The Johannesburg Development Agency (JDA) is aware of the protest action, which has
affected several streets and intersections in Orlando East, Soweto, bringing a halt the project
implementation of Non-Motorised Transport (NMT) infrastructure in the area.
The JDA has been undertaking the Orlando East NMT infrastructure upgrades, on behalf of
the City of Johannesburg, with the objective of promoting pedestrian mobility and connectivity,
in particular, within the Orlando East region. The project entails the upgrading of pedestrian
walkways, consisting of drainage, sidewalks, kerbs and paving, street lighting and
landscaping.
The Orlando East NMT infrastructure upgrade project is firmly in line with the City’s
commitment to creating liveable, sustainable urban environments, in which residents are able
to navigate safely and efficiently using both public and non-motorised transport.

One of the key objectives of the JDA to also undertake this NMT infrastructure project using
labour intensive approaches, in order to provide cost-effective short-term employment
opportunities to unskilled and semi-skilled workers. Local emerging sub-contractors have
been appointed for the execution of the portions of the works in the NMT infrastructure project.
The JDA is saddened to announce that that, due to the violent and threatening nature of these
protests, the affected contractors have temporarily suspended the works to ensure the safety
of all personnel on-site and to mitigate against further unnecessary standing time costs and
damage/vandalism to property.
