1 INTRODUCTION
1.1. Purpose

The purpose of this Work Plan is to present the general sequence of pre-construction and
construction activities which shall be carried out by the BIDDER/CONTRACTOR for the Al
Janadriyah Exhibition Facility, Ar Riyadh, KSA.

1.2. Objectives

To provide the CLIENT a summarize methodology of the BIDDER/CONTRACTOR for


performing the various phases of the Work such as allocation of Equipments and Manpower,
general sequencing of work activities, the use of site for staging, stockpiling and other
activities, and security. This has been prepared in coordination with the HSE Plan, Project
Quality Plan and Project Execution Plan.

Reference shall be made to the latest Saudi Aramco General Instruction
Manual (G.I), whichever applicable for the project in addition to the following:

2 PROJECT OVERVIEW
Saudi Aramco solicits the assistance of selected competent Contractors to Bid on a Lump-Sum
Procure Built (LSPB) Contract for the procurement & construction of AL JANADRIYAH
EXHIBITION FACILITY, AR RIYADH. This shall be an exhibition facility for the use by Ministry
and its main companies including Saudi Aramco in presenting related functions as well as wide
range of services to the public during the yearly Al Janadriyah Festival. With the minimum
capacity of 1000 guests per hour, the proposed facility will be in two levels with multi-function
spaces to be constructed inside the Al Janadriyah Zone in Riyadh.

3 PRE-CONSTRUCTION PREPARATION ACTIVITIES


Prior to start of any construction within the project vicinity, the following pre-construction
preparation activities shall be implemented and maintained throughout the course of the project:
3.1 CLIENT to issue a set of IFC drawings.
3.2 Documentation of existing site conditions will be performed using photos for future
references.
3.3 CLIENT to provide the Control Point locations for the establishment of Benchmark
reference.
3.4 A topographic survey & Geotechnical investigation to be performed by the
CONTRACTOR to verify and reconciliate with the survey and information given by the
CLIENT.
3.5 Erection of Staging Area (within the project zone) to be utilized by the CONTRACTOR
as designated by the CLIENT.
3.6 Coordination with the local authorities of Al Janadriyah for the CONTRACTOR Laydown
Yard for the primary staging of Manpower Camp, Material Warehouse, Equipment
Laydown, temporary stockpiling of excavated & backfill materials.

3.7 CONTRACTOR shall obtain necessary construction permits such as, Personnel &
Vehicle Gate Pass, Work Permits, etc. within the local authorities and National Guard
with the assistance of the CLIENT.
3.8 Approvals of CONTRACTOR documents, i.e. HSE Plan, Project Execution Plan, Quality
Plan, etc.

4 MOBILIZATION
Upon the award of the Contract and Notice to Proceed, mobilization shall commence in
accordance with the CONTRACTOR Project Schedule. See Attachment 01. Work Schedule.
A thorough and logical mobilization plan is essential to ensure the successful start up of
construction. This plan covers all preparation and pre-construction activities necessary to
ensure the timely arrival on Site of CONTRACTOR personnel, construction equipment, temporary
facilities and materials as required facilitating a timely start and continuous support of
construction efforts.
The mobilization plan will be closely coordinated with the overall Construction Execution Plan in
order to ensure that the mobilization activities properly lead into and provide a smooth transition
into initial construction activities.
The mobilization will be executed in two phases as described here below:
4.1 Mobilization – Initial Phase
Initial Mobilization Phase will be initiated from the CONTRACTOR Home Office in Eastern
Province to the Project Site in Riyadh. The following main activities will be executed in this
Phase:
a. The CONTRACTOR project management shall conduct a project kick-off meeting with the
project mobilization team and will initiate the start of the project with clear and defined
responsibilities. This team will be headed by the Site Manager and Construction
Manager.
b. During the kick-off meeting, mobilization plans established during the bidding stage and
all project information will be handed over to the mobilization team in accordance with
the “Mobilization Check List”, and action for each item will be assigned to the various
members of the mobilization team.
c. Various support departments at the Home Office will assist in the execution of the project
requirements under the direction of the members of the mobilization team involved in
executing the following:
(1) Prepare/update a master list of contractual requirements/submittals and distribute to
the various departments responsible for providing the necessary information such as
Legal, Insurance, Financial, QA/QC, Technical etc.
(2) Update and detail the master schedule.
(3) Start the program monitoring system.
(4) Initiate the purchase of the initial consumables and temporary facilities.
d. The mobilization plans for staff, labor; the temporary facilities established during the bid
stage will be examined in detail and re-evaluated in light of any changes that may have
occurred since the date of their initial preparation. All necessary corrective measures will
be implemented.

e. Additional Site visits will be conducted promptly to confirm data collected during the
bidding stage and to establish any additional information required to permit mobilization.
The following items especially will be reviewed and confirmed:
1) Access at the job Site.
2) Requirements for block visas, permits and licenses.
3) Locations for temporary facilities.
4) CLIENT requirements for properly validated licenses and certificates to be held by
construction personnel.
5) Transportation plans.
6) Loss prevention and safety requirements.
7) Plans for medical facilities.
8) Arrangements for drinking and construction water.
9) Arrangements for supply of electricity.
10) Arrangements for storage of fuel & lubricants.
11) Arrangements of site sanitary facilities.

4.2 Mobilization – Phase II


At this stage all approved mobilization plans are put into action. The mobilization of the following
activities will take place during this phase:
a. The temporary facilities necessary for the execution of the works will be constructed and
made ready for operation.
b. The necessary resources in respect of staff, labor and construction equipment to start
the works will be mobilized in accordance with the mobilization charts prepared under
Phase I activities and adjusted as required to maintain the work schedule.
c. Mobilization of the personnel, equipment and material required for early works will
commence upon Contract Award.
4.2.1 Mobilization Check List

handed over to the mobilization team in accordance with the following Check List and

4.2.2 ACCOMMODATION
The CONTRACTOR will provide accommodation for all its personnel employed on
the Project. The construction camp/housing complex will be located in the area
around or at reasonable distance from the Site as allocated by CLIENT. The
transportation means to the work-site will be provided for all personnel to and from
the camp/housing complex, as necessary.
However, to cater the plan for immediate mobilization required for this project,
CONTRACTOR is planning to rent an existing camp or building for labor
accommodation near or within the proximity of the Job Site during initial stage until
the completion of his permanent camp.
Construction and set-up of CONTRACTOR’s Temporary Camp Facilities (TCF) &
Laydown Yard which shall be the primary support/staging area for the project.

The TCF with an approx. Area = 60,098 m2 and can accommodate up to 790 persons
at peak, shall consist of the following:
 Accomodation (33,834 m2)
a. Senior Cabin: 10 units @ 2 rooms; 1/room = 20 persons
b. Junior Cabin: 20 units @ 2 rooms; 2/room = 80 persons
c. Skilled & Labor: 35 units @ 3 rooms; 4/room = 420 persons
 Camp Office, Messhall & Utilities (9,731 m2)
 Recreation (4,420 m2)
 Laydown Yard (2,500 m2)

The Laydown Yard shall be established inside the TCF and constitutes the following:
1) Non Air Conditioned Warehouse/Containers
2) Air-conditioned Warehouse/Containers
3) Lay down Yard
4) General Workshop (Mechanical works, Rebar, Carpentry, etc.).

Refer to Appendix B, Figure 1. Proposed Temporary Contractor Facility & Laydown Yard (TCF).

CONTRACTOR shall submit detail design drawings for construction of camp to the
CLIENT and ensure the adequate standard of living, dining, medical, fire fighting,
recreation facilities, cleaning & laundry services for its staff, work force, specialist,
vendors and subcontractor. CONTRACTOR will comply with CLIENT’s sanitary code
and requirement of Schedule B.
CONTRACTOR will fence the camp area & provide security access gate to ensure
the safety & security of the camp accommodation.

4.2.3 MESSING FACILITY/ CANTEEN


Located inside the TCF, CONTRACTOR s h a l l p r o v i d e a messing
facility/canteen to serve meals for the needs of the workers and its staff.
For lunch, should the CLIENT approved, CONTRACTOR shall provide one satellite
mess hall at the project site to cater the workers. This will avoid bringing the workers
back to the camp and sending them back to site. Packed meals will be delivered to
the identified site mess halls before lunch break.

4.2.4 ESTABLISHMENT AND MAINTENANCE OF SITE OFFICE AND FACILITIES


Site office complex will be part of the temporary facilities which will be established in the
plots designated by CLIENT.
The site office complex will serve the needs of all CONTRACTOR constr uct ion
team and shall also cater for CLIENT’s personnel as required in the Bid Documents.
The CLIENT establish the following Facilities within the project site perimeter for ready
occupancy by the CONTRACTOR & the CLIENT.
1) Field Office of the CLIENT
2) Field Office of the CONTRACTOR
However, the CONTRACTOR shall establish also the necessary facilities for his use,
such as fabrication shop or lay down yard at the area designated by the CLIENT.

4.2.5 TRANSPORTATION TO SITE OF PERSONNEL, EQUIPMENT AND MATERIALS


Safe transportation means will be provided to all personnel from/to camp/housing
complex to service all work locations.
To ensure safe transportation operation, a journey plan policy will be enforced.

be used to and from work sites, facilities, camps, etc., traffic signs needed for safe

driving along with speed limits, and monitoring road conditions for any maintenance
or repair work.

4.2.6 WATER
CONTRACTOR shall be responsible for the provision, transportation, storage and
distribution of potable water for its own use and for the TCF and for the permanent
WORK.
CONTRACTOR shall make necessary arrangements for the supply of the potable
water. As noted during the site visit, CONTRACTOR shall make tie-in to an existing
water supply inside the project site.
The CONTRACTOR will evaluate their water requirements for the Project and will
develop a specific Construction Water Plan that explains in detail arrangements for:
(a) Adequate water storage facilities
(b) Methods of water collection transport storage and distribution
(c) Drinking water
(d) Personnel waste flushing
(e) Testing of and flushing piping, vessels and tanks
(f) Aggregate materials washing
(g) Compaction
(h) Dust control

CONTRACTOR will be responsible for the water line distribution system and supply of
piping within the TCF area.
The raw and portable water required for construction and drinking for the
Construction Sit e will be supplied by CONTRACTOR. The quality of water will be
monitored regularly on Site to assure it is safe always.

4.2.7 FUEL/MAINTENANCE
Fuel servicing of construction plant and equipment will be carried out using a truck
mounted fuel/servicing unit, which will be replenished from our on-site maintenance
facilities.
It is intended repair that all routine maintenance and minor works to our construction
plant and equipment will be carried out using our on-site facilities and a truck
mounted fuel / servicing unit. These facilities will be established at an early stage
during the mobilization to site and will remain on site until the end of the project.

4.2.8 POWER
The power for all facilities will be provided by CONTRACTOR through the connection
to an existing substation inside the project site. Also, if necessary, Generator sets shall
be provided to carry out particular activties like welding works. CONTRACTOR shall be
responsible f or installation of electrical network & lighting system to all the temporary

construction facility area. Contractor will ensure the regular inspection, routine
maintenance and repair or replacement of the electrical distribution systems at the
TCF area.

4.2.9 WASTE M AN AG E M E N T & DI S PO S AL


CONTRACTOR will be responsible for managing and arranging disposal in an
acceptable manner of the various types and categories of waste which will accrue
through the project.
The toilets will be located at Project’s other temporary facilities (e.g. Field o f f i c e s ,
field t o i l e t s , warehouses, etc.) and each toilet will be kept in a hygienic, neat and
tidy appearance.
CONTRACTOR w i l l layout the sewer network inside his pad and will tie-in to the
sewer manholes assigned by CLIENT to his use or build lifting stations/holding tanks
which shall be maintained regularly by approved agencies to be contracted by
CONTRACTOR who shall dispose the sewage to proper Sewage Treatment Facility
for treatment.
CONTRACTOR will carry out all hauling and dumping operations of their own solid
waste and construction debris at disposal sites outside the Al Janadriyah Facility
acceptable to the CLIENT.
Procedures and methods of disposing of waste shall be compliant to the CLIENT and
Al Janadriyah Facilities requirements and will be described in the following categories:
 Hazardous Waste
Contaminated Excavated Material. This i n c l u d e s any m a t e r i a l that h a s
b e e n c o n t a m i n a t e d by hydrocarbons, flammable, corrosive, reactive,
toxic, radioactive, and infectious matters. This material is deemed unsuitable
for use and therefore it should be treated and disposed of in an approved
manner to satisfy the requirements and guidelines as provided in the Saudi
Aramco General Instructions, Project Standards and Specifications.
Chemicals and Oils: This includes any chemicals and oils, which constitute a
high degree of hazard to public health and the environment, such as
hydrocarbons (oils, lubricants), corrosive, reactive, and toxic chemicals. These
must be handled and disposed of in an approved manner approved by the
CLIENT.
 Non-Hazardous Waste
Uncontaminated Excavated Material suitable for fill will be disposed of in an
approved location directed by the CLIENT.
Construction Debris and Material Unsuitable for fill. This material will be
disposed of in the approved CLIENT dump site; it includes material such as
timber, steel, packaging material, concrete, etc.
Garbage Disposal. Biodegradable, chemically decomposable, and inert waste
will be dumped in an approved CLIENT dumpsite. This material includes non-
hazardous solid waste and sludge that are biologically or chemically
decomposable in the natural environment, such as paper, digestive sewage,
garbage or waste that is not biologically or chemically active in the natural
environment, such as glass, most plastics, and rubber products.

4.2.10 MEDICAL CARE


The CONTRACTOR will provide a Site Clinic or First Aid Center which will be fully
staffed and equipped to respond to an industrial accident.
The Center will have accommodation for examination, treatment, two beds, doctor’s
office with wash hand basin, Nurse Office and medical supply store with wash hand
basin, waiting area and toilets.
Equipment will include for rescue, resuscitation, cardiac, and respiratory needs
and will be properly maintained and serviced throughout the duration of the project.
The building will be fully air-conditioned, weather and dust proofed and will have
adequate access for stretcher borne cases. The main casualty access will have an
enclosed and roofed area for transferring stretcher borne patients between the
center and the ambulance.
The Center will be staffed at all times by at least one qualified Doctor and two trained
nurses experienced in the treatment and care of industrial injuries.
The CONTRACTOR will provide to patient, fully equipped and dedicated ambulance,
marked accordingly, which will be retained and maintained on standby at the jobsite
during working hours.
In cases of severe and serious injuries or illnesses, medical evacuation procedures
will be followed, and arrangements will be made with a local Hospital for the treatment
of these cases.
The responsibilities of first aid and medical personnel at site will be to:
 Treat occupational injuries and illnesses
 Contribute to accident reports
 Keep medical records, first aid log, and the medical files
 Render re-treatment when required

5 OBTAINING REQUIRED LICENSES/PERMITS/CERTIFICATES AND SECURITY


CLEARANCES
CONTRACTOR has excellent knowledge of Procedures and General Instructions regarding
t h e obtaining of necessary Licenses, Permits and Certifications essential for the
execution of the WORK. The CONTRACTOR will ensure that the needed certifications of
training are current and valid for the individuals involved in carrying out these activities.
Upon request of the CLIENT, such individuals shall produce their certificate for ARAMCO
verification.

Persons knowledgeable in SAG license and CLIENT certification processes are assigned
as administrative coordinators obtaining required licenses and certifications. These
designated persons are charged with the responsibility of maintaining up-to date records
of all licenses and certifications and to initiate action for renewals. These coordinators
maintain a close liaison with SAG and CLIENT officials in obtaining the necessary
certificates and the licenses to include but not limited to:
 SAG Heavy and Light Vehicle Licensing Officials
 Saudi Aramco “Program Health, Safety and Environment (HSE) Management
Plan”
 Saudi Aramco Service Provider Approved for Elevating and Listing Equipment
Inspection & Certification

These Coordinators will be periodically audited to ensure that adequate procedures are
in place and are being administered in a correct manner. Renewals for licenses and
certificates will commence at least two (2) weeks before the expiring dates.

The information that follows illustrates the Contractors intimate understanding of CLIENT
requirements.

5.1 CRANE OPERATOR & INSPECTION CERTIFICATION


CONTRACTOR will arrange for the certification of crane operators and crane
inspection certification utilizing the following Saudi based Agencies approved for
Elevating /Lifting Equipment Inspection & Certification and specifically approved by
SAUDI ARAMCO Inspection Department and Contracting Department:
 ABS Group Saudi Arabia Company Ltd.
 Bureau Veritas
 Crane Inspection & Maintenance Services (CIMS)
 Engineering Corner Inspection (ECI)
 Inspection Services Saudi Arabia Ltd. (SGS)
 Al-Mansoori Specialized Engineering LLC

The Operator must have a valid Heavy Equipment License from Home of record and
should be familiar in spoken/written English language.

Obtaining the Saudi Resident Permit requirements:


 Medical Exam reports (HIV test, Malaria and Cholera test, etc.)
 Minimum six color photos.
 Passport must have more than six month validity.

Obtaining a Saudi Government License requirements:


 Medical Exam Reports (Eye and Blood test).
 Prepare the required documents:-
 Filled application forms with photographs (minimum 3 nos.)
 Passport & Resident Permit copies
 Original Native License
 Arabic translation of Native License
 Practical test by Traffic Police
 If passed the practical, Traffic department will issue a Temporary License valid
for one/two months
 Traffic department will call for fingerprint
Once the fingerprints area approved by Interior Ministry (which will take
approximately one month) the Traffic Department will issue a permanent Saudi
Government License valid for one year.

5.2 CRANE INSPECTION STICKER


Saudi Aramco General Instructions shall be referenced and used for all mandatory
inspections of cranes and crane-supported man-baskets.
All cranes, whether owned or hired, shall carry relevant test certificates and
thorough examination reports, together with the manufacturer’s handbook. A copy of
the following documents will be submitted to the CLIENT.
 Current certificate of test and thorough inspection when arrives on site.
 Current Certificate of examination if the crane has been substantially
repaired or is more than 14 months old.
 Certificate of Approval for the automatic safe load/radius indicator.
The users of all cranes, hoists and other lifting appliances will keep all relevant
statutory certificates, registers and other documents up to date and readily available
for inspection by Client.

5.3 RIGGER CERTIFICATION


The Work Permit Procedure for the performance of any work category will be strictly
observed and monitored. The CONTRACTOR Safety Managers will be on Site
during all working times to supervise and monitor the proper implementation of this
procedure in accordance with the CLIENT Specifications.

6 FIRE PROTECTION SYSTEMS


A fire plan shall be prepared, detailing activities and requirements for fire prevention and
protection, training in the use and care of fire protection equipment is given to all
contractor employees. The fire plan shall be in line with requirements stipulated in Saudi
Arabian Government Laws, and the CLIENT HSE Plan.
Fire protection systems shall be provided in the following locations:
 Site Offices.
 Lay down Yards.
 Fabrication Yards.
Details of the firef ighting network and fire extinguishers’ locations, and their numbers will
be indicated on the final detailed layout drawings of the Temporary Facilities.
Building evacuation plans, and emergency reporting procedures shall be developed and
posted in conspicuous locations. Building fire wardens have the responsibility to ensure all
fire personnel are aware of the plan.
In association with the Construction Safety Manager, periodic fire drills will be carried out.
Each fire warden shall participate in setting up his drill and will report on its success or
shortcoming, making recommendations where necessary.

7 SECURITY FACILITIES
All the Temporary Facilities will be fenced and regular and random security patrols will be
carried out, particularly at night. CONTRACTORS will bear the responsibility for the security
of its resources and temporary construction facility areas that shall include to the following:
 Personnel security
 Materials of construction, from port lay down to erection including transport of oversize
equipment
 Personnel Transport
 Temporary Facilities
 Work Site
 Any Equipment / Material provided by CLIENT
Contractor will coordinate with the CLIENT to discuss ongoing security activities/issues.
After award the contract, CONTRACTOR will apply & obtain CLIENT Identification Cards to
start the construction of the temporary facilities.
In addition, on the grounds of safety and security, CONTRACTOR will install type V
fencing to all the temporary construction facilities areas that’s include camp Accommodation
Area, Fabrication shop, Ware house & lay down yard and offices.
CONTRACTOR will also provide lighting coverage to all CONTRACTORS’s a n d CLIENT
temporary Site facilities and camp areas.

8 COORDINATION WITH THE CLIENT


Under the direction and approval of the CONTRACTOR’s Project Manager, formats for all
reports will be prepared in line with the instructions given in the project procedures. T he exact
format of these reports will be discussed with the CLIENT immediately upon award, and the
formats agreed at that time will then be followed for the whole duration of the contract.

9 WORK SCHEDULE
WORK SCHEDULE shall be carried out in one shift per day, six days a week, in conformance to
Bid Addendum 01 & modified Milestone Schedule, issued by the CLIENT as follows:

Day Shift:
6:00 AM to 12:00 NN
Break: 12:00 NN to 1:00 PM
1:00 PM to 5:00 PM

Work shall be at 10 hours/day and from Saturday – Thursday. Above schedule shall be adjusted
as neccessary in accordance with the site condition and approved by the CLIENT.
CONTRACTOR assures the CLIENT that the project will be competently and comprehensively
planned and scheduled, and that continuous progress control will be achieved at all times. To
this end CONTRACTOR shall develop and supply formal planning, scheduling, progress control,
and reporting procedures appropriate to a project of this size and complexity, and in as much
detail as is necessary in order to remove any doubts concerning validity and accuracy.
The Construction Schedule will be in the form of a time-scaled CPM depicting the major
activities and milestones required to successfully complete the project, and the Project
Milestone Schedule will be in the form of a bar chart summarizing the major Project activities
and project milestones.
The Project Control and Construction Tracking systems consists of a suite of In-house
developed interactive programs which automatically pass information to each other after
updating is carried out on any component.
The l o g i c network shall b e d e v e l o p e d in p r e c e d e n c e format utilizing Primavera
Computer Scheduling software (P6 or latest version), critical activities shall be identified, together
with optimum resource requirements. Initially certain construction activities shall be included as
hammocks. Such activities shall be further expanded by sub networks as the work progresses
and more information becomes available. All subsequent schedules and bar charts shall be
derived from this logic diagram network.
CONTRACTOR will undertake a l l construction-related activities on a dedicated project team
basis. The CONTRACTOR’s Project Manager and other key personnel will be located at site in
order to achieve the project goals.
CONTRACTOR recognizes the importance of using the project expertise that CONTRACTOR
management has gained o n his previous & present projects with Saudi Aramco.
Immediately upon award of the project, the CONTRACTOR w i l l mobilize the key personnel
and arrange with CLIENT kick off meetings to carry out site surveys.
The p r o j e c t team w i l l b e s t a f f e d with p e r s o n n e l w i t h v a l u a b l e experienced in
m a n a g e m e n t , HSE, field engineering, procurement, quality control and construction of
infrastructure facilities in the Middle East and Saudi Arabia. Organization support will be
provided to the project by the CONTRACTOR’s functional managers and their staff.
