INTRODUCTION

The causal relationship between police street


deployment and crime represents one of the most common tests
of the deterrence mechanism underlying the standard economic
model of crime (Becker, 1968). It is also an important
policy parameter in its own right. In England, for instance,
foot patrol is at the core of Robert Peel’s pioneering
vision of a modern police, and retains enormous contemporary
importance (Reiner, 2000). In the United States 68% of
police officers are assigned to patrol operations (Reaves,
2015). Understanding their effect on crime prevention is
critical to an accurate evaluation of whether allocating
this large resources of patrols is worthwhile, or whether
more resources should be allocated to other police
operations.

Our subject teacher Dr. Gelbert A. Llanto assigned us,


Jordan P. Caricot and Ma. Elaine C. Escala 3rd year students
of BS Criminology to conduct a research regarding patrol and
get some information and statistical data of crime
rate,crime index and crime pattern for the last 3years of
Nagcarlan Police station me and my partner created a request
letter which is address to Mr. Chief of Police of Nagcarlan
Police station to allow us to gather information about our
research.

Nagcarlan is a municipality in the landlocked province


of Laguna with 52 barangays. The municipality has a land
area of 78.10 square kilometers or 30.15 square miles
which constitutes 4.07% of Laguna's total area. Its
population as determined by the 2018 Census was 66 367.
This represented 2.08% of the total population of Laguna
province, or 0.44% of the overall population of
the CALABARZON region. Based on these figures, the
population density is computed at 807 inhabitants per square
kilometer or 2,091 inhabitants per square mile.
HISTORICAL POPULATION

The population of Nagcarlan grew from 18,227 in 1960


to 63,057 in 2015, an increase of 44,830 people. The
latest census figures in 2015 denote a positive growth
rate of 1.04%, or an increase of 3,331 people, from
the previous population of 59,726 in 2010.

POPULATION BY AGE GROUP

According to the 2015 Census, the age group with the


highest population in Nagcarlan is 10 to 14, with 6,299
individuals. Conversely, the age group with the lowest
population is 80 and over, with 561 individuals.

NARRATIVE REPORT

This study we estimate the effect of police patrols on


crime by looking at their data of crime statistics and
asking how they conduct police patrol.

August 30, 2019 we decided to go to the police station


of Nagcarlan to start our research. When we were there at
the police station we gave the letter to the information
desk officer he said that the chief of police of that
station is not there on that time: he told us to get the
information we need to Mr. Moises Cuadla their team leader
because he is the reliable person who can give us the
information we need. We successfully had a conversation with
this police officer and gathered information for our
research.

Nagcarlan is a municipality in the landlocked province

The police station of Nagcarlan, Laguna have 3 units


of mobile patrol car and 2 motorcycle. In deployment of man
in patrolling there is the buddy buddy system consisting of
2 police officers and a team consisting of 6 police officers
for conducting an Oplan.

Every week a different set of areas where chosen, by


using foot patrol. A foot patrol is the most expensive type
of patrol in terms of human resources because of police
officers are just walking on their beat or the area assigned
for foot patrol. They are familiarizing their beat area by
deploying patrol men randomly and talking to each family in
each house, specially to those family who has a member that
was a drug addict, and also they created a barangay
engagement operation wherein they invite residents of a
specific barangay to have a cup of coffee with them and talk
about the situation in their location, they’re doing it for
public community relation. And also they are giving pliers
lecture dialog and seminar in every school about drug abuse
resistance to make awareness to the students.

And for night times they are conducting automobile


patrol, the most economical type of patrol and most
extensively used and most effective means of transportation
for police patrol. They stay at their post, a fixed point or
location which an officer is assigned for duty. They are
also conducting a minimum of 2 hours random check points at
the national roads located at Barangay talangan, Palina,
Banago.
Everyday 10 up to 12 barangays where randomly receiving
an average of 2 hours of police presence in each area per
day. Together, these areas represented the population of
locations where crime (specifically, theft) occurred in
Poblacion 1,2 and 3. To prevent that they are patrolling
until midnight at the financial establishments, gas stations
and convenient store like 7/11 where that said crime
oftentimes happened

This figure depicts the decreasing rate of index crime for


the past three years in Nagcarlan Laguna. Some kinds of this
crime are committed by men because of being an unemployed person
and under the influence of alcohol and illegal drugs. Examples
are crime of theft, rape, homicide etc,.

This is the one example of an index crime which is committed


in Nagcarlan Laguna. As shown in this figure there is 1.15%
decrease for the crime of theft after the last three years.

As we’ve said in the preceding paragraphs, the crime of


theft are mostly committed at Poblacion 1,2 and 3 wherein the
strategy of the patrolling men is to stay at the specific
location where the crime of theft was being committed.

This figure depicts the 4.02% decreasing rate of non-index


crime from year 2016 to 2017 and 5.65% increasing rate from year
2017 to 2018.

As shown in this figure there is no consistent decreasing


rate for non-index crime for the last three years wherein the
most committed kind of this crime is illegal gambling.

This figure shows the increasing rate of the most committed


kind of non-index crime in Nagcarlan, Laguna, wherein this was
being committed within the barangays of Poblacion 1, 2 and Banca-
banca by men also with the same said reason.

As the result of our interview conducted, they didn’t do


some additional time in patrolling or make new operation to
prevent the increasing rate of illegal gambling because of the
reason that the intelligence unit is the one who is working on
that said crime in specific barangays.

Conclusion
Based on the research we conducted, police patrol is
important for crime prevention, that the police presence is
giving deterrence to those criminals. As shown in figure 1 and
2, patrol is an effective use of resources for police departments
because there is decreasing percentage of index crimes committed
(specifically, theft). They used the crime clock which signifies
what time crime is often or frequently committed and stay at the
crime map which is the location or place or crime prone areas
wherein crime is frequently or often committed.

But we fail to find a decreasing percentage of illegal


gambling as an example of non-index crime which is mostly
committed in Nagcarlan. As we’ve said in the preceding paragraph
of this paper police officers just rely on the work of
intelligence unit for that case.

We believe that police patrol operations are effective for


crime prevention because there’s a small size of index crime
crimes committed for the last 3 years in Nagcarlan, but in case
of illegal gambling as presented in figure 4 it only increases
because there is other unit of police department has the
jurisdiction to work on that case.
