Man Charged With Leaving Several Animals Locked in Truck Parked at Augusta Hotel

Suspect Vehicle
Upon my arrival, I observed what appeared to be only three dogs locked in a blue 2007
Ford Explorer Sport Trac pickup (CO/AIW879). The vehicle was hot and the windows
were only slightly open. The ignition was off. The dogs appeared to be panting heavily.
Upon Deputy Dailey's arrival, he used a vehicle lockout kit to unlock the vehicle. I then
discovered that there were six dogs and three cats in the vehicle. One small dog
appeared to have mange, a mangled mouth, and it was severely emaciated. There was
feces and urine throughout the vehicle. As the dogs exited the vehicle, they immediately
began to urinate. The urine was dark yellow indicating dehydration. Photos of the scene
were taken and transferred to this report.
As deputies were searching for the owner, the suspect, identified by NYDL as Victor
Martinez, claimed ownership of the dogs. I advised him that he was possibly going to
be facing charges and he became aggressive. Martinez was then detained in my patrol
vehicle.
Animal Control was requested and responded to the scene. The animals were turned
over to AC8 (Scisson) and AC9 (Dowdy). A turtle was also located in the covered bed of
the vehicle and it was turned over to Animal Control as well.
I read Martinez the Miranda Warning from a card I keep in my right ballistic vest pocket.
He chose to speak with me without an attorney present. Martinez stated that he had
driven from his home in Florida and that he had been living in his truck for
approximately one week with the animals.
Security video footage indicated that the animals had not been removed from the
vehicle since approximately 2130 hours on October 13th, 2021.
Martinez was arrested and transported to CBWDC for booking on the offense of
Aggravated Cruelty to Animals OCGA 16-12-4. Lieutenant Daniel Madden (A12) was
notified by Deputy Ty Dailey and he approved the warrant which was obtained by me.

Martinez's vehicle was left at the scene at his request. A report was filed for record.
