown
time expires, the RNC activates this carrier again.
User migration based on pilot power adjustment is introduced in RAN17.1. This function
allows the gradual decrease in the pilot power of a cell to be shut down, triggering handovers
based on pilot power adjustment through which UEs in the cell are migrated to the intra-
frequency or inter-frequency neighboring cells of the cell. With this function, when the
shutdown cell needs to be started up, the pilot power of the cell gradually increases to its
maximum value.
Phigh_pri is the sum of power used by all HSDPA users with SPIs in the serving cell.
The SPI is specified through the HighPriSPI(BSC6900,BSC6910) parameter.
Plow_pri is the sum of GBR power used by all HSDPA users without SPIs in the
serving cell.
PCCH is the common channel power of the serving cell. PCCH =
(PCPICHPower(BSC6900,BSC6910) + BCHPower(BSC6900,BSC6910))/
MaxTxPower(BSC6900,BSC6910)
c. THremain is the threshold of the remaining power load of the neighboring cell for the
dynamic cell shutdown function. This threshold is specified by the
NcellLdrRemainThd(BSC6900,BSC6910) parameter. The RNC attempts to shut
down the serving cell only when the remaining power load of the neighboring cell
is greater than THremain.
If all the preceding conditions are met, the RNC triggers a QoS-based cell shutdown
procedure, and then performs user migration in a procedure which is the same as the
procedure for 3.1.3 Multi-Carrier Switch off Based on Traffic Load. For details, see
steps User Migration Based on Blind Handovers, User Detection, and Cell
Shutdown.
NOTE
If the admission control of a neighboring cell is based on ENU, the RNC will not select the neighboring
cell as the target cell of handovers.
For the multi-carrier users whose primary cell is the serving cell, such as the DC-HSDPA, DB-HSDPA,
3C-HSDPA, and 4C-HSDPA users, dynamic cell shutdown based on QoS selects the target cell of
handovers as follows:
A secondary cell for multi-carrier users is preferentially selected as the target cell from the candidate
cells that meet the remaining downlink power load condition. If multiple secondary cells are available,
one of them is selected randomly. If the candidate cells do not include a secondary cell, one of the
candidate cells is selected randomly. Random cell selection aims to enable multi-carrier users in the
serving cell to be handed over to different neighboring cells instead of only one neighboring cell.
l If UserMigrationType(BSC6900,BSC6910) is set to PCPICHPOWERADJUST, the
RNC periodically checks whether the cell meets the following conditions:
1. Conditions described step 1 through step 5.
2. To ensure that a neighboring cell is not congested after UEs in the serving cell are
handed over to it, all the neighboring cells with
DynCellShutDownFlag(BSC6900,BSC6910) set to TRUE must be available with the
LDR or OLC state not being in progress and meet the power remaining conditions:
Premain,Ncell – Pused,currentcell > THremain
For definitions of parameters in the formula, see 2.
3. If the serving cell supports HSPA, the neighboring cells with their
DynCellShutDownFlag(BSC6900,BSC6910) set to TRUE support HSPA.
If all the preceding conditions are met, the RNC triggers a QoS-based cell shutdown
procedure, and then performs user migration in a procedure which is the same as the
procedure for 3.1.3 Multi-Carrier Switch off Based on Traffic Load. For details, see steps
User Migration Based on Pilot Power Adjustment, User Detection, and Cell Shutdown.
3.2.1 Overview
The PA output power of a NodeB fluctuates depending on the traffic load. PAs are the main
power-consuming component of the NodeB. Therefore, improving the PA efficiency can
reduce the overall power consumption of the NodeB and lower the costs of network operation.
The PA efficiency is defined by the ratio of PA output power to the PA power consumption.
Figure 3-3 illustrates trends in PA efficiency against PA output power under different PA
voltages.
When the PA output power is high, the PA requires a high offset voltage to ensure the linearity
of power amplification and reduce signal distortion. When the traffic load is low, the PA
output power decreases. However, the PA offset voltage remains unchanged, which leads to
low PA efficiency. Therefore, when the PA output power decreases, the PA offset voltage can
be lowered to reduce the PA power consumption and improve the PA efficiency.
To achieve this purpose, dynamic voltage adjustment is introduced for NodeB PAs. With this
function, PA offset voltages can be adjusted according to the PA output power. Specifically, in
the event of low PA output power, the offset voltage is lowered to reduce the power
consumption and improve the PA efficiency. In the event of high PA output power, the offset
voltage is raised to ensure the power amplification linearity. This function is mainly applied to
the following scenarios:
l The maximum configured output power is not reached because of low traffic load, which
is typically seen in the early stage of network deployment.
l Traffic load varies with time. For example, in central business districts (CBDs), the
traffic load is high during the day but low at night, which results in fluctuations in the PA
output power.
l The cell served by the PA automatically shuts down, which reduces the PA output power.
l DYNADJSW, which specifies whether the offset voltage can be adjusted in case of
HSDPA services, is set to ON.
l The current time is between DYNADJSTARTTIME and DYNADJENDTIME, which
specify the start time and end time of a period during which offset voltage can be
adjusted for HSDPA services, respectively.
NOTE
Dynamic voltage adjustment does not apply to 141 tests or downlink network load simulation tests.
The RRU3801C on the DBS3800 or DBS3900 and the MTRU on the BTS3812E or BTS3812E/
BTS3812AE do not support dynamic voltage adjustment.
Principle
On live networks, the cell power fluctuates within the range of 0 dB to -7 dB due to service
load changes. Therefore, the output power of the RF module should be within the range of 0
dB to 7 dB. The output power of the RF module is classified into multiple levels, and each
level corresponds to a specific offset voltage and output power. Level 0 corresponds to the
highest output power, which is the sum of the maximum transmit power of all carriers on the
RF modules.
For example, for a dual-carrier RF module, if the maximum transmit power of each carrier is
20 W, the output power of level 0 is 40 W, that is, 46 dBm. The corresponding output power
of all levels ranges from 39 dBm to 46 dBm.
The RF module of the NodeB calculates the average output power every 100 ms. Based on the
calculated result, the RF module adjusts the offset voltage in a fast-increasing and slow-
decreasing manner to avoid disruption of services. The adjustment method is described as
follows:
l If 70% of the output power values calculated within five consecutive seconds are higher
than the power of the current level, increase the offset voltage to the value corresponding
to level 0, that is, the maximum output power.
l If all the output power values calculated within five consecutive minutes are less than the
power of the current level, reduce the power level by one level and set the offset voltage
to the value corresponding to the lower level.
3.3.1 Overview
This section describes WRFD-020119 Multi-Carrier Switch off Based on Power Backup and
WRFD-031400 Power off the equipment level by level.
Generally, the NodeB receives power from mains. A power backup system with large-
capacity batteries is configured for the NodeB so that the NodeB can continue operating in the
case of a power failure, thereby increasing the operating life of the NodeB after the power
failure. However, this power backup system entails an increased investment for network
deployment. In addition, the NodeBs consume more power, increasing the operating
expenditure. To resolve the problem, the intelligent power-off function is introduced for
NodeBs. With this function, intelligent power-off is performed on cells, radio frequency (RF)
modules, and NodeBs based on different power-off delays, cell service reservation attributes,
and DC voltage thresholds.
The intelligent power-off function reduces the investment in power backup systems and saves
energy. If the NodeB is located in a transmission center, there is no need to configure the
power backup systems for the NodeB and transmission equipment separately.
When the mains supply is shut off, the NodeB first performs carrier shutdowns based on
power backup. If the NodeB is configured with Huawei power systems, it can further power
off the equipment level-by-level.
As shown in Figure 3-4, when the voltage decreases to a threshold (G2, load shutdown
voltage, is specified by LSDV), the NodeB disables the RF module and keeps the baseband
module and transmission device working properly. This function ensures long-time power
backup for baseband modules and transmission devices, in particular at the hub NodeB.
After the RF module intelligent shutdown is enabled, when the voltage decreases to a
threshold (G3, battery shutdown voltage, is specified by SDV), the NodeB and all its modules
are powered off. This function can save investment in the battery backup system. After a
mains failure, the system can work for a longer period of time, and in particular, the
transmission device achieves longer power backup.
This feature enables a NodeB to calculate its power consumption by means of direct
measurement or accumulation.
l Accumulation
The NodeB periodically measures the power consumption of the BBU, RRU, fan
module, and other modules in the cabinet. Then, the NodeB sums up the power
consumption values and reports the total power consumption to the U2000.
If the NodeB is equipped with a module supporting digital power supply or software-
based power consumption measurement, the measured power consumption can be

query its power consumption in the power consumption table.
In the LampSite solution, pRRUs are incapable of power consumption measurement, and
the RHUB measures pRRU power consumption and reports the result to the BBU.
l Direct measurement
If the NodeB is equipped with a power monitoring unit (PMU), the NodeB uses the
PMU to monitor the total power consumption of power supply units (PSUs), including
the power consumption used for the BBU, RRU, fan module and other modules. Then,
the NodeB reports the total power consumption to the U2000.
The NodeB reports either AC or DC power consumption to the U2000, which is
specified by the Energy Consumption Measurement Point parameter (parameter ID:
MP).
– If the PMU is set to monitor the AC power consumption, the total power
consumption is the amount of PSU power consumption before AC power is
converted into DC power.
– If the PMU is set to monitor the DC power consumption, the total power
consumption is the amount of PSU power consumption after AC power is converted
into DC power.
Micro NodeBs monitor their own power consumption and report the power consumption to
the U2000.
Operators can view the power consumption statistics of each NodeB generated within a
specified period on the U2000, and determine appropriate energy conservation policies based
on the statistics.

Through the RS485 serial port between the base station and the solar power controller, the
base station manages the solar power system and diesel generator. The management functions
include configuration, monitoring, and alarm reporting.
For the solar power system, the base station performs the following management functions:

ACVUTHD, ACVLTHD, DCVUTHD, and DCVLTHD parameters

Network Performance
During the effective period of this feature, cells are forcibly shut down. Consequently, UEs
served by the shutdown cells will experience call drops and enter the idle mode. These UEs
have to reselect and camp on other cells and then initiate service requests again.
Network Performance
The Multi-Carrier Switch off Based on Traffic Load feature affects network performance as
follows:
l Before a cell is shut down, the online UEs in the cell are handed over to other cells . As
blind handovers increase, the handover success rate may decrease and the call drop rate
may increase.
l The number of UEs in neighboring cells increases, adversely affecting user experience.
Network Performance
The Multi-Carrier Switch off Based on QoS feature reduces power consumption and affects
network performance as follows:
l Before a cell is shut down, the online UEs in the cell are handed over to other cells . As
blind handovers increase, the handover success rate may decrease and the call drop rate
may increase.
l Experience of low-priority users deteriorates.
Real-time data rates for high-priority users in the target cell are preferentially ensured during
handovers. After the handover is complete, the users in the target cell are scheduled according
to the normal scheduling priority. After the Multi-Carrier Switch off Based on QoS feature
takes effect, fewer carriers are available for users. Therefore, the real-time data rate for high-
priority users decreases as more users are served by this cell.
Network Performance
After the Energy Efficiency Improved feature takes effect, the PA offset voltage decreases,
which does not favor rapid increase of HSDPA service rate.

After non-reserved cells are shut down, corresponding carrier signals are not available in the
area covered by the non-reserved cells. After all cells under the NodeB are shut down,

Step 1 Run the MOD ULOCELL command on the NodeB to configure a reserved cell. In this step,
set Reserved Cell to TRUE for the cells that need to be reserved when the first-level
shutdown time arrives.
Step 2 (Optional) Run the SET ALMPORT command on the NodeB with Switch and Port Type set
to ON(On) and BOOL(Digital Port), respectively, to configure the input port for the
environment monitoring signals. Set Alarm ID and Alarm Voltage according to the radio
network plan and the output of the dry-contact alarm, respectively.
Step 3 (Optional) Run the MOD NMSABIND command on the NodeB to bind the alarm indicating
mains power unavailability. In this step, set NodeB Almport Switch to
ENABLE(ENABLE), and set Almport Cabinet No., Almport Subrack No., Almport Slot
No., and Almport Port No. according to the input port for the dry-contact alarm.
Step 4 Run the SET NODEBPOWEROUTAGE command on the NodeB to configure the
intelligent power shutdown switch. In this step, set Intelligent Shutdown Switch to
ON(ON), and set Level 1 Shutdown Delay and Level 2 Shutdown Delay according to the
backup capability of the storage batteries. If the NodeB shares a backup power system with
other modes of a multimode base station, run this command to set Standby Power Saving
Policy according to the radio network plan of operators.
Step 5 (Optional) To enable smooth power reduction, run the SET NODEBSMTHPWRSW
command on the NodeB. In this step, set Smooth Power Change Function Switch to
OPEN(Open).

NOTICE
Confirm that batteries are fully charged before monitoring the performance of this feature
because battery charging affects power consumption. If the DSP PMU or DSP BATTERY
command output indicates that the battery current is close to 0, the batteries are fully charged.
Step 1 Use instruments to monitor power consumption when the Intelligent Power Management
feature is disabled.
1. Specifically, measure the current and voltage of the NodeB by using instruments and
calculate the power.
a. If voltage is stable, measure the voltage only once.
b. If current changes constantly, measure the NodeB current for a 24-hour period at a
fixed interval such as 5 minutes. The measured current is the NodeB current, not the
current for the equipment room.
2. Use the average value of the recorded current values during an hour as the average
current for the hour. Multiply the recorded voltage and the average current of an hour to
obtain the NodeB power consumption during that hour. Calculate the power
consumption during each hour in a day.
Step 2 Enable the Intelligent Power Management feature and obtain the NodeB power consumption
during each hour in a day by using the method in Step 1.
Step 3 Compare the power consumption values obtained on the two days. If the value obtained on
the later day is smaller than the value obtained on the earlier day, the Intelligent Power
Management feature reduces the NodeB power consumption.

The value of this counter equals to the sum of the power consumption of all UMTS function
units. UMTS function units include UMTS boards in the BBU, RRUs configured with UMTS
carriers, and fan modules in the cabinet.
l For a UMTS-only (UO) base station, the counter value indicates the power consumption
of the entire base station.
l For a multimode base station supporting UMTS, the counter value indicates the power
consumption of the UMTS part. The counter value is only for reference because the
power consumption of the UMTS part cannot be precisely obtained from a multimode
base station. You are advised to use the power consumption counter for the entire
multimode base station.
NOTE
The power consumption of the UMTS part in a multimode base station is estimated as follows:
UMTS power consumption = Power consumption of UO function units + Power consumption of GSM
and UMTS function units/2 + Power consumption of UMTS and LTE function units/2 + Power
