SUPREME STUDENT COUNCIL

CONSTITUTION AND BY-LAWS

PREAMBLE

We, the bonafide students of the Tagum Doctors College, Inc. with the help of God, and
believing in the need for a better organized student government and in the development of the youth as
future leaders of nation, hereby from a unified student organization that shall embody the ideals and
principles of democracy, in collective efforts to promote the welfare of all student and the academic
standards of our Alma Mater, do hereby promulgate and adopt this constitution and by-laws that will
promote, implement, and maintain our goals and aspirations.

ARTICLE I
NAME AND DOMICILE
Sec. 1. NAME AND DOMICILE – The organization shall be officially known as the Tagum Doctors College,
Inc. Supreme Student Council, otherwise known as TDCI-SSC with principal office and address at the
Tagum Doctors College, Inc., Tagum City.

ARTICLE II
GENERAL MEMBERSHIP
Sec. 2. MEMBERSHIP – All College students officially enrolled in this institution and who have paid their
SSC membership fee are automatically member of TDCI-SSC.

Sec. 2. MEMBERSHIP FEE – Every College students officially enrolled in the TDCI is obliged to pay the SSC
membership fee imposed by the officials of the council.

Sec. 3. All members shall exercise their rights, duties and obligations in the light of the objectives of the
TDCI-SSC and the school administration.

ARTICLE III
DECLARATION OF PRINCIPLES AND OBJECTIVES
Sec. 1. The TDCI-SSC shall promote mutual understanding through social, civil, intellectual, recreational
and scientific programs and activities.

Sec. 2. The TDCI-SSC shall have the following objectives:

a) Develop love of god and country, moral character, personal discipline, leadership, and efficiency
among its members.
b) Train members for effective and efficient leadership.
c) Help the students develop self-confidence.
d) Promote unity among leaders and the student body.
e) Maintain school aspirations to promote quality education and academic excellence.
f) Serve the students’ rights and welfare.
g) Represent the studentry in the policy-making body of the school concerning students’ welfare.

Sec. 3. Adhering to the principles of unity and solidarity, the decisions and acts of the TDCI-SSC shall
always be reflective of the students’ needs and aspirations as well as to the glory of the school.

Sec. 4. All students’ activities shall be under the control and supervision of the TDCI-SSC with the
coordination of the Office of Student Affairs.

Sec. 5. The TDCI-SSC shall encourage the students to participate in activities that will foster their
intellectual, cultural, moral and physical growth and development.

ARTICLE IV
RIGHTS OF STUDENTS
Sec. 1. Every student has the right to enjoy responsible freedom of speech and expression.

Sec. 2. Every student has the right to avail the services offered by the TDCI-SSC.

Sec. 3. Every student has the right to conduct and participate in all school activities.

Sec. 4. Every student has the freedom to exercise and enjoy his own religious belief inside the school
without prejudice and discrimination for the purpose not contrary to the existing policies of the school.

Sec. 5. The student shall have the right to establish clubs, organizations and other associations among
themselves based on their general and particular interest like academic organizations and social services
before recognition are subject for scrutiny of the Supreme Student Council and the Office of Student
Affairs.

Sec. 6. Every student has the right to be represented in the different meetings and assemblies of the
school on issues affecting the welfare of the studentry.

Sec. 7. Every student shall have the right to be informed about memoranda, orders and decisions from
the administration, directly or indirectly affecting them by written notice.

Sec. 8. Every student charged for any violation of school rules and regulations shall be informed of such
charges and shall be given ample time to prepare for the proceedings and shall be entitled to the due
process.

Sec. 9. The student shall have the right to publish school paper shall be informative, educational and
accessible to student free expression.

Sec. 10. The students shall have the right to invite resource speakers during educational assemblies,
symposia, and other activities for furtherance student development.
ARTICLE V
SUFRAGE
Sec. 1. The right to vote shall be exercised by all enrolled college student.

Sec. 2. The TDCI-SSC shall provide a system for securing the secretary and sanctity of the ballot,
adhering to the rules and regulation of the Commission on Election (COMELEC).

ARTICLE VI
DUTIES AND OBLIGATIONS
Sec. 1. Every student has the responsibility to observe the laws of the Republic of the Philippines and the
rules and regulations of Tagum Doctors College Inc., at all times.

Sec. 2. Every student must support and promote the thrusts and objectives of the TDCI-SSC and the
school.

Sec. 3. Every student must abide by the TDCI-SSC Constitutions and by-laws.

Sec. 4. Every student must participate actively in all school activities and strive for academic excellence.

Sec. 5. Every student must exercise his/her rights and do his/her responsibilities as a TDCI-SSC member.

ARTICLE VII
POWERS AND DUTIES OF THE TAGUM DOCTORS COLLEGE, INC.-SUPREME STUDENT COUNCIL
Sec. 1. The TDCI-SSC shall be the highest governing body of the entire studentry.

Sec. 2. The SSC shall have the following functions and responsibilities:

a) Formulate and recommend programs that will address issues and concerns of the studentry.
b) Plan and implement policies and programs designed to protect and promote students’ rights
and welfare.
c) Monitor and evaluate the students’ activities in the school and in the community.
d) Create committees necessary to address the needs of the students.
e) Make recommendation to school authorities regarding student matters, affairs and activities.
f) Serve as a representative of the studentry in voicing their opinions, suggestions and
grievances.
g) Participate in the crafting/formulation of School Improvement Plans.
h) Act as Coordinating Council of all campus co-curricular organizations.
i) Spearheaded anti-drug abuse, anti-smoking, reading and tutorial services for challenged
learners, and environmental programs in school;
j) Monitor and supervise the electrons of Supreme Student Council for the succeeding year;
and, turn-over financial assets, papers, documents, properties and other responsibilities to
the incoming Supreme Students Council.
k) Submit financial and accomplishment to the school authorities on a yearly basis. Terminal
report must be submitted to the school authorities and the incoming TDCI-SSC officers during
the turn-over responsibilities.

ARTICLE VIII
COMPOSITION, ELECTION AND TERM OF OFFICE OF THE TDCI-SSC
Sec. 1. The officers of the TDCI-SSC are the duty elected President, Vice- President, Secretary, Treasurer,
Auditor, Public Information Officer, and Program Representatives.

Sec. 2. All TDCI-SSC elections shall be conducted school wide every third or fourth week of March
annually.

Sec. 3. Campaign Period shall not be more than ten (10) school days prior to the TDCI-SSC elections.

Sec. 4. Candidates for all TDCI-SSC elective positions must have the following qualifications:

A. PRESIDENT
1. He/She must be a bonafide student of Tagum Doctors College Inc.,
2. He/She must be a 3rd or 4th year student and has stayed at least 2 years in Tagum Doctors
College Inc.,
3. Scholastic Standing:
Any of the following cases will be considered:
3.1 at most 1 failed grade and 1 dropped subjects in the previous semester
3.2 at most 2 dropped subjects and no failed grade in the previous semester
3.3 at most 2 failed grade and no dropped subjects in the previous semester
4. He/ She must have good moral character and have not been subjected to any disciplinary
sanction.
5. He/ She must not be a working student or an officer of any accredited clubs/organizations.
6. Aspiring SSC Officers must be cleared in all financial accountabilities.
7. He/ She must not hold any position in any accredited clubs/ organizations, if he/ she is, a
letter of resignation must be presented duly signed by the club adviser.
8. He/ She must have 1 year experience of being an officer in the council.
9. Before the President assumes his office; he shall take the following oath of affirmation.
I do hereby solemnly swear that I will faithfully discharge to the best of my ability, the duties
of my position; that I will support and defend the Constitution and By-Laws of the Tagum
Doctors College Supreme Student Council and the Tagum Doctors College Student
Handbook, that I will bear true faith and allegiance to the same; that I will obey the duly
constituted authorities of the council and of the school; that I will impose this obligation
upon myself voluntarily, without mental reservation or purpose of evasion. So help me God.
10. In case permanent disability, removal from the office or resignation of the president, the
vice president shall assume office in the same shall be the presiding officer of the council. In

B. VICE - PRESIDENT
1. He/She must be a bonafide student of Tagum Doctors College Inc.,
2. He/She must be a 3rd or 4th year student and has stayed at least 2 years in Tagum Doctors
College Inc.,
3. Scholastic Standing:
Any of the following cases will be considered:
a. at most 1 failed grade and 1 dropped subjects in the previous semester
b. at most 2 dropped subjects and no failed grade in the previous semester
c. at most 2 failed grade and no dropped subjects in the previous semester

C. SECRETARY
1. Bonafide students;
2. Of good moral standing with a general average of 80 and above without any failing grade;
3. Of good moral character and have not been subjected to any disciplinary sanction.
4. Resident of the school for at least one (1) academic year prior to the filing of Certificate of
Candidacy;
5. Considered resigned ineligible from all elective or designated positions from clubs and
organizations once elected.
6. He/ She must have 1 year experience of being a secretary in an organization or classroom.

D. TREASURER
1. Bonafide students;
2. Of good moral standing with a general average of 80 and above without any failing grade;
3. Of good moral character and have not been subjected to any disciplinary sanction.
4. Resident of the school for at least one (1) academic year prior to the filing of Certificate of
Candidacy;
5. Considered resigned ineligible from all elective or designated positions from clubs and
organizations once elected.
6. He/ She must have 1 year experience of being a treasurer in an organization or classroom.
E. AUDITOR
1. Bonafide students;
2. Of good moral standing with a general average of 80 and above without any failing grade;
3. Of good moral character and have not been subjected to any disciplinary sanction.
4. Considered resigned ineligible from all elective or designated positions from clubs and
organizations once elected.
F. PUBLIC INFORMATION OFFICER
1.Bonafide students;
2.Of good moral standing with a general average of 80 and above without any failing grade;
3.Of good moral character and have not been subjected to any disciplinary sanction.
4.Considered resigned ineligible from all elective or designated positions from clubs and
organizations once elected.
G. DEPARTMENTAL REPRESENTATIVES
1. Bonafide students;
2. Of good moral standing with a general average of 80 and above without any failing grade;
3. Of good moral character and have not been subjected to any disciplinary sanction.
4. Considered resigned ineligible from all elective or designated positions from clubs and
organizations once elected.

ARTICLE IX
DUTIES AND FUNCTIONS OF OFFICERS
Sec. 1. The president shall be the chief executive of the TDCI-SSC. He/she shall have the following duties:

a) Preside the meeting and/or may designate another officer to preside the meeting.
b) Enforce this constitution, By- Laws, and other regulations that may be promulgated.
c) Sign all the official minutes, resolutions, correspondence, and other official papers of the
TDCI-SSC.
d) Represent the TDCI-SSC in the school governing council and any official external or internal
affairs.
e) Head the Council of Leaders of Campus Co-Curricular Organizations;
f) Implement TDCI-SSC programs and projects;
g) Create Ad Hoc Committees, as the need arises, the chairperson of which shall be appointed
by the TDCI-SSC president; and,
h) Perform such other functions inherent and incidental to his/her office.

Sec. 2. The Vice- president shall have the following duties:

a) Assist the president in all matters where his/her assistance is necessary.


b) Assume the Office of the President should the position become vacant.
c) Supervise members in planning and arranging meetings or programs of activities.
d) Conceptualize programs and projects and plan activities with the program representative;
and,
e) Perform such other duties assigned by the TDCI-SSC.

Sec. 3. The Secretary shall have the following duties:

a) Keep accurate records of the minutes and documents proceedings of every meeting;
b) Keep a file of all pertinent documents and papers of the TDCI-SSC and make them accessible
with every program representatives;
c) Call and prepare all notices of TDCI-SSC meetings;
d) Perform such other duties assigned by the TDCI-SSC.
Sec. 4. The Treasurer shall have the following duties:

a) Keep financial records of TDCI-SSC;


b) Serve as the disbursing officer of all SSC’s funds;
c) Prepare annual budget of TDCI-SSC;
d) Prepare financial records every after an activity and at the end of term;
e) Formulate pertinent financial guidelines for the organization;
f) Perform such other duties assigned by the TDCI-SSC.

Sec. 5. The Auditor shall have the following duties:

a) Certify the legitimacy and correctness of the disbursement of funds;


b) Audit all expenditures of the TDCI-SSC funds;
c) Assist treasurer in the formulating guidelines and reports;
d) Keep and update inventory of all TDCI-SSC ‘s property;
e) Perform such other duties assigned by the TDCI-SSC.

Sec. 6. The Public Information Officer shall have the following duties;

a) Popularize the thrust and objectives of the TDCI-SSC ;


b) Build and maintain a credible image of the TDCI-SSC;
c) Take charge the promotion of TDCI-SSC protection of TDCI-SSC projects and activities.
d) Perform such other duties assigned by the TDCI-SSC.

Sec. 7. The Program Representative/s shall have the following duties.

a) Representative his/her program in all meetings of the TDCI-SSC ;


b) Serve as the grievance desk for their respective program;
c) Conceptualize and implement programs and projects for their respective program;
d) Assist in the effective implementation of the TDCI-SSC ‘s programs and project; and,
e) Perform such other duties assigned by the TDCI-SSC
f) Collects the semestral report of the class and club officers and submits the report directly to
the president.

ARTICLE XI
YEAR LEVEL ORGANIZATIONS AND COUNCIL OF LEADERS
Sec. 1 There shall be a Year Level Organization in each program composed of officers parallel to the
organization of TDCI-SSC.

Sec. 2 The Council of Leaders shall be composed of the presidents of all recognized legitimate campus
co-curricular organization.

Sec. 3 The Council of leaders shall have the following:


a) Coordinate school-wide activities, which need the participation and involvement of the
whole studentry;
b) Provide a consultative mechanism and support for the implementation of the various
programs and projects of all co-curricular organizations.
c) Plan programs and synchronize student activities in the campus.
d) Serve as a venue to represent accomplishment reports, financial reports, and such other
reports of TDCI-SSC and other organizations as necessary or required;

Sec. 4 The Council of Leadership shall meet once a month or upon notice of the Chairperson or upon
the request of any of its members or as often as the council may deem necessary.

Sec. 5 The TDCI-SSC Moderator shall serve as the adviser of the Council of Leaders shall serve as the
adviser of the Council of Leaders. As such, all resolutions and agreements arrived at by the Council of
Leaders shall be noted by the TDCI-SSC Moderator and approved by the Head of Student Affairs and/or
Dean of College.

ARTICLE XII
TAGUM DOCTORS COLLEGE, INC.-SUPREME STUDENT COUNCIL ADVISER
Sec. 1 The TDSI-SSC Adviser shall be any faculty member designated by the dean of college.

Sec. 2 The TDCI-SSC Adviser shall monitor all programs, projects, activities and meetings of the TDCI-SSC
at all times.

ARTICLE XIII
ELECTION COMMITTEE
Sec. 1 The election Committee, herein referred to as the TDCI-SSC ELECOM, shall be established within
forty-five (45) days of the elections.

Sec. 2 The TDCI-SSC ELECOM shall be the only agency that will manage the electoral process, including
the campaign.

Sec. 3 The TDCI-SSC ELECOM shall be composed of five (5) members represented of each program who
do not have vested interest in the election, or in any way related to any of the candidates, and who shall
select a chairperson among themselves to be appointed by the president with the concurrence of the
majority members of the council.

Sec. 4 The members of the TDCI-SSC ELECOM shall have the following duties and responsibilities:

a) Conduct fair, honest, systematic elections;


b) Validate the electoral proceedings and results;
c) Accept or revoke candidacy;
d) Proclaim the new sets of officers;
e) Keep all pertinent election papers/documents;
f) Decide upon protest relative to conduct and results of the elections;
g) Prepare and distribute the necessary election paraphernalia, certificate of candidacy forms
and other election related materials before, during, and after the election; and,
h) Disqualify candidates who have violated any of the guidelines on which have been
promulgated.
i) Enforce all laws and regulations related to the conduct if all elections and plebiscite.
j) The TDCI-SSC ELECOM shall have the power to decide on problems that will arise pertaining
to the election.
k) Whatever rules and regulations/ qualifications made/ decided by the TDCI-SSC ELECOM that
are in conformity with the SSC Constitution id deemed final.

ARTICLE XIV
MEETINGS AND QUORUM

Sec. 1 The TDCI-SSC shall conduct regular meetings every first week of the month or as agreed upon by
the officers of the TDCI-SSC failure to attend regular meetings will fine Php 100.00

Sec. 2 Special meetings of the TDCI-SSC may be called upon by the president or by a majority of the
TDCI-SSC officers.

Sec. 3 Majority of the officers of the TDCI-SSC (50%+1) shall constitute a quorum.

Sec. 4 Each officer of the TDCI-SSC is entitled to only one vote.

Sec. 5 No proxy shall be allowed when voting.

ARTICLE XVI
FINANCE

Sec. 1The TDCI-SSC may undertake fund-raising activities to subsidize its project or activities.

Sec. 2 The organization can accept cash donations from any member or any public or private person or
institution, for as long as it will not affect the integrity of the TDCI-SSC.

Sec. 3 The TDCI-SSC president and the treasurer shall be the signatory of all fund disbursements must be
accompanied with a TDCI-SSC resolution duly noted by the TDCI-SSC adviser and all expenses supported
by official receipts. The head of student affairs and dean of college shall be provided a copy of all
resolutions relative to the disbursement made.

Sec. 4. The TDCI-SSC, through the treasurer and the auditor, shall promulgate financial guidelines for
proper financial management.
Sec. 5. Funds of the TDCI-SSC shall be audited at the end of the term, or at the end of every activity.

Sec. 6. Financial statements shall be posted in the TDCI-SSC Bulletin Board.

ARTICLE XVII
IMPEACHMENT, RESIGNATION AND VACANCIES

Sec. 1. The officers of the TDCI-SSC may be implemented on the following grounds:

a. Culpable violations of the Constitution and By-Laws and of the Rules and Regulations
of the school.
b. Gross misconduct, violence to person in authority, negligence, dishonesty and
disloyalty to the cause of the SSC and the school.
c. Non-attendance in regular meetings for six (6) times; and,
d. Abuse or misuse of power and authority
e. Graft and corruption
f. Immorality
g. Drug Abuse
h. Other serious offenses as determined by the Council
i. Drunkenness and smoking inside the school campus and 300 meters away from the
school
j. Non-attendance of leadership training

Sec. 2. Two-thirds (2/3) vote of the general assembly shall be necessary to decide after hearing a case of
impeachment.

Sec. 3. The decision of the general assembly shall be final. However, the officer shall be informed twenty
(20) days prior to his impeachment case proceedings, of the charge/ charges against him/ her, to afford
him the opportunity to be heard with or without counsel on his defense.

Sec. 4. Resignation shall be in writing and subject to the approval of TDCI-SSC officers.

Sec. 5. Any vacancy in any positions for the reason of death, resignation, impeachment, shall be filed,
subject to the recommendation of the TDCI-SSC.

Sec. 6. Any vacancy in the TDCI-SSC, except the position of the president, shall be filed, within thirty (30)
days from the day the position is rendered or considered vacant, by appointment of the president from
among the officers of the SSC. Immediately upon appointment, the officer appointed shall serve the
remaining period.

Sec. 7. The TDCI-SSC ELECOM shall certify as to the vacancy occurring in the TDCI-SSC and the TDCI-SSC
adviser shall certify the appointment of the officer to the vacant position.
ARTICLE XVIII
AMENDMENTS
Sec. 1. The council whenever necessary may propose amendments and revision to the Constitution by a
majority vote of all its members and the same shall be submitted to the studentry for their approval or
rejection in plebiscite.

Sec. 2. The Council by a majority vote of all its members may call a Constitutional Convention for the
purpose of amending or revising this Constitution and the same shall be submitted to the studentry for
approval or rejection.

Sec. 3. Amendment and revision to this constitution shall be passed with a two-thirds majority vote of
the total population of the Tagum Doctors College Inc., that the proposed amendments must be
presented in writing and copies thereof be sent to the TDCI-SSC Adviser, head of student affairs and to
the dean of college a week upon consideration.

ARTICLE XIX
RATIFICATION
Sec. 1. The ratification of this Constitution shall be deemed sufficient for the establishment of the TDCI
SSC Constitution.

Sec. 2. It is ratified when the majority of the students’ actual voting is obtained.

ARTICLE XX
EFFECTIVITY
Sec. 1.This Constitution and By-Laws shall take effect immediately upon its ratification by a majority
votes cast in a plebiscite held for the purpose during TDCI-SSC assembly.
