I. RATIONALE
Article 2 of Republic Act 9520 also known as “Philippine Cooperative Code of 2008”
fosters the creation and growth of cooperatives as a practical vehicle for promoting self-
reliance and harnessing people power towards the attainment of economic
development and social justice;
In General Santos City there are more than a hundred of registered and operational
primary cooperatives. The Local Government Unit recognizes the paramount contribution
of cooperatives not only as instrument in sustainable economic development but also in
the upliftment of social base of the communities in which they operate;
Earlier in 2020, the City Economic Management and Cooperative Development Office
(CEMCDO) and SK Federation of General Santos City envisioned to establish a
sustainable entrepreneurial program for the youth that will improve their social and
economic condition through a cooperative.
In the pursuit of exclusive growth, the City Cooperative Program seeks to help emerging
entrepreneurs or other wannabes or would-be-coops such as youth, farmers, workers,
consumers, and other groups who wanted to start their own small enterprise that will
provide equal opportunity for economic development.

Thus, this contest is the best opportunity for aspiring cooperatives to conceptualize their
desired business with technical assistance from the experts that will help them organize
their plans and establish their own enterprise.
a. YOUTH CATEGORY
i. Aged 15 to 30 years’ old;
ii. Open to all youth sectors such as in-school youth, out-of-school
youth, community-based youth organizations, faith-based youth
group, IP Youth, etc;
b. REGULAR CATEGORY
i. Any “wannabe” or “would-be-coops” group of individuals such as
vendors, consumers, farmers, professionals, workers, transport group,
women’s group, etc
3. The group must secure a Certification (stating residency and endorsement to join
the contest) from the Barangay;
4. Each participating group must select a coach from any primary cooperative of
their choice and that cooperative is a registered to CDA and member of CCDC;
5. The business format or type of organization indicated in the business plan must be a
“cooperative”. A coach shall provide technical assistance and necessary
guidance to its mentee/participants;
6. Each entry must contain the following information (Sample format will be provided
by the organizing team):

b. Organizational / Management Aspects
b. Marketing Plan
a. Products and Services / Pricing
b. Promotions/ Marketing Method / Distribution Channels
c. Operational Plan
Flowchart of Operation
Manpower / Capital Expenditure
d. Financial Plan
Income Statement / Balance Sheet
Budget (to include capitalization)
Funding / Resource Leveraging Option
e. Social Desirability
Inclusivity / Social Impact

7. Completeness of Business Plan will be determined by the Organizing Team;
10. Each entry will be reviewed by the Organizing Team with the Mentors;
11. There will be a one-on-one Consultation with the Mentors per team/entry on
October 2021 at CEMCDO Conference Room;
12. Each team must present their respective Business Plan to the Mentors for Preliminary
Assessment and to the Judges for Final Defense;
13. Please be guided on the timeline set forth by the Organizing Team.

Prizes are set to encourage that a portion of the fund will be use as seed or start-up
capitalization of the proposed business plan. CEMCDO will provide post-contest
assistance to all participating team in:
a. Setting up their own business which includes registration and other compliances;
b. Access to financial and logistical support from national government agencies;
c. Other organizational and entrepreneurial interventions
