In 2012, in order to slow the rise of nonperforming loans as well as contribute to

removing difficulties for businesses in accessing credit when the economy fell
into recession, the State Bank of Vietnam issued Decision 780/QD-NHNN,
which allowed credit institutions to keep the same group of debts when
restructuring the repayment term in case enterprises have prospects for
production recovery. This regulation has helped many debts not fall into NPLs.
In April 2015, after 3 years of restructuring the repayment term, the State Bank
of Vietnam issued Circular 09, replacing Decision 780.
