ABOUT HNLU
Hidayatullah National Law University (HNLU) was estab-
lished under the Hidayatullah National University of Law,
Chhattisgarh, Act, (No. 10 of 2003). It is recognized by the
University Grants Commission u/s 2(f) and 12(B) of the
UGC Act, 1956 and also by the Bar Council of India u/s 7
(1) of the Advocates Act, 1961. HNLU ranked 5th in India
Today Ranking 2021 and 51-100 on crisis management
during COVID by the World’s Universities with Real
Impact (WURI) Ranking 2021 and 201-300 among the
innovative and emerging Universities by WURI is set to
scale new benchmarks in the years to come.
Hon’ble Chief Justice of High Court of Chhattis-
garh is the Chancellor of the University.
Prof. (Dr.) V. C. Vivekanandan, former MHRD Chair
Professor of IP Law at NALSAR University and also
former Dean of the Rajiv Gandhi School of Law, IIT
Kharagpur and School of Law, Bennett University is the
Vice Chancellor of the University.
Prof. (Dr.) Uday Shankar is the Registrar of the
University.
ABOUT TRTI
Keeping in view the population of Scheduled Tribes in the
state of Chhattisgarh, Tribal Research and Training
Institute (TRTI) was established in the year 2004 under
the centrally sponsored scheme by the State Government.
The institute conducts research work and surveys on the
socio- economic, culture, language and life of Tribals.
ABOUT TPSIPRD
Thakur Pyarelal State Institute of Panchayat & Rural
Development (TPSIPRD) is the premier Institute under
the Department of Panchayat & Rural Development,
Government of Chhattisgarh. It was established in year
2002 with the main objective of building the capacity of
the Panchayati Raj Institutions, functionaries and
members of the civil society organizations engaged in
rural development.
ABOUT THE CONFERENCE
Tribals constitute 8.6% of total population of India.
Albeit their profound culture and traditional knowl-
edge, a vast majority of the Tribals stay at the low
stratum of the society. Decades of development have
prompted a reformist disintegration of the convention-
al rights over their traditional assets including the
forest. This can be suitably attributed to the lacunae in
the law and �laws in execution.
Against this backdrop, Hidayatullah National Law
University in collaboration with TRTI and TPSIPRD is
organizing a Two-Day National Conference on “Tribal
Transition in India: Issues, Challenges and the Road
Ahead” on 26-27 November, 2021.
The present conference is intended to provide a
platform to discuss and deliberate the theme in detail
during the technical sessions followed by the Panel
Discussions being chaired by subject-matter experts.
RATIONALE OF THE CONFERENCE
In the historical backdrop, the tribal identity has experi-
enced numerous changes and challenges. The powers
of globalization which entered in to their ancestral
world with dynamic state support have added torments
in the existence of the clans. Even after seventy years of
planned development, the �inancial state of clans has
not improved and tribal regions are considered as
under developed in our country. Advancement
measures in the tribal regions should consist of bring-
ing harmony among safeguarding ancestral identity,
culture and qualities, while expanding and guarantee-
ing their admittance to standard educational facilities,
wellbeing and vocation. Feeble land record frame-
works, destitution, ignorance and exploiation have
brought about persistent drainage of assets thereby
prompting pauperization of tribal communities.
THEME AND OBJECTIVES:
Hidayatullah National Law University Raipur in collabora-
tion with Tribal Research & Training Institute, Govern-
ment of Chhattisgarh and Thakur Pyarelal State Institute
of Panchayat & Rural Development, is organizing two-day
National Conference on “Tribal Transition in India: Issues,
Challenges and the Road Ahead” on 26-27 November,
2021.
To understand the functioning of local self-governments
in the tribal communities of India
To support indigenous people and their traditional
agriculture and livelihood systems by deliberations in
legal framework
To learn their unique subsistence systems and provide
solutions to socio-cultural issues for their active involve-
ment
To discuss schemes and international norms related with
the welfare of indigenous communities for their overall
development
To create awareness on indigenous peoples’ rights in the
society
To provide inputs to the concerned authorities for further
policy formulation and implementation
Papers are invited on any of the following
sub-themes:
Historical Background of Self Autonomy of the Tribes;
A Review of PESA: The Impairment of Tribal Rights in a
Decentralized Government;
Power of Traditional System of Local Self-government in
resolving the Con�lict;
Designing an Alternative Legal System for tribal gover-
nance in India;
Gender and Customary Laws;
Community claims on Forest Resources: A Review of
Forest Rights Act,2006;
Culture and Ethnic Identity;
Tribal women and empowerment;
Contribution of Judiciary in Protection of the Rights of
Tribes;
Conditions of the Internally Displaced Tribal Population;
Protection of IP rights and Traditional knowledge of the
tribes;
Violations of the Rights of Indigenous Peoples by the
Security forces and Armed Opposition Groups;
Right to food of indigenous communities;
Right to life and occupations of indigenous communities;
Tribals and International Humanitarian Law;
Social justice lawyering, free legal aid for tribal communi-
ties.
These sub-themes are only suggestive areas and are not
exhaustive. Papers that are not covered under above
mentioned sub-themes but have relevance in the thrust
area of the seminar may also be submitted.
CALL FOR PAPERS:
Papers are invited from Academicians, Judges, Research-
ers, Professionals, Practitioners, Students of law, and
allied social sciences and other stakeholders on the
emerging issues and related areas on the broad
sub-themes given above.
Selected papers will be published in the form of an edited
book by National Level Publisher with ISBN.

GUIDELINES FOR PAPER
SUBMISSION:
The abstract of the paper shall consist of 200-300 words
accompanied by a brief pro�ile of the Author(s) indicating
their email ID, contact number, designation and of�icial
address.
The word limit for papers is 3000 - 5000 words (inclusive REGISTRATION FEE
of footnotes) in Microsoft Word Document.
(TO BE PAID AFTER ACCEPTANCE OF ABSTRACT)
It must be typed in Times New Roman Font Size 12 on A4
size paper with 1” margin on all sides with 1.5-line
spacing. For Paper Presentation

Plagiarized papers will be summarily rejected by the For Academicians and Professionals: INR 1100 (in
editorial board. case of Co-authors INR 2100)

For referencing, author(s) are required to follow the For Research Scholars: INR 750 (in case of Co-authors
Harvard Bluebook 20th Edition citation format. INR 1050)

The language of submissions should preferably be
English.
The abstract of the paper should reach the coordinator of
the conference via the google form accessible at

or scan below on or before 30th of October, 2021. Please
contact the coordinator of the conference in case of any
queries.
For Students: INR 450 (in case of Co-authors INR 650)
Note: Co-authorship up to a maximum of two authors is
allowed. In case co-authors from two different heads
mentioned above respective registration fee shall be paid
individually. Registration fee is payable only after the
acceptance of abstract.
Any payment made by author(s) before abstract accep-
tance would not ensure acceptance of abstract.
