Introduction
• Institut Masa Depan Malaysia (MASA) Policy Development Programme (MPDP)
calls upon interested academicians and researchers to submit their research proposals
to submit their research proposals for evaluation by MASA. Their research proposals
must reflect the theme of the on-going National Recovery Plan (NRP).
• In addition to being awarded with a research grant, successful applicants will have
the opportunities to publish their research reports as policy documents to be
disseminated to national and international agencies handling public policy.
• Each successful policy research proposal will be awarded up to RM10,000. Please note
that MASA has full discretion to decide on the quantum of the grant.
• Applicants should determine their scopes of research and methodologies within the
budget offered. Please exclude the publication costs in the application form.
• The duration for a proposed research project under MPDP is between 3 and 6
months.

Criteria & Guidelines
• Application is open to creative and resourceful academicians or researchers affiliated with
public/private universities.
• Applicants for the policy research project under MPDP are preferably below 40 years old.
• Proposals submitted should be aligned with Institut MASA’s Research Focus and Subject
Areas.
• Proposals should follow the format set by MASA. All proposals under MPDP are advised to be
concise, simple and accurate and consist of:
✔ Title
✔ Issue/Problem Statement or Blurb
✔ Literature review
✔ Target Audience/Recipient
✔ CV of Writers/Collaborators
✔ Budget and Gantt Chart
• All proposals will go through due diligence process by the Secretariat before they are
shortlisted by MASA’s Policy and Research Committee.
• Lead researchers of the shortlisted proposals will be invited to present their proposals
before they are notified for the research grant award.
• Successful applicants will have to present their research outputs in a seminar organised by
MASA.
• Successful applicants are encouraged to publish their research outputs in reputable journals.

Proposal Submission
• Only applications submitted via email will be processed for
assessment.
• Please check the contents thoroughly before submitting online as
any changes or re-submission thereafter will be rejected.
• Upon successful submission, the applicant will be contacted via email by
the Secretariat.

Disbursement of Fund

• The grant will be disbursed according to the following schedule:

Submission of Interim Report & Policy Brief

• Interim Report (IR)


The Lead Researcher is responsible for the successful implementation
of the project according to agreed timelines and for the timely
submission of the IR. It is required for the IR to be submitted in a timely
manner (not more than 7 days) upon achieving 50% of project
completion.
The IR is to be submitted together with the expenditure report.
• Policy Brief (PB)
The PB is required to be submitted within 7 days after research activities
completion to the MASA.

Project Completion Notification

• An acknowledgement of project completion will be sent to the Lead


Researcher once the requirement for proper project closure and
conditions such as satisfactory submissions of reports and financial
statements are met.

Intellectual Property & Publishing Rights

• Ownership and management of IP, royalties and any other forms of fees
received by the institution resulting from the findings or outputs of the
research (such as licensing of the IP or any other forms of
commercialisation), shall be governed in accordance with the agreed
terms and conditions outlined in the Letter of Award.
• MASA is entitled to publish the research reports in any for as it deems fit,
for the purpose of education or knowledge transfer. This notwithstanding,
the Lead Researcher is required to contribute through publishing and
presenting research findings in local or international events/media,
subject to the prior approval of the MASA.
• Copies of all publications are to be submitted to the Secretariat.
