Corey Forman is the opposing candidate which offered him the bribe. Asked him take his signs down &
drop out of the race & he would pay him. Mr. Payne wrote a letter to City Manager & City Clerk &
officials with Garden City already he says. Says his wife may have sent an email to the elections office
already about this.

I have spoken to our General Counsel and as we previously discussed, can find no election code violation
for the candidate offering to pay your expenses for you to withdraw. I do have a meeting next week with
a attorney from the Attorney Generals office and plan to inquire if they are familiar with any code or law
that this would fall under and what agency you may wish to contact.

I previously advised that you could reach out to the Attorney General’s Office as well as your local
District Attorney to inquire if they ay have jurisdiction over any possible violation.
