1. OBJECT OF THE STUDY

This report constitutes the hydrological and hydraulic verification note of the pipe culverts
and box culverts located between the PK55 and the PK75 of National Road RN1.

After cleaning of abundant vegetation from surrounding culverts, an exhaustive diagnosis of


the existing structures in this section was carried out by joint missions between the
Contractor and his consultant from December 13 to 22, 2021. An update of the diagnosis by
the altimetric elevation of inlet and outlet levels of each culvert was carried out on January
5 and 6, 2021.

For the hydrological calculation, a flood return time of 10 years will be used.

It is important to remember that the existing culverts in this section were recently built
(years 2012 - 2014) as part of the RN1 rehabilitation and widening project between NTOUM
and NSILE on the basis of preliminary hydraulic studies. The studies and works were
supervised by the National Agency of Infrastructure Works. The work was stopped after
some works had been carried out, in particular culverts, some earthworks and pavement
works.

It is for this reason that all box culverts and pipes in this section are in good conditions as
shown in the rest of this note and its appendices.

2. LOCATION OF THE PROJET

This project concerns the development of the RN1 road between PK24 and PK105. This road
section crosses the agglomerations of Ntoum, Kougouleu and Kango as shown in the
following Graphic 1 :

3. CULVERT DIAGNOSIS OF PK50-PK75 SECTION

The diagnosis of the existing culverts in the PK50-PK75 section is presented in appendix 1 as
a table with upstream and downstream photographs of headwalls.

Comparison of existing culverts as per site inventory with culverts mentioned in schedule-
16 (preliminary design) are also made available in annexure - 7

The Table 1 on the following page gives the main characteristics of these existing culverts :

The structural state of existing culverts is satisfying.

Subject to hydraulic verification of the section, these structures must be cleaned and maintained in line with the Clause 2.4.4.1.2 of the performance
specification in Schedule 2 of the EPC contract.

The project bridges are 3 in number as shown in Table 2. They are in good structural condition.

Bridges

Three bridges are visible at PK54 + 910, PK71 + 588 and PK74 + 748. The first bridge and the
third bridge are with 2-lane and constructed with reinforced concrete beams, respectively
of 14m and 25m. They are in good structural and hydraulic conditions.

The clearance under the bridge during our visit is 3.6m and the water depth in the river is
approximately 0.5m.

The second bridge PK71 + 588 is a rail overpass that has a clearance of only 5.2m at the
centreline of the road.

The span and clearance of decks 1 and 3 are shown in Graphic 2 and in Graphic 3 below :

4. HYDROLOGICAL STUDY

Gabon is located in an equatorial climatic zone characterized by abundant and frequent


rainfall. Depending on the region, the rainfall varies between 1700mm and 3000mm and the
average temperature oscillates between 22 and 32 ° C.

The climate cycle has 4 seasons: a small dry season between January and mid-February and
a large dry season between July and August.

The great rainy season occurs between mid-February until June.

The Graph 4 above shows the precipitation distribution along the months of the year. The
precipitation in the most humid month (November) is 490mm, and the amount of annual
rainfall is 2841.7mm, rounded to 2500mm.

This Graph 5 above reports the number of rainy days per month which varies between 1.7
in July and 25 days in October and 22.5 in November.

The map in Graph 6 below, known as the isohyets relating to the annual absolute maximum
rainfall calculated over a period of 30 years established by the National Meteorological
Directorate, indicates that the project is located in areas of abundant rainfall between 2500
and 3000mm per year.

For the project area, we assume that the average annual rainfall is 2500 mm and the ten-
year rainfall equals to 130 mm per hour (1).

During this study, we carried out a new delimitation of the watersheds and a verification of
the flows based on the following data:

- Rainfall in the Libreville area and its surroundings;


- The 1 / 50,000th map of the National Institute of Cartography - Gabon;
- The same calculation methods used in the DPR studies and recalled later in this report,
for the two categories of watersheds with areas less than 4 km2 and areas between 4
and 200 km2 (These methods are commonly used in Gabon);
- Watersheds with a surface less than 0.3km2 give a low flow and a pipe with a minimum
diameter of 0.8m allows them to be drained safely. In this report, they will be the subject
of a delimitation and a hydraulic calculation.

4 .1 THE RATIONAL METHOD FOR THE WATERSHED WITH AREA LESS THAN 4 KM²

ORSTOM2 has set up an abacus which directly provides the flow of the 10-year flood as a
function of the surface area of the watersheds for three categories of slopes. This abacus is
commonly used in Gabon and gives satisfactory results for watersheds with a surfaces
between 0.3 and 4Km².

For this abacus, the slopes are considered low when they are less than 0.5%, high when they
are greater than 5%, and middle between these two values.

The ORSTOM chart is shown in Annex 3. It was used for the preliminary design studies for
the same category of watershed.

Concerning the smallest watersheds with a surface area of less than 0.3Km2 (where it was
mentioned that the smallest pipe could be sufficient to drain them with safety) the hydraulic
verification was carried out in this report using the rational formula described below:

Ventura and Passini. The latter give homogeneous and convergent values.

For the evaluation of the concentration time, Passini's formula will be used, which uses both
the surface area of the watershed, its length and its slope.

With the classification of watersheds in six categories, namely :

The average distance between two consecutive structures is 282m which remains high.

The watershed delineation maps are shown in Appendix 3. Their characteristics and the
calculation of flows are shown in Appendix 4.

5. INDONDABILITY OF THE ZONE FROM PK69+750 TO PK72+500

The PK69+750 to PK72+500 zone is marked by the presence of a large watershed, the W72-
2 which is cut by the road to generate (09) sub-watersheds: A large sub- watershed located
at the left hand side and drained by the river known as "Petite Agoula", and eight other sub-
watersheds located on the right hand side and drained through culverts to flow into the
same river "Petite Agoula".

This watershed is also cut into two parts, by railway embankment, where water crosses
through hydraulic structures such as pipes and box culverts in the western part (right side
of the road), and by the bridge over the "Petite Agoula" in the eastern part (left side of the
road, located about 475m from the road towards Franceville).

This “Petite Agoula” watershed is marked by a relatively flat relief, the longitudinal slope of
which is estimated at an average of 0.5%, along the main watercourse and at 0.15% between
the bridge and the triple box culvert of PK72+725.

The Graphic 8 below shows the sub-watersheds from PK69+750 to PK72+500.

In November 2019, after heavy rains, the drainage system in the PK69 + 750 and PK72 + 500
area showed its limits. The area saw flooding and the road was cut where the water reached
in places around 50cm in the road.

In the following, they are illustrated the dimensions as well as the condition of the culverts
under the railways as well as the analysis of their operation in order to know the probable
causes of flooding.

5.1 WATERSHED OF RAIL BRIDGE – PETITE AGOULA

The extract from the topographic survey and the photograph below show the span of the
bridge and its clearance :

The clearance is 8.0m,

The span of the bridge is 32.3m with a skew angle, or 23m perpendicular to the axis of the
stream.

The longitudinal slope of this stream is low. It is barely 0.15%, between this bridge is the Box
Culvert 3x (3.5x3) located at the intersection of Petite Agoula with the RN1 road at PK72 +
725.

The difference in height between the water course of 1.83m for a length of the watercourse
of 1275m, between the two locations.

The watershed of this bridge has the following characteristics:

The centennial flow is 51.68m3 / s

A hydraulic calculation using the HY-8 software, and using these hydrological data as well as
the dimensions and characteristics of the bridge show that under the 100-year rainfall the
water level reaches 12.07 for a flow of 51.68m3 /s.

The Manning-Strickler roughness coefficient was taken as 20 for the river (stream with
vegetation at the edge), and 70 for the bridge.

The maximum water level under the bridge is 12.07m for the 100-year flood. It remains
below the altimetric level of the flooded zone of the RN1, where the heights are greater than
13.10m.

So this bridge, cannot cause flooding on the road under the centennial flood.

Also, the possible malfunction of the PK72 + 726 box culvert located at the downstream of
Petite Agoula watershed cannot be a cause of flooding, because it is far and any back water
cannot reach the flooded areas.

5.2 THE OTHER CULVERTS UNDER THE RAIL IN THE FLOOD AREA

Four (04) other culverts located under the rails between Andem to Ndouaniang. They are
metallic pipes and box culverts in reinforced concrete. They are in middle structural and
hydraulic condition. Two are well functioning well and are generally maintained and 3 pipes
800 diameter and 100 diameter are clogged.

Photographs as well as lifting of their conditions and their ratings were taken on April 12 and
13, 2021. They are shown at the end of Annex 1.

A calculation of the flow of their watersheds and their capacity to contain the water of 10-
year flood was carried out as shown at the end of Annex 4. It shows that the capacity of
these culverts is sufficient (where the maintenance is followed) and that the watersheds
corresponding are small sizes.

Therefore, these hydraulic structures cannot be the cause of floods even in the event of a
malfunction. The resulting flooding will be beyond the railway embankment. And, in the
event of water raising behind the embankments (in the event of a probable malfunction of
one of the structures) the water will end with passing over the embankment to find its usual
path: It is not any worsening of the situation of the main road.

The most likely cause of these floods is the lack of maintenance of the existing hydraulic
structures. Presumably, these structures were not maintained from their construction in
2012-2013 until the date of the floods.

Photographs taken in the field show the sand deposit and the abundance of vegetation on
both sides of the existing structures. Some are completely clogged or only operate with a
small part of their hydraulic section.

5.3 SOLUTION PROPOSAL :

The hydraulic calculation of the various culverts in this area has shown that the section
offered is sufficient to convey the waters of the 10-year flood safely. However, the lack of
maintenance observed and the abundance of vegetation and the recurrent silting up of the
structures make water flow difficult, especially in areas with low slopes such as those in the
study area.

Therefore, to avoid the risk of flooding in the area from PK69 + 750 to PK72 + 700 and make
the road drivable at all times, the following measures are recommended:

- Maintenance and periodic cleaning of existing hydraulic structures;


- Cleaning of both upstream and downstream sides of hydraulic structures located in the
area. The cleaning of the downstream side should allow the water to reach the Petite
Agoula river;
- Raising the level of the road by approximately 50 to 60cm to put the pavement out of
water and correct the slight slopes of the existing road, in particular at PK71 + 250 and
PK72 + 750;

- The construction of a rigid pavement under the rail bridge because the clearance is
limited to 5.2m.

It remains to be emphasized that the digital elevation model of the SRTM existing ground of
30m resolution, available with the Consultant, shows the flat nature of the ground (see the
first part of Graphic 9 in dark blue color). The second part of the graph shows in pink the
flooded areas when the water reaches 13.6m in the event of a malfunction of the outlets.
They reach the road from PK69 + 750 to PK72 + 500.

The vertical alignment of Graphic 10 below shows that the raising of the designed line is not
possible under the rail bridge of PK71 + 588 because of its clearance which is limited to 5.2m.
It would therefore be wise to provide at this level a submersible pavement in reinforced
concrete of at least 200m in length.

6. HYDRAULIC STUDY

The hydraulic checks are based on the application of the Manning-Strickler formula in the
10-year flow assumptions and with a fill rate of 75%, either for box culverts or pipes. The
clearance of the box culverts is limited to 0.5m generally, but can be relaxed to 0.3m if the
culvert is less than equal to 1.0m in height.

These checks are shown in Annex 5.

The coefficient of roughness K is at a value equal to 70 for hydraulic structures in


reinforced concrete.

The flow speed inside the structure is limited to 4 m/s.

The table in appendix 5 shows the capacities of the structures located downstream of the
watersheds as well as the flow speed and the clearance.

These calculations have been generalized to hydraulic structures whose watersheds have
surfaces of less than 0.3 km2.

The hydraulic sections of all the structures located between the PK50 and the PK75 are
sufficient, but suffer from lack of maintenance. After clearing and cleaning the waterways,
these structures will function properly.

The speed of the water under the ten-year flood remains below 4m/s. However, the box
(1.5x1.5) of PK73+287 whose water speed is 3.17 m/s shows signs of erosion due to the
nature of the soils crossed. It is therefore wise to provide riprap at its downstream side.

No new hydraulic works are planned for this section from PK50 to PK75 and all existing
structures have a coverage greater than 1m.

It should be noted that these conditions of filling rate and clearance are generally respected
with the exception of the following boxes:

These culverts will be maintained, without danger. Under the 10-year frequency flood, their
filling rates remain below or equal to 77% while the air drafts are between 0.35m and 0.46m,
instead of 0.50m required by the technical specifications.

The existing structures are in good structural condition. They will only be cleaned from the inside and at a distance of at least 30m on either side of each headwall.

The lengths of these structures will be verified after calculation of the current cross sections. Details will be provided in the plans sub-folder for all culverts to be
extended.

7. DRAINAGE OF THE PLATFORM – DIMENSIONNING OF LATERAL DITECHES

7.1 SECTIONS OF DITCHES :


The shape and nature of the drainage ditches are chosen according to the constraints related
to the relief, the nature of the soils and the agglomerations crossed, as well as to the
conditions of construction.

The typical plans for the ditches to be used for this project are shown below. They are of
three distinct types :

- Concrete triangular ditches


- Trapezoidal concrete ditches
- Rectangular gutters

- Concrete triangular ditch

. Coated with concrete. The dimension details will be provided in separate drawings.

. Depth : 0.50 m

. Opening: 1.08m

. Slopes : 3/2 & 2/3

These ditches are intended for roadside cutting areas.

Coated with concrete thick of 10cm, and reinforced with mesh. The geometrical

These ditches are to be built at the toe of embankment when the height of the embankment
exceeds 2m, or as a continuation of triangular ditches to convey water to low points (up to
the outlet or the hydraulic structure headwalls).

- Rectangular gutters in urban areas.

These gutters are covered by reinforced concrete slabs and have dimensions of:

The depth is 0.50m and the opening is 0.50m.

The gutters are given here for information only. There are no plans to build rectangular gutters
between the PK50 and the Pk75.

7.2 CAPACITY OF DITCHES / CRITICAL LENGTHS

For the calculation of ditch and discharge pipe culvert flows, the project was divided into
small watersheds according to the areas concerned for each ditch and culvert.

As shown in the Graph 14 below, the areas concerned were also divided according to their
nature and their impermeability :

- pavement and shoulders :


-berms and lateral ditches ;
- and embankment.

The width of the intake right-of-way is variable depending on the configuration: It can be
formed only by the triangular ditch and half of the road when the road is in double
superelevations, or by the entire width of the unique superelevation road, the ditch, the
bench and the embankment. The worst case is obtained for the latter case.
The flow rate calculation is performed by the rational formula described above.
The runoff coefficient is estimated from the weighting between the coefficients C1 = 0.95
for the roadway, 1.00 for the concrete ditch and 0.70 for the embankment and the bench.

This runoff coefficient is variable depending on the right-of-way width. It is C = ((0.95 * 10)
+ (1.00 * 1.1) + (0.70 * 8.9)) / 20 = 0.84 for the case of a 20m right-of-way consisting of
overturned roadway and a bench.

In the case of a double superelevation roadway, without bench after the ditch, this
coefficient becomes C = ((0.95 * 5) + (1.00 * 1.1) /6.1 = 0.95

The flow rates corresponding to the length take into account a maximum filling rate. They
are estimated by the same Manning-Strickler formula developed earlier in this hydraulic
note.

We will take for the roughness coefficient K = 70 for concrete ditches.

The critical lengths of the concrete ditches are calculated here according to the slopes of the
project and with a filling rate of 50% and a runoff coefficient of 0.84. The critical lengths vary
in this case between 134m and 900m as mounted in Table 14 below:

These critical lengths remain purely indicative. The filling rates of the ditches various
sections were verified as a function of the ditches length, the widths of the various sections
and their slope. The calculations are given in Annex 5.

The different profile of ditches will be joined to the sub-folder drawings of the project.

Unpaved (earthen) ditches should be avoided in the context of this project, given the low
slopes and the erodible nature of the soil crossed.

7.3 LATERAL TRENCH DRAINS


Lateral trench drains should be provided in the cuttings area, where there is a risk of water
coming from the surrounding land. This structure is to be installed below the level of the
triangular longitudinal ditch in cutting areas.

Their longitudinal slopes are identical to the longitudinal slope of the road. All the outlets of
the drains are connected to the project outlets.

7.4 DOWNSPOUTS
The downspouts are designed to evacuate water from the pavement to trapezoidal ditches
at the toe of embankments in erodible land regardless of its height, or to an energy-
dissipating riprap measuring 2mx2m thick 30cm.

The location of the downspouts will be provided on case to case basis where there is a
prescence of existing downspout or embankment susceptible to erosion

8. CONCLUSION

The PK50-PK75 road development project crosses several types of soils marked by medium
to shallow longitudinal slopes and floodlands. To this end, special attention must be given
to sanitation.

The transverse hydraulic structures of section PK50-PK75 are all in good structural
conditions and only suffer from a lack of maintenance.

These existing culverts must be cleaned with streams of at least 30m on both upstream and
downstream sides.

Lateral drainage is provided in triangular ditches at the edge of the paved shoulder or at the
foot of the embankment slopes.
