A. Unfinished Business:

1. Urgent request of Governor Florencio T. Miraflores for a passage of SP


Resolution authorizing the Provincial Governor and the Provincial Treasurer
for the reactivation and closure of the listed Dormant Accounts of the
province in the Land Bank of the Philippines and to issue a separate
Managers Checks to the remaining balance (Ref. No. 210826-594) – referred
to the Committee on Appropriations, Budget and Finance and Ways and Means
which conducted a committee hearing on September 6, 2021 and recommended
TO PASS A RESOLUTION AUTHORIZING THE HONORABLE PROVINCAL
GOVERNOR FLORENCIO T. MIRAFLORES AND THE PROVINCIAL
TREASURER, MR. BERNARDINO R. VILLARUEL TO REACTIVATE HEREIN-
ENUMERATED DORMANT ACCOUNTS AND SUBSEQUENTLY SEEK
ISSUANCE OF SEPARATE MANAGER’S CHECKS TO THE CORRESPONDING
BALANCES FROM THE BANK IN FAVOR OF THE PROVINCE AND FINALLY
CLOSE SAID DORMANT ACCOUNTS OF THE PROVINCIAL GOVERNMENT
WITH THE LAND BANK OF THE PHILIPPINES (Committee Report No. 2021-

DEVELOPMENT BANK OF THE PHILIPPINES (DBP) AND LAND BANK OF THE
PHILIPPINES (LBP) AS HEREIN ENUMERATED (Committee Report No. 2021-
179) – Draft Resolution herewith attached;

B. New Business:

1. Urgent request of Governor Florencio T. Miraflores for ratification of


authority to donate 500 square meter parcel of land to BJMP which was
previously granted by Resolution No. 326, Series of 2015 (Ref. No. 210906-
615);

2. Urgent request of Governor Florencio T. Miraflores to enter into a


Memorandum of Agreement with the Vital Strategies and Bloomberg
Initiative to Reduce Tobacco Use Initiative’s governing the allocation of
funds in the amount of Fifty Thousand Dollars (approximately P2.4 million
pesos) intended for the implementation of Phase 1 of the Smoke-Free Aklan
Project (Ref. No. 210906-616);

Entitled: “Amending The Parenthetical Title Of The Position Created Per
Ordinance No. 107, S. 2020 Of The Municipality Of Balete, Aklan.” –
referred to the Committee on Human Resource which conducted a
committee hearing on September 6, 2021 and recommended THAT IT BE
DECLARED VALID AND OPERATIVE (Committee Report No. 2021-180);

2. Enactment of Makato:
A. Letter of Appeal from Municipal Mayor, Atty. Abencio T. Torres, for the
reconsideration of Municipal Ordinance No. 2020-209, Entitled: “An
Ordinance Authorizing The Municipal Mayor Abencio T. Torres To Grant A
One-Time Enhanced Economic Allowance (EEA) To All Regular Employees
Including Elected Officials Amounting To Ten Thousand Pesos
(P10,000.00) To Be Given Not Later Than December 23, 2020” (received
August 23, 2021-Ref. No. 210823-586) – referred to the Committee on
Appropriations, Budget and Finance and Ways and Means and the
Committee on Laws, Rules and Ordinances which conducted a committee
hearing on September 6, 2021 and recommended TO REFER THE LETTER
OF APPEAL OF THE MUNICIPAL MAYOR OF MAKATO, HON. ABENCIO T.
TORRES, FOR RECONSIDERATION OF MAKATO ORDINANCE NO. 2020-
209, TO THE DEPARTMENT OF THE INTERIOR AND LOCAL
GOVERNMENT (DILG) FOR LEGAL OPINION, WHICH THE SANGGUNIANG
PANLALAWIGAN HAS EARLIER DECLARED AS INVALID, THROUGH
RESOLUTION NO. 2020-1237 BASED ON PLFC RECOMMENDATION
(Committee Report No. 2021-178);

3. Enactments of Nabas:
A. Resolution No. 2021-224 (received August 20, 2021-Ref. No. 210820-
577) Entitled: “Resolution Approving The Gender And Development
(GAD) Plan And Budget For Fiscal Year 2022 In The Amount Of Eight
Million Four Hundred Ninety Thousand Pesos (Php8,490,000.00) Of The
Municipality Of Nabas, Aklan;” – referred to the Committee on Laws,
Rules and Ordinances and the Committee on Women and Family
Welfare which conducted a committee hearing on September 6, 2021
and recommended THAT IT BE DECLARED VALID AND OPERATIVE
(Committee Report No. 2021-176);
