Project #1:
SMC EYES RETURNING OFWS FOR AIRPORT CONSTRUCTION; LOCALS AND

We can say na ang project no. 1 is a good example of a project that applies the
principles of TQM. How do I say so?
Planning (Goal setting, defining the project, team organization)
First, SMC (or San Miguel Corporation) clearly stated na meron silang short-term and
long-term goals that will not only benefit them, but also ang ekonomiya ng bansa, their
employees, at iba pang small businesses. It can be defined as a project made for the
people and the country.
- It uses a systematic and strategic approach at Fact-based decision making:
Although the project was set to start noong 2019, hindi siya natuloy due to some
obstructions and mishaps. At ngayong panahon ng pandemya, many businesses
are shutting down due to bankruptcy, pero si SMC ay smart and wise. They
turned a disaster into hope. Nang dahil sa project nila, many people can
generate income regularly and the tourism and economy of the country will be
boosted as well. The SM corporation clearly has a great team organization to be
able to launch an income-generating project amidst the these trying times.

Second, si SMC ay nagpapakita ng matinding malasakit for the people (total employee
involvement), most especially sa Bulakeños. The people na kukuhanin nila as
employees ay sasailalim muna sa TESDA training to enhance yung skills nila and yung
OFWs na nawalan ng trabaho ay priority din nilang i-hire.. At dahil nga pandemic,
building the airport is a great opportunity for other firms/companies kasi there will be a
huge of order of construction materials, suppliers, contractors, food providers, and
accomodation . So, the outcome… boosted ulit ang ekonomiya ng Pilipinas. All those
good things will come to the country na walang nilalabas ni isang kusing ang gobyerno
ng Pilipinas, because clearly, the project might be planned perfectly, but seeing how the
Philippine government is, it can be the worst.

Last naman will show SMC’s capability to control the management of the project. The
ultimatum for the construction of NMIA (New Manila International Airport) ay four to six
years pero this January, sinabi nila na the construction will be done by 2025. From
these, makikita natin na they can meet the demands at pasok sa original timeline yung
tapos ng project. Although there were revisions about sa inauguration, ang government
naman ang dahilan kung bakit ilang beses na postpone yung groundbreaking.

So sa Project #2, si SMC ay nagtayo ng isang relocation community in the area of


Sariaya, Quezon. How does the TQM principles apply to this project?

Planning
SMC can be considered as the best when it comes to the first TQM principle (planning).
In planning the sustainable relocation community, kinonsider ni SMC yung materials na
gagamitin sa mga bahay and the condition of the people. Hindi sila kagaya ng gobyerno
natin na nag-iisue ng houses made from substandard materials. They even partenered
with Fadz Design and Construction, Inc. para makakuha ng magagandang materyales.
Every little detail must be given attention, kasi as I have observed from them, there
must be no room for any mistakes. Si SMC is focused talaga on equipping people with
skills and helping them as long as they can. Kasi they did not only help the 86 families
to have a decent home, they are also welcome na pumasok sa ALS. In terms of team
organization naming, this project cannot be done kung walang coordination ang isa’t-
isa. Also, si SMC ay nakipagcoordinate sa local government ng Quezon Province to
implement the project better.
Scheduling
In terms of scheduling, hindi ito masusunod if the plan was not made from facts and
great strategies. So, si SMC seldom does anything na walang kapakinabangan sa
kanila. Kasi this project may help the relocated families, but those families can also help
SMC as employees or as the source of food ng employees (vendors) ng agro-industrial
complex sa Quezon. The fund for the houses ay galling kay SMC, while the government
took charge sa pagpapapasok sa residents sa ALS. Ang kagandahan kasi ng
pagpapatayo ng SMC ng establishments, nadedevelop yung surrounding areas,
nabooboost yung economy, and the people in the surrounding area ang priority ni SMC
to take as employees. In terms of time management naman, nasusunod yung actual
schedule kasi 300 houses na yung nai-award, while the remaing 150 ay under
construction pa.

Controlling
The last principle naman is controlling. Under this principle, kailangang everything is in
its proper place and if any problem occurs, there must be contingencies. A big
corporation like SMC does not build projects without plans A to Z, and if they did not
work, then they will make something work. Although the awarding of houses started in
2019, they still provided the residents (yung mga nabigyan na ng bahay) with health and
food supplies nung dumating yung pandemya. As the title of the project says, we can
observe na until now, “sustainable” parin yung itinayong community because they can
stand alone and they were given the resources to survive now and get better lives in the
near future.

Project #3:
SMC EXPANDS JOB, LIVELIHOOD TRAINING PROGRAM IN QUEZON
PROVINCE
For project no. 3, it is a livelihood training program sa Quezon province that SMC
initiated. So, how does the principles of TQM apply for this project?
Planning (Goal setting, defining the project, team organization)
Una, sa planning principle: si SMC ay nakipagpartner kay TESDA para mabigyan ng
free training ang residents ng San Miguel-Christian Gayeta Homes, mostly about
agriculture and food processing. Meron din naman ibang courses na hindi about
agriculture. From these, magbebenefit ba ang SMC if they invested their funds sa
livelihood of people that are not their workers? Some would say no and they just wanted
to help the people (which is one of the main goals of project #3). But by looking closer
into the picture, masasabi natin na magbebenefit talaga si SMC kasi it is included in
their plans na magtayo agro-industrial complex sa Quezon province. Some of those
people na pinag-TESDA nila ay pwedeng magwork sa SMC and and those na hindi
pumasok kay SMC can start as small-time vendors na bibilhan ng pagkain ng
employees ng SMC. Yung iba naman, if they chose na hindi pumasok sa SMC, at least
they were embedded with skills and knowledge that they can use to survive. Something
that they could use during and after nitong pandemya. The older residents were not the
only benefactors of this project kundi mga estudyante din from hayskul, SHS, and
college were given educational assistance.

Pangalawa naman is the principle of scheduling: Ang livelihood project na ito is funded
by San Miguel Corporation. The residents na pumasok sa agricultural courses would
work sa plot na inihanda ni SMC at doon sila makakakuha ng pagkain nila at pangbenta
na rin. There is a provided are sa subdivision na mapagbebentahan ng residents ng
ginawa nilang processed fish/meat.

To be able to have a successful project, dapat masunod lahat ng principles ng TQM,
and yung panghuli is the principle of controlling: In my viewpoint, si SMC is wise and
smart kasi they do not waste resources laid in front of them. They gain control of those
resources at ginagamit nila, not just for their own good pero para rin sa iba. Everything
is connected and nothing will go to waste. SMC is truly a veteran in the business game.
