EXECUTIVE SUMMARY

(U) WITHIN THE NON COMMISSIONED OFFICER (NCO) COMMON CORE

COMPETENCIES (C3) OF COMMUNICATIONS, WHAT IS THE GREATEST
COMMUNICATION CHALLENGE FOR LEADERS; AND HOW CAN YOU AS A
LEADER MEASURE THE EFFECTIVENESS OF YOUR COMMUNICATION SKILLS ?
(U) (NGIL-TAV-HFT)
According to the Department of the Army (DA), TC 7-22.7 tells us “competent leaders
depend on good communication. Leaders cannot lead, supervise, counsel, coach,
mentor, or build teams without the ability to communicate clearly” (2020, p. 2-3). Tenets
of the communications competency include “verbal, written, active listening, facilitation,

m
er as
negotiations, social media, digital communications, and media engagement” (DA, 2020
p. 2-3). When it comes to operations in the military, communicating clearly is the

co
eH w
greatest challenge for leaders. Operation OVERLORD, the largest joint operation in
history, is a perfect example of how communication affected the planning and execution

o.
of a large-scale mission [CITATION MAJ02 \l 1033 ]. In a deception plan named
rs e
FORTITUDE, U.S. and British forces fooled Hitler into thinking the allied invasions were
ou urc
going to take place months after the actual planned assault date, from different
locations, with fictional forces and inflated numbers. This was possible by breaking the
Enigma code used by German forces to send secret messages. To reinforce these
o

illusions of fictional forces, German spies captured by Allied forces sent messages to
aC s

Germany confirming their existence. These deceptive communications resulted in Hitler

vi y re

moving army divisions away from the true Allied forces assault points, and Germany
thinking we had almost twice the number of divisions [CITATION MAJ02 \p 7-8 \l 1033 ].
Another instance of how communication led to the success of Operation OVERLORD
was General Eisenhower’s decision to designate General Montgomery commander of
ed d

all Allied forces, instilling unity of command. Because of this, disseminating the same
ar stu

orders to the lowest levels quickly allowed Allies to trap the German Seventh Army
[CITATION MAJ02 \p 13-14 \l 1033 ]. The overall success of Operation OVERLORD
was an effective measure of leadership communication skills and showed how
is

overcoming the challenge of communicating clearly can affect a mission.
