“Republic Act 544 – An act to Regulate the Practice of Civil Engineering in the Philippines”

1. Section 1 – Title of the act as “Civil Engineering Law: basically in this part of the Republic
Act 544 most of the civil engineering laws that we need to follow and understand each section
for us not to violate rules. It is vital for a professional, especially the civil engineer, because
many things should and shouldn’t be done in the field. We must follow regulations, just like
when we refer to NSCP for designing our infrastructure.

2. Section 2 – Civil engineering specialized in many works, namely Structural, Construction,


Water, and Land. Each component is a significant factor in establishing a project regarding
infrastructure. This section defined that every building, bridge, dam, and all design of building
works must be done by a professional and licensed engineer to ensure the safety of that project.

3. Section 3 – In this section, it states that in a particular organization, there has always been a
composition of the board that takes place to control and manage, especially in the work industry
where it involves the Professional Regulation Commission (PRC) this organization administer,
implements, and enforces the regulatory laws and policies especially in many fields of work like
Civil Engineer.

4. Section 4 – This is very important because it states the importance of having a board member,
particularly in civil engineering. The board members should manage and regulate laws that all
the civil engineer professionals must follow every rule that was a state of Republic Act 544 that
everyone must follow. They ensure that all the projects and infrastructure design must be
adequate according to the law prescribed by the higher authority, especially in designing where
we refer to the NSCP.

5. Section 5 – In terms of becoming a board member, it’s not that easy to apply and be part of the
organization because the board manages and regulates law. The member should be competent
and meets the requirements to lead the industry. Here are some conditions: must be a citizen and
resident of the Philippines, must be at least thirty years of age, and graduate of civil engineering
from recognized constituted school college or university. Also, they must be a registered civil
engineer (to put it simply, the person must pass the board exam), have practiced civil
engineering, and have many experiences regarding projects involved in civil engineering works.
Also, they must not be a member of the faculty of any school and no former members of the
faculty of any school, college, or university.

6. Section 8 – This section is also significant and crucial to becoming a civil engineer because
this section states that to become an entirely professional civil engineer. The person must pass
the board exam to prove that the person is qualified to work in real life, ensuring the safety of the
citizens.

7. Section 10 – This section states that in taking the board examination, the applicant must be
knowledgeable in basic mathematics. This professional subject could partake in taking the board
exam. Taking the exam would challenge the applicant that they are qualified to work in the
industry.

8. Section 12 – Those who want to take the board exam must meet the following requirement
prescribed by the law. They must be at least twenty-one years of age (Our professor told us last
term that his friend took the board exam at twenty years old and passed the board, but because of
the period, he cannot claim the license and wait until next year to claim it). Applicant must be a
citizen of the Philippines, have a good reputation and moral character, and be a graduate of a
four-year course in civil engineering from a recognized college or university by the government.

9. Section 13 – This section states that the person who passed the board exam must undergo
oath-taking that serves as their will upon entering the practice of the civil engineering profession.

10. Section 14 – This section states that every person who passed the board exam must have a
seal or serial number in this license to validate their data and avoid their credentials being copied
by anyone. Especially nowadays, there have been numerous cases where the licensed
professional is fake, and the authority does not validate it.

11. Section 15 – These sections state that there has been an exemption from registration. The
registration shall not be an officers or enlisted man of the United States and Philippine Armed
Forces or civil engineers or experts called by the Philippine Government for consultation. Any
person residing in the Philippines may make specifications for any building in chartered cities or
towns with building ordinances. Also, it involves that nor shall anything in this act prevent
drafting technicians, student clerks, or workers engaged in the practice of civil engineering under
the provision of this act. Nor shall anything in this act prevent any person who has been lawfully
engaged in the course of “Maestro de Obras” before the approval of this act. Lastly, nor shall
anything in this act prevents professional to practice their professions.

12. Section 16 – If the board shall not issue a certificate to those convicted by the court of
competent jurisdiction and following the Republic Act 544, there has been a qualification to
partake in the board exam and must have a good moral character. But this section states that the
board would not issue any certificate for those who abide by the law.

13. Section 17 – This section states that the board has the power to revoke and suspend the
person in his professional work if the person is proven guilty by their actions/. Especially in
designing infrastructure and those projects collapse into a small portion of time, there would
have been an investigation of the civil engineer who designs the project has met the following
condition adequate by the law and NSCP. If proven guilty, the board has the power to revoke
their license, and the person who is found guilty would imprison.

14. Section 23 – Every civil engineer project after the design and investigation must pass the
plan to the city government of district engineer to investigate even more if the location and other
related to civil engineer works must be applied into their projects. After the verification process,
the building can start its construction on time; we must follow this regulation because this will
help us if our project has some missing information and if we follow the law entirely.

15. Section 24 – This section states that if a person wants to have a film industry collab with
other professionals, do their work. They must also pass the board exam, and all the people
involved in that firm must be licensed engineers or architects to ensure the safety of the citizens.

16. Section 29 – This section state that this act shall take effect upon its approval on June 17,
1950 (As amended by R.A. No. 1582, approved on June 16, 1956)
