“RIO DECLARATION on ENVIRONMENT and DEVELOPMENT”

Principle 1- This principle conveys the sovereign right to exploit their own natural resources must
ascertain that activities do not cause damage to the environment of other States.
Principle 2- States under the International Law have the sovereign right to exploit their own natural
resources but make sure that activities do not cause damage to the environment of other states.
Principle 3- In order that present and future generations may .enjoy benefits of our natural resources
environment, concerned state must exercise and adapt environmental development.
Principle 4- In all establishment of environmental development, environmental protection shall be
incorporated into it as well as into the policies crafted.
Principle 5- Responsibility of eliminating poverty must not be coming from the State but also from the
people of the latter.
Principle 6- Environmental needs of all countries must be addressed by international efforts. However,
special priority must be set for those vulnerable countries.
Principle 7- All States must cooperate in global partnership for the protection of the Earth’s ecosystem.
Principle 8- All States must put into responsibility the cessation of unsustainable patterns of production
and consumption to achieve a higher quality of life.
Principle 9- All States must cooperate in improving scientific understanding and by enhancing the
development to strengthen endogenous capacity-building.
Principle 10- Environmental predicaments are best resolved by the active participation of all people of
the states. It is, thus, incumbent upon the concerned states to facilitate and encourage public awareness
by making information widely available.
Principle 11- All States shall enact laws which put emphasis on environment so as to set standard
legislation for environmental development and protection.
Principle 12- All States must promote a supportive and open international economic system to address
issues of environmental degradation.
Principle 13- All States shall develop national and international laws to compensate victims of pollution
and other environmental damage caused by activities within or beyond its jurisdiction.
Principle 14- All States should discourage any activities and substance that is harmful to the environment
or to human health.
Principle 15- To protect the environment from degradation, States shall apply the precautionary
measures to their capabilities.
Principle 16- National authorities should promote the internalization of environmental costs and use of
economic instruments.
Principle 17- Environmental impact assessment shall be undertaken for proposed activities that have
adverse impact on the environment.
Principle 18- All States shall inform other States of any natural disasters or emergencies that may cause
harmful effects on the environment of the other States.
Principle 19- All States must inform immediately to potentially affected states on the activities that have
adverse transboundary environmental effects.
Principle 20- To achieve the participation of all citizens on environmental development and protection,
women’s full inclusion in all efforts is essential to attain sustainable development.
Principle 21- The creativity and ideals of the youth are essential to achieve and ensure a better future.
Principle 22- All States must acknowledge indigenous people as they play a vital role in environmental
development because of their culture and tradition.
Principle 23- The environment and natural resources of the oppressed shall be protected.
Principle 24- All States shall respect laws providing protection for the environment in times of war.
Principle 25- Peace, development and environmental protection are interdependent and indivisible.
Principle 26- Environmental disputes must be resolved peacefully by the States in accordance with the
United Nation’s Charter.
Principle 27- For the absolute fulfillment of the principles embodied in this Declaration, States and
people shall cooperate in good faith.
