1. GENERAL
1.1.Purpose
The scope of this Method Statement is to establish, detail and explains the plan and
methodologies involved during all operations activities in order to get a satisfactory result.
The contractor reserves his right to adapt his methods for Installation, Testing of Lighting
and Power Outlet System in accordance with the guide line provided by project
Specifications, Saudi Aramco Standards and procedures with enumerate the safety
requirements and work procedure.
1.2.Personnel Duties and Responsibilities
PM - Project Manager – Responsible for organizing the resource to perform construction

activity as per project specification in compliance with Quality, Schedule and HSE
requirement.
CM - Construction Manager – Responsible for execution construction activities according to

the relevant project specification, in compliance with Quality, Schedule and HSE
requirement. Identify potential delays and implement effective rectification plans and
procedures.
DE - Discipline Engineer E/I - will ensure that the works are performed safely as per the latest
approved drawings and specifications.
DF - Discipline Foreman E/I - will ensure that his crew has to follow the safe work procedure
and works are carried out as per the latest approved drawings. Attend Safety Tool Box
Talks with HSE Department and construction crews.
CO - Crane operator – (ARAMCO certified) shall be responsible for the safe as well as efficient
operations of the crane.
R1 - Rigger 1 – (ARAMCO certified) shall be responsible for the all safe lifting and rigging
throughout the critical lift process activities, he will ensure that his crew will perform a
safe work supporting the crane operator during the whole activities.
QCI - Quality Control Inspector - will ensure that all the work is executed according to the PQP
and that the requirement of quality dossier is fulfilled. The RFI is issued in advance as
per the QCP. All previous activities related to this is covered with RFI, inspected

accepted and signed off by all parties. Latest revision of the IFC drawings, lighting,
power outlet layout and copy of approved MOS are available at site.
Scaffold Supervisor (Aramco Certified) - will ensure that all the scaffolding activities
performed as per Aramco standard by his crew and he is also responsible to release the
safe working scaffold to the working team with proper tagging system and record.
HSE Supervision - will ensure that the works are performed safely as per the latest Company
requirements.
Construction Supervision - will ensure that the works are performed as per the latest
approved method statement in a safe and efficient manners.

POWER OUTLET SYSTEM
2. SCOPE OF WORK
2.1.General Requirements
1. Confirm correct circuit connections and configurations for all lighting and power branch
circuits.
2. Mounting method of fixtures shall be based on the best arrangement for illuminance, as well
as easy and safe access during installation and maintenance.
3. Lighting illumination levels stated in this specification refer to minimum maintained

illuminance.
4. SAES-J-902 minimum separation requirements between Electrical and Instrument cables shall
be complied.
5. Wires and cables identification at termination for lighting and power outlet systems shall
follow SAES-P-104 Section 6.11.
6. The lighting fixture and power outlets will be identified with suitable approved label provision
and checked against the data sheet for classification.
7. Where fixtures are to be installed in hazardous areas, particular attention shall be paid to the
certification to ensure they are suitable for installation in the classified area.
8. Where industrial or vapor-proof fittings are specified, their NEMA/IP rating will be checked to
confirm the correct protection degree is being applied.
9. Equipment such as floodlight columns, which are supplied in sections, or have accessories
supplied loose, will be checked against the particular inventory.
10. Unless otherwise stated, all tests shall be conducted by the Electrical Testing Engineer and pre-
commissioning department.
11. Lighting fixtures installation shall follow the IFC drawing and typical installation standards.
2.2.Supports and Foundations
1. Support brackets, posts and stanchions will be checked against the detailed drawings and
located in accordance with the layout drawings.
POWER OUTLET SYSTEM
2. Particular attention will be paid to interference with access ways, handrails and possible
sources of vibration.
3. Accessibility for maintenance will be checked and it will be ensured that fixtures are not
installed above equipment with moving parts.
4. Upon installation, the support will be checked to ensure rigidly and fixture-fixing points are
available.
5. Concrete foundations shall be installed as required.
6. Prior to installing the supports, the fixing points and foundations will be checked to ensure
their line and level is correct. Cable entries will be checked to ensure they are clear of debris.
2.3.Lighting Fixtures
1. Lighting fixture will be inspected to ensure they are installed in the manner shown on the
detailed drawings, all accessories are installed and where applicable, protection guards have
been fitted.
2. The fixture and support assembly will be checked to ensure stability.
3. The orientation will be checked to ensure the correction area is illuminated and not obscured
by pipes and/or structures.
4. All exposed conduits for lighting system shall be rigid steel conduits.
5. For cables/wiring termination refer to panel board schedule. Ensure that continuity and
megger value is recorded.
2.4.Power Outlets
1. Receptacles will be checked against the Project data sheets prior to installing.
2. Receptacles installed in Hazardous areas will be checked to ensure their suitability and rating
for that area.
3. Receptacles shall be mechanically sound and correctly mounted.
4. Power sockets installed at outdoor areas shall be checked to ensure the correct NEMA/IP and
protection degree.
POWER OUTLET SYSTEM
5. Polarity testing for power outlets shall be performed at energization time to verify right
installation, connection and phasing. Polarity test to be done with approved polarity tester.
2.5.Testing and Pre-commissioning
1. The emergency lighting system shall be verified and functionally tested with minimum
duration of one-and-one-half hours in the event of normal power failure.
2. Ensure that fixtures required for exit illumination/emergency egress lighting shall be supplied
from separate sources of power for Control Rooms, Process Areas, Switchgear Rooms and
where required by SAES-M-100.
3. Ensure that prior to connection to fixture and energization, the insulation resistance of lighting
cables shall be tested, using an adequate Megger equipment, to ensure no leakage between
phases and to earth.
4. Before energization the correct lighting system shall be checked to ensure the right installation
as per IFC drawing, all conduits shall be secured and rigid and all support correctly fixed and
tighten.
5. Ensure that the lighting system will be energized and the illumination levels checked against
those specified, using a Lumens or Lux meter. The initial field measurement after installation
shall be no less than the specified illuminance divides~ by the light loss factor (LLF) from Table
1 of SAES-P-123 and other factors utilized in the design. The illumination levels outlined in
Table 4 of SAES-P-123 are the required maintained minimum lighting levels at the specified
work plane for each location.
6. The test will be conducted and recorded on S. Aramco Pre-Commissioning Form for process
and Plant Areas and for Open and Indoor Areas.

3.11. Safety Requirements
1. All the work force shall have completed their Saipem and Aramco safety induction
training before commencement of work.
2. All personnel shall wear the correct and appropriate and approved PPE at all times
when engaged at the job site location.
3. Perimeter of work area(s) will be safety taped or barricaded and appropriate signage
displayed, (e i: Authorized Person Only) other signage appropriate to the task being
undertaken shall also be displayed, flashing lights shall be provided at night at trench
locations.
4. Aramco certified Work Permit Receivers shall be engaged for permit work
requirements and will be present at the job site location for the duration of activities.
5. Aramco certificated Crane/Fork Lift Operator and Riggers will be used, at all times for
the duration of the work activities.
6. All lifting tools shall be load tested and certificated prior to start any activities.
7. Original Permit to Work, Method Statement and Risk Assessment and/ or JSA shall be
displayed at worksite in visible locations.

8. Job Specific Tool Box Meetings shall be conducted before starting any activity.
9. Gas testing shall be done before starting the work and at interval recommended or
required by Saudi ARAMCO for the complete duration of associated work.
10. All electrical equipment, lifting tools and tackles, etc., shall be inspected and tagged the
monthly color code every month.
11. Crane shall be inspected and certified in accord with the ARAMCO standard
requirements.
12. Trailer shall be inspected and certified in accord with the ARAMCO standard
requirements.
13. Boom truck shall be inspected and certified in accord with the ARAMCO standard
requirements.
14. Fork Lift shall be inspected and certified in accord with the ARAMCO standard
requirements.
15. All Permit to Work will be closed after the completion of the activities, or the end of
each shift unless otherwise extend by special consent of foreman. Work Permit will
automatically close during any accident happens in the plant and a new permit will be
applying for the same activities when the area is cleared.
16. Closure of associated permits shall be ensured for works such as de-isolations, box-up
of confined spaces etc.,
17. Maintain the necessary standards of cleanliness and tidiness within the workplace, at
all times for the duration of the work activities.
18. Contractor Site Safety Officer shall be present at the job site at all times while workers
are performing, their work activities and associated responsibilities.
19. Contractor Safety Officers shall be assigned to monitor safety condition of the work
area, and are authorized to stop any activities if the conditions at the site changed to
such an extent that continuing of working would be determined to be unsafe.
20. Heat stress protection.
 Rest shelter shall be provided in designated area.
 A plentiful allocation of cooling water shall be provided in the cooling water cans.
 Cooling water cans shall be placed in the easy accessible location to all.

 Heat stress protection shall be inducted in the tool box meeting regularly

precaution measure as per Aramco standard.

4.2. Additional Notes
 QC inspector shall be ensuring all Lighting and Power outlet conform to the
applicable Projects Standards and material receiving inspection has been
conducted, covered with RFI and accepted.
 The QC inspector shall use the relevant SAIC checklist to record his inspection
findings. Any deficiencies noted shall be logged into the Logbook (QEIL System)
and issued to Construction and ensure the comments are rectified before issuing
RFI.
 Prior to installation on site, the lighting fixtures will be identified and checked
against the data sheet.
 Where fixtures are to be installed in hazardous areas, particular attention shall
be paid to the certification to ensure they are suitable for installation in the
classified area.
 Where industrial or vapor-proof fittings are specified, their I.P. rating will be
checked for suitability.
 Equipment such as floodlight columns, which are supplied in sections, or have
accessories supplied loose, will be checked against the particular inventory.
 Unless otherwise stated, all tests shall be conducted by the Electrical Testing
Engineering.
 Support brackets, posts and stanchions will be checked against the detailed
drawings and located in accordance with the layout drawings.
 Particular attention will be paid interference with access ways, handrails and
possible sources of vibration.
 Accessibility for maintenance will be checked and it will be ensured that fixtures
are not installed above equipment with moving parts.
 Upon installation, the support will be checked to ensure rigidly and fixture-fixing
points are available.
 Concrete foundations shall be installed as required.
 Prior to installing the supports, the fixing points and bases will be checked to
ensure their line and level is correct. Cable entries will be checked to ensure they
are clear of debris.
 Lighting fixture will be inspected to ensure they are installed in the manner
shown on the detailed drawings, all accessories are installed and where
applicable, protection guards have been fitted.
 The fixture and support assembly will be checked to ensure stability.
 The orientation will be checked to ensure the correction area is illuminated and
not obscured by pipes and/or structures.
 All exposed conduits for lighting system shall be rigid steel conduits.
POWER OUTLET SYSTEM
 For cables/wiring termination refer to panel board schedule. Ensure that

continuity and megger value is recorded.
 Sockets will be checked against the Project data sheets prior to installing.
 Sockets installed in Hazardous areas will be checked to ensure their suitability
and rating for that area.
 Sockets mechanically sound and correctly mounted.
 Socket boxes have been installed correctly and spare holes plugged.
 Earthing has been installed as per NEC-250 and SAES-P-111.
 Energize circuit and verify phasing, polarity and voltage at each socket/
equipment.
 Verify circuit description / identification is correct.
