CONFERENCE GUIDE
WELCOMEWORDS

Distinguished Guests:

In this golden autumn when crimson hills and cr ystal blue water unfold a
grand spectacle of mother nature, we are delighted to welcome you to the
online session of “China-ASEAN Clean Energy Capacity Building Programme
2021 Exchange Project” for joint facilitation of China-ASEAN energy
collaboration and establishment of a safe, efficient and clean energy system.
In recent years, China puts for ward five major development concepts of
innovation, coordination, greening, opening-up, and inclusiveness in energy
transition, aiming to transform the energy development, and adjust and
optimize energy structure, which has yielded positive outcome in developing
renewable energy. ASEAN countries realize rapid development in this sector
based on abundant renewable energy resources. Thus, it is of crucial
significance to hold “China-ASEAN Clean Energy Capacity Building
Programme 2021 Exchange Project”, as it ser ves as a platform for cooperative
exchanges between China and ASEAN countries and information sharing
among experts.
Guided by National Energy Administration of the People’s Republic of
China, the China-ASEAN Clean Energy Capacity Building Programme 2021
Exchange Project is jointly organized by China Renewable Energy Engineering
Institute and ASEAN Centre for Energy and co-organized by PowerChina
Zhongnan Engineering Corporation Limited and Renewable Energy Special
Committee of China Association of Circular Economy under the theme of
“High Proportion Renewable Energy Development Towards a Sustainable
Future——Extensive Utilization of Wind and Solar ”. Attending this online
event are exper ts, scholars, and officials, who will provide in-depth
explanations to two reports, “Low-speed Wind Power Application Case
Analysis” and “Case Analysis of High Proportion PV Application”, and carr y
out exchanges based on their point of views regarding low-speed wind power
application and high proportion PV application of China and ASEAN countries.
Please allow me to thank you again for you attendance!

II Background

To promote the regional sustainable development and the transformation of

energy mix, share the experience in clean energy policy development and technology
application, etc., China and ASEAN countries are jointly implementing the "China-
ASEAN Clean Energy Capacity Building Programme" based on the ASEAN mechanism of
10+3 under the framework of the "Belt and Road" Initiative, and in virtue of the
dialogue platform for East Asia Summit Clean Energy Forum, so that the clean energy
and sustainable development experience can benefit more countries and regions, and
the great-leap-for ward development of regional energy and economy can be realized.
GUIDING ORGANIZATION The ASEAN countries have significant needs for economic and energy
development, while the ASEAN region possesses abundant clean energy resources and
National Energy Administration of the People’s the development of clean energy is one of the key focuses concerned by the ASEAN
countries. China has abundant development experience and the world's advanced

technologies in the clean energy field. China works with the ASEAN countries on clean
energy capacity-building and exchanges, which contribute to complementing each

transformation, and promote the process of regional economic integration.
ASEAN Centre for Energy (ACE)
China-ASEAN Clean Energy Capacity Building Programme is jointly implemented
China Renewable Energy Engineering Institute (CREEI) by China Renewable Energy Engineering Institute and AŠEAN Centre for Energy.
China Renewable Energy Engineering Institute and ASEAN Centre for Energy will
CO-ORGANIZER jointly organize an exchange project each year, and invite the policy or technical
officials from China or the ASEAN countries for discussion of a topic(pumped storage,
wind power, solar power, nuclear power, traditional hydropower), with the exchanged

development, operation and maintenance, grid-connecting operation management,
risk control, environment and society, etc. Furthermore, each exchange project will
invite an excellent competitive corporate to participate in the implementation of the
SUPPORTING ORGANIZATION Programme, and in addition to intensive exchanges and discussions.
The first exchange activity was held successfully in Hangzhou in October 2017, and
obtained satisfactor y results and was highly acclaimed by relevant ministries and
China-ASEAN Cooperation Fund
commissions. The "2018 Exchange Project of China-ASEAN Clean Energy Capacity
Building Programme" was held in Xi'an China, under theme of "Effective Utilization of
Diverse Energy Resources--Development, Application and Practices of Hybrid Energy
System", which yielded positive results. Themed by “High Proportion Renewable
Energy Development Towards a Sustainable Future---Extensive Utilization of Wind and
Solar ”, the third exchange activity is now being held in Changsha in 2021, focusing on
the promotion of advanced technology and experience in wind and solar industr y.
Attending this event are scholars, experts and officials from China and ASEAN
countries, who discuss topics regarding policy sharing, wind power development of
ASEAN region and world, and case analysis. In view of COVID-19, the exchange project
will be held via video link .
By spreading the experience of clean energy development and key technology,
the exchange project aims to deepen and broaden the cooperative exchanges in clean
energy, deliver the mutually beneficial cooperation for all countries, and boost the
pragmatic collaboration in regional clean energy.
