Hughesville Borough - Minutes

September 10, 2007 – 7:00, PM


Council members and staff present – Frederick Newhart, H. Thomas Eddy, Robert Carichner, Cindy Shaner, Mayor
William Edner, J. Howard Langdon, Dale Cahn, Rodney Smith and Diane Senseman.

The regular meeting of the Hughesville Borough Council was called to order by Council President Fritz
Newhart, followed by the Pledge of Allegiance.

Guests and Visitors: Alexis Mook, Alissa Eaton (Sun-Gazette), Judy Andrews, Lynn Van Dine, Bill Senseman, Barry
Hess, Kathleen Radspinner

Approve Agenda: September 10, 2007, Cindy Shaner moved, seconded by Tom Eddy. Motion passed.

Approve Minutes – August 13, 2007. Tom Eddy moved, seconded by Bob Carichner. Motion passed.

Solicitor’s Report – J. Howard Langdon – Through Gannon Insurance efforts all individuals named in the Daye
Construction lawsuit will be covered. The Water Authority now has a letter of no prejudice from DEP for the Muncy
Bank loan. Council authorized solicitor to write a letter for enforcement by borough police officers on both sides of
Race St. Bob Carichner moved, seconded by Tom Eddy. Motion passed.

Police Report – Rod Smith OIC, Hiring additional part-time officers. Public Safety Committee will meet with
candidates.

Public Works Report – Dale Cahn – Old library is coming down. Paving of alleys will start soon.

Water Report – Diane Senseman

Zoning Report – Kurt Hausammann, Jr. – Attached Final Report – Records transferred to Code Inspections, Inc.

East Lycoming Recreation Authority – Attached minutes. They are looking for volunteers to work on the grounds.

Tom Eddy moved, seconded by Bob Carichner. Motion passed.

Borough Secretary – Dee Moyer – Absent

Business – (Old)
 Pa Board of Probation & Parole – Sexual Offenders Assessment Board. Survey was mailed earlier
in the year and put in packets.
 Sign Corporate Resolution so that Muncy Bank will give Medallion approval for sale of
Compushare Stock. Cindy Shaner moved, Gordon Calhoun seconded. Motion passed.

 Set date for Halloween Parade – October 31st 6:00 – 8:00 PM for Trick or Treating.
 PSAB Fall Leadership Conference October 19-21, 2007, Nittany Lion Inn, State College,
paperwork included if you wish to attend.
 Minimum Municipal Obligation for Police Retirement and Non-uniform Employees Pension
Administrators – RJ Hall Company, Inc.
 Copy of final single audit for 2005 is available upon request. (Streetscape)
 Select a member of Council to represent the Borough at the School Board meeting September 26.
Discussion will be construction of the new pump station and administrative offices for the
Authority. Fritz Newhart and Bill Edner.
 Set up a meeting of introduction with Howard Williams, Construction Specialties who purchased
the Moran Building September 5, 2006.. Date and time. Fritz Newhart and Bill Edner.
 Approve 2008 dental rates for United Concordia. Bob Carichner moved and Tom Eddy seconded.
Motion passed.
 Invitation to River Valley Regional YMCA groundbreaking.
