Saudi Aramco Manufacturer's Deviation Review Procedure (AMDR)

This procedure is to be used when any deviation from the assigned Specification, Procedure or
Purchase Order description is noted by Buyer's Inspection Representative or the Manufacturer's
Inspection Department.

I. This section is the “formal” AMDR process and will only pertain to all equipment
produced under API SPEC 6A PSL-4 service level rating.

A. Buyer's Inspection Representative (BIR) is advised of the deviation by the

Manufacturer (or finds the deviation in their inspection process).

B. Saudi Aramco Vendor Inspection (SAVI) evaluates the problem and determines if
the situation constitutes the use of the balance of this section of the AMDR
Procedure. If this formal section is not required by SAVI, use procedure in section
2 (informal) to obtain deviation approvals.

C. If the procedure is required, SAVI advises the Manufacturer to submit a full report
and advises the RSA and Buyer of the deviation. If applicable, the Manufacturer
should notify the Vendor.

The Manufacturer's full report shall consist of a complete explanation of the

problem and their proposal to repair or correct the deviation. The report shall
contain drawings if there is any doubt as to a text explanation giving a complete
picture of the nature and/or location of the problem. In addition, it will state the
length of delay (if any) the proposed repairs or corrections will have on the delivery
of the complete order. The report shall be reviewed by the manufacturer's Chief
Quality Engineer (or the Manufacturer's titled equivalent). He/she shall then draft a
cover letter for the report on his letterhead concurring with the proposed repair
and/or corrections.

D. Upon receipt of the report, SAVI will:

1. Log the report using the following format:

a. XMDR-AOC(or ASC)-87-YYY-000-ZZ

b. The “X” is the first letter in the Manufacturer's name.

c. The “87” is the current year.

d. The “YYY” is the sequentially numbered report for the subject order
number.

e. The “0000” is the last 4 digits of the subject order number.

f. The “ZZZ” is the first letters of the location of the Manufacturer's plant.
For example, AOC would use “SIN” to identify Gray's Singapore plant.

g. An example number would be: CMDR-AOC-91-003-8926-SIN.

This number would indicate AOC 1991 report number 003 concerning
order 8926 being made in Gray's Singapore plant.

E. The RSA shall review the report and consult with any appropriate organizations for
information and approvals (if required) resulting in the resolution of the matter.

F. The RSA shall advise the SAVI and the Buyer of its findings and recommended
actions. The disposition shall be reported to the Manufacturer by SAVI.

G. If the disposition from the RSA has a commercial impact against the Manufacturer
and/or the Vendor, the matter is resolved between said parties and the Buyer.

H. If the Vendor and/or Manufacturer is not satisfied and wishes to appeal the case, he
can submit another report or clarification to the original report. This can be done
through the channels of communications described above. The appeal must be made
within thirty (30) days of the date of the RSA's issue of the disposition. This set time
limit shall also pertain to any and all additional appeals to the deviation disposition.

II. This section pertains to equipment made under PSL ratings 1-3.

A. Buyer's Inspection Representative (BIR) is advised of the deviation by the

Manufacturer (or finds the deviation in their inspection process).

B. BIR advises SAVI of deviation and Manufacturer advises his Vendor and the Buyer.

C. A full informal report is submitted to the RSA by SAVI. This informal shall be in
writing (telex or fax); but does not require an assigned log number or formal review
and documentation from the Manufacturer's executive quality assurance management.

D. The RSA findings will be issued per paragraph F in Section I.

E. Paragraph G of Section I shall also apply to this informal process.

F. The Vendor and/or the Manufacturer will retain the ability to appeal the RSA's
findings in this informal process. They may appeal using the same process
described in this section within a thirty (30) day period from the date of the RSA's
issue of the disposition.
