2. IBCA
Feature IBCA stands for interference based channel allocation. In IBCA,
Description when a call accesses the network, the interference of the new call to
the established calls and the interference of the established calls to
the new call are calculated. Based on the calculation, the network
allocates a channel with the minimum interference to the new call.
This approach minimizes the overall interference in the network,
improves the efficiency of the frequency usage, and increases the
network capacity while maintaining the voice quality in the whole
network.
Benefits IBCA provides these benefits:
Increasing the frequency usage by 30%–40% and increasing the
network capacity while maintaining the network quality
Reducing the overall interference and improving the network
quality.
Improving the voice quality.
Implementation In GSM, the loose frequency reuse makes better network quality,
higher network KPI, and excellent voice quality, but reduced network
capacity, which is a disadvantage comparing to the tight frequency
reuse. The tight frequency reuse scheme increases the network
capacity. However, the probability of the TRXs using the same
frequency or adjacent frequencies increases. This results in more co-
channel interference or adjacent channel interference, which can
further leads to decreased network quality.
Based on the timeslot synchronization on the air interface, the IBCA
function takes into account the interference strength of all idle
channels and allocates the channel with the minimum interference to
the network preferentially. IBCA performs the following:
Calculates the interference of the established calls to the new call.
IBCA must be used along with the frequency hopping. The idle
channels with different MAIO values transmit signals over the air
interface with different frequencies, and the interference they
experience from the established calls may vary. The IBCA function
calculates the interference to each idle channel when different
MAIO values are applied.
Calculates the interference to the established calls caused by the
new call. If the established calls can interfere with the new call,
once the call accesses the network, the new call also interferes with
the established calls. The IBCA evaluates the carrier-to-
interference ratio of the new call to the established calls.
Taking into account the preceding two types of interference,
allocate a channel with minimum interference to the network and
the MAIO value to the call for access request. The IBCA function
consists of the intra-BSC IBCA and inter-BSC IBCA. In other
words, the IBCA-enabled cell can belong to either one BSC or to
multiple BSCs.
The implementation of the IBCA improves the frequency usage, and
further increases the network capacity. In addition, the interference
between the established calls and the new call is also considered
when allocating a channel to the new call. Thus, the IBCA helps to
improve the call quality.

7. PoC QOS
Feature The push to talk over cellular (PoC) service is a type of real-time
Description packet service that has demanding requirement for the bandwidth and
delay. To guarantee the service quality of the PoC service, Huawei
GBSS provides GBR, shortened data transmission delay, balanced
uplink and downlink channel allocation, and guaranteed real-time
performance of the PoC service.
Benefits This function guarantees the real-time performance of the PoC
service, improves the speech quality of the PoC service, and
enhances the user experience. This helps the operator possess
competitive advantages, provide differentiated services for data
service subscribers, and increase the service revenue.
Implementation The PoC service is a type of group call service implemented on a
GSM network. The PoC service is based on the GPRS/EGPRS
network using the PS technique.
The PoC service involves user authentication, conversation
establishment, media dispatching, charging, and strategy control,
most of which run on the PoC server in the core network. The PoC
signaling and voice data are carried over GPRS/EGPRS in data
packets. The GBSS transparently transfers these packets to the core
network for further processing. Unlike common PS services, the PoC
service requires short delay because the voice data is carried, and
thus a long delay can directly affect the user experience. Huawei
GBSS is able to identify the PoC service and provides certain
measures to guarantee the QoS. These measures include GBR,
decreasing the data transmission delay, and balanced uplink and
downlink channel allocation.
GBR: For the MS that supports GBR, the resources are allocated
based on the bandwidth negotiated by the network and the MS. For
the MS that does not support GBR, the resources are allocated based
on the BEST EFFORT procedure.
Decreasing the data transmission delay: Radio block resources can
be classified into reserved resources (to guarantee the QoS) and
unreserved resources. Reserved resources are dedicated for services
requiring QoS guarantee and are not scheduled. Unreserved resources
are shared resources and are scheduled on the basis of service
priorities. Based on service priorities, TBFs are placed in multiple
processing queues. When radio block resources are scheduled, the
TBFs with high priorities are preferentially scheduled. The TBFs
with the same priority are scheduled in turn.
Balanced uplink and downlink channel allocation: When selecting
channels for the PoC service, the system applies the balanced uplink
and downlink channel allocation. A similar number of PDCHs are
allocated in the uplink and downlink when the multislot class of the
MS allows and the requirements of GBR are met. In most cases, the
PoC service requires the uplink TBF and downlink TBF
simultaneously with asymmetrical traffic in the uplink and downlink.
The channel combination allocated must meet the requirement of the
MS multislot capability and GBR. If the GBR requirement cannot be
met, GBR renegotiation is required.

8. DTM
Feature The dual transfer mode (DTM) function allows simultaneous transfer
Description of CS service and PS service. That is, a subscriber can send photos
and browse websites while having a call. The 3G network provides
concurrent CS service and PS service. With the DTM function, a
GSM network can provide its subscribers with services similar as that
provided in a 3G network. In addition, in areas with insufficient 3G
coverage, subscribers can access the services that are similar to 3G
services through the 2G network by using the DTM function.
Benefits The DTM function supports simultaneous processing of the CS
service and PS service. The PS service can be used without
interrupting the CS service.
DTM allows the implementation of concurrent CS service and PS
service in a 2G network. The concurrent CS service and PS service
is originally available only in a 3G network.
The DTM function is the foundation for the concurrent CS service
and PS service. For example, the Class11 DTM function and HMC
DTM function are both based on the DTM function.
With the development of time, the new point of profit growth shifts
to the data service. The concurrent CS service and PS service
becomes the new requirement. Without the DTM function, only the
class A mobile phone with complex hardware supports the concurrent
CS service and PS service. Due to the complexity of the class A
mobile phone, few manufacturers provide such mobile phones. With
the DTM function, the class B mobile phone can support the
concurrent CS service and PS service, which lays the foundation for
wide application of data services. With the interaction between the
CS service and PS service and the multimedia services provided by
the operators, the call duration prolongs and a large amount of data
traffic is generated. This can bring the operators considerable revenue
increase.
Implementation DTM is a 3GPP-defined standard function. DTM implements the
simplified class A mobile phone operation, that is, the concurrent CS
service and PS service. In DTM mode, the CS resource (TCH) and
PS resource (PDCH) are allocated to the mobile phone
simultaneously. According to the multislot capability of the mobile
phone, different number of channels can be allocated to the MS in the
uplink and downlink to meet the requirement for different bandwidth.
DTM supports MS multislot class 5 and all higher classes. According
to the MS multislot capability, a maximum of two channels can be
allocated to the MS in the uplink or downlink with one channel for
CS service and the other for PS service.
The DTM function must be enabled along with the A interface
collaboration paging function. In such a case, the mobile phone is
able to accept the paging request of the CS domain from the A
interface while engaging in the PS service. When DTM is enabled in
a cell, the BSC that serves the cell supports the A interface
collaboration paging function.
For an MS supporting DTM, when the MS initiates a location update
request in CS mode, the CS channel (FACCH or SDCCH) can be
used for the location update and no separate PDCH is required. This
saves the PS channel resources.
In DTM mode, the MS can establish a PS connection only after a CS
connection is established. If an MS engaged in the PS service needs
to switch to DTM mode, the TBF must be released first; after that,
the MS switches to CS mode and establishes a TBF connection; at
this time, the MS can work in DTM mode. The following figure
illustrates the state transition in DTM mode.
9. Abis MUX
Feature The Abis MUX function applies multiplexing to the packets
Description transmitted over the Abis interface. The IP/UDP packets that met the
multiplexing condition are multiplexed at the transmitting end and
then demultiplexed at the receiving end.
Benefits By multiplexing and demultiplexing the IP/UDP packet, the Abis
MUX function reduces the average length of each IP packet, and
hence increases the efficiency of the IP transmission.
Implementation The speech payload in GSM is small. After the IP transport is
applied, the transmission efficiency of the speech is low because the
speech payload, which is smaller than the IP/UDP header, is carried
in the IP/UDP packets. To address this issue, the IP/UDP header is
multiplexed. That is, the UDP packets that meet the multiplexing
condition are multiplexed at the transmitting end, and demultiplexed
at the receiving end. In this way, several UDP/IP packets are
multiplexed on one UDP/IP packet; in addition, several speech
packets share one IP/UDP header. The increased transmission
efficiency, therefore, is achieved.

10. IP QoS
Feature The IP QoS function provides a systematic QoS mechanism for the
Description IP transmission and ensures the transmission quality.
Benefits The function guarantees the wireless network KPI while reducing the
transmission delay, transmission delay variation, and IP packet loss
rate (IPLR).
Implementation For the IP-based GBSS, the transmission resources are reused instead
of being occupied exclusively. When the transmission resources are
not sufficient, increased delay, packet loss, and service dropping are
all the possible consequences in case of congestion. The systematic
QoS is to address this issue and guarantee the IP transmission quality.
Huawei GBSS provides different QoS mechanisms in each layer to
guarantee the end-to-end QoS.

15. RAN Sharing
Feature Under the condition of keeping the independency of core networks of
Description multiple network operators, the RAN Sharing function enables
multiple network operators to share one GBSS network so that they
can use the resources (including the BSC, BTS, antenna system,
transmission, and so on) in the GBSS network simultaneously.
Benefits The GBSS sharing can make new network operators accessing the
network easily and implement the network coverage of the network
operators quickly.
Through the sharing of the equipment on current network, the
operator can fully use the network resources and increase the
revenue.
Reduce the comprehensive operation cost of the network operators.
Multiple network operators can operate the radio services
independently so that they can keep the independence of the
business development from the network planning.
Implementation The shared services in the GBSS are CS services and PS services.
The GBSS will route the services to the specific core network (MSC
or SGSN) to which the cell belongs for processing.
In addition, the RAN Sharing supports the coexistence of the sharing
resources and non-sharing resources in the GBSS. For example, some
resources in the GBSS, such as all the resources under one BTS, may
belong to one specific network operator so that other network
operators cannot use these resources. On the other hand, the
resources under other BTSs of the GBSS can be shared by multiple
network operators.

Benefits The retransmission of the FACCH frame can improve the FACCH
link performance of the common MS by about 2 dB and improve the
FACCH link performance of the MS complying with the 3GPP R6
protocol by about 4–5 dB.
The retransmission of the SACCH frame can improve the SACCH
link performance of the common MS by about 4–5 dB.
Implementation The network retransmits the FACCH frame when the downlink
measurement result is lower than a certain threshold. The
retransmission mechanism is as follows: If the first interleaving block
of the first sent FACCH message is transmitted on the TDMA frame
numbered M, then the first interleaving block of the repeatedly sent
FACCH message is transmitted on the TDMA frame numbered M+8
or M+9.
If the BSC detects that the SACCH message cannot be correctly
decoded or the measurement result on the downlink is lower than a
certain threshold, the SACCH Repetition Order (SRO) is set to 1 and
the MS is required to retransmit the SACCH message. Where, SRO is
a new flag in the downlink SACCH message. If the MS detects that
the SACCH message cannot be correctly decoded, the SACCH
Repetition Request (SRR) is set to 1 and the BSC is required to
retransmit the SACCH message. Where, SRR is a new flag in the
uplink SACCH message. After receiving the flag where SRR is set to
1, the BSC retransmits the corresponding SACCH message.

Benefits When the traffic volume in a cell is low, calls are handed over from
half-rate channels to full-rate channels to improve the communication
quality. When the TCHs in a cell are insufficient, calls are handed
over from full-rate channels to half-rate channels to expand the cell
capacity.

measurement reports and the cell load.

Implementation The public voice group call service (VGCS) adopts the half-duplex
mode. It allows a group member to originate a call to other group
members in a predefined service area. The group members are also
predefined, who can be a fixed dispatcher, a mobile dispatcher, or a
mobile service subscriber. There is no limitation to the number of
listeners in such a group; however, at a specific moment only one
subscriber in the VGCS group can speak by pressing the PTT button
to seize the uplink while others are listeners. Any authorized
dispatcher can be a speaker at any time during the group call, while a
maximum of five dispatchers are allowed to speak concurrently.
With the minimum unit of a cell, a VGCS area is defined upon the
subscription. The VGCS area can be served by different BSCs,
MSCs, or even the entire network. Only one VGCS channel can be
assigned to each related cell during a call. All the group members in
the cell share the downlink channel and access the uplink channel by
pressing the PTT button.
The MS that originates a group call must be a group member or a
registered and authorized dispatcher.

Benefits The VBS is one of the most fundamental trunking services and is
used on special occasions. When a VBS call is originated, the
originator can ensure the speaking right without pressing the PTT
button, which is comfortable for the speaker.
Implementation During the VBS voice broadcast service call, only the originator
can speak and the other service subscribers (except the dispatchers)
can only listen. During the VGCS call, however, the dispatcher and
other common mobile members in the group can speak.
The originator of the VBS call can speak without pressing the PTT
button, while during the VGCS call any group member, even the
originator, requires to press the PTT button before and during the
speaking.
The MS originating the VBS call can terminate the call after
pressing the on-hook key. For one VGCS call, the BSC/BTS does
not release VGCS channels within a certain period after uplink
links are released.

Implementation When the group broadcast is set up, its channels are assigned to the
cells which have the group subscribers. If the cell does not have any
group subscriber, no group channel is assigned to it until at least one

1. Enhanced Channel Assignment Algorithm
Feature Preferentially Allocating Channels on Main BCCH Carrier for Non-
Description AMR Speech Services
Benefits For MSs that support the AMR speech, allocate the channels on the
carriers in tight frequency reuse mode to improve the average speech
quality in the network.
Implementation In a tight frequency reuse network, loose frequency reuse mode, such
as 4x3 pattern, is applied to the main BCCH carrier; tight frequency
reuse mode, such as 1x3 pattern, is applied to the TCH carrier. The
non-AMR speech (including FR, EFR, and HR) is more susceptible
to interference than the AMR speech. Therefore, if the network
supports the AMR speech, for MSs that do not support the AMR
speech, preferentially allocate the channels on the carriers in loose
frequency reuse mode, such as the main BCCH carrier.

1. Performance Management
Feature Real-time traffic statistics, Multi-period traffic statistics and
Description Enhanced IP performance measurement
Benefits Help the user get an overview of the load and resource usage
conditions of the system.
Implementation Real-time traffic statistics:
The GBSC supports the query of real-time statistics of the following
items on the BSC through the MML client: the number of calling
MSs, the number of initial accesses, the number of establishment
indications, and the number of A interface paging requests. The
query of the real-time statistics enables you to learn the system load
and resource usage any time.
Multi-period traffic statistics:
The GBSC supports the traffic statistics of multiple periods. You can
create a task with multiple periods through the M2000. Based on the
task file, the M2000 then generates the traffic statistics automatically.
On the M2000, the traffic measurement can be performed on the
basis of the following eight periods: 15 min, 60 min, and 1440 min.
You can configure up to three periods at a time.
Enhanced IP performance measurement:
You can query the BTS IP performance measurements through the
LMT client on the GBSC. The information that can be queried using
the MML command consists of: traffic over the FE/GE port, bit error
rate over the FE/GE port, and service type/user based traffic.

Benefits The VSWR detection function enables the BTS under the remote
control to measure the VSWR without using any specialized tools,
and thus saves cost considering that there is no need for the
maintenance personnel to conduct the test on site.
Implementation All the maintenance personnel need to do is to send a VSWR
detection command to the BSC through the M2000 or MML client.
The BSC then forwards the command to the BTS. The BTS
configures the test mode and then carries out the VSWR test. After
that, the BTS restores to the work mode. After the test, the BSC
reports the test result to the M2000 or MML client. On the M2000,
you can perform VSWR tests in batches. The precision of the VSWR
is 0.01 with a plus or minus 0.2 deviation compared to the VSWR
obtained by using the specialized tool.

3. Extended Cell
Feature Enhanced downlink throughput in double-timeslot extension cell
Description
Benefits The extension cell can provide a data throughput four times of that
provided by a traditional cell (single downlink timeslot connection),
and thus accelerates the download tasks of the MS, improves the user
experience, and helps the operators make more profit out of data
services.
Implementation The cells with coverage over 35 kilometers, such as coast coverage,
island coverage, or wide coverage on land, support the PDCH

(Signaling Channel) does not distinguish TCH and SDCCH. When
an MSC (such as an MSC of Ericsson. The MSC that has the
problem is of Ericsson) delivers an assignment request message to
the BSC, in some situation the channel speed type may specify
SDCCH, but the number of TCH seizure requests includes the
Assignment Requests (Signaling Channel). After this defect is
corrected in BSC6000 V900R008, in the case that the MSC assigns
an SDCCH, the number of TCH seizure requests is less than that in
the previous versions, resulting in the problem that after BSC6000
V900R001/BSC6000 V900R003 is upgraded to BSC6000
V900R008, some KPIs are lowered.
Considering that Huawei has many devices interconnecting with
the devices of Ericsson, we add an internal software parameter:
Assignment Requests (Signaling Channel) traffic measurement
switch (using bit 2 of the reserved parameter 0 of PID (333)). The
default value is 0 (off).
The meaning of this parameter is described as follows:
0—switch off, indicating that the traffic measurement of the
Assignment Requests (Signaling Channel) distinguishes SDCCH
and TCH.
1—switch on, indicating that the traffic measurement of the
Assignment Requests (Signaling Channel) does not distinguish
SDCCH and TCH.
