EXECUTIVE SUMMARY

Maliwalo Central Elementary School is an educational institution

committed to provide accessible, quality and relevant education and all other

services necessary to address the needs of every learner especially during

this time of pandemic. To realized the DepEd Mission “To protect and

promote the right of every Filipino to quality, equitable, culture-based and

complete basic education where students learn in a child-friendly, gender

sensitive and safe and motivating environment…”, and the Tarlac City

Schools Division’s Adjusted Basic Education Learning Continuity and

Operational Plan (ABE-LCP), as the basis for the school development of its

BE-LCOP. This served as a road map to provide quality, accessible, relevant

and liberating services where its top priorities are the learners.

The school continuously improve and update the BE-LCP through the

accurate and significant data to respond to the needs of the 2001 learners

from Kindergarten to Grade 6. Kindergarten, 254, Grade One, 279 Grade

Two, 348, Grade Three, 298, Grade Four, 232, Grade Five, 313 Grade Six,

277. The school with its 61 teaching and non-teaching personnel is

dedicated and committed to address, equity, close access gaps and improve

quality of education the four pillars of Sulong Edukalidad.

In the delivery of quality basic services, feedbacks through surveys,

visitation, interviews on the implementation of Learning Delivery Modalities

was the main concern of the school to realize that “No learners will be left

behind”. The inputs of the parents, teachers, learners and other external

stakeholders were taken into consideration last school year for the

adjustment of BE-LCP for school year 2021-2020. Data driven decisions and

strategies in the implementation of varied PPAs with the planning and

project team were listed and enumerated for the adjusted BE-LCOP.

For the full implementation of BE-LCOP, there were strategies that

need to be enhanced to meet the gaps or answer the possible concerns that

will arise in the delivery of quality basic education in the new normal. The

challenges of implementing various DepEd Programs, Projects and Activities

need to be undertaken with all the precautionary measures for safety of all

the internal and external stakeholders.

Introduction

As a response to the Covid-19 situation, school are still close to

our learners and face to face is still prohibited in DepEd. Maliwalo

Central Elementary School implement blended learning; modular

printed and online learning and modular printed and Radio-Based

Instruction/FB live to cater all the learners. Learning Delivery

Modality Course 1 and 2 was introduced to the school heads and

teachers in preparation of the new set-up in education.

The school personnel; teaching and non-teaching enforce

maximum health protocols for safety of everyone. Improvement of

health-related facilities like water system, wash and comfort stations

were intensified as well as procurement of health supplies were given

priority to ensure readiness for the upcoming opening of classes.

Planning, orientation and pre-implementation of schools’ PPAs were

done to come up with adjusted action plans.

Hence, the adoption of the Basic Education Learning Continuity Plan


(BE LCP) for the School Year 2020-2021 considering the COVID-19 public
health emergency.
The BE-LCP is grounded on the following principles:

1. Protect the health, safety and well-being of learners, teachers, and


personnel, and prevent the further transmission of COVID-19;

2. Ensure learning continuity through K to 12 curriculum
adjustments, alignment of learning materials, deployment of multiple
learning delivery modalities, provision of corresponding training for
teachers and school leaders, and proper orientation of parents or
guardians of learners;
3. Facilitate the safe return of teaching and nonteaching personnel
and learners to workplaces and schools, taking into consideration the
scenarios projected by the Department of Health (DOH) and the Inter-
Agency Task Force for the Management of Emerging Infectious
Diseases in the Philippines (IATF), complemented by other credible
sources, and balanced with DepEd’s own risk assessments;
4. Be sensitive to equity considerations and concerns, and endeavor
to address them the best we can; and
5. Link and bridge the BE-LCP to DepEd’s pivot to quality and into
the future of education, under the framework of Sulong EduKalidad
and Futures Thinking in Education.

In response to the challenges of this pandemic, Maliwalo Central


School adopts the Basic Education Learning Continuity Plan (BE-LCOP)
aligned with the plans of the Tarlac City Schools Division for School Year
2021-2022.
Guided by the Sulong EduKalidad framework, the adjusted BE-LCOP
centers on the aim to sustain the delivery of quality, accessible, relevant and
liberating basic education services for all the SSES and Regular class
Learners amidst COVID-19 emergency through the implementation of
learning delivery modalities considering the voice of the learners and the
stakeholders. Constant upskilling and reskilling will continue to capacitate
the school personnel to overcome the challenges and demands of the
adopted learning delivery modalities.

Goal and Specific Objectives

Goal: “Address equity, close access gaps, and improve quality”

We aim to sustain delivery of quality, accessible, relevant, and


liberating basic education services for all school-age youngsters in the midst
of COVID-19 emergency via flexible learning options.

MCES shall ensure the delivery of quality, accessible, relevant,


responsive, liberating, and inclusive education from Kindergarten to Grade
6.

Specific Objectives

 Ensure efficient implementation of the Most Essential Learning


Competencies (MELCs) across grade levels and learning areas.
 Ensure that the MCES learners acquired the necessary
competencies and values as they move to the next grade level.
 Support the physical, mental, and over-all well-being of learners.
 Facilitate the availability of appropriate learning materials and
technology to support learners.
 Guarantee the delivery of an integrated and needs-based capacity
building intervention accessible to all teachers, school heads, and
school stakeholders.
 Support the welfare and well-being of the teaching and non-
teaching personnel.
 Develop strategies and mechanisms for sustained partnerships.
 Advocate the Learning Continuity Operational Plan for support.

SITUATIONAL ANALYSIS

With the current situation in education where face to face is still


impossible due to new variants, and the number of COVID -19 positive
increases, the opening of schools is fast approaching but blended learning
was encourage to ensure that 100% of the last year population was enrolled.
The school, in response to the needs of its stakeholders especially the
learners, constantly innovates to ensure quality instruction to help realize
quality education and to adhere to the policy that no one will be left behind.

What the Data Tells Us

Enrollment, SY 2020-2021. MCES registered a total enrolment of


2001 learners and based from the table 50.22% or 1005 learners were male
and 49.78% were female. This shows that there is no big difference in the
enrolment of male and female. Among the grade levels, Grade 2 had the
biggest population and Grade 4 had its lowest. There is a need to reorganize
the teaching personnel for the school year 2021-2022.

There were 57 teaching personnel distributed from kindergarten to


Grade 6 and based from the table there were eight (8) or 14% male teachers
and forty nine (49) or 86% were female teachers. This shows that there were
more female teachers than male so there is a need to focus on the activities
related to the gender equality especially on the preparation of related
learning activities for the learners.

It can be noted that the average MPS in Science and ESP is the
highest in all learning areas with 88.46 and the lowest is in English w/
average MPS of 86.06. The table reveals that there is a need to focus on the
learning performance of learners specially in Grade One w/ MPS of 83.85.
Generally, the mean average rating of the learners in all the learning areas
is Very Satisfactory.

Access to Resources. Resources refer to electricity, electronic devices


such as radio, TV and computer devices owned by the teachers that will be
used in the delivery of alternative modes of teaching. These are either for
personal use or shared with other family members.

In terms of resources owned by teachers, 57 or 100% have electricity


and television at home, so TV Based Instruction is possible. And 100% of

them has a personal mobile phone. Radio on the hand is unpopular, only 4
of them or 7% has it at home. Out of 57 teachers, 52 or 91.23% have laptop
at home. The table shows that teachers have gadgets to be used for blended
teaching-learning activities.

Data on Teachers' Internet Connection

In terms of internet connectivity of teachers, 92.98% or 53


teaching personnel have internet connection and 7.02% without internet

connection. Internet connectivity is a vital necessity for teachers to be able to


communicate to the learners, parents and stakeholders. For those teachers
who don’t have internet connectivity can do their work in the school
considering that school has PLDT and Converge internet connection.

As to the type of internet connection availed by teachers, the table


shows that teachers 52 teachers connect to internet through cable internet
and only 5 were not. This data shows that blended learning is possible and
for those do not have internet connectivity can use the school internet
connections to prepare their work and able to communicate to their learners,
parents and other stakeholders.

Skills in Computer Related Activities

Table 7 reveals that, on the average, majority of teaching personnel of


are in the Beginner stage with 48.85%, Intermediate 22.80 % Levels of Skills
in computer activities, Advanced 19.43% level and the poor stage has the
lowest with 9.31%. The data further reveals the highest percentage of
teachers in the beginner level indicating that majority of the teaching
personnel need more training on computer related activities. But there are
already teachers belong to the intermediate and advance, this shows that
they can assist their co-teachers in ICT integration.

In terms of the teachers’ laptops/desktops with internet


connection at home, 92.23% or 52 out of the 57 teachers have
laptops/desktops with internet connection at home and 8.77% or 5 out of 57
teaching personnel have laptops/desktops but no internet connection at

The table reveals a large percentage of learners who chose Blended


Learning (744.72%) and the remaining few percentages on Online learning

(9.33), Blended (5.94%) and for TVI (0%). The Kindergarten to Grade 2
preferred Blended and as their learning delivery modality. A combination of
Modular Printed and RBI/Modular Printed and Online.

As to the preferred learning delivery modalities of learners in the


Intermediate Level, Blended Learning (45.62%) remains the most preferred

followed by Modular Printed and Digital (23.96%), RBI (13.14%) and Online
Learning (12.41%). It can be noted that across all the grade levels, TVI is the
less preferred LDM to the learners.

As to the access of learners to the internet, 56.32% or 1127 out of


the 2001 have access to internet while a 43.68% or 874 out of the 2001 do
not have internet connection.

As to the type of internet connection accessed by learners, the data


reveals the following: PLDT/Converge/Globe/DSL out of 2001 learners 387
or 19.34% and Postpaid 72 or 3.60% where prepaid 415 or 20.73% have
the most percentage utilized by the learners.

On learners’ ownership of gadgets in K to 6, majority of the learners


have gadgets 60.92% or 1219 out of 2001 and a 39.08 or 782 learners were
those without gadgets, regardless of the type

On the type of gadgets owned by the K to 6 learners, the survey


revealed that most learners’ own smartphones with 828 or 67.92% followed
by laptop with 165 or 13.54% , tablet with 132 or 10.83% and desktop with
94 or 7.71%. The high number on the smartphones owned by learners is
consistent across all grade levels.

majority of the student-respondents, 672 81.16% have micro-USB port, 97
or 11.71% with type C port, and 59 or 7.13 with charger for iPhone or the
lightning type.
