1 Research Method
This section covers information on the research method, the study's environment, the
respondents, the data instruments utilized, the protocol, data collection, and data presentation.
The study used a descriptive research approach. The researchers used both quantitative and
qualitative research method. This method was used to provide outputs that accurately portray
the characteristics of the actual situation, the nature of the site as well as the community to
approach an appropriate design solution. In quantitative research data gathering, the
researchers used various types of methods such as surveys, observation and obtaining
secondary data. In qualitative research method the researchers made use of interviews and
focus group discussion among chosen respondents under a criterion. These types of data
gathering helped the researchers obtain good result into bringing solution to the design
problem.
In observation method one of the researchers observed how a quarantine facility
operates since the researcher has undergo an isolation and have swab test on a quarantine
facility. The researcher observed how the medical personnel operates in a quarantine facility
and observes how many times. In the survey method, which is the most important instrument,
the criteria for the respondents selected is among people who had undergo swab test. The tool
used for the research is through online surveys in distinguishing what are the essential amenity
that could boost the service in the facility. In the interview method, the researchers selected
medical personnel to discuss what are their opinions to suggest on how a proper space
planning usually goes in the establishment. In the focus group discussion, we selected
respondents who have undergo isolation to discuss their opinion on what they need in a
quarantine facility.
3.2 Problem and Purpose
Cebu City hospitals has been overwhelmed by the increase in coronavirus disease. The
virus is multiplying from person to person. This clearly needs to be address in every aspect of its
situation. Recent news shows that there has been a long queue in waiting time for patients to
enter the emergency room. Oxygen tanks is also seen outside of the hospital as they needed
this apparatus in an urgent manner. Some patients without their own vehicle just lie down in
the mattress outside the facility. This shows that there is a need to create more quarantine
facility here in Cebu to accommodate the growing number of coronavirus victims.
The quarantine facility’s goal is to accommodate the growing number of patients from
coronavirus as well as enabling hospital to cater other patients aside from coronavirus victims.
The proposed quarantine facility can be a new isolation facility of coronavirus victims without
overpopulating hospitals. This will give accommodation to other patients that usually needs to
be in the hospital.
3.3 Instruments
The researchers have chosen to use instruments such as questionnaires, interviews,
surveys, tests, case studies, and observations to achieve the goal of this research project. These
are dispersed to differentiate their perspectives, emotions, and feelings about the research
activity. The researchers also designed interviews, giving them the opportunity to have an
accurate and open discussion with the subject. Additionally, mechanical equipment such as
cameras, telephones, audio and video recorders, and computers were used to collect data.
3.4 Respondent/Subject
To better understand and widen the scope of the intended research, the researchers
divided the subjects into three phases to gain a complete picture of the public learning resource
complex. One is for the medical personnel and medical frontliners. Since they are the ones who
are frontline in this pandemic, they can give us useful data about how they usually operate in a
quarantine facility. The second set of subjects are those who have undergo into isolation
especially those who are quarantined in a quarantine facility. These people can divulge their
experiences in their isolation times in which will also be a useful data. Moreover, the third set
of subjects are those who have undergone swab testing. By way of this people’s experiences,
we could get an information about their swab experience in connection to the facility or center
where they were tested and could further give information which could be useful in our
research study.
3.5 Research Environment
The study proposed is a modern quarantine facility which will add to the isolation
establishment in the area. Cebu City was chosen as the location for assisting and
accommodating the research equipment, which will be delivered to citizens and other
connected organizations. Since the situation of the world today is under pandemic due to the
coronavirus today, the researchers made sure to follow health protocols in the process of their
data gathering. In gathering quantitative data, the researchers made use of online approach in
giving out surveys to the respondents, in the observation method one of the researchers took
advantage of his situation to observe in an isolation establishment. In qualitative research, the
researchers used the internet to perform online interviews and group discussion to maintain
safety. The research environment that the researchers undergo follows the health protocol
given the current situation.
3.6 Treatment of Data
The collected data and information were interpreted and categorized according to its
underlying support or foundation and were only delivered to the participants who were
engaged in the study. This information was obtained through interviews that were expanded
and analyzed, as well as questionnaires that were set forth and supplementary several visuals
and representation of charts which display information in a series of data points called markers,
connected by straight line segments.
3.7 Examining Code Restrictions
There are numerous and diverse criteria, guidelines, regulations, and rules that have had
a beneficial influence on the development of planning and design, as well as the expansion of
the medical building facility over generation. These have been classified and organized into a
variety of standards, including building codes, environmental laws, zoning rules, industrial
standards, and design and planning codes. Design and planning rules are the dominating
guidelines among the other criteria since they focus more on design standards and directly
influence urban development.
Essentially, any private and public medical institutions, quarantine areas, or isolation-
related structures discovered and created in the municipality can be influenced by design and
planning rules. Design and planning codes might contain sustainability standards, arrangement
sizes, and land use management. Consequently, an organized and systematized urban isolation
facility design with a variety of features is produced. This level of design and planning rules is
seen to be stabilizing the community's interest. On the contrary, design and planning rules are
intended to be required for builders and developers. The implementation is either assumed by
the government through planning rules and policies, or by the landowner through their
property rights.
Design and planning regulations include a variety of users, which include achieving
safety and health, fostering definitive design wisdom, and comprehending an alien perspective.
They also have validity in situations where it protects the value of a property, acquires social
jurisdiction, and reduces the cost of quarantine facility development. Furthermore, excellent
quality and managing land users are two additional phases of goals. Different from plans, design
and planning codes can be the foundation in pertaining an effective range of results.

3.8 Site and Its Condition
Following an extensive study, the researchers selected a site in Cebu particularly at Brgy.
Guadalupe as being appropriate for the building of an excellent quarantine facility. The site
selected is the largest barangay situated in the City of Cebu. Guadalupe is situated at
approximately 10.3232, 123.8838, in the island of Cebu. Elevation at these coordinates is
estimated at 45.4 meters or 148.9 feet above mean sea level. Capitol Site (Poblacion), Cebu
City; Lahug (Poblacion), Cebu City; and Sapangdaku, Cebu City are some of the adjacent
barangays which could be found nearby Brgy. Guadalupe, Cebu. Moreover, Brgy. Guadalupe is
one of the top-rated places listed as Landmark and Historical Place in Cebu.
Last April 6, Guadalupe, which is the largest village, registered 48 cases; 58 on July 7; 72
on July 12; and 80 on July 15.  The Cebu City Police Office (CCPO) has recommended to the
Emergency Operations Office (EOC) to put villages with a high rate of infection under “granular
lockdown" and Guadalupe is one of them in view of a new surge in coronavirus disease 2019
(Covid-19) cases in this capital city. As per the statement of the CCPO deputy chief for
operations Barangay Guadalupe is particularly considered an area of concern due to the
resurgence of active coronavirus infections.
Additionally, the CCPO deputy chief for operations claimed that they will coordinate
with the barangay council of Guadalupe and the chief of Guadalupe Police Station so that they
can assist and support them on how to put back granular lockdown around Guadalupe due to
the resurgence of active coronavirus infections.
3.9 Design Solution
The proposed development which is a favorable and desirable quarantine facility strives
to combine a comprehensive, holistic, and individualized learning experience for its users by
way of the efficient use of architectural design and planning. With these considerations in mind,
it is critical to construct a quarantine facility that is long-lasting and sustainable, while also
engaging its users in a pleasant isolation setting that is faithful to the project's aims. By nature
of a complex, a cluster of room divisions with distinct functions and features specific to each
area will be constructed. This will aid in the separation of the workload required for a
quarantine facility while also grouping them with comparable purposes in order to create an
effective workflow for the users.
Taking cues from the pioneers of sustainable design, the development will include green
architectural concepts into its design solution for a more ecologically friendly outcome
quarantine facility. As of this writing, the globe is experiencing a major health catastrophe
because of a rapid increase in coronavirus victims. This concept attempts to ease the problem
with minimal effort by creating a greener environment that also has a good psychological
impact on its users.
The entire development will be planned in such a way that nature is effectively
integrated into the architectural solution without jeopardizing the project's function, traffic,
and aesthetic. Such principles will take advantage of natural forces by utilizing natural
ventilation and illumination in buildings and their interiors, resulting in cost-effective
maintenance through energy conservation. Water efficiency and landscaping will also play an
important part in the project's long-term viability.
With the users' comfort in mind, not only will the principles of sustainable architecture
be incorporated into the various building systems, but also the principles of efficient interior
design in order to provide quality service and maintain control the movement of people and
goods inside the institutions This would imply that various concepts and standards such as
proxemics and learning resources will be used management. To make development more
sustainable, a detailed examination of low-income communities is required cost-effective and
long-lasting construction materials and finishes will be manufactured, as well as how they will
be incorporated. To compensate for its shortcomings, such materials are included into the
overall aesthetic of the development budget.
Furthermore, the instructional facilities will be improved through smart space planning
and design. Everyone should have access to it, and it should provide a tailored learning
experience for its users while also demonstrating its tenacity over time.
