DET NORSKE VERITAS (DNV) is an autonomous and independent foundation with the objectives of safeguarding life,

If any person suffers loss or damage which is proved to have been caused by any negligent act or omission of Det Norske Veritas, then Det Norske Veritas shall pay compensation to

SECTION 1
GENERAL REQUIREMENTS

A. The Rules
A 100 Rule application
101 The rules in this chapter apply to naval surface craft that are to be equipped for protection against NBC
threats.
A 200 Assumptions
201 The rules are based on the assumption that the NBC facilities, equipment and systems are properly
maintained and functionally tested at regular intervals.

B. Definitions
B 100 Terms
101 ACU. Air Conditioning Unit.
102 Airlock. A small airtight compartment, with an inner and an outer door operated independently. It serves
as an access transition point from the pressurised envelope to atmospheric pressure under NBC threats, and
access between NBC zones, between citadel and sub-citadel, and between citadel or sub-citadel and
unprotected spaces of the craft. Air locks are provided with air sweep fittings to allow use of filtered,
pressurised air to purge the air lock of contaminants.
103 NBC. Nuclear, biological, chemical.
104 Citadel. A series of adjoining compartments, which are protected from NBC contamination. Fresh air is
supplied to the citadel through NBC filters. The pressure in the citadel is or can be maintained in excess of the
outside pressure.
105 NBC zone. A sub-division of the citadel, which can be operated independently of the adjacent areas. The
boundaries of a zone will as far as possible coincide with the damage control areas (containment of flooding,
fire and smoke).
106 NBC Sub-citadel. A sub-division of a citadel, autonomous with respect to supply of fresh air through
NBC filters and gastight integrity and having all features of a citadel, including airlocks for egress. Access is
via the craft's cleansing stations.
Guidance note:
A sub-citadel will normally include airlocks for egress. Access to the craft's citadel is via cleansing stations and also
to the sub-citadels when required by the customer.

107 Sub-citadel with reduced pressure. Part of a NBC zone with lower pressure (e.g. machinery spaces,
hangar, bridge, etc.)
108 Limited protection area. A part of the craft supplied with fresh air, which is filtered through HEPA filters
to prevent ingress of airborne NBC agents in solid or liquid forms.
109 NBC shelter. A compartment or a series of adjoining compartments, gas-tight isolated from the outside
environment providing protection against ingress of NBC agents, without provision of fresh air filtered through
a NBC filter.
Guidance note:
Since provision of fresh air has been stopped in a NBC situation, the air within the NBC shelter will normally have
to be re-circulated via coolers or cooled by other means, in order to avoid excessive temperatures inside the NBC
shelter.
A NBC shelter provides protection of short duration due to increasing concentration of CO2 in the NBC shelter.

110 N shelter stations. A compartment or compartments in the craft located to give as far as possible
maximum protection against gamma radiation.
111 Ct factor. Residual concentration of a given chemical dose in mg/ltr times the disinfectant's contact time
in minutes.

112 IPE. Individual protective equipment such as:


a) NBC protective suit.
b) Gloves, protective, NBC (inner and outer).
c) Over-boots, NBC, (worn over seagoing working boots).
d) NBC respirator with carrier.
for use outside the citadel or inside the citadel in case of citadel breach.
113 Cleansing station. An arrangement of gas-tight compartments, providing access from unprotected spaces
into the citadel and having facilities for the decontamination of personnel and equipment and containment of
contaminated equipment. The doors connecting the compartments within the cleansing stations are to be
independently operated. The arrangement of compartments is to be such that the flow of air through the
cleansing station is always from the citadel to the unprotected spaces having access to the cleansing station.
114 HEPA filter. High Efficiency Particulate filter.
115 HAT. Harbour Acceptance Trial.
116 SAT. Sea Acceptance Trial.

C. Levels of NBC protection


C 100 NBC levels
101 The protection from a possible NBC attack is divided into 2 classes, depending on the protection level
selected as given in Table C1.
Table C1 Levels of NBC protection
Class 1 A non-citadel craft without NBC filter. A NBC shelter providing a degree of protection against ingress of
NBC agents can be established by isolating a part of the craft from the outside environment and adjoining
unprotected compartments.
Class 2 A citadel can be established or is permanently installed by providing fresh air through NBC filters,
facilitating operations of long duration in a NBC contaminated area with a pressurised citadel.

D. Classification
D 100 Assignment of class
101 Upon request, craft equipped according to the rules in this chapter will be assigned the additional class
notation NBC. The class notation NBC will be complemented with the numbers 1 or 2, according to the
protection level aimed for. One of the following class notations will be applicable:
NBC–1
NBC–2.
D 200 Items covered by classification
201 Installations equipped for NBC protection comprises the following areas, and systems, which are subject
to approval:
— pre-wetting and wash-down requirements
— zoning
— structural requirements for citadel
— ventilation and filtering
— power supply
— detection systems
— means of closing of citadel openings
— cleansing stations
— main propulsion and auxiliary systems.

F. Survey
F 100 Site survey
101 The Society will control for compliance with the rules and approved plans:
— arrangements and structural integrity
— ventilation and fresh air filtering system
— air locks
— instrumentation
— test procedures.
102 During installation and construction the Society will control:
— that the work is carried out to the satisfaction of the surveyor, and in compliance with approved drawings,
the rules and with normal good practice
— that satisfactory tests are carried out to the extent and in the prescribed manner in the rules.

SECTION 2
ARRANGEMENT

A. General
A 100 Zoning
101 The craft’s citadel may be divided into a number of NBC zones. Boundaries of NBC zones shall normally
coincide with the boundaries of damage control and fire zones.
Guidance note:
For a craft of frigate concept, the recommended minimum number of damage control and fire zones is 4.
A 100% overlap between damage control and fire zone is often not possible, for instance the helicopter hangar will
be included in the damage control and fire zone, but normally be outside the corresponding NBC zone.

102 A NBC zone is autonomous with respect to:


— ventilation system with NBC filter
— gas-tight integrity.
A 200 Pre-wetting and wash-down requirements
201 The pre-wet and wash-down system shall give continuous and complete coverage by creating a moving
film of water on weather decks and superstructure surfaces. Selected spray nozzles shall cover equipment
mounted on weather decks, superstructure surfaces and masts, radomes, etc.
Guidance note:
If the system also provides fire fighting water e.g. on helicopter decks, system performance requirements for the most
demanding system must be met.

202 The overall quantity of water to be delivered by the pre-wetting and wash-down system are to be
estimated to ensure that all surfaces, vertical and horizontal, are covered.
Guidance note:
3 litres/minute/m2 is normally required for weather deck plan area.

203 The pre-wet and wash-down systems are to be sectioned so that each damage control and fire zone can
be operated independently of the other zones.
204 A craft protected against ingress of NBC agents in accordance with NBC–1 or NBC–2, shall be
provided with a wash-down system.
A 300 NBC marking
301 The citadels are to be marked for NBC purposes according to the owner’s standard for such marking.

SECTION 3
NBC SHELTER AND CITADEL REQUIREMENTS

A. NBC Shelter and Citadel Requirements


A 100 General requirements
101 The outer boundary of the NBC shelter or citadel is to be gas tight.
102 All ventilation inlets, outlets, and other openings must be able to be closed and gas tight.
103 Doors, air locks and hatches leading into the NBC shelter or citadel are to be of a construction ensuring
gas-tight integrity of the NBC shelter or citadel.
104 Air locks in general are to comply with the following requirements:
a) Air locks are to be enclosed by gas-tight bulkheads with gas-tight doors spaced at least 1.0 m apart.
b) Air locks are to have a simple geometric form. They are to provide free and easy one way passage, and are
to have a deck area not less than 1.0 m2. Air locks are not to be used for other purposes, for instance as store
rooms.
c) Facilities need to be provided to prevent simultaneous opening of doors while the citadel is in use.
d) The air lock space is to be mechanically ventilated with air purging from the better to the less protected or
unprotected space.
e) Air locks between NBC zones shall be arranged for purging in both directions.
f) For pressurised air locks, means shall be provided for releasing the pressure in the air lock before opening
the outer door during peace time when the airlock is being used as entry point into the citadel.
Guidance note:
The ventilation capacity is to be at least 30 air changes per hour.
When the airlock has been used for transit from the citadel to the weather in an identified NBC state, the air lock is in
general to be capable to be purged with an increased air flow immediately after the outer door has been closed. At
least 5 air changes are required to remove all contaminated air.
Means should be provided to switch off the increased purging.

105 For airlocks between sub-citadels the airlocks are to be capable of being purged in both directions. Only
one door is to open into the airlock.
106 Means are to be provided to allow for remote closing of fresh air ventilation inlet and outlet openings.
Guidance note:
Manual closing of the fresh air ventilation inlets from within the protected part of the craft may be accepted.

107 The citadel shall generally employ the principle of stepped pressure differential.
Guidance note:
The following overpressure compared to atmospheric pressure should generally be achieved:
- citadel - 0.5 kPa
- NBC zone - 0.5 kPa
- sub–citadel - 0.5 kPa
- sub citadel with reduced pressure - 0.4 kPa.
For a two stage cleansing station:
- final airlock into citadel - 0.35 kPa
- central airlock - 0.25 kPa
- second stage - 0.20 kPa
- first stage - 0.15 kPa.

A 200 Ventilation
201 For NBC-1, the NBC shelter is to be equipped with normal ventilation without NBC filter. The NBC
shelter shall be equipped with internal cooling facilities. The NBC shelter ventilation shall be so arranged that
it can be switched from supply and extraction of ambient air to re-circulation of air within the NBC shelter via
cooling facilities when the NBC shelter is in use.

202 For NBC-2, the citadel is to be equipped with:


a) A ventilation system that can be converted to provide a pressurised citadel, protected from ingress of NBC
agents by switching from ordinary fresh air intake to intake through NBC filter(s). Or
b) A ventilation system continuously pressurised to protect the citadel from ingress of NBC agents by
providing fresh air through filters.
Filter capacity and other facilities for climate control (odour filters and ACU’s) are to be dimensioned in
accordance with the owner's requirements for operational performance.
203 For NBC-2, when the citadel is in use, the CO2 levels shall not exceed the following levels, assuming
spaces within the citadel are occupied in accordance with operational requirements:
a) For permanently occupied spaces, where the workload of occupants is high, the CO2 levels shall not exceed
0.15%.
b) For permanently occupied spaces, where the workload of occupants is low, the CO2 levels shall not exceed
0.25%.
c) For spaces, which are not permanently occupied, the CO2 levels shall not exceed 0.5%
Guidance note:
Permanently occupied spaces, where the workload of occupants is high, include control stations like “Combat
information centre”, “Machinery control room” and hospital facilities.
Permanently occupied spaces, where the workload of occupants is low, include accommodation areas, offices and N
shelter stations.
Allocation of manning of spaces and associated workloads are owner specified.

A 300 Filtering for NBC–2


301 The citadel is to be equipped with a filter station (HEPA filters and gas filter), which provide a minimum
protection factor of 104. The ct value shall generally not fall below 50 000 for any threat agent over a
continuous running period of at least one year.
302 The filter station is to be protected by an air-blast protective device, which will withstand an overpressure
of 0.3 bar.
Guidance note:
Disposal of contaminated particular filters and charcoal shall be in accordance with the owner's procedures.

303 For operation in arctic environment means are to be provided to avoid formation of ice at the fresh air
intake.
304 The NBC filter station shall comprise the following components which are to be approved by the Society:
Pre-filter (Roughing filters)
A filter providing a collection efficiency of 85% of particulate matters of 10 microns or greater.
Particulate filter
The High Efficiency Particulate Filter (HEPA) is required to provide a collection efficiency of 99.997% for
particulate matters of 0.3 microns or greater.
Gas filter
Activated carbon filter with impregnated carbon to absorb chemical agents and other gases. A filter complying
with STANAG 4447 is acceptable to the Society.
305 The filter station must be designed to allow change of filters without breaching the citadel.
A 400 Power supply
401 Power requirements for NBC related equipment in the NBC shelter or citadel may be taken from the
standard craft supply system.
402 NBC related systems in the NBC shelter or citadel are to have an arrangement for redundant power
supply.
403 The power supplies to the NBC ventilation system are not to be interrupted at any time.
Guidance note:
Automated load shedding shall not interrupt the power supply to systems required to maintain the citadel pressure.

A 500 Detection system


501 A radiac system is to be fitted for measuring the intensity of radioactive fallout and measure accumulated
dose.
Guidance note:
One detectors will normally be fitted outside the citadel to detect radiation in the atmosphere, one to detect radiation
in the water.
Inside the craft detectors will normally be installed in order to monitor total radiation dose and dose rates. Typical
locations are:
- the bridge
- Ship Control Centre (SCC)
- operations room
- seawater suction pipe in one machinery room.
The information from the detectors will normally be displayed in the SCC.
Acoustic and visual alarm will normally be located in the SCC, the bridge and in the operations room.
The craft is normally to be equipped with acoustic NBC alarm for announcing purposes.

502 A chemical detection system is to be installed to detect and identify chemical agents, and indicate the
level of concentration.
Guidance note:
The system for detecting chemical warfare agents is to be agreed upon with the Society.
Two detecting and identifying units are normally to be installed, one on port and one on starboard side in order to
continuously monitor the atmosphere outside the citadel.
One detecting and identifying unit is normally to be fitted in each NBC zone in order to monitor the atmosphere within
the citadel.
The information from the detectors is normally to be displayed in the SCC.
Acoustic and visual alarm is normally be located in the SCC, the bridge and in the operations room.
The craft is normally to be equipped with acoustic NBC alarm for announcing purposes.
Detection unit immediately downstream of the NBC filter station may be desirable in order to detect filter breach in
an early stage.

503 A biological agents detection system is to be installed to detect and identify biological agents, and
indicate the level of concentration.
Guidance note:
The system for detecting biological agents is to be agreed upon with the Society. The biological agent to be detected
and their alarm level should generally fulfil the owner’s requirements.

504 The systems are to be installed, tested and maintained in accordance with the owner's specifications.
A 600 Main propulsion and auxiliary systems
601 All internal combustion machinery that are required to operate in the closed down condition, are to have
their fresh air intake trunked direct to and from outside atmosphere.
602 Means are to be provided to control the temperature in engine rooms and in acoustic enclosures under
NBC closed down conditions.
603 Air pipes to potable water tanks are to be located such that contamination is prevented.
Guidance note:
The overflow from the ventilation pipes should be led to compartments with water-detectors and bilge suctions.

604 Compressors that shall supply air to self contained breathing apparatuses (SCBA) and to divers
apparatuses are to be provided with an alternative suction from the citadel for use in the NBC closed down
situation.
Guidance note:
If such compressors also serve other functions, NBC agents can be distributed within the craft by pneumatic systems.
In such a case an alternative suction inside the citadel must be arranged for, in order to prevent ingress of NBC agents,
and to ensure breathable air to apparatuses.

A 700 For engine rooms intended as a sub-citadel with reduced pressure


701 The engine room is to be equipped with internal cooling capacity to avoid temperature build up.
702 The engine room is to be provided with air from the citadel via non-return valves, or the air can be
supplied through NBC filters especially dedicated for the engine room.
703 The air is to be expelled from the engine rooms to the weather through over-pressure-valves which
maintain the pressure in the engine room at a prescribed level.
704 Access to the engine room should be through air locks.
A 800 For engine rooms with limited protection
801 The engine room are to be equipped with internal cooling capacity to avoid temperature build up.
Guidance note:
The requirement may be waived if a heat balance analysis demonstrate a satisfactorily engine performance under a
NBC situation.

802 The engine room is to be supplied with fresh air through HEPA filters.
803 The engine room must be so constructed that spreading of gas form the engine room to other parts of the
craft is avoided.
804 Access into the engine-room is by airlocks. Personnel shall be able to return to the citadel from the engine
room via a cleansing station in a NBC situation.
Guidance note:
Limited protection will not necessarily stop the ingress of gases. Only personnel wearing a full NBC protection

903 The engine-room are to have facilities for cooling the air within the engine-room in the closed down
state.
904 Access into the engine-room is to be by air lock.
905 The engine-room is to be gastight constructed.
A 1000 Cleansing station
1001 For NBC–2, the craft is to be equipped with cleansing facilities.
Guidance note:
Craft with notation NBC–1 may have cleansing stations, but normally the station will not have fresh air purge
facilities.

1002 The cleansing station is the only point of entry for contaminated personnel into the citadel, when the
craft is being exposed to NBC agents.
Guidance note:
For a craft of frigate size and concept, there will normally be 2 cleansing stations. The number of cleansing stations
should be in accordance with owner’s requirements for staff activities when operating in a contaminated zone.

1003 One of the cleansing stations should be sized for entry and transport of stretcher with casualty and
accompanying medical personnel through the cleansing station and into the citadel.
1004 The cleansing station should in general facilitate the following functions:
Outside the cleansing station
— initial decontamination of IPE (Individual protective equipment) by a shower located immediately outside
the cleansing station entry door.

— undressing of IPE
— containment of the IPE for later decontamination or destruction
— containment of undergarment if contaminated
— decontamination of personnel
— respirator removal
— respirator cleaning
— entry for personnel into the citadel
— transport of stretcher from the outside into the citadel
— continuos purging of the cleansing station with bleed filtered air from the citadel
— drainage to be lead overboard.
1005 The cleansing station are to comply with the following requirements:
a) It is to be enclosed by gas-tight bulkheads with gas-tight doors.
b) It is to have a simple geometric form providing for a free and easy one way passage
c) Facilities are to be provided to prevent simultaneous opening of doors while the cleansing station is in use.
d) Facilities need to be provided to prevent simultaneous opening of doors while the citadel is in use.
e) The cleansing station is to be mechanically ventilated with air purging from the better to the less protected
or unprotected space.
f) Be able to receive an increased rate of air changes during transit of personnel.
g) Means shall be provided for releasing the pressure in the cleansing station before opening the outer door
during peacetime if the airlock is being used as entry point into the citadel.
Guidance note:
The ventilation capacity is to be at least 30 air changes per hour.
When the cleansing station has been used for transit from the citadel to the weather in an identified NBC state, the air
lock is in general to be capable to be purged with an increased air flow immediately after the outer door has been
closed. At least 5 air changes are required to remove all contaminated air.
Means should be provided to switch off the increased purging.

B. Other
B 100 General
101 For NBC-2, dummy filters can replace the NBC filters in periods when NBC threats do not exist. Space
for storing of NBC filters should be allocated onboard.
102 Means for storing or disposal of used filters should be arranged for as appropriate.

SECTION 4
TESTING

A. Testing
A 100 General
101 The tests listed in this section are acceptance tests to be carried out in connection with new constructions.
102 Tests are to be planned and performed in close co-operation with the owner.
A 200 NBC shelter or citadel
201 Each NBC shelter or citadel or sub-citadel is to be subjected to a harbour acceptance tests by pressurising
the NBC shelter or citadel or sub-citadel. The NBC shelter or citadel or sub-citadel is to be checked for leaks
by a recognised method.
Guidance note:
For NBC-1, the NBC shelter might be pressurised with portable fans. 100% air tightness of the shelter should be
aimed for.

Guidance note:
For NBC-2, air leakage to weather and unprotected spaces, other than air through overpressure valves should
generally not exceed 1% of the total supplied air quantity.

202 A harbour acceptance trial comprising a functional control of remotely operated closing appliances is to
be carried out, as applicable.
203 For NBC–2, the following sea acceptance trials are to be carried out with the NBC filters engaged:
a) Pressure test of each NBC-zone to ensure that the required pressure is maintained.
b) The NBC-zone is to be able to maintain a 0.5 kPa over-pressure for a 24 hours period.
c) The prescribed CO2 and temperature levels are to be maintained in all parts of the citadel for a 24-hour
period with a defined number of crew present in those parts.
d) Function check of overpressure valves.
e) Function control of air locks.
f) Checking that water seals for plumbing drains and traps is not breached in heavy seas, the water seal to
sustain a pressure of at least 1.5 kPa.
g) Function control of cleansing stations with recording of air pressure drop through the station.
A 300 Pre-wetting and wash-down system
301 The pre-wetting and wash-down system are to be subjected to a harbour acceptance trial comprising:
— pressure tests
— function control of remote controlled or operated valves without water pressure.
302 The pre-wetting and wash-down system are to be subjected to a sea acceptance trial comprising:
— function test of the whole system to prove that full coverage has been obtained
— drainage functions of the system
— complete system trials to check coverage
— system trials of each section
— drainage functions
— capacity test.
Testing plans including proposed environmental conditions shall be submitted for approval.
Guidance note:
The pre-wet and wash-down system should be tested at full capacity under the following conditions:
- at zero craft speed and wind speed
- at 20 knots relative wind from ahead
- at 20 knots relative wind from ahead while weaving the craft 15° port and starboard of mean course.
