I. INTRODUCTION

Global city, an urban centre that enjoys significant competitive advantages


and that serves as a hub within a globalized economic system. Which examined
the common characteristics of the world’s most important cities. However, with
increased attention being paid to processes of globalization during subsequent
years, these world cities came to be known as global cities. One of the examples
of the global cities is the Iloilo City. This city is a hub for trade, commerce,
finance, technology, medical tourism, hospitality, real estate, tourism, education,
and industry in the Western Visayas region. The investment climate is very
conductive for business opportunities. Iloilo City has become more business-
responsive, gaining the trust and confidence of investors from around the world.

II. BODY

HISTORY OF ILOILO CITY

Iloilo city is the capital city of Iloilo province and it was currently populated by
roughly 9,500,000 inhabitants. This city was derived from the word “irong-irong”, a
tongue of land that sticks out like a nose on the south of Iloilo River. Iloilo city started
out as a small and muddled group of fishing hamlets from the Iloilo River. In 1896, the
city was given the sobriquet “La Muy Noble Ciudad,” or “The Most Noble City,” by
the Queen Regent of Spain. By the turn of the twentieth century, Iloilo City was second
to the city of Manila in terms of trade, retail establishments, academic institutions, and
working telephone systems. Iloilo City become highly urbanized city on December 22,
1979 and remains one of the top cities in the country.

Iloilo is a province of the Philippines, located in the center of the Philippine


archipelago. The province comprises the southeastern part of Panay Island with island-
province of Guimaras just across its coast. The capital city of the province of Iloilo is the
City of Iloilo, which is also one of the major urban centers in the Philippines. It is
nicknamed “the Heart of the Philippines”. It is also one of best location of beautiful
places and delicacies. Iloilo City also have so many historical churches, heritage
houses, Gigantes islands and the beautiful beaches that every travel should visit.

 People and Language

People from Iloilo are called Ilonggos. They are known for their charm and
sweetness that comes from the musical to nation of their dialect, Hiligaynon. They also
known as the friendliest people because of their sweet way of talking. For that situation,
we can’t tell if they are angry or not. Kiniray-a, which is a dialect very similar to
Hiligaynon is used in Iloilo’s country sides. English and Tagalog are also widely spoken
and understood especially in urban areas.

ILO-ILO BEST KNOWN FOR


 Iloilo City as the “Biking Capital of the Philippines”

The City wants to promote and encourage the use of bikes as an alternative
mode of transportation, especially during the pandemic. It is also one way of promoting
a healthy lifestyle for the Ilonggos. Iloilo has been dubbed as the “Bike Capital of the
Philippines” while also being hailed as the “Most-Bike Friendly City”.
A. FESTIVALS
 Dinagyang festival

Dinagyang is a Hiligaynon word that


means “merrymaking”. This festival is a
religious and cultural festival in Iloilo
City, Philippines held on the 4th Sunday of
January, or right after the Sinulog in Cebu and
the Ati-Atihan Festival in Kalibo, Aklan.
Dinagyang was also voted as the Best Tourism
event three times in a row among any other
festivals in the Philippines. It is also the most
awarded festival in the country because of its legacy, popularity, and innovation.
Dinagyang received honors and regarded as a World Class Festival and dubbed as the
"Queen of all festivals" in the Philippines.

 Paraw Regatta Festival

The Paraw Regatta Festival is one


way to preserve the local seafaring culture.
The festival dubbed as the biggest sailing
event in the country and the oldest of its kind
in Asia. The Paraw Regatta Festival – now on
its 47th year – features a series of activities
centered on the local seafaring tradition.
Among its activities is the Bangkarera – a
portmanteau of the Hiligaynon words bangka (boat) and karera (race). It is a race of
boats without sails, unlike the traditional Paraw Regatta that features paraws, or small
double-outrigger sailboats. There was also a parade of lighted boats, the Sinamba sa
Regatta, a miniature paraw race, live band performances, and the Miss Paraw Regatta
pageant. The festival fuels the tourism industry in the island province,

B. CHURCHES
 Miag-ao Church

Miagao Church was built from 1787-


1797. Its facade is a composite of medieval,
baroque and local plasteresque elements, the
church exudes the native touch as reliefs of
coconut, banana, papaya trees and stylized
guava fruit occupy the pediment. The upper
triangle of the facade contains highly stylized
tableu on top of a baroque explosion of
curving lines, elaborate niches, decorative
balustrades and columns. Over 200 years old,
it is one of the few remaining old churches in the country. It is a national shrine and a
UNESCO heritage site. Miag-ao church has survived the revolution against Spain, the
Japanese occupation, a fire, an earthquake and the harshness of time.
 Molo Church

St. Anne Parish Church, generally


known as Molo Church is probably the
second most popular and visually artistic
church in the city of Iloilo. Molo Church is a
famous Spanish-colonial church and heritage
site in Molo District. It known for the
prominent red spires that crown its tall bell
towers and as “the feminist church” because
of the all-women ensemble of saints
represented in 16 statues perched on the
aisle pillars. Built in neogothic style, the church is one of the Iloilo City’s most familiar
landmarks and top tourist attractions. This magnificent structure can be best
photographed during the late afternoon hours when the coral stone facade of the church
reflects the soft golden rays of the sunset. 

 Jaro Cathedral

Built in 1864, Jaro Cathedral is


one of the major examples of a colonial
church that has undergone design
transformations after the Second World
War. Although the edifice was spared
major damage during the hostilities, post-
war renovations and additions have
changed its character significantly. The
façade is Filipinized baroque architecture
in configuration, suggested by the
curvilinear extensions with finials flanking its pediment. The church still retains the
original façade with layering of new additions. The paired pilasters, the main door and
old fenestrations remain, including the rose window and the arch niche on the
pediments. Patination of the wall surfaces have been erased by new plaster and paint.
However, the same frontage has taken a new architectural character of “mestizo”
quality. Two identical bell towers have been added that flank the old pediment. These
are pseudo-gothic pinnacles superimposed on the Baroque façade. Another major
addition is the balcony above the entrance, supported by paired columns. Jaro
Cathedral’s evolution as a dynamic church center has undergone major physical
changes because of liturgy, expediency, new values, force majure, among others.

C. HERITAGE

 Nelly Gardens

The Lopez Heritage House or Mansion de


Lopez (or otherwise known as the Nelly's
Gardens) is a national heritage house
built in 1928 located at Jaro, Iloilo by an
Ilonggo statesman Don Vicente Lopez
and his wife, Doña Elena Hofileña. The
mansion was named after the couple's eldest daughter, Nelly Lopez y Hofileña.[1] Due
to its grandiose architecture highlighting the province's aristocratic past, it is regarded[by
whom?] as the Queen of Heritage Houses in Iloilo.[citation needed] On March 28, 2004,
it was declared as a National Historical Landmark by the National Historical Institute.
The house and its 4 hectares (9.9 acres) property are open for public tours and events.

 Casa Marikit

Casa Mariquit was built by three-term


Former Vice-President Fernando H. Lopez, Sr.,
and named after his wife, Maria “Mariquit”
Javellana. Casa Mariquit does not come with an
enormous, sprawling lawn. This is because the
ground floor used to be a bank, and banks do not
associate with such lavishness. What it does
have though are well-preserved furniture,
campaign paraphernalia, and memorabilia.
These items are just around the house. Rumor
has it, anyone that has illegally brought home an
object from Casa Mariquit has fallen ill afterwards and has had to return the items they
took.

 Molo Mansion (Yusay-Consing Mansion)

The Molo Mansion, built in the 1920s, was


formerly owned by the Lacson-Yusay family,
before it was passed on to Timoteo Consing
Sr. and his family. For the longest time, it was
neglected and dilapidated. SM has since
bought the property and renovated it and
turned it into a Kultura store.

D. GIGANTES ISLANDS AND BEACHES

Head over to the southern coast of


mainland Iloilo to find well-preserved marine
sanctuaries in San Joaquin and peaceful gray
sand beaches in Miagao, Guimbal, Tigbauan,
and Oton. They might not be as popular as
Northern Iloilo’s, but they are great to visit if
you’re looking for a peaceful beach setting that
can be reached more easily from Iloilo City.
 Cabugao Gamay Island

Cabugao Gamay is a small island


located two kilometers off the coast of
Isla de Gigantes Sur in Carles, Iloilo.
Seen from afar, its peculiar shape and
inherent beauty is sure to attract the
curiosity of most travelers. An easily
conquered foot trail leads to the top of a
hill that provides a gorgeous view of the
island’s white sand beach and emerald
green waters. Getting to Cabugao
Island takes up to 45 minutes by ferry
from Gigantes Norte Island where most resorts in Gigantes are located.

Gigantes Sur along with Gigantes Norte, are the two biggest islands in the area.
Most of Gigantes’ major tourist spots can be found on or off the shore of the southern
coast of Gigantes Sur. These include the placid waters of Tangke Lagoon, enchanting
caverns of Pawikan Cave, white sand stretch of Antonia Beach, shifting sandbar of
Bantigue, and the popular Cabugao Gamay Island. 

E. BEST FOODS IN ILOILO CITY

 La Paz Batchoy

Said to have originated in Iloilo’s La Paz


district, La Paz Batchoy is one among the
favorite Ilonggo dishes. La Paz Batchoy can be
found all over Iloilo, but the best versions can
be found at three stalls at the La Paz Public
Market, where it is said to have this favorite
Ilonggo dish have originated. The most
recognizable names in the game are Ted’s
Oldtimer La Paz Batchoy, Deco’s Original La
Paz Batchoy, and Netong’s Original Special La
Paz Batchoy. All three places have been open
since the 1940s and are still going strong to this day, with Ted’s and Deco’s having
expanded operations beyond Iloilo, opening branches in Metro Manila and other parts of
Luzon.

 Binakol

Chicken soup is universally


comforting dish, and each country has
numerous variations of it. Binakol is the
Ilonggo version, a chicken soup that at first
glance, shares many similarities with the
Tagalog staple tinola. Binakol is primarily
had by Ilonggos at home, but for a respectable commercial rendition, Ponsyon from the
famous Breakthrough Restaurant group serves an incredible bowl of it. Indeed, Binakol
is one among the best Ilonggo dishes.

 Inasal nga manok

Filipinos love inasal. The simple charcoal-


roasted chicken dish—popular in both Bacolod
and Iloilo—has become famous all over the
country, thanks to chain restaurants like the Iloilo-
born Mang Inasal that have made the dish more
accessible than ever before. Though this famous
restaurant flourished all over the country, still,
there’s nothing like having inasal nga manok in
Iloilo, where they still make it exceptionally well.

The dish is ubiquitous in Iloilo and can be found at roadside eateries and high-
end restaurants alike. You can hit Mang Inasal’s very first location at the Robinsons Mall
Carpark or seek out Barrio Inasal’s similarly worthy version in Iloilo City. Because of its
popularity Mang Inasal is a certified favorite among Ilonggo Dishes. Ilo Ilo City is the
headquarters of Mang Inasal.

 Baked talaba

It’s impossible to talk about Ilonggo


food and not to mention the excellent
Ilonggo seafood of the region, which are
always freshly caught and perfectly
prepared. Talaba is the clear standout
here, and Ilonggos are indeed very proud
of their oysters, which they feature in a
variety of culinary preparations.

Baked Ilonggo talaba is a popular


way of introducing first-timers to the
wonders of oysters. They’re shucked and then topped with a cheese and breadcrumb
mixture, which, after baking, makes the oysters crunchy and savory. You can head over
to the riverside Punot Restaurant or Mat-Mat’s Talabahan to sample this classic take on
this decadent delicacy. Indeed, Iloilo Province and its idyllic capital city is a charming
location that also doesn’t have a dearth in delicious culinary delights.

ILO-ILO CITY AS A GLOBAL CITY

Iloilo considered to be a global city because it is a highly urbanized metropolis


and it is the center of very rich in natural resources, competent human resources,
cultural and heritage attractions, and strategically located, making the City the preferred
destination for meetings, incentive travel, conventions, events and for investment as
well. Iloilo City is a hub for trade, commerce, finance, technology, medical tourism,
hospitality, real estate, tourism, education, and industry in the Western Visayas region.
The investment climate is very conductive for business opportunities. Iloilo City has
become more business-responsive, gaining the trust and confidence of investors from
around the world. Iloilo City offers ample opportunities and adequate investment areas
guaranteed to generate favorable returns. These investments include IT, housing and
real estate, education, tourism, infrastructure, food packaging, hotels and resorts among
others. Iloilo City is now rapidly developing as a new economic powerhouse in the
country. Iloilo City beckons to all investors. With its stable economic growth and
improved business-investment environment, the city is now the ideal investment
destination of the South.

According to Global Services, a media platform which connects buyers and


service providers in the global IT services and the business process outsourcing (BPO)
industry, the list reflects the current competitiveness and stature of cities in the global
outsourcing landscape and also provides insight to the future potential of locations in
addressing emerging trends and demands in services globalization.

In terms in there economy , Ilo Ilo City are rich in trade and industry and banking
and finance, a lot of investors, both foreign and local, are pouring in billions of pesos
into the economy, creating jobs and increasing the spending ability of Ilonggos. There
were 8,407 business establishments as of December 2003 in Iloilo City, of which 1,182
are new. Total capital investments for new business establishments is
P365,506,020.92. However, both new and renewed capital investments for the year
2003 amounted to ₱13.02 billion. In banking and finance the establishment of banks
during such time is hinge to Iloilo's importance as an international gateway when its port
was open for foreign ships to dock in, and the sugar-boom.

While in education and other aspects, the Central Philippine University – The first
and only Western Visayan university on the list of the top universities in Asia and the
world for 2021 by Quacquarelli Symonds, one of the two biggest world university
ranking agencies after Times Higher Education and the university enrolls and is widely
known to foreign students who wants to study in Panay and Western Visayas with 122
foreign students studying from 15 countries in the world. The Iloilo city government's
continued efforts for green sustainability through building of parks, open spaces and
making the metropolis clean and conducive to tourists, bagged the city the ASEAN
Clean Tourist City award in 2020.BPO investors are attracted to Iloilo due to stable
energy source, availability of building spaces, high number of graduates and English
Proficiency.

And lastly, a worldwide study conducted by services globalization and investment


advisory firm Tholons has ranked the city of Iloilo in the Visayas region 98th in the list of
Top 100 Outsourcing Cities. Iloilo City also made it to the list of 50 Aspiring Cities
around the globe for its high potential to become ideal hubs for BPO investments. Last
year, the city ranked third in the Top 10 Aspirants meaning it can improve as emerging
global outsourcing cities in the coming years.

CHALLENGES THAT ILO-ILO CITY IS FACING

Iloilo City Government encountered some challenges that once hinder the
success of the city of Iloilo. These challenges are the following:

1. Limited availability of public land to absorb projected growth in population and


economy.
2. Gaps in integrated planning and local legislation to regulate urban expansion and
infill’s.
3. Need to find a way to influence or regulate landowners and developers in
following a guided in city extension process when development is largely driven
by the private sector.
4. Limited financial and technical capacity of city in planning and implementation.
5. Lack if implementation mechanisms for insisting planning tools like the
Comprehensive Land Use Plan and Zoning Ordinance.
6. Unmaximized participation of the urban poor in development planning.
7. Need to strengthen the city’s overall urban fabric and the old and existing town
centers.
8. Uncontrolled sprawling development
9. Absence of comprehensive transport plan
10. Absence of land speculation management

These challenges were continuously solving by the government and the people
of the Iloilo City have a big contribution on it. It’s all because of their unity, cooperation
and support to the programs, projects and services that contributed to the continued
development of this peaceful, progressive and livable metropolis.

III. CONCLUSION

Cities .Iloilo City also made it to the list of 50 Aspiring Cities around the globe for its
high potential to become ideal hubs for BPO investments. Last year, the city ranked
third in the Top 10 Aspirants meaning it can improve as emerging global outsourcing
cities in the coming years.
