Public Safety Mission Statement

As a Safety Officer for Thomas More College. My fundamental duty is to serve mankind; to
safeguard lives property. To respect the Constitutional Rights of all people. Remembering that
this is an institution of learning, and in that light try to make all contact with students, faculty,
staff, and visitors as pleasant as possible.

Public Safety Code of Ethics

As a Safety Officer for Thomas More College. My fundamental duty is to serve mankind; to
safeguard lives property; to protect the innocent against deception; the weak against oppression
or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional
Rights of all people.

I will never act officiously or permit personal feelings, prejudices, animosities, or friendships influence my
decisions. I will enforce the rules and regulations of the College courteously and appropriately
without favor,malice or ill will, never employing unnecessary force and never accepting gratuities.

Whatever I see or hear of a confidential nature or that is confided in me in my official capacity will be
kept secret, unless revelation is necessary in the performance of my duty.

I recognize the trust placed upon me as a Safety Officer for Thomas More College, and I will strive to
achieve the objectives and ideals expected of me.
Welcome to Thomas More College

The Public Safety Department is here to help promote safety and orderliness for our Community and all who
come onto our campus. The following regulations are meant to provide both order and fairness in the daily task
of parking your vehicle on campus.
This pamphlet outlines the parking regulations on the college grounds. These regulations are enforced twenty-
hours a day, seven days a week. It is your responsibility to read and comply with these rules.
If we can be of any further assistance, a Public Safety Officer can be reached at (859) 341-4867, twenty-four
hours a day, and seven days a week.
A. Motor Vehicle Registration Information
a. Who is required to register for a parking permit:
i. All students – Residents, Commuters, and TAP
ii. All faculty and staff.
iii. All contract employees – Bookstore, Food Service, etc.

b. Registration rules and regulations:


i. All parking permits are issued by the Department of Campus Safety and are property of
Thomas More College.
ii. All parking permits must be renewed at the beginning of each semester.
iii. No person shall obtain a parking permit for another person.
iv. All hangtags are transferable from one vehicle to another.
v. Hangtags are issued to you.
vi. You are responsible for the proper use and display of hangtag.
vi. Temporary permits are available twenty-four hours a day seven days a week.
vii. Overnight parking for Faculty, Staff, and Commuter Students is permitted with prior
notification to the Campus Safety Department and an overnight permit is received.
viii. Overnight parking for guest of residence hall students, shall receive a guest pass from the
on duty Resident Director.
ix. Other special permits are issued only by the Director of Campus Safety Department.

c. Cost of parking permits:


i. The first parking permit you receive is free of charge.
ii. Replacement cost for parking permits is $5.00.

d. Displaying of parking permit:


i. All vehicles parked on campus property will display an appropriate parking permit.
ii. Hang Tags shall be hung from the rearview mirror.
iii. The hang tag shall not be laid on the dashboard.
iv. A parking permit is invalid if it is not properly displayed.
vii. Hang Tags should be removed prior to moving the vehicle.
B. PARKING FACILITIES
a. Responsibilities and Liability
i. Thomas More College parking lots are private property.
ii. Thomas More College is not responsible for any damage or loss of property that may occur to a
vehicle or it’s contents.
iii. Thomas More College parking lots are to be used at owner’s risk.

b. Presidential Circle Parking


i. This area is the area around the flagpole at the entrance of the college.
ii. This area consists of five parking spots.
iii. Three spots are 15 minute loading and unloading.
iv. Two spots are reserved and properly marked with signs.

c. Visitor’s Parking Lot


i. The visitor’s lot is reserved for visitors who have business with the college.
ii. Faculty, Staff, and Students of Thomas More College are prohibited from parking in this lot
twenty-four hours a day, seven days a week.
iii. There are seven reserved spots and are properly marked with signs.
iv. There are ten handicap spots and require a state handicap permit to park here.

d. Science Wing Parking Lot


i. This parking lot is reserved for the exclusive use of Faculty and Staff.
ii. This is in effect Mondays thru Fridays from 7:00am to 5:00pm.
iii. After 5:00pm and on Saturdays and Sundays this lot is open to students and the general public
for parking.

e. Commons Parking Lot


i. This parking lot is reserved for the exclusive use of Faculty and Staff.
ii. This is in effect Mondays thru Fridays from 7:00am to 5:00pm.
iii. After 5:00pm and on Saturdays and Sundays this lot is open to students and the general public
for parking.

f. Loading Dock Areas


i. There are three loading dock areas:
1. One is located to the rear of the Connor Convocations Center.
2. One is located in the rear of the Holbrook Building.
3. One is located in the rear of the Administration Building.
ii. There is to be NO PARKING in these areas.
iii. These areas are for Unloading and Loading Only.

g. Ackerman Garage Area


i. This area is located to the rear of Ackerman Residence Hall.
ii. This area is reserved for maintenance vehicle and other reserved parking.

h. New Residence Hall Parking Lot


i. This is the new parking lot located to rear of Thomas More College property, starting just past
the new residence hall.
ii. This parking lot is reserved for all Residents.
iii. This parking lot is reserved at all times.
j. Parking Spots with Reserved Signs
i. All parking spots marked with reserved signs, are reserved twenty-four hours a day, seven days a
week.
ii. Any vehicle improperly parked in a reserved spot is subject to be towed at owner’s expense.

k. Areas with Yellow Curbs and/or Lines


i. All curbs and areas marked with yellow paint are FIRE LANES and there is no be no parking for
any reasons.

C. PARKING REGULATIONS
a. Grass and Sidewalks
i. Parking or driving on the grass or sidewalk is prohibited.
ii. Violators will be cited and held financially liable for any damage done to the grounds or
sidewalk.

b. Speed Limits
i. The posted speed limit on all campus roads is 20 MPH.
ii. You can be cited for reckless operation of a motor vehicle if you are observed speeding
or driving in a reckless manner.

c. Handicapped Parking
i. These parking spaces are reserved for the exclusive use of vehicles that have a state
issued handicapped permit that is properly displayed.
ii. Any student, faculty, or staff may receive a temporary handicap permit for use on campus
only with a doctor’s note.

d. Fire Lanes
i. There is no parking in fire lanes at anytime.
ii. All fire lanes are marked with signs and /or yellow striping.
iii. Location of fire lanes:

1. On John Fisher Drive on the side of the road by the houses.

2. President’s Circle along the curb near the buildings.

3. Renaissance Drive, both sides of the street.

4. Chelsea Drive, the side of the street closest to CCC and on both sides in the aera of the
resident halls.

e. Operation of Motor Vehicle


i. Persons shall operate motor vehicles in a careful and prudent manner at all times.
ii. Persons shall operate motor vehicles in accordance with rules and regulations of this
manual.
iii. Persons shall operate motor vehicles in accordance with the ordinances of the City of
Crestview Hills.
iv. Persons shall operate motor vehicles in accordance with statutes of the State of Kentucky.
v. Incidents occurring on Thomas More College property will be reported immediately to
the Department of Campus Safety.
f. Responsibility
i. Thomas More College parking lots are private property.
ii. Thomas More College is not responsible for any damage or loss of property that may
occur to a vehicle or its contents.
iii. Thomas More College parking lots are to be used at owner’s risk.
iv. The person to whom the motor vehicle is registered shall be responsible for any liability
or damage claims.

D. PENALTIES AND ENFORCEMENT


a. Tickets
i. Any motor vehicle not parked in accordance with rules and regulations of this manual
will be ticketed.
ii. Tickets tossed on the ground are subject to be fined for littering.
iii. All parking fines are to be paid to Bursar Office.
iv. Unpaid fines will be placed on your personal college account.
v. Unpaid fines will assume the same status as other College debts.

b. Towing
i. Any motor vehicle with three or more unpaid tickets is subject to be towed at owner’s
expense.
ii. Any motor vehicle parked in a fire lane is subject to be towed at owner’s expense.
iii. Any motor vehicle parked in a handicap spot, not display an approved handicap permit, is
subject to be towed at owner’s expense.
iv. Any motor vehicle illegally parked in a reserved parking spot, is subject to be towed at
owner’s expense.
v. Any motor vehicle impeding the normal flow of traffic is subject to be towed at owner’s
expense.
vi. Any motor vehicle abandoned on Thomas More College property will be towed at
owner’s expense.
vii. Any motor vehicle parked on the grass and/or sidewalks is subject to be towed at owner’s
expense.
viii. Any motor vehicle impeding the daily operations of the college is subject to be towed at
owner’s expense.

c. Loss of Parking Privileges


i. Any person who has ten (10) or more parking tickets in a school year is subject to having
their parking privileges revoked.
ii. Any offenses which jeopardizes the safety of people or the property of the college is
subject to having their parking and driving privileges revoked.

d. Appealing Tickets
i. Tickets may be appealed in writing within seven (7) days of the citation.
ii. A form is available twenty-four hours a day, seven days a week at the campus safety
office.
iii. All appeals are sent to the judicial board for a ruling.
iv. An appeal of the judicial board’s decision is possible, if done within seven days of the
board’s decision.
v. If appealing the judicial board’s decision a hearing will be schedule.
