Dear Executive Directors,

Over the past week NSBA Regional Directors have received several emails with concerns regarding the
letter sent to President Biden from our Executive Director and President. As you are aware we have a
meeting scheduled for October 19 so we can be prepared for our October 21 NSBA Board Meeting.
However we wanted to compile any concerns, thoughts or recommendations you or your Boards have. If
you do not have any comments about it, that would be helpful to know as well. If you could send me any of
those by Wednesday morning I will compile a formal communication to our Board.

I would like to thank those of you that have already sent us correspondence.

Devin,

Thank you for assembling the comments and concerns from the NE Region associations. In Delaware, I have had the following
issues raised by board members, legislators and the media:
1.) I have had several Board members ask for an action item to be placed on the agenda of our next Board of Directors meeting to
withdraw from the NSBA.
2.) Those same board members have asked that I formally request a retraction of the strong wording in the NSBA's September 29,
2021 letter to President Biden and an apology for it representing that it was sent on behalf of the NSBA members. The strong wording
for which the board members seek a retraction was the suggestion that "... these heinous actions could be the equivalent to a form of
domestic terrorism and hate crimes." on page two, paragraph three of the letter.
3.) I have had state legislators ask if the DSBA was a member of the NSBA, how much our dues are and whether we supported the
NSBA's letter to President Biden.
4.) Social media and local talk radio is chattering about the NSBA's letter. The suggestion is that the NSBA is seeking to silence the
protests and concerns raised by parents and taxpayers. We have also seen social media "buzz" that taxpayer funds should no longer
be used to pay for DSBA dues since the DSBA pays NSBA dues.
5.) I've been instructed to have our Public Relations firm draft a statement distancing the DSBA from the NSBA, as well as the letter to
President Biden.

The DSBA expresses concerns as follows:


1.) The letter from the NSBA to President Biden indicated clearly that it was being sent "On behalf of our state associations and the
more than 90,000 school board members who govern our country's 14,000 local public school districts..." The DSBA was not
consulted prior to the issuance of this letter. Had the letter been properly vetted prior to it's release, the DSBA would NOT have
authorized it's release on our behalf and would have requested the letter be worded such that it clearly indicated which jurisdictions
and associations it represented.
2.) The DSBA has witnessed board meeting protests, but no violence or threats of violence against school staff or board members.
The DSBA had already issued guidance to member school board presidents about how best to handle the protests. Our guidance
advised the use of LOCAL law enforcement - NOT federal intervention.
3.) The DSBA supports, without qualification, the freedom of speech rights of those citizens expressing their grievances in public
school board meetings. The DSBA asserts that citizen engagement is an essential aspect of school board governance.
4.) The public education system in Delaware is based on the fundamental principle of local authority, which includes local citizen
authority over its local school board. Local citizen engagement is an essential element of local authority.
5.) The DSBA endeavors to remain apolitical and remain focused on the needs of students and the staff that serves them. The
NSBA's letter to President Biden is a distraction from that core mission.

The DSBA is a small association in a small state. Politics are VERY "close" in delaware! We can not afford to lose a single member
as a result of this PR nightmare. The talking points document published to explain the NSBA's letter did not help - it made the
situation worse.
