In accordance with the requirements of the Non-automatic Weighing Regulations 2000
(SI 2000/3236) which implement, in the United Kingdom, Council Directive 2009/23/EC,
this certificate of EC type-approval has been issued to:
in respect of a class III non-automatic weighing instrument designated the ABS-960 Baggage
Scale.
The necessary data (principal characteristics, alterations, securing, functioning, etc.) for
identification purposes and conditions (when applicable) are set out in the descriptive annex
to this certificate.

Descriptive Annex
1 INTRODUCTION
This pattern of a class III non-automatic weighing instrument, designated the ABS-960
Baggage Scale, comprises an operator panel (OP-960) connected to a load receptor.
2 FUNCTIONAL DESCRIPTION
2.2 Construction
2.2.1 The housing is made from an ABS plastic fascia with a mild steel rear cover.
The monochrome LCD display and the operator function keys are located on the front of the
housing. The connections and ports are located at the rear of the housing.
2.3 Functions
2.3.1 Power up
At switch on the operator panel will perform internal operation checks while displaying the
initiation screen. This screen will show the software version number, the unique calibration
number provided for the audit trail and the electronics serial number. On completion of the
initiation, the operator panel will enter the normal operating mode, and perform an initial
zero-setting operation. The initial zero-setting range is ≤ 4 % of maximum capacity.
2.3.2 Display
The indicator will not display a weight value greater than Max + 9 e. The weight indication
shall be in units of a kilogram. The weight display shall clearly be marked with a “kg”
symbol.

2.3.3 Semi-automatic zero setting device
The ZERO key sets a new reference value. A successful zero can only be set if the weight
value is stable. Annunciators are provided to indicate when the instrument is stable and at
zero. The zero-setting range is ≤ 4 % of maximum capacity.
Zero tracking will operate when the indication is at zero, when the weight display is stable
and at a rate of ≤ 0.5 d/s within 4 % maximum capacity.
2.4 Drawings
3 TECHNICAL CHARACTERISTICS
3.1.1 The 7.5 V DC power supply to the OP-960 is supplied by a switching adaptor
type PS-950/960.
3.3.1 The OP-960 can be connected to a load receptor utilising the load cell types
listed below. The platform may be fitted with a motorised conveyor.

3.3.2 Any compatible load cell(s) may be used providing the following conditions
are met:
- There is a respective OIML Certificate of Conformity (R60) or a test certificate
(EN45501) issued for the load cell by a Notified Body responsible for type
examination under Directive 2009/23/EC.
- The certificate contains the load cell types and the necessary load cell data
required for the manufacturer’s declaration of compatibility of modules
(WELMEC 2, Issue 5, 2009, No 11), and any particular installation
requirements. A load cell marked NH is allowed only if humidity testing to
EN45501 has been conducted on this load cell.
- The compatibility of the load cells and indicator is established by the
manufacturer by means of the compatibility of modules calculation, contained
in the above WELMEC 2 document, at the time of verification or declaration
of EC conformity of type.
- The load cell transmission must conform to one of the examples shown in the
WELMEC Guide 2.4, “Guide for Load cells”.
4.1 Interfaces
4.2.2 The following peripheral devices may be connected to the interfaces provided:
(i) Peripheral devices that have been issued with a test certificate by a Notified
Body responsible for type approval under Directive 2009/23/EC; or
(ii) Peripheral devices without a test certificate under the following conditions:

- it complies with the applicable requirements of EN45501, i.e. 4.2, 4.4, 4.6 and
4.7.
A printing device may print additional information such as date or number to identify the
printed weighing result(s) or sets of weighing results.
5 SOFTWARE
5.1 The software of the OP-960 has the identification number 01.xx. The
identification number is displayed at power-up along with the unique calibration number.

7.1 The data plate is located on the rear of the OP-960 and is secured against
removal by sealing or will be destroyed if removed.
7.2 Components that may not be dismantled or adjusted by the user must be
secured by a suitable mark or by the use of tamper evident labels. The securing mark may be
either:
- A mark of the manufacturer and/or manufacturer’s representative, or
- An official mark of a verification officer.
The markings and inscriptions fulfil the requirements of Paragraph 1 of Annex IV of the
Directive 2009/23/EC.
7.3 The load cell connection and the cover plate protecting access to the
calibration DIP switches (Figure 3) shall be sealed. The calibration number displayed at
power-up is marked on the data plate or on a separate label which shall be secured against
removal by sealing or will be destroyed if removed.
8 ALTERNATIVES

8.1.1 One OP-960 operator panel is connected to the load receptor and this panel
provides the load cell interface, and contains the analogue to digital converter and calibration
device. This operator panel is the “master” unit.
8.1.2 The master unit passes weight data onto a “slave” OP-960 which is connected
to the master via a serial link. The slave unit has no calibration features. The slave unit is
provided with a zero key that, when pressed, sends a command to the master unit, via the
serial link, to carry out a zero-setting operation. The master and slave operator panels each
have a separate totalisation function.
8.1.3 The markings and inscriptions on the master and slave units shall fulfil the
requirements of Paragraph 1 of Annex IV of the Directive 2009/23/EC.
