SUBJECT : Implementing Guidelines for the PNP Legacy Project

1. References:

a. MOA between the DENR and PNP on January 30, 2012 re: Mutual
Cooperation and Support for the 10 Million Tree Planting Project of the PNP
(Annex “A”);
b. Addendum to PNP LOI 42-09 (Project T.R.E.E.s.) re: “Pulis Makakalikasan:
10 Milyong Puno Pamana sa Kinabukasan” dated January 27, 2012 (Annex
“B”); and
c. Verbal Instructions of C, PNP on February 4, 2012 during the Tree Planting
Activity at PNPA, Camp Castaneda, Silang, Cavite.

2. The following guidelines shall be followed by all PNP units concerned in


compliance to the Tree Planting Legacy Project:

a. General Guidelines:

1) For government-sourced seedlings: These seedlings must only be


planted by the PNP personnel in public and/or government lands; and

2) For privately-sourced seedlings: These seedlings can be planted in


privately owned lands and no government time will be used in planting
these kinds of seedlings.

However, these seedlings maybe planted in public lands provided that its
donors agree that it be planted in such areas.

b. Individual PNP Member

1) The planting of trees shall be an individual responsibility of every member


of the PNP. Both the Uniformed and Non-Uniformed Personnel of the
PNP must see to it that he/she has planted at least 6 trees every month
starting February 2012, for a total of at least 72 trees on or before
January 28, 2013, in time for the celebration of the 22nd PNP Foundation
Day;

2) An individual tree planting scorecard shall be maintained by every PNP


member to determine his/her strict adherence and compliance with the
legacy project following the attached format (Annex “C”). Said scorecard
will be subjected to periodic monitoring and its compliance will be

checked by competent authorities during the instances of, but not limited
to the following:

a) Interview for Promotion;


b) Schooling; and
c) Conduct of the Saturday Rank Inspection.

3) Each entry in the scorecard must be filled up legibly and must be


countersigned by the Barangay Officials or any public officer of similar
category where the tree was planted;

4) In cases of controlled areas where the planting took place, like police and
military camps, dams and other similar installations of the same nature,
the Facility Director and/or Camp Commander may initiate the
countersigning of the scorecards; and

5) All PNP personnel shall monitor, at least twice a month, the growth
progress of those trees that he/she planted and make necessary
replacements, if necessary.

c. Office/Unit Reporting System

1) A certificate of compliance must be accomplished after the completion of


the required number of trees following the attached format (Annex “D”);

2) A responsible PCR officer shall be designated as Pulis Makakalikasan


Officer at every Police Office, who shall render periodic report to the Pulis
Makakalikasan Monitoring Center and likewise responsible in
coordinating with the DENR. He shall likewise assist in the monitoring of
the “Individual Tree Planting Scorecard” of their respective personnel for
the purpose of accounting and validation;

3) The Units with Regional/Field Offices can assign/designate personnel to


perform the same function within their respective units. Hence, periodic
reporting system must be made following the diagram in Annex “E”;

4) The PROs are required to coordinate with the Regional Offices of the
DENR to seek technical support and assistance in the establishment of
nurseries;

5) The periodic reporting of compliance shall be made every Sunday on or


before 5:00PM for weekly reports and the monthly reports must be
submitted every 28th day of the month based on the herein stated
formats:

a) NSU/Directorates/Command Group – Unit Tree Planting


Compliance Report (Annex “F”);
b) PROs/PPOs – Unit Tree Planting Compliance Report (Annex
“G”); and
c) Station Tree Planting Compliance Report (Annex “H”); and

6) PNP-organized tree planting must be reported to Pulis Makakalikasan


Monitoring Center immediately after completion while PNP Units or
individual participation with government and non-government agencies
tree planting must be reflected with the required periodic reports.

d. Pulis Makakalikasan Monitoring Center

1) A PNP monitoring center shall be established by Police Community


Relations Group which shall be primarily tasked to account, validate,
monitor and conduct physical inspection of all PNP units’ compliance;
and

2) Said monitoring center shall have the following functions:


a) Serves as the main coordinating office of the PNP with the DENR on
matters stipulated in DENR-PNP MOA;
b) Monitor the degree of compliance being made by all PNP Units and
provide recommendation as necessary;
c) Received weekly and monthly reports from concerned PNP units for
consolidation and subsequent updating of records; and
d) Establish a database to monitor the progress of the project.

3. Tasks:

a. DPRM

1) Include the compliance of said activity as one of the requirements for


promotion; and
2) Perform other tasks as directed

b. DHRDD

1) Include the compliance of said activity in every police career courses


/schoolings; and
2) Perform other tasks as directed.

c. DPCR

1) Act as Over-all Supervisor of this Project; and


2) Perform other tasks as directed.

d. DC

1) Provide funds for the project and the establishment of the “Pulis
Makakalikasan” Monitoring Center at PCRG Office; and
2) Perform other tasks as directed.

e. DL

1) Provide logistical requirements for this activity; and


2) Perform other tasks as directed.

f. PCRG

1) Initiate tree planting activities at least twice a month to be participated in


by different PNP Offices/Units (Crame based); and
2) Perform other tasks as directed.

g. LSS

1) Provide appropriate number of PNP vehicles with POL allocation for every
tree planting activity at the NHQ level; and
2) Perform other tasks as directed.

4. Coordinating Instructions:

a) The NHQ tree planting activity can be conducted in lieu of scheduled


Saturday Rank Inspections. However, clearance from TCDS should be
sought first through the Pulis Makakalikasan Monitoring Center prior to the
conduct of said activity. For PROs, clearance maybe sought from the RCDS
through their Pulis Makakalikasan Officer;

b) In order to supplement the needed seedlings resources, nurseries must be


established at all appropriate spaces within PNP camps, reservation or
other suitable private/public lands;

c) Crame-based units shall coordinate with HSS on matters relating to nursery


establishment within Camp Crame;

d) Names with corresponding contact numbers and email addresses of your


designated Pulis Makakalikasan Officer, who will be the contact person of
the Pulis Makakalikasan Monitoring Center in your respective Offices/Units
must be submitted to PCRG; and

e) All reports must be submitted on time through the following means:

1) courier;
2) email: pulis_makakalikasan@yahoo.com;
3) telefax: 722-0650; and

f) The Final Compliance Report covering the whole year must reach Pulis
Makakalikasan Monitoring Center NLT January 25, 2013.
