2021 Cooperative Month Celebration

October 1-30, 2021

THEME: “Kooperatibang Matatag: Tumutugon sa mga Hamon, Daan sa Pagbangon,

Nagbibigay Pag-asa sa Makabagong Panahon.”

I. RATIONALE

Article 2 of Republic Act 9520 also known as “Philippine Cooperative Code of 2008”
fosters the creation and growth of cooperatives as a practical vehicle for promoting self-
reliance and harnessing people power towards the attainment of economic
development and social justice;

In General Santos City there are more than a hundred of registered and operational
primary cooperatives. The Local Government Unit recognizes the paramount contribution
of cooperatives not only as instrument in sustainable economic development but also in
the upliftment of social base of the communities in which they operate;

The City Cooperative Development Council (CCDC) envisioned that Gensan

cooperatives are economically self-sustaining and competitive contributing significantly
to the local economy and employment through inclusive, responsive and highly effective
cooperative development plans, programs and services;

One of the direction of Cooperative Development Authority (CDA) is to encourage more

sectors specially youth entrepreneurs to organize themselves into cooperatives through
the support of Local Government Units because of the role that cooperatives can play in
fostering empowerment among the youth and community through self-organization and
development to help solve the high unemployment rate, deficit in decent work,
precarious work and other barriers that they face.

Earlier in 2020, the City Economic Management and Cooperative Development Office
(CEMCDO) and SK Federation of General Santos City envisioned to establish a
sustainable entrepreneurial program for the youth that will improve their social and
economic condition through a cooperative.

The team identified Barangay Calumpang’s CALYE (Calumpang Youth for

Empowerment) as pilot area of the project and went to several phases of organizing,
capacity building and resource mobilization activities to assist beneficiaries start their own
enterprise through the support of various stakeholders. On August 4, 2021, the
Cooperative Development Authority issued the Certificate of Registration to CALYE
Service Cooperative as the 1st Youth Cooperative in Gensan and Region 12.

In the pursuit of exclusive growth, the City Cooperative Program seeks to help emerging
entrepreneurs or other wannabes or would-be-coops such as youth, farmers, workers,
consumers, and other groups who wanted to start their own small enterprise that will
provide equal opportunity for economic development.

CEMCDO recognizes the cooperative’s ability to create change and demonstrate an

active concern for entrepreneurship and economic development. Thus, CEMCDO seeks
to find more associations who can become frontrunners in promoting economic and
social development practices through cooperativism.
