EXECUTIVE SUMMARY

PROFILE OF POT FM MEDIA FOUNDATION COMMUNITY RADIO

STATION.

POT FM

POT FM is a Community radio that is aimed to be set up at POTSIN community in Gomoa East

District. It is the first Community radio in POTSIN to ever be thought of. The Community radio

is set to bring major changes both in and out of the Gomoa East.

After conducting a collective research within the community and its surroundings, a lot was

realized in terms of when people listen to music, what issues they would like addressed in the

station, how long the station is suitable to run, the kind of music people like listening to and

many more. Through our research in the community, it was reveals that public actions are not

only induced by a spontaneous conscientious process, but is sometimes directly boosted by

community radio. Thus, if we understand Communication for Social Change as a process of

dialogue, through which people define their needs and decide steps to be taken in order to

empower their own lives.

It is indeed a unique experiment in using media technologies, especially radio, for development

and empowerment of marginalized, rural communities. Community FM, designed as an N

project, it takes on a special significance in an economically deprived area, marked by illiteracy

and the relatively indifferent attitude of the state as well as the mainstream media towards the

problems of the region. We believe that within a short time, POT FM programs will generated a

great deal of enthusiasm among the people in the community, because

their lives, but also will gradually develop a sense of attachment to the programs of the Station.

This is why the establishment of POT FM is necessary.

These are just but a few of the topics to be handled. The major use for this Community radio is to

bring authentic and firsthand information to the corridors of the community. The Community

radio staff will be well equipped in terms of skills. Listeners will have a platform to express their

concern and opinion on issues relating to the community. This means that the community at large

shall not be left behind. Issues affecting the nearby community and its surroundings shall be

handled. POT FM will come up with a foundation set to help the aged in the community.

Authentic trending on social media and other media houses will be disseminated to the people

after it has been found to be authentic.

Issues of the law of this country will be like a manual in running the station. The employees will

be treated with utmost respect and compassion. FM is a family therefore team work will be

needed in realizing the goals of the station

The programs of the station will be geared towards tackling issues affecting the listeners and the

community. For example, Entrepreneurial mind is a program that will motivate the youth to be

entrepreneurs and not people to seek employment after school. Job creation is better to ensure

that people stay employed whether in their own business or businesses of other people thus

resulting to low insecurity rates.

POT FM will ensure to be as ethical as possible in disseminating information and generally

running the organization. Journalism ethics shall be followed to the core. This is important to

ensure that the station is as credible as possible. The finances will be handled with utmost

transparency and effectively to ensure the station’s sustainability. Cost will be controlled

accordingly.

POT FM is the gold spot for the voiceless; the representative of the minority. Overall, POT FM

will provide easy access to information for its community members. POT FM will institute

programs that will increase participation and sense of ownership among community audience

towards the radio station. Furthermore, POT FM will facilitate the organization of events,

exhibitions, and discussions about local needs.

POT FM AND LISTENERS

Community radio means radio broadcast with the objective of serving the community in the area

of Health Programs, social development programs, coupled with some entertainment programs to

make the broadcast interesting by involving members of the community. POT FM will have a

unique advantage of receiving transmission by low cost, battery operated portable transistors/

Radio sets. The Community listeners would mean people who live in the coverage zone of POT

FM.

RADIUS COVERAGE

This station will cover about 20 K.M. radius.

We conducted a research to figure out the right placement for POT FM.

DCEs, etc..,)

development, education etc..,

 Promote Peace and community stability

 Create and promote community driven decision mindset irrespective of community

members’ political affiliation.

AIMS AND OBJECTIVES

 To offer the community an intelligent, innovative and entertaining alternative to

mainstream radio programs.

 To communicate the concerns, interests and activities of the Community and it

environment to the community leaders and Government representatives in the

community.

 To give groups from the Community the opportunity to communicate with their

members, leaders and the general public.

 To provide a neutral platform for Community leaders, Government reps and the

community to interact and deliberate on issues affecting the community.

JUSTIFICATION

Technical POTSIN community is a hotbed of different cultures from all over the country. The

Community radio will help bring these communities together by having cultural shows and

therefore make each and every person appreciate a different community from his or her own.

This will be a stepping stone in curbing ethnicity bias within the community.

Communication between the community residents and the community leaders is somewhat

wanting in POTSIN. This is seen through the constant misrepresentation/miscommunication

between residents and community leaders. POT FM will be a communication tool between the

residents and the leaders. In addition, it will be a watchdog on how Community resources are

utilized or allocated.

DATA COLLECTION AND ANALYSIS

Since the target groups are the Gomoa East fraternity and it nearby surroundings, we decided to

come up with five different focus groups for data collection;

 Opinion Leaders (Pastors, Chiefs, Imam...etc.)

 Educators

 Community groups

 Security personnel

 Members of Gomoa East surrounding areas

People listen to radio quite often for several reasons at least every day at different times of the

day. Most of the community members enjoy listening to Ghana music, listen to trends in Ghana.

The community members considered news, credibility, presenters, music and language when

deciding the radio station to listen to. There is a need for a Community radio since there has

never been any before for various reasons such as acquisition of technical skills, a platform to

showcase talent and a tool for communication to the masses. The community members preferred

a radio station that runs 24 hours a day, 7 days a week and they would like issues such as health,

lifestyle, security, Gomoa community programs, culture and many more discussed.

ASSUMPTION

It is important to have a Community radio so that it can serve the needs of the listeners in terms

of technical knowhow, communication with the leaders, a platform to showcase talent and also

an avenue where societal issues can be discussed.

POT FM SWOT analysis

Strength

 Qualified personnel who possess skills and experience in FM operation will be engaged.

 The POT FM will be popular among Gomoa community member and other surroundings;

hence there is an assurance of listenership.

 Programs are Community driven.

Weaknesses

 Some advertisers or community members may think without strong visual brand

identification the medium will play little or no role in the community plans.

 High commercial breaks since it is a new FM station; therefore revenue to break-even is

needed to get the station to its feet.

 A demand has yet to be established for POT FM; therefore a lot of money is going to be

used to ensure intensive awareness within the catchment of the station.

Opportunity

 The station is new in the market therefore the station will exclusively provide information

relating to Gomoa and of course not forgetting the surrounding community.

 Advancement in information technology has led to acquiring state of the art equipment

therefore making work easier and enjoyable.

Threats

 Poaching of presenters to other radio stations.

 Suitable salary and allowances for presenters and other staff.

 Ability to break-even

Political Factors

To embark on this task electing leaders, in this case Board of trustees and leaders for POT FM,

people must be mobilized in order to get enlightened via enlightenment campaigns, sensitization,

information dissemination and advocacy programs directed at Gomoa community in order to

increase their awareness and foster attitudinal change towards active involvement and

participation in community politics.

Economic Factors

The POT FM will survive on revenue from advertising, donations and funds from the

community. The sales and marketing team is responsible to bring in advertisers in order to get

revenue for the station. The sales and marketing team should create long lasting relationships

with advertisers so that they retain their adverts and keep bringing in revenue for the station.

Social Cultural Factors

Radio is a great medium of broadcasting about the way of life of people. Gomoa East is rich in

culture and therefore the radio station will be used to harmonize these different cultures. POT

FM platform will be used to broadcast issues affecting the society to the relevant people. POT

FM will advocate for change so that community members will live peacefully.

Environmental Factors

The radio station needs to broadcast about issues which are relevant to its audience. Since it is a

Community radio, the listeners should be of major concern. The programs that are broadcast

should relate well with the audience. POT FM also needs to broadcast about issues affecting the

environment of the surrounding community.

Technological Factors

With the advancement in technology, the reach of radio is vast. Radio has reached almost every

corner in this country. Radio has become so portable. One can listen to radio online, via mobile

phones and cars have been installed with radios making it possible for one to listen while

driving. People now see radio as a source of entertainment and information. It is also cheapest

means of communication.

Legal Factors

Local Content

These legal factors are courtesy to the National Communication Authority of Ghana. POT FM is

therefore affected by the set rules and regulations as a broadcasting organization. We anticipate

that POTS FM operation will be guided by the following:

 The production is made in either Ghana’s native languages or official languages of Ghana

 Production should be done in Ghana

 The content deals with issues that are unique and relevant to Ghanaian audiences

 The location of the production is in Ghana

 The production is made under Ghanaian creative and technical control.

Licensing general requirements

Any person who wishes to provide broadcasting services in Ghana shall apply to the

Commission for the license through the prescribed procedure.

The commission shall provide information relating to the availability of broadcasting

frequencies, the application requirements and the selection criteria for issuance of a license.

The Commission may require an applicant to provide additional documentation or information

which that is directly relevant to assessing whether the applicant meets the criteria established in

the Act and regulations for the grant of the license.

The Commission shall publish applications received for broadcasting licenses in the Gazette and

invite the public to comment before it issues a license.

The Commission shall grant successful applicant a broadcasting service license and require

licensee to establish necessary broadcasting infrastructure and commence broadcasting within a

period of time.

Application for a community broadcasting service license

A person applying for a IN CHARGE OF THE ORG. license for a free to air

commercial broadcasting service shall furnish the

Commission with a business plan which shall include the

following;

 Evidence of technical capacity in terms of personnel and equipment to carry out the

broadcasting services.

 Evidence of relevant experience and expertise to carry out the broadcasting service.

 Evidence of the capacity to offer broadcasting services for at least eight continuous hours

a day

 Program line up or schedule for the broadcasting services which the license is sought

ADMINISTRATIVE STRUCTURE:

1. The Person In-Charge is always selected from the organization. He makes the executive

decisions when needed.

2. The Station Manager is the key person to manage and run the CR Station properly. Generally

he/she is a competent person who is on salary of the organization.

3. Program Manager is the person responsible for de-signing and producing radio programs

from the guideline of the PROGRAMS MANAGER station. This person is also

under the salary structure.

4. Then there is the Technical Producer who is responsible to broadcast (on air) the programs.

He /She also looks after the transmitter. This person is also salaried.

5. Reporters generally are field agents who gather stories and make reports on them. They are

also under fixed salary payment from the organization.

6. The Volunteers are there to primarily help the reporter. Program producer can also use

volunteers.

This is a music show that is meant to entertain the audience quite early in the morning as they

prepare for the day. A DJ from GOMOA is going to be responsible for this program.

POT Wakeup Call

This is a breakfast show that will entail different topics being discussed and it will also include

traffic and weather updates

News

There are different news programs; Local News Update at 10 AM, POT FM News Hour at 1 PM,

POT News at 7 at 7 PM and POT FM World News at 11 PM (The news will cover only news

around the world, excluding local news). These news programs are responsible to disseminate

information concerning the day both locally and internationally.

Culture Harmony

This is a cultural show that will be aired. Cultural issues are meant to be discussed. Music from

different cultures will also be played. The show is meant to break ethnicity and bring some form

of unity within the different tribes living in GOMOA and its surroundings.

GOMOA community Matters

This is a program that will entail issues about the Youth and the challenges they are facing every

day. It could be updates from the youth, issues they feel they want addressed by the leaders of

the community, opinion leaders and other important personalities in the community.

My Community

This program will entail marketing some attractive sites, food joint, well known people and the

jobs they do etc. This is to sell the community to its surroundings / catchment area.

POT Drive Show

This program that will broadcast traffic updates to the audience and also music will be played.

The presenter will also have different kind of issues to discuss affecting the society.

Let’s Get Healthy

This program is responsible for health issues. Issues dealing with sexuality, mental health, and

living a healthy life generally will be discussed during this program.

POT HOT Beat

This is a music program. It is meant to entertain the audience.

Leaders of Tomorrow

This is a program on leadership. The GOMOA leaders will be engaged in a discussion to tell the

listeners what they are doing to better lives in Community. Guests Leadership ambassadors will

be invited to talk about matters concerning leadership and how to become a good leader in

society.

Gospel Hour

This is a gospel show for the audience who wants to get in touch with their spiritual side. Gospel

music and a short sermon will be broadcast.

Entrepreneurial Mind

This is an educative program where experts will be invited to talk on entrepreneurship. The

youths need to be business oriented and not just focus on being employed but create

employment.

Meet the MP/CHIEFS

An interactive program which will create a platform for the community to interact with the

MP/Chiefs of the Area, or a representative of the MP/chiefs.

The topics discussed here will be the issues that have hit the headlines during the week. This

program will mostly dwell on grapevine of the week.

Keeping It Ghanaian

This is a music show but strictly for Ghanaian Music. This program aims at promoting local

content in terms of music.

Talent Show

This is a show aimed at promoting talent. The listeners can showcase their talent, be it in singing

or presenting news and many more.

Entrepreneurial Young Mind (EYM)

A program designed to groom Young Entrepreneurs in the community. POT FM will engage

Owner or Sole proprietors who are well known in GOMOA vicinity to host a talk show for

Young people who are interested in starting their own business.

Jam Rock

This is a music show for the reggae and dancehall lovers. Song of Artistes who are in this genre

of music in the community will be featured on the show.

Relationship Advice

This is a show meant to give advice on relationships. The audience can phone in or send sms to

the station and they shall receive advice during the show.

Friday Raving

This is a show for the party people who love club music. Entertainment will be like in the form

of a club. Different kinds of artists will be able to perform live on studio too. The audience can

also phone in to interact with the invited artists.

NOTE:

The listeners and community will participate to come up with relevant content at a voluntary

basis.

FINANCIAL MANAGEMENT

It is important for a new radio station to come up with a good financial management plan for the

sustainability of the station.

Capital costs

For a new radio station such as POT FM, capital is needed for the following;

 Cost of purchasing production equipment

 Cost of purchasing transmission equipment

 Installation costs

 Studio designing and layout costs

 Cost of furniture and fixtures for the studio

 Cost of purchasing software

 Payment for startup legal advice

 Cost for manpower

 Cost for music rights

 Cost for license fee

To get this startup cost, the Businesses (Within GOMOA Community) that will engage the

services of the station in terms of advert will be charged at least Ghc100.00 per (3 days advert)

for the sustainability of the station. Sponsors such as the District Assembly and other capable

entities will also be contact to contribute an amount of money every financial year for the station.

The finances are required to meet the following expenses:

FINANCIAL STRATEGIES

To sustain the Community radio it is essential for the beneficiaries (in this case the community

within and outside GOMOA, using the radio service) to voluntarily participate in the process of

content development for the radio. The District Assembly, Businesses, Religious Bodies and

other capable entities within GOMOA community will be the major advertisers in the station.

The individuals in the community will also be able to advertise their products and services to the

community audience. The station will build a strong sales and marketing team for the survival

and the sustainability of the station.

Cost Control

The station is going to be located in POTSIN (GOMOA); therefore the GOMOA community will

be synthetized to provide the space for the radio station. This will result cost cutting i.e. rent and

electrical costs. The presenters of the station will be listeners on voluntary basis as they are to

acquire skills that will help them in the industry. The listeners and the community will also

participate in coming up with various productions that are relevant to the audience. All this will

be on voluntary basis. Spending will also be limited. The finance department will ensure that

money is spent effectively. Purchases will have to be audited and approved before payment is

made.

Monitoring

To monitor the finances effectively, external auditors will be hired every year audit the financial

records of the station. The report of the auditors will be made public to the community; this is to

ensure accountability and transparency of the stations operation.

THE ETHICAL DIMENSIONS GUIDELINES OF POT FM

RULES ON PUBLICITY

Provide accurate news

The role played by the mass media in society and the confidence of the general public in these

media call for accurate and objective news reports. One needs to be critical of news sources.

Check facts as carefully as possible in the light of the circumstances even if they have been

broadcast earlier. Allow the listener the possibility of distinguishing between statements of fact

and comments.

Treat replies generously

Factual errors are to be corrected when called for. Anyone seeking to reply a statement shall, if

this is warranted, is given the opportunity to do so. Corrections shall be broadcast promptly in

appropriate form, in such a way that they will come to the attention of those who received the

original information.

Respect individual privacy

Be careful in giving publicity where it can trespass upon an individual's privacy. Refrain from

such action unless it is obviously in the public interest. Exercise great caution in broadcasting

notices concerning suicide and attempted suicide, particularly out of consideration for the

feelings of relatives and in view of what has been said above concerning the privacy of the

individual. Always show the greatest possible consideration for victims of crime and accidents.

Carefully check names for broadcasting out of consideration for the victims and their relatives.

Do not emphasize race, sex, nationality, occupation, political affiliation or religious persuasion in

the case of the persons concerned if such particulars are not important in the context AND are

disparaging.

Listen to both sides

Endeavour to give people who are criticized in a factual report the opportunity at the same time

to reply to the criticism. Endeavour also to state the views of all parties involved. Bear in mind

that the sole objective of some reports may cause harm to the subjects of the reports.

Remember that, in the eyes of the law, a person suspected of an offence is always presumed to be

innocent until he/she is proven guilty. The final outcome of a case that is described should be

reported.

Be cautious in broadcasting names

Give careful thought to the harmful consequences that might follow for persons if their names

are broadcast. Refrain from broadcasting names unless it is obviously in the public interest.

If a person's name is not to be stated, refrain from broadcasting particulars of occupation, title,

age, nationality, sex, etc., which would enable the person in question to be identified.

POT FM PROFESSIONAL RULES

Strong journalistic integrity is crucial for reliability. Those who examine society must also

tolerate being examined. It is important for the public trust that journalists show tact in their

work in the field. Trust in the media and their work is based on the following professional rules.

The integrity of the journalist

 Do not accept an assignment from anyone outside the editorial staff leaders.

 Do not accept an assignment, invitation, gift, a free trip or any other benefit - and do not

make contracts or other engagements that could bring into question your status as a free

and independent journalist.

 Do not give in to outside pressure intending to prevent or restrict justified broadcasting.

 Do not use your position as a journalist, or your press card, in order to exert pressure for

your own or someone else’s profit or in order to acquire personal benefits.

Obtaining of material

1. Comply with reasonable wishes from the persons interviewed to find out beforehand how

their statements will be broadcast.

2. Show particular consideration with people not used of being interviewed. Inform him/ her

about whether the conversation is intended for broadcasting or only for information.

3. Do not falsify interviews.

4. Observe copyrights recordings.

5. Indicate the source when the broadcast material is mainly based in information from

other parties.

NOTE:

These ethical dimensions are derived from the journalistic code of ethics. Journalists are to abide

by these rules so as to maintain a clean professional image. The POT FM management will

ensure that each and every employee gets the code of ethics handbook so that they can be guided

in their everyday activities.

initiatives that benefit society. POT FM MEDIA FOUNDATON

POT FM will establish a foundation that is set for community development. Since it is a

Community radio, POT FM MEDIA Foundation is set to solve some problems that are being

faced by the listeners and community at large.

Recently there have been cases of insecurity in the country, Domestic violence, Money rituals,

scamming, poor healthy lifestyle, Poor environmental sustainability practices, fake religious

entities, school absenteeism, theft etc.., These traits are being passed on to the younger

generation, therefore not bringing productive citizens.

The foundation is set to bring sustainable development to the area. To achieve this POT FM

MEDIA Foundation will partner with the District Assembly, Business Entities and other capable

individuals to champion a cause against these menaces.

INFORMATION AND HEALTH DRIVE

A day will be set to conduct an information and health drive at GOMOA community. POT FM

will organize a free health screening every year for the community. Funds will be solicited for

this event. The information and health drive will act as a marketing tool for POT FM as it is

going to broadcast live, the whole event. POT FM logo, T-shits, posters and fliers will be

printed; this will serve as recognition tool for the radio station.

POT FM MEDIA Foundation is set to:

1. Improving living conditions generally.

2. Raising the level of employment (Encourage the youth to come up with business ideas,

this will create employment for the people and talk to corporate organizations or even the

District Assembly and other capable entities to provide funds for remarkable ideas).

3. Curbing social ills.

4. Ensuring that all children/listeners attend school and develop fully their talents.

5. And improving quality of life generally.

A market research will be conducted to see whether the event or programs have significantly

impacted on the people. We can also have a program at POT FM whereby the community will

discuss and evaluated by the community.

CONCLUSION

GOMOA EAST (POTSTIN) community does not have and has never had any community radio

station. By virtue of the institution offering Journalism and Mass Communication program it is

necessary that a radio station be present to the community. This radio station will bring

tremendous changes to the community. Communication will be improved and the listeners will

have a medium to forward their grievances, showcase their talents and much more. The

community will have a medium where they can relay any information concerning them to the

relevant authorities. POT FM advocates for positive change in the society. It would be such a

blessing for your institution to make this proposal a reality.
