Note – due to changes taking place because of Membership Streamlining, this document
contains information for those aiming to undertake a Professional Review in 2021 and 2022.

Important information

The sponsor’s role


This sponsor questionnaire is to be used if supporting a candidate for the Chartered Professional Review, Chartered
Professional Review (Progressive), Member Professional Review or the Technical Report Route. Those applying
for the Technician Professional Review or through a Recognition Route have a separate questionnaire.

The sponsor questionnaire is an important part of a candidate’s application for ICE membership. Please take the
responsibility seriously, understand the required attributes and provide useful, in-depth comments about the
candidate. Brief statements – like describing the candidate as ‘technically competent’ – are not useful to reviewers.

The sponsor’s additional statement of support should expand on any of the attributes and may be used to give a
character reference or examples of the candidate’s approach to ethical issues.

The overriding duty of all sponsors is to declare on the sponsor’s form that:

 “The candidate is a fit and proper person for admission to membership”.

This must be an informed statement measured against the relevant member competences.

 “I have scrutinised the candidate’s submission” (ICE lead sponsor only)

This is a bold, definitive statement. The documents must satisfy the Lead Sponsor in every detail, most particularly
in that they really do demonstrate the attributes being sought.

Sponsor requirements
All applications for membership must be supported by three sponsors.

All candidates must nominate one of their sponsors as the lead sponsor. The lead sponsor has to be a current
professionally qualified member of ICE and registered with the Engineering Council UK through ICE or one of the
Engineering Council licensed bodies. The other two sponsors must be professionally qualified engineers listed in
the table on pages below.

All sponsors must be professionally qualified and registered at the equivalent grade of membership, or above to
that which the candidate is applying for. This protects the values and standards of ICE and your profession.

Lead sponsor
It is expected that, if you are acting as the lead sponsor, full, detailed comments must be provided in each of the
boxes demonstrating, through your knowledge of the candidate, how they have achieved all of the attributes.

The lead sponsor must sign the report précis and the submitted report and confirm that they are satisfied that the
candidate has taken note of any comments made by ICE on their Initial Professional Development (IPD).

The scope of the lead sponsor involvement should extend to constructive criticism of the report, advice on the
presentation and arranging practice interviews.

Other sponsors
You are expected to review the criteria for the grade of membership for which the candidate is applying. If you do
not have personal knowledge of the candidate in one or two attributes, please provide detailed comments against
those for which you do have knowledge.

If you have not been able to complete all boxes, it will also be necessary for you to provide an additional statement
of support at the end of the questionnaire, stating why, based on your personal knowledge of the candidate, they
meet the requirements for membership.

Member attributes
All sponsors must be aware of the attributes of the different grades of membership and must be convinced, through
direct experience, that the candidate is a fit and proper person to be elected to ICE membership.

They are listed on the attributes page of our website. All sponsors should read them.

Returning the sponsor questionnaire


You must complete the sponsor questionnaire based upon your personal knowledge of the candidate. The
completed sponsor questionnaire must be submitted* into the Professional Reviews sponsor’s portal a minimum
of one week before the application opening date of the centre/location that the candidate is applying for.

*If the questionnaire is unsigned, or there are concerns with the sponsor’s comments, the form will be returned
and may lead to the candidate’s Professional Review being deferred.

Post-Professional Review feedback


If the reviewers think the performance of the candidate varies significantly from the lead sponsor’s comments, we
will get in touch to provide feedback.
