ASSIGNMENT 2

1. In one paragraph discuss the inter-relationships of the 3 major actors in


governance. You may provide a matrix or diagram to illustrate your answer.

The three major actors in governance are the State, Civil society, and the Business
Sector. The State creates a favorable political, legal and economic environment. It is the
principal actor of government that facilitate the participation and provide an enabling
environment to other element of the society. It is a strong entity that recognizes the
significance and autonomy of the other sectors without overwhelming them. Civil
Society mobilize people’s participation It consists of the complex of citizens and groups
outside government working in the public area. In a governance parlance, the
private/business sector serves as the engine of the society. It is an important
collaborator in the economic development of the community. It generates jobs and
incomes for the people in the community. Because of its resources such as financial
and technical expertise, it can assist the local government in coming up with an
economic plan for the community and help in the implementation of the plan. It can also
provide the needed resources for the government to enable it to pursue big and wide
scale projects that are beyond the local government’s financial capability. The
governance is the way these actors establish themselves and make decisions
conferring to a set of formal and informal rules that together form institutions. To attain
the perfect governance proposed by the UN is considered a utopia as conflict of
interests and failures in the three actor networks ascend as regular features of
governance making thus impossible the perpetual respect of the Human Rights. A
society cannot develop properly without the proper functioning of its formal and informal
institutions that at the same time have to be premeditated and applied according to the
needs and beliefs of the citizens, not trying to satiate just the privileged minorities that
dominate the interactions amongst state, market and civil society. The objective of those
who holds the power spheres should be to pursue equilibrium among the three actors of
governance while applying the rules of the game and the maintenance of a democratic
network system. To find the right balance is difficult and although some countries get
very close to it there is no society in the world which achieved a total “good
governance”.
