1. INTRODUCTION

1.1. CONTEXT

1.1.1. Project display

The SAG consortium, formed by Meridiam and GSEZ (ARISE) has been requested by the
Gabonese government to implement the project to redevelop and operate the so-called
Transgabonaise economic road, linking Libreville to Franceville. The Transgabonaise is Gabon's
major road axis, approximately 828 km long, it follows the national roads RN1, RN2, RN3 and
RN4.
Meridiam and GSEZ (ARISE) both have experience in structuring and delivering large projects in
the country. The project is developed within the framework of a 30-year public-private partnership
contract by which the State grants the Partner the design, redevelopment, financing, maintenance,
operation and maintenance of the Transgabonaise.
Between Libreville and Franceville, the project is divided into three stages, shown on the map
below:
1. Stage 1: Libreville - Alembé;
2. Stage 2: Alembé - Mikouyi;
3. Stage 3: Mikouyi - Franceville.

1.1.2. Scope of this management plan

Within Stage 1 of the project, the EPC will be in charge of the contract for the design and
redevelopment / construction of PK24 to PK105 of the N1 national road, connecting Nkok to
Kango, passing through Ntoum, Kougouleou and Ndouaniang.
This management plan covers the activities relating to the redevelopment / construction works
corresponding to this segment ranging from PK24 to PK105, illustrated on the map below.

The works consist of the repair or improvement of the roadway, hydraulic works (drainage, etc.),
the installation of safety and signaling equipment.
The EPC will design, build, test and complete all installations and systems necessary to carry out
the work.
The redevelopment and improvement works, as specified, will be carried out within the framework
of the existing right-of-way, avoiding the acquisition of land, except for places where the width is
insufficient and where provisions for correcting the route, d Improvement of intersections /
geometric characteristics of the road are considered necessary, feasible and affordable. This is the
case, for example, of the doubling of lanes planned between PK24 and PK40,2.

1.2. TERMINOLOGY USED

Throughout the document, the following terminology is used with the following meaning:
 The Project: anticipated permanent works from PK24 to PK105 of the Route Nationale
Transgabonaise;
 The Partner: Société Autoroutière du Gabon (SAG);
 EPC: Afcons Infrastructure Limited.

1.3. APPROACH AND OBJECTIVES OF THE MANAGEMENT PLAN

The implementation of this plan is part of the Environmental and Social Management System
(ESMS) of the EPC. This ESMS is made up of different plans each dealing with a specific subject,
they are articulated in a coherent manner in order to address all the risks and potential impacts of
the project.
In this case, the objective of this plan is to identify, assess, limit and manage atmospheric, dust and
noise emissions associated with construction. The purpose of these objectives is to reduce the
effects of the generation of gas, smoke, dust and noise on the environment and surrounding
communities.
The air, dust and noise management plan refers to certain other plans as part of additional measures:

 The Erosion Control and Restoration Plan for Temporary Sites Concerning Dust Emissions;

 The occupational hygiene, health and safety plan, in particular for:


o The health and safety awareness and reception program;
o The medical examination upon hiring.

2.1. GAS AND DUST

2.1.1. Gabonese legislation

Gabonese legislation regulates atmospheric emissions via:

 Law No. 007/2014 relating to the Protection of the Environment in the Gabonese Republic;

 Decree n ° 000539 / PR / MEFEPEPN of July 15, 2005 regulating environmental impact


studies.

Gabonese legislation does not, however, define limits on emissions and concentrations in the
atmosphere.

2.1.2. WHO guidelines

This plan is developed on the basis of the guidelines given by the WHO in the report “WHO
guidelines on air quality: particles, ozone, nitrogen dioxide and sulfur dioxide (2005 version)”.
This report gives, in addition to indicative values (target values to be reached), intermediate targets.
These intermediate targets are proposed as intermediate steps to gradually reduce air pollution and
are intended for regions where pollution is high. These targets aim to promote the passage of high
concentrations of air pollutants with acute and serious consequences for health, to lower
concentrations.

The table below summarizes the guideline and target values for NO2, SO2, Ozone and particulate
matter PM10 and PM2.5.

2.1.3. SFI Standards

The measures for identifying, evaluating and controlling atmospheric emissions and dust
recommended in this plan comply with the recommendations issued by the IFC, in particular:

 Performance standard 1:

 Identification of risks and impacts;
 Management programs;
 Monitoring and evaluation.
In addition to the Standards described above, the IFC General EHS Guidelines repeat the WHO
guidelines reported in the Table 2 presented previously.

2.2. NOISE

2.2.1. Gabonese legislation

Gabonese legislation also regulates noise emissions via:

 Law No. 007/2014 relating to the Protection of the Environment in the Gabonese Republic;
 Decree n ° 000539 / PR / MEFEPEPN of July 15, 2005 regulating environmental impact
studies.
Gabonese legislation does not, however, define limits on noise emissions.
Decree n ° 01494 / PR / MTEPS of 29/12/2011 determining the general rules of hygiene and safety
in the workplace (according to article 213 of the labor code) indicates in article 45 that "the noise
exposure level must be as low as possible and remain within an intensity limit which does not risk
damaging the health of workers ”. Articles 46 and 47 also define exposure limit thresholds,
provided in the table below.

In addition, according to the same directive, when the sound level to which personnel are exposed
reaches 85 dB (A) for a period of more than 8 hours, the peak sound pressure level reaches 140 dB
(C), or the maximum sound level reached 110dB (A), we must strictly apply the wearing of ear
protectors which must reduce the sound levels at the ear to 85 dB (A) minimum.

2.2.2. SFI Standards

Finally, the IFC, which is based on the WHO values, indicates that the noise limits for different
workplaces must respect the values in the table below.

2.2.3. Emissions and noise levels in the environment

At present, Gabonese legislation does not define a limit value to be observed regarding noise
pollution during the construction phase in the environment.
The noise exposure level must be as low as possible and remain within an intensity limit which does
not risk compromising the peace of the surrounding populations at the site.

4.1. MANAGEMENT OF ATMOSPHERIC AND DUST EMISSIONS

This plan makes it possible to identify, assess, limit and manage atmospheric and dust emissions
associated with construction, resulting in 4 objectives:

 Objective 1.1: Reduction of atmospheric and dust emissions impacting people, fauna and flora

 Objective 1.2: Reduction of worker exposure to atmospheric and dust emissions

 Objective 1.3: Control of worker exposure

 Objective 1.4: Control of exposure of populations

The plan identifies, assesses, limits and manages noise pollution associated with construction,
resulting in 4 objectives:

 Objective 2.1: Noise reduction impacting people and fauna

5.1. IMPLEMENTATION OF THE PRINCIPLES RELATING TO THE LIMITATIONS


OF ATMOSPHERIC EMISSIONS AND DUST

5.1.1. Implementation of the principles relating to the reduction of atmospheric and dust
emissions (objective 1.1)

To meet the objective of reducing and managing atmospheric and dust emissions, measures will be
implemented. These measures concern:

 Gear in good condition and properly maintained:


o Set up a maintenance and preventive maintenance schedule for machinery, trucks
and generators;
o Opt for installations (asphalt and concrete plants) that meet European standards and
provide adequate maintenance to ensure compliance with IFC air quality thresholds;

o Favor recent machines;


o Regularly check and maintain and at least according to the frequency defined by the
manufacturer the construction machinery (control exhaust gas emissions), the
generator sets and keep a monitoring register, compressors, etc.;

 Remoteness from the population when possible;

 Limiting the speed of construction vehicles (30 km / h):


o In all inhabited areas;
o In work areas and work bases;
o Wildlife crossing areas

 Coverage of volatile materials:

o Cover volatile materials during transport;

o Cover volatile materials in the event of prolonged storage without activity;


o Set up partitioned storage areas for materials generating a lot of dust;

 Watering:
o Regularly water the roadways (i.e. at least 4 times a day during periods without daily
rain) in all sensitive areas (near homes);
o Sprinkle dust-generating materials in open-air storage areas during periods of high
wind;

 Storage of liquid and solid volatile products:

avoid any fugitive or accidental release of gas.

5.1.2. Implementation of the principles relating to the reduction of workers' exposure to
atmospheric and dust emissions (objective 1.2)

To meet the objective of reducing worker exposure and managing atmospheric and dust emissions,
measures will be implemented to protect workers. These measures concern:

1.3)

The contractor will implement a monitoring program to assess the impacts of atmospheric
emissions and dust on the environment, workers and communities.
The monitoring program will include site monitoring by a company or competent personnel to
assess air quality against WHO thresholds for each identified receptor:

 Installation of air quality measurement stations (NO2, dust, etc.).

The measurements can be done as follows:

 1 to 2 measurement points in the life base (PK50);

 1 to 2 measurement points in the logistics base (PK95);

 1 to 2 measurement points in worksite areas.

For each measurement, the exact location of the measurement points must be adapted according to
the progress of the project. If necessary, the number of measurement points will be increased in
order to adapt to real construction activities. The identification of the exact location of each
measurement campaign will be determined after a specific analysis taking into account the presence
of workers and the frequency and duration of exposure to air pollution.

5.2.1. Implementation of the principles relating to noise reduction (objective 2.1)

To meet the objective of reducing and managing noise pollution, measures will be implemented to
avoid impacts on wildlife and people .These measures are described below:

 Use machines and equipment with minimum noise levels;

 Equip all machines with appropriate noise reduction equipment whether the technology and
climatic conditions allow the equipment to be able to operate at a nominal level (cowling,
etc.);

 Monitor the noise emissions of machinery with regard to the normative thresholds and
references for the noise emissions of construction machinery;

 Set up maintenance sheets for equipment listing their operation in nominal mode

 Removal of workers when possible;

 Provide mandatory training to employees and subcontractors to raise awareness about


wildlife and the importance of avoiding human-wildlife interactions

 Limit wildlife access to work areas as much as possible

 Avoid disturbing wildlife in the vicinity of the work area

 In the event of a risk of complaints from the neighborhood or the proximity of a sensitive
establishment such as, for example, a healthcare establishment, collective protective measures
must, as a priority, be put in place to isolate sources of noise located close to them. home (eg

 Set up work schedules between 6 a.m. and 6 p.m. in order to ensure that residents' rest periods
are not permanently affected and to avoid, as far as possible, night work, which in any case

5.2.2. Implementation of the principles for reducing workers' exposure to noise (objective
2.2)

To meet the objective of reducing and managing noise pollution, measures will be implemented.
Thesemeasures are described below:

 Set up work schedules between 6 a.m. and 6 p.m. in order to ensure that residents' rest periods
are not permanently affected and to avoid, as far as possible, night work, which in any case
can only be undertaken subject to having previously informed the competent authorities

 Limit the duration of workers' exposure: for each increase of more than 3 dB (A) in the sound
level, the period or duration of exposure "allowed" must be reduced by 50%. 1

 Examine and apply the use of soundproofing materials, sound source isolation and other
engineering control systems;

 In the event that the above measures cannot be applied, set up standards for the supply of
personal protective equipment 2: make earmuffs available as soon as the worker is exposed to
noise levels above 85 dB (A) for a period of more than 8 hours per day or when the peak
sound pressure level reaches 140 dB ( C), or that the maximum sound level reaches 110 dB
(A). Hearing protectors must reduce sound levels at the ear to a minimum of 85 dB (A);

 Staff awareness.

 Use of protective equipment at the factory and workshop level where the noise level could be
high (asphalt plant, concrete plant and power plant).

5.2.3. Implementation of principles for controlling worker exposure (objective 2.3)

The noise monitoring program will include monitoring of sound levels by a competent external
contractor contracted by the contractor, in order to assess the sound level. against IFC thresholds. A
follow-up will be carried out on the identified receptors (workers operating near noisy activities or
equipment) according to recognized environmental standards (ISO 1996-2 standard in particular) in
order to map the noisy areas. These areas will be delimited by road signs, where the wearing of ear
protectors will be made compulsory.
The precise location of the measurements will be determined by the expert in charge of the
measurements to be carried out at each change of work phase, with at least:

 1 to 2 measurement points in the life base (PK50) representative of the rest areas (day and
night period);

 1 to 2 measurement points in the logistics base (PK95) representative of the noise perceived
by workers;

 1 to 2 measurement points in the site area representative of the noise perceived by workers.

Noise tests in the immediate vicinity of the noisiest equipment (Lp> 85 dB (A) at 1 m) will be
carried out when this equipment is put in place and then during monthly checks to establish the
areas and stations where the wearing of noise-canceling headphones are mandatory. These
measurements will make it possible to evaluate the LAeq, 8h and the instantaneous sound pressure
level or peak value. Signage will be installed at each place, zone or workstation indicating the
obligation to wear earmuffs.
The sound level meter used must be a class 1 or class 2 sound level meter meeting all relevant
standards. In accordance with the IFC prescriptions in the environmental, health and safety
directives, the sound level meters will be placed approximately 1.5 m above the ground and never
less than 3 m from a reflecting surface.
For each measurement, the exact location of the measurement point must be adapted according to
the development of the project. If necessary, the number of measurement points will be increased in
order to adapt to real construction activities. The identification of the exact location of each
measurement campaign will be determined after a specific analysis taking into account the presence
of workers and the risk of exposure to noise.
Medical monitoring of the staff's potential hearing loss will be adopted, along with preventive
audiometric testing. Any worker likely to be exposed to noise must be tested as part of the annual
medical check-up. In addition, a thorough medical examination (hearing tests) upon hiring will
make it possible to make an inventory of the worker's state of health, which will thus make it
possible, through annual visits, to monitor his condition and ensure that no deterioration in his
health, directly attributable to his work, has been observed (private medical data, the EPC will not
have access to personal data, but will have a look at the overall statistics) Additional checks will be
carried out at at the request of the worker or after exposure to high noise levels.

6. STAFF TRAINING

The Environment and Social Manager will provide awareness-raising and training on air emissions
and noise management procedures and policies to all employees.
Regarding atmospheric and dust emissions:

 Driver training and awareness raising in respect of speed limits:


o Driver training on the day of arrival on site;
o Awareness of compliance with speed limits on a quarterly basis or more frequently if
necessary (recurring non-compliance for example).
Regarding noise, there will be several levels of awareness:

 Initial awareness: All new employees will be made aware of the risks associated with noise
before starting work. All staff will be made aware of the importance of minimizing noise and
the necessary measures in this regard. Workers will be made aware of the use of hearing
protection (where to get them? When to wear them? Etc.);

 Occasional collective awareness-raising: following a change in phase of major works, in


response to non-conformities (noise level too high, no PPE in compulsory areas, etc.).
This awareness raising and training will be carried out using communication media (posters,
powerpoint, etc.). These communication supports will also be sent to all subcontractors so that the
employees under their responsibility are also made aware.
These training sessions will be carried out during the safety reception, then awareness sessions will
be carried out at regular intervals on the site, or when a feeling of drift appears, observed during site
inspections.

7. REPORTING
