TECHNICAL REPORT
ASSESSMENT OF WASH FACILITIES IN SCHOOLS
INTEGRATED AND SUSTAINABLE WASH PROJECTS
REGION 6 – PROVINCE OF ILOILO & GUIMARAS

PHILIPPINE RED CROSS

Introduction

One of the aims of the PRC WASH Unit, is to empower and equip the PRC chapters in
delivering proactive ideas and sustainable programs for the organization as well as to the target
communities.

On September 2018, the PRC in partnership with the Korean Red Cross (KNRC) conducted a
turn-over ceremony of the Carles Birthing Clinic together with the Local Government of
Carles. The project was part of the Phase 2 project under Typhoon Haiyan Operations in
Municipality of Carles, Iloilo.

The newly constructed Carles Birthing Clinic adheres to the mission of the PRC to provide a
sustained and effective humanitarian service committed to build resilient communities.
Moreover, the said activity further strengthens the partnership of PRC-KNRC which opened
another opportunity by mutual agreement of both organizations to utilize the remaining fund
and allocate to the proposed Integrated Sustainable WASH Program and Capacity
Enhancement project in Iloilo and Guimaras.

The project goal is to contribute to improved water and sanitation, hygiene promotion, gender
equality and well-being of at least 8 schools and 8 communities across the priority areas
through integrated and inclusive sustainable WASH and child development programming
including capacity enhancement of PRC Iloilo and Guimaras chapters.

Objectives of the assessment

The main objective of the technical assessment is to validate and evaluate the proposed project
sites in terms of viability for the hardware components to be recommended. Furthermore, initial
recommendations and budget estimates will be reflected if probable.

En route

The project sites are in the provinces of Iloilo and Guimaras which is part of Region 6 – Wester
Visayas. A total of eight schools were visited from October 16 – 20, 2019 and November 6-9,
2019, below is the summary of itinerary:

Assessment methodology

General information from the baseline assessment (through Key Informant Interview) of the
project team was readily available and were shared to the engineer. Structured observation of
the facilities was conducted during the technical assessment by means of standard
questionnaires and checklists. Furthermore, additional information was given by the
representatives of each project sites.

Series of visits are still recommended to conduct a more detailed assessments that will be
beneficial in preparing and producing a detailed plans and more accurate estimates.
Findings and observations

Included in this technical report are the available information gathered and shared by the
interlocutors of the school/community during the assessment done for the Integrated WASH
project in Region 6. The following structured variables/factors were also considered:
o Terrain and demography: only specifics relevant to the area assessed
o Water sources and supply
o Existing sanitation systems and type of technologies
o Methods of waste disposal
o Sewage disposal and treatment works
o Pollution risk
o Population with water-borne diseases
o Existing WASH-related programs (handwashing, toothbrushing, MHM, etc.)
o Operation and maintenance of existing WASH facilities
o Capacity on catering of evacuees
o Political and social overview: determinants of the situation assessed
o Social aspects relevant to any targeting and distribution or future work with
communities
o Cultural beliefs
o Planned sanitation projects by other parties/agencies

2. Source/s of water
o Water source being used for flushing, hand washing, etc. is
rainwater.
o Additional source is thru delivery of non-potable water
from the Local Government Unit and Barangay two times
a week (average).
o Some handwashing facilities have built-in small water
reservoir.
o The school provides drinking/potable water to the students
budgeted from the school fund under School Maintenance
and Other Operating Expenses (MOOE).
o The school has an ongoing groundwater development
project which is currently at 40 feet depth. The minimum
target is at 86 feet depth in order for the proposed source to
be potable.
o Quality of water source was tested years ago (>10 years)
o Existing water source is not sufficient to supply the total
water demand of the school. In addition, the water quality
is not safe for the users.

o 1 functional toilet exclusive for male students
o 1 functional toilet exclusive for female students
o 8 functional communal toilets
▪ Indoor toilet dimensions: 1.1m x 2.0m
▪ Outdoor toilet dimension: 1.6m x 2.4m
o 1 functional toilet exclusive for faculty members
o 6 functional handwashing facilities (HWF)
▪ HWF dimension: 0.6m width x 0.70m height
o 1 non-functional HWF
o With ongoing construction of HWF funded by Parents-
Teachers Associations (PTA)
o Enough functional sanitation facilities based on the toilet-
to-student ratio from the DepEd Educational Manual
(existing ratio is 1:25)
o The school has female-friendly toilet
o Enough functional HWF
o Absence of PWD/accessible toilet
4. Existing waste disposal methods and facilities
o Waste segregation (3 slots) in each classroom
o Separate waste disposal for sanitary napkin
o Burning of waste is still practiced
o 3 sets of Materials Recovery Facilities (MRF)
o Toilets are being cleaned by teachers, parents and students
o Strong waste management program. All classrooms have
trash bins and practices segregation. But, the school
admin/staff shall be encouraged/or be trained to avoid
burning of waste in accordance with the Ecological Solid
Waste Management Act (RA 9003).
5. Hygiene practices
o All food vendors have health certificates.
o Most of the student’s practices toothbrushing every after
lunch.
o Annual distribution of toothbrush kits to all students
provided by the DepEd and Parents Teacher Association
(PTA) every year.
o Handwashing is not consistent due to shortage of water.
o Menstrual Hygiene Management is already integrated in
other subjects for grade 4-6 students.
o With readily available sanitary pads for menstruating
students.
6. The school do not have experience on catering evacuees but
according to them, they already have enough facilities apart
from safe water supply.
7. High elevation - average of 90 m above mean sea level of
elevation as recorded in phone’s GPS.
8. Accessible to all types of vehicles.

Recommendations 1. Partial rehabilitation of existing 2-seater toilet.


2. Improvement of water system thru provision of electric motor
pump.
3. Conduct water quality testing.

times a week (average) during dry season.
o The school purchases water thru private water tanker once
a week and/or if there are school activities/programs.
o The school provides drinking/potable water to the students
budgeted from the school fund under School Maintenance
and Other Operating Expenses (MOOE).
o The poor quality of existing groundwater source affects the
overall water supply.
3. Existing toilets and handwashing facilities
o 9 functional communal toilets
▪ Indoor toilet ave. dimensions: 1.1m x 1.4m
o 1 functional toilet exclusive for faculty members
o 7 functional handwashing facilities (HWF)
▪ HWF dimension: 0.6m width x 0.70m height,
length varies
o 1 non-functional HWF
o Enough functional sanitation facilities based on the toilet-
to-student ratio from the DepEd Educational Manual
(existing ratio is 1:24)
o With ongoing construction of outdoor toilets
o Enough functional HWF
o No female-friendly toilet
o Absence of PWD/accessible toilet

o Waste segregation (3 slots) in each classroom
o Burning of waste is still practiced
o With ongoing construction of MRF

admin/staff shall be encouraged/or be trained to avoid
burning of waste in accordance with the Ecological Solid
Waste Management Act (RA 9003).

Recommendations 1. Repair of damaged indoor toilets.


2. Improvement of roof gutters and downspout system.
3. Improvement of water system thru provision of electric motor
pump.
4. Conduct water quality testing.

consumption is 40 containers/month or 800 liters/month.
o Existing water source is not stable and insufficient to supply
the total water demand of the school. In addition, the water
quality is not safe for the users.

toothbrushing only twice a week due to unstable water
supply.

Association (PTA) every year.
o Menstrual Hygiene Management is already integrated in
other subjects for grade 4-6 students.
o With readily available sanitary pads for menstruating
students.
6. The school has been identified as evacuation center during the
Typhoon Yolanda. Only 3 families stayed for 1 night.
7. Average of 40 m above mean sea level of elevation as recorded
in phone’s GPS. No recorded flooding incident.
8. Island barangay
o Approximately 40 mins away of land travel from chapter
(Jordan) to port of Nueva Valencia
o 1 hour and 10 mins boat travel
o 5 mins walk from port of Panabolon to school proper
o Logistically challenging due to location
o Consider additional cost for hauling of materials

Recommendations 1. Partial rehabilitation of existing 2-seater toilet.


2. Improvement of water system thru provision of hybrid
(electrical and solar) water motor.
3. Provide/construct potable water stations/fountains as per
DepEd manual, 1 faucet/75 students or as an alternative
provide jerry cans/water dispenser per classroom.
4. Conduct water quality testing.

consumption is 40 containers/month or 800 liters/month
including supply for the feeding program.
o Existing water source is not stable and insufficient to supply
the total water demand of the school. In addition, students
are required to fetch sea water for flushing.

4. Existing waste disposal methods and facilities

o Toilets are being cleaned by teachers, parents and students

recommended to focus on improving the overall waste
management program to avoid WASH-related diseases.
5. Hygiene practices
o Food vendors have health certificates.
o No regular toothbrushing activities.
o Students practices handwashing everyday especially
before and after meals
o Annual distribution of toothbrush kits and hygiene kits to
all students provided by the DepEd and Parents Teacher
Association (PTA) every year.
o Menstrual Hygiene Management is already integrated in
other subjects for grade 4-6 students.
o With readily available sanitary pads for menstruating
students.
6. The school has been identified as evacuation center and
catered families for 2 nights.
7. High elevation - average of 140 m above mean sea level of
elevation as recorded in phone’s GPS.
