Hughesville Borough

February 12, 2007 – 7 PM, Council Minutes

Council members and staff present – Frederick Newhart, Jeffrey Berger, Robert Carichner, Michael Rhodes, Cindy
Shaner, Mayor William Edner, Dale Cahn, J. Howard Langdon, Dolores Moyer, Diane Senseman and OIC Rodney
Smith.

The regular meeting of the Hughesville Borough Council was called to order by Council President Fritz
Newhart, followed by the Pledge of Allegiance.

Guests and Visitors: Alissa Eaton, Bill Senseman, Frank Welsh, Kathleen Radspinner

Reorganization of Hughesville Authority – The appointment of Solicitor and Board, general business. Reports
Attached. Meeting opened at 7:28, PM.
Roll Call: Stephen Hess, Michael Bieber, Arthur Gladfelter, David McConnell, Richard Smith, Dale Cahn.
No change to the existing officers. Verizon Agreement tabled. Solicitor reappointed.

APPROVAL OF BILLS

Motion made by Cindy Shaner, seconded by Jeff Berger. Motion passed.

Borough Secretary – What is the initial permit fee for a new eating establishment? It’s now gratis.
Will the Borough be bidding a new mowing contract for this year? Secretary will call Young’s for 2007 rates. A
discussion on adding fax and scanning components to existing copy machine and attached is price list. Tabled until
next meeting.

Business -
 Approve Solicitor’s fees for the Zoning Hearing Board, motion made by Cindy Shaner, seconded by Jeff
Berger. Motion passed. The retainer fee is $300.00 (3 hours of legal services), in excess will be $90.00 hour.
Attached copy of year end investment with Principal Financial Group, Police Pension return 9.95%, Non-
Uniform Pension 9.85% (for detailed copy of reports ask Dee). Resolution appointing Dolores Moyer, Chief
Administration Officer of the Pension Funds, motion made by Bob Carichner, seconded by Cindy Shaner. Motion
passed.
 Authorization of Principal Financial Group to pay R J Hall Company, Inc. for support services and
Actuarial services provided by Beyer-Barber Company. Schedule attached for Police and Non-uniform Pension
Funds, Motion by Cindy Shaner, seconded by Bob Carichner.
 Intergovernmental Cooperation agreement for zoning implementation and Ordinance approval. Solicitor will
advertise for the next council meeting.
 Resignation of James Scheifley, Health Inspector, motion made by Cindy Shaner, seconded by Jeff Berger.
Motion passed.
 Tom Evansky, Code Enforcement Officer with the City of Williamsport, attached credentials attached. A
motion was made by Cindy Shaner, seconded by Jeff Berger. Motion passed.
 Appointment of Municipal Emergency Management Coordinator. Tabled until March meeting to allow
discussions between the Public Safety Committee and the Hughesville Volunteer Fire Department and Frank
Welsh.
 Letter from Lycoming County Department of Public Safety, Advanced Life Support updates.
 Letter from Trinity Evangelical Lutheran Church and Pa Folding Carton Co.
 Letter from Christopher Coakley residing at Elm Alley. Secretary will contact Kurt Hausammann, Jr. and
write a response letter.
 Letter from Commonwealth of Pennsylvania and the Sexual Offenders Assessment Board. Secretary will
contact PSAB to see what ordinances exist.
 Letter from Garth Everett, House of Representatives.
 FYI from County Planning Commission.
 Letter from the SPCA
 Letter from Commissioner Burke and the Planning Commission
 Christmas Lights are discounted; Dee has catalogs if council is interested.

Mayor’s Report – The Hughesville Volunteer Fire Company gave him an annual renewal contract between the
Borough and the Fire Company. A motion made by Jeff Berger, seconded by Mike Rhodes. Motion passed.

Adjournment – 9:35 PM, motion made by Bob Carichner, seconded by Cindy Shaner. Motion passed.
